Business Update –

   Work towards our priorities:

   1. Youth Related Exploitation, ASB, Violence & Drugs Misuse
      Following the easing of lockdown restrictions there has been an increase in the levels of ASB across Bournemouth Town Centre, particularly by young
      people. These issues have been linked to alcohol and drug misuse and whilst this behaviour has an impact on the whole community the behaviour also
      places young people themselves at risk of exploitation and abuse. Previous experience shows there is the propensity for ASB levels to increase as we
      enter the busy summer holiday period which brings an influx of visitors from out of County.

      We will work with our partners from BCP Council to protect young people and the vulnerable and prevent crime, disorder and ASB. We will be
      educating young people via our Safer Schools Team on:

      •   Effects of ASB on individuals and the local community

      •   The consequence to young people who behave in an ant-social manner

      •   The law around possession of knives and drugs

      •   The law around consuming alcohol in a public place

      •   The dangers of associating with county lines. The signs to look out for that indicate a young person maybe involved and wher e they can go for
          support and help

High visibility patrols between Police and Council staff will take place in areas of the Town Centre where crime and ASB takes, particularly around The
   Gardens and beach front, with the aim of preventing Crime and disorder by carrying out early interventions with young people. Appropriate
   enforcement action will be taken against the young people who despite the interventions, advice and education continue to act in an anti-social
   manner, this enforcement action could include:

   •   Use of dispersal powers ordering young people to leave an area for up to 48hrs

   •   Parents / carers being called to collect children and take them home

   •   Arrest of young people as a last resort and when required due to criminality and the need to protect the wider community

   Young people who do come our attention for ASB will be visited at home by Police Officers and staff from BCP Council, their parents / carers will be
   informed of their behaviour and told of the potential consequences should their behaviour continue.

2. ASB & Alcohol / Drug Misuse in West Hill
   The most recent public survey has identified ASB as the top priority for local residents and our communities. West Hill is a n area that experiences ASB
   fuelled by street drinking and drug misuse. Bournemouth South NPT is working with colleagues in other Departments and partner agencies on a multi-
   agency approach to this problem.
   Together we will focus on:
       •   Identifying & dealing with individuals, locations and premises that contribute to the ASB
       •   Targeted activity at licensed premises
       •   Proportionate use of anti-social behaviour legislation against persistent individuals and premises

3. On Street Drug Dealing

       Drug dealing has been identified by the local communities as an area of concern. Not only does this affect the quality of life for local communities but
       also preys on some of the most vulnerable members of the community.
       Working with our communities, partners and stakeholders we will obtain intelligence to identify locations, individuals and gr oups who engaged in the
       supply and distribution of drugs in the Town Centre, in particular those who exploit young people and the vulnerable.
       We will look to execute warrants under the misuse of drugs act and use intelligence led stop and search where grounds exist and work with partners to
       ensure help and support is available to those who are exploited by criminal gangs and look to divert young people away from c rime.

We will engage with our communities by holding face to face events

Due to COVID restrictions, traditional face to face engagement events are currently on hold but it is hoped these can recommence as the final restrictions are
removed in July.

What did we learn

The use of technology such as ZOOM and TEAMS has been used effectively to carry out “face to face” engagements with some of our communities. These gave
us the opportunity to understand the needs of our communities and the concerns they had during periods of national lockdowns.

Facebook live events were held over the early part of 2021, these gave the public the opportunity to aske questions of the local NPT and hear updates on the
work we had done and the priorities we are addressing. The use of this technology reached a far wider audience than had historically been reached with
traditional face to face engagements.

How are we responding

   •     We are planning to have engagement opportunities on Pier Approach throughout the school summer holidays

   •     We are looking to use events such as Bournemouth Air Festival and Bourne Free to engage with our local communities

   •     Further Facebook live events will be held

   •     Dorset Police volunteers are being recruited into engagement

   •     Officers from across Dorset are supporting our Neighbourhood Team throughout the summer

   •     We’ll be out and about, accessible to our communities and conducting ‘business as usual’ engagement activity

   •     Fortnightly briefings with ward councillors will take to place to appraise them of our work in he local community

We will develop and increase the effectiveness of our digital engagement.

As mentioned previously, digital engagement has been our main method of engagement over the past year and despite the expected easing of COVID
restrictions we will continue to make good use of digital engagements to ensure we are reaching as many of our communities as possible.

Officers and staff will post updates on social media covering work being done towards priorities.

We will improve and increase our use of social media to engage with the public and keep them informed.

For the period Mar – May 2021 Bournemouth South NPT posted 86 messages across social media.

We will consult and engage with our communities to make them integral to the decisions we make.

Bournemouth South NPT uses the results of the online Priority Survey to identify the priorities the local community would like us and our partners to focus on.
The survey asks the respondents to answers 3 clear questions and identifies 3 priorities. The surveys are refreshed every 6 months and they form the basis of
our #yousaidwedid activity, posted on our social media.

We also engage with partners in the Partnership and Co-ordinating Group.

We also consult with our ward councillors on a fortnightly basis.

The result of these consultations affect the locations we patrol, as well as identifying vulnerably victims and possibly suspects. It’s used along with crime data
and other measurements to determine our priorities.

We will increase and broaden our engagement across all communities ensuring we are inclusive of seldom-heard communities.

We are currently reviewing and updating our Key Community Contacts (KCC). These are individuals who can speak for their communities and help us improve
the service we provide.

Bournemouth South NPT currently has 21 KCCs but this number is likely to change due to the review currently underway.

Currently the KCCs are used to comment on and provide feedback on this document, in general consultation, following critical incidents that may affect their
communities and to assist us in communicating with their communities.

This is an area that is being worked on, the people we have as KCCs will change to better represent the communities they represent.
