   1. INTRODUCTION
1.       The Rural Connectivity Improvement Project (RCIP) will construct about 380.6
kilometers of rural roads to all-weather standard covering 16 priority rural development
districts in the country. The project will also focus on improving institutional arrangements,
business processes, and associated capacity building, particularly on road asset management
and road safety. The Project aims to improve transport efficiency of the rural road network,
which will contribute to expansion of economic opportunities and poverty reduction. This will
be realized by: (i) improving the district road network, (ii) facilitating safe and appropriate road
usage, (iii) increasing efficiency of transport services, and (iv) enhancing the Department of
Local Infrastructure Development and Agricultural Roads (DOLIDAR) now Department of
Local Infrastructure (DoLI)’s capacity for road asset development and management. Project
immediate outcomes will be improved accessibility to social services and markets, increased
fuel efficiency, reduced travel time, accidents, vehicle emissions and better employment
opportunities outside agriculture, both through improved access to economic centers and
increased industrial activities in the project districts. The Project is funded by Asian
Development Bank (ADB).

       1.1     Brief Project Description
2.      Under the project there are 27 road subprojects. The total length of the road is 380.686
km and these roads are located in 16 districts. Jhapa, Ilam, Panchthar, Morang, Sunsari,
Dhankuta (Eastern Cluster 13 Roads); Dolakha, Kavre, Sindhuli, Sindhupalchowk,
Kathmandu, Bhaktapur (Central/ East Cluster: 7 Roads), Chitawan (Central/ West Clusters: 1
Road); Parbat (Central/ West Cluster: 2 Roads); Rukum (West Cluster: 2 Roads) and Rolpa
(West Cluster: 2 Roads).These roads are in 11 packages (or 11 NCB contracts). The civil
work contracts are already awarded to contractors by PCU in various dates in year 2018
except for package (NCB-6) for which the bid evaluation process is underway, and the work
is expected to be awarded by May 2019. The construction period of each of the contracts is
2 years with additional 3 years of maintenance that includes 1-year Defect Liability Period
(DLP) of the constructed road and 2 years for Performance Based Maintenance (PBM). The
Project started in April 2018.
3.      The RCIP is financed by the Asian Development Bank. Ministry of Federal Affair and
General Administration (MoFAGA) through DoLI is responsible for implementation of this
Project. DoLI is the executing agency and the Project Coordination Unit (PCU) headed by
Project Coordinator under DoLI is the central office for overall project management, contract
administration and implementation through its regional PIUs headed by the Project Managers
(PMs) established at Jhapa (PIU1), Lalitpur (PIU2), Parbat (PIU3), Rolpa (PIU4) and Rukum
(PIU5).
4.      RCIP, PCU has appointed Yooshin Engineering Corporation, Korea in association with
Environment & Resource Management Consultant (P) Ltd, Nepal & BDA, Nepal (P) Ltd, Nepal
as a Construction Supervision Consultant (CSC) for all contract packages. The target of the
Project is to improve the existing gravel/earthen rural road to asphalt paved road with gravel
shoulder on either side. The Project work mainly comprises of 30 mm of Asphalt pavement,
150 mm of crushed stone base course, 200 mm of granular sub-base course and 350 mm
gravel on either side of shoulder. The construction work also includes cross drainage, side
drain, masonry and gabion structure, bioengineering, traffic safety works and maintenance
work on PBM.

       1.2    Contract Status
5.      The agreements of the contract packages were made in three phases. In first phase,
agreement of Contracts NCB-01, NCB-02, NCB-03 and NCB-04 and in second phase, NCB-
7, NCB-10 and NCB-11 was made. Similarly, in third phase the agreement of contracts no
NCB-05, NCB-08 and NCB-9 were done. The contract NCB-06 was retendered and the
evaluation of bid is underway. The contractors of first and second phase contracts have
started construction work. The construction survey and design-drawing work is underway for
third phase contracts. The overall average physical progress on awarded contract is around
9 percentages. The details of contract status with date of agreement, commencement amount,
physical progress and intended date of completion are provided in Appendix I.

