For the fifth time since the first meeting in 1973, the Conference of New England Governors and Eastern
Canadian Premiers (NEG-ECP) will hold its annual meeting in New Brunswick. The September 8th – 10th
conference in Saint John, hosted by Premier Blaine Higgs, will mark the latest chapter in a longstanding,
inter-regional, bi-national organization.
The members of the conference include the Premiers of New Brunswick, Nova Scotia, Prince Edward Island,
Newfoundland and Labrador, and Quebec as well as the Governors of Maine, New Hampshire, Vermont,
Connecticut, Massachusetts and Rhode Island. At their annual conferences the Governors and Premiers
of the eleven-member jurisdictions discuss issues of common interest and concern, and endorse policy
resolutions that call on actions by the state and provincial governments, as well as by the two national
governments.
The annual conference can draw upwards of 400 participants as Governors and Premiers are often
accompanied by business leaders and stakeholders from their respective jurisdictions. There is a business-
to-business component of the conference featuring facilitated meetings organized by a matchmaking
team, and invitations are extended to the Canadian and U.S. Ambassadors. In addition to the meeting itself,
the conference includes social activities such as receptions and formal dinners and various information
sessions and discussions.
These conferences are unprecedented unique opportunities to explore trade, investment and business
partnerships in the region which represents the world’s 12th largest economy at $1.44 Trillion dollars in
GDP and with 25 million people!
Some specific accomplishments of the NEG-ECP include:
• adoption and implementation of a Climate Change Action Plan at a time when the Canadian and
U.S. federal governments have yet to achieve a major cross border agreement for the reduction of
GHG emissions;
• implementation of a regional program to reduce sulfur dioxide emissions;
• adoption of principles of a good neighbour environmental relationship;
• adoption of action plans to address acid rain and mercury deposition;
• sponsorship of international roundtables on energy, and publication of energy inventories/profiles;
• international tourism projects to promote the New England/Eastern Canadian region; and
• adoption of the Mystic Covenant, a pledge to strengthen and promote trade relations.

This year’s conference will be held in beautiful Saint John, New Brunswick. Located on the Eastern Canadian
seaboard, the greater Saint John region is a natural geographic gateway and strategic distribution hub for
the international economic and geographic region extending from Atlantic Canada to New England and
beyond. It is home to many key energy sector companies and provides for quick and efficient shipping to
the U.S. and throughout the world.

Saint John is a one-hour drive to the United States border at Calais, Maine; a four-hour drive to Halifax, Nova Scotia; and an 8.5-hour drive
to Montréal, Québec. The Saint John Airport is located 16 KM from the city centre. A short two--hour flight to Toronto, 90-minute flight to
Montréal, and 45-minute flight to Halifax connects Saint John to international destinations.
