The Mayors Summit is a three-day event organized by Cascais
Municipality in collaboration with Deloitte integrated in Estoril
Conferences, a bi-annual international event with the high
patronage of the Presidency of Portuguese Republic.
Summit Our purpose is connecting worldwide experts and city
leaders to debate the future of cities in all of their domains.

Cascais is a municipality in the
Lisbon District which attracts
more than 1.2 million tourists
every year. With a mid-sized
population of around 206.002,
Cascais is also known for the high
number of international
residents.

regarding innovation, looking into the future already with citizens
and their needs as the epicenter.
1st Portuguese Over the past few years, Cascais has implemented a large
portfolio of technology-based improvements ranging from energy-

efficient buildings to remote parking payments.
The city could stay connected to its citizens and address their
concerns through tools, such as mobile apps, where people can
photograph and report incidents and problems or reserve,
manage and pay for mobility services.
Deloitte established a collaborative and effective smart city within
Municipality Cascais, composing an ecosystem of several partners.
This led the city to be pioneer in developing the CitySynergy
operating system, managing the complex city environment,
enabling the integration of legacy systems.
CitySynergy is a specialized command center where all service
domains (economy, security, mobility, living, education, energy &
environment) of a Smart City are completed integrated and
central managed. centralizing all aspects of its smart city
operations.

company’s ability to develop a complete end-to-end solution.
Quals
First, Deloitte fostered a strategic discussion to develop a
roadmap for Cascais as a smart city. In a second stage, we
designed Cascais Command Center’s operational model, by
developing new processes and a new management model, which
includes centralized, integrated and correlated data analysis of all
vertical city domains.
We set up a collaboration ecosystem among several stakeholders,
to create a Living Lab that promotes local innovation.
This was followed by the development of a platform as a service
solution, CitySynergyTM, which is a comprehensive family of
products that encompasses the operational brain and nervous
system that manage complex city environments, events and
emergencies, delivering operational insights.
Lastly, we are setting the stage to convert Cascais into a Smart
Health Community.
All of the these steps are granted to have a long-standing impact
and to set the path to the city’s future.