2   COMPLIANCE TO NATIONAL REGULATIONS AND ADB's POLICY

       2.1    Environmental Protection Rules 1997
6.     An Initial Environmental Examination (IEE) Study is required for the proposed roads
as per Environmental Protection Act and Rules 1997 of Nepal. IEEs of all 27 roads sub-project
were approved by the Concerned Agency of Government of Nepal.

       2.2    ADB's Safeguard Policy Statement (2009)
7.      According the ADB Safeguard Policy Statement, the project is classified as 'Category
B' with respect to environment.

3   INSTITUTIONAL ARRANGEMENT FOR SAFEGUARDS IMPLEMENTATION
8       DOLIDAR (now DoLI) is the Executing Agency (EA) and Project Coordination
Units (PCUs) are the Implementing Agencies of the Project.
9       The implementation arrangements for environment safeguards and responsibilities of
various agencies and parties for implementing environment safeguards are provided below:
10      Project Coordination Unit: The PCU is the project management unit and responsible
for the overall compliance with ADB’s SPS and the applicable laws and rules under concerned
Ministry. The PCU have an environmental consultant (PCU-ES) to coordinate with the PIUs
and ensure project implementation complies with the PAM and EMP.
11    Project Implementation Unit (PIU): The PIUs through the Executing Engineer is
responsible for supervising implementation of the EMP and Environmental Monitoring Plan
(EMoP) by the Contractor.
12      Construction Supervision Consultant, Environment Specialist (CSC-ES): The main
responsibility of the CSC-ES is to support the PCU and PIU and ensure that the construction
works are in accordance with the environmental management plan and other environment-
related stipulations of the construction contract documents.
13      Contractor: The Contractor is the principal agent to implement the EMP and EMoP
during the pre-construction and construction stages.
14      The PCU is the key institution for the successful implementation of the project and
ensure compliance to ADB safeguards as contemplated in the environmental management
and monitoring plans. The PCU provides both technical advisory and independent audit roles
to the Project to ensure the project stays in compliance. The CSC Environmental Specialist
and the PCU Environmental Consultant monitor environmental management plans (EMP)
implemented by the contractors.

15     Currently, RCIP/PIU have Sociologist and one Individual Safeguard Consultant each
for Social and Environment, CSC has Environmental Specialists and Social Specialists.

4   COMPLIANCE TO ENVIRONMENTAL COVENANTS
16.     There are loan covenants specified for this project. Environmental safeguard related
project activities are in compliance with covenants as regular follow up actions are being taken.
The following covenants (Table 2) to the financing agreement with ADB are to be complied
during implementation of the project.

5   COMPLIANCE TO ENVIRONMENTAL MANAGEMENT PLAN
17.     The baseline features of the road and the road surface are provided in Appendix IX.
For addressing the impacts and corresponding mitigation measures Environmental
Safeguards related activities are being undertaken. Updated environmental management plan
is presented in the Appendix-II.

    5.1 Permits and Clearance for Major Construction Work
18      Forest: RCIP has been following-up with the concerned government agencies to
provide clearance before starting major construction work. Summary of progress of forest area
clearance for all 27 roads is given in (Table 3). Clearance is obtained for 1 road in Dolakha, 7
roads do not require tree felling. Verification report for approval of tree cutting and transfer of
forest land have progressed at different levels regarding approval; 3 reports are at MoFE, 12
at DoF, 4 in districts while from site verification it has been found that trees are not found
within 5m either side from road center for three roads. See Details in Appendix III & IV

6.        SAFEGUARD MONITORING RESULTS

6.1 Construction Activities
20     IEEs for all 27 roads were approved at different dates by MoFE. Due to minor
discrepancies in write-ups, number of trees to be felled and area of forest land to be acquired,
IEE and EMP reports are updated for following 6 road sub-projects (Table 4);

21     Based on IEE and EMP of project, the environmental monitoring plan has been
developed. The detailed monitoring plan according to the EMP is given in Appendix-II. The
baseline and compliance monitoring progress noticed during the reporting period are:

6.1.1 Construction Compliance and Monitoring
22     Verification and Approval of Forest area and Tree Cutting: Out of 27 roads, 7
roads do not require tree clearance. Trees cutting of 1 road had been approved by the Ministry
of Forest and Environment. Verification of required number of trees cutting of 16 roads has
been completed by District Forest Office (DFO) and report submitted to Department of Forest
(DoF) and trees cutting for remaining 4 roads are to be verified and submitted to the DOF.
The detail is given in Table 3 above and Appendix IV.

23      Air and Noise: Ambient air quality parameters measurements are required to be
recorded before, during and after construction work. Sampling locations are proposed at Major
Settlement/School/Health Center. The parameters like total suspended particles (TSP),
Particulate Matter (PM 10), Sulfur dioxide (SO2), Nitrogen Dioxide (NO2), Carbon monoxide
(CO) is being measured (Appendix V & VII). Results are analyzed by comparing with Nepal
standard and ADB SPS 2009 (Pollution Prevention and Abatement Para 33). The project
should comply with the more stringent standards between the country’s regulations and World
Bank Group’s Environment, Health and Safety Guidelines. The standard is given in Table 5.

24     Water Quality: River water of the major river of the Project has been sampled for
baseline monitoring and analysis. The parameters like pH, Total Suspended Solids (TSS),
and Oil & Grease is being measured. Results is being analyzed by comparing with Nepal
standard and ADB SPS 2009 (Pollution Prevention and Abatement Para 33), the project
should comply to the more stringent standards between the country’s regulations and World
Bank Group’s Environment, Health and Safety Guidelines.
25     As per World Bank Group’s Environment, Health and Safety Guidelines Environmental,
Health, and Safety Guidelines indicative Values for Treated Sanitary Sewage Discharges: pH
6 – 9, BOD mg/l 30, COD mg/l 125, Total Nitrogen mg/l 10, Total Phosphorus mg/l 2, Oil and
Grease mg/l 10, Total Suspended Solids mg/l 50, Total Coliform Bacteria MPNb / 100 ml 400.

6.1.2   Compliance Monitoring
26        During the present reporting period, the construction works of awarded contract has
commenced. As reported any occurrences of construction-related injuries and fatalities, and
any complaint was not registered during reporting time. Safety measures like camp site
management, health and safety and issues of child labour are monitored at site. For the
compliance monitoring result, an environmental safeguard compliance matrix has been
developed and weightage for different indicators and parameters are assigned for the project
during pre-construction, construction and operation stage which is given in Appendix III. Site
visit is frequently conducted by an environment safeguard specialist. Site visit in this period
especially included matters regarding:
     • finalization of Environmental and Management Plan;
     • Submission of remaining Air quality and Water quality test report as construction
          progress;

   •   Maintenance in written of all permits, clearance and approval required for Camp/
       labour camp, stockpile, equipment yard establishment, Quarry operation, crusher plant,
       spoil disposal sites etc.);
   •   Submission of Occupational Health and Safety Plan, Traffic management Plan;
   •   Establishment Safeguard Desk (Unit) with Focal Person; and
   •   Others.
27     Orientation Training: Besides Contractors personnel of one road each of Kathmandu
and Bhaktapur under NCB-08, awareness training regarding environmental safeguard
requirement of the ADB and the GoN in general and preparation of Site Specific EMP in road
construction were delivered to contractor personnel of all contracts (Appendix IV).
28     Environmental Focal Person: Focal person have been assigned for 15 roads out of
25. The effort towards nominating focal person is ongoing (Appendix IV).
29      Contractor Camps: Contractors have established camps at different road chainage
and location along the road alignment for 8 contract packages. These camps have been
established following permits from respective land owners. Camps are yet to be established
for contract packages NCB-05 & NCB-06 and camps establishment for NCB-08 & NCB-09
are approaching towards completion (Appendix V).
30    Quarry Sites: Approval for quarry sites have been obtained for NCB-01, NCB-02 &
NCB-03 contracts. Approval is being finalized for NCB-07, NCB-10 and NCB-11 whereas
approval has been sought for NCB-04, NCB-05, NCB-08 & NCB-09 (Appendix V).
31      Relocation/ Reinstatement of Private/Public Facilities and Amenities: Except for
NCB-02 Contract where action are being taken for relocation of electric poles, private and
Public facilities including water supply system are not disturbed yet or they are not damaged
to the extent rendering them inefficient are demanding relocation or reinstatement (Appendix
V).
32      Water Sprinkling for Dust Arrest: Regular water sprinkling in a quantity at the rate
2.4 to 2.8 liters per square meter for at least 2 times a day is provisioned in all road contracts
in order to arrest dust nuisance along the road. Water is being sprayed by a water tanker at
regular basis along settlement to arrest fugitive dust as and when required especially in the
contracts where earthworks have been undertaken significantly (Appendix VI). The
grievances of local people regarding dust pollution were not reported during the time of site
visit.
33      Air Quality Monitoring: Periodic Air Quality Monitoring at major settlement areas
along the road is provisioned. TSP, PM10, SOx, NOx, CO and other parameters are being
measured. The monitoring schedule of the parameters is agreed on 8 hours shift over the
period of 24 hours. As per the fixed length along the road as provisioned, sites and location
for the measurement of the given parameters are being finalized. The data and frequency of
air quality monitoring test conducted, and results drawn are provided in (Appendix VI)
34      Water Quality Monitoring: Periodic Water Quality Monitoring at major settlement
areas and water source along the road is provisioned. pH, Total Suspended Solids (TSS), and
Oil and others parameters are being measured. Sites and location for the measurement of the
given parameters are being finalized. The condition for water quality test is assigned for limited
contracts for the roads where major water resource and bodies occurs. The data and
frequency of water quality monitoring test conducted, and results drawn are provided in
(Appendix VI)
35     Slope Protection, Environment Protection Measure and Bioengineering: Gabion
Toe walls have been proposed as protection measures to check unstable slopes resulting due
to construction works. Unstable slope protection works has been undertaken in roads of
Rukkum, Kavre and Rolpa districts (Appendix VI). Besides, bioengineering measures has
been proposed significantly as separate items to stabilize unstable slopes, spoil disposal

areas and others. This includes different soft structural and vegetative methods including
plantation of the containerized trees seedlings.
36      Construction Site Safety & Traffic Management; Traffic management is being
carried out and contractors are oriented about requirement of construction site safety.
37     Occupational Health and Safety Plan and Camp Site Management: Plans are
sought for OSH measures; safety and first aid. Labour camps are at place at different location
along road side (See Appendix for Photographs of Labour Camp).
38      Spoil Management: Tipping sites for excess spoils have been identified for few
contracts and has also formed part of the EMP. Permits are taken from the private land owners
at the sites and location where the tipping is finalized.
39   Establishment of Safeguard Unit: Establishment of a safeguard unit comprising
member from PIU and Contractor is being planned for each package.
40     Bioengineering: Significant bioengineering measures have been proposed in all road
sub-projects. Since the commencement of construction works is at early stage, few contracts
are awarded lately, and one contract is yet to be awarded the monitoring progress on
bioengineering is yet to realize.
41      Monthly Monitoring Report Submission: The CSC has submitted monthly progress
reports on different aspect of contract management, implementation and administration
including progress reporting on environmental safeguard monitoring and compliance. The
monthly progress report for February 2019 is already submitted by CSC. The newly recruited
individual Environment Safeguard Specialist has also submitted his monthly progress report
within stipulated deadline.

7. IMPLEMENTATION OF GRIEVANCE REDRESS MECHANISM AND COMPLAINTS
RECEIVED FROM STAKEHOLDERS

7.1 Establishment of GRM
42      The project has established a grievance redress mechanism to voice and resolve
social and environmental concerns linked to the project and ensure greater accountability of
the project authorities towards all affected persons. A Grievance Redress and Management
Guidelines 2075 BS is approved by RCIP. Based on these guidelines, Grievance Redress
and Management Committee are formed at following three levels by the project:
43     Field-Level Committee: Comprise of Ward Chairperson, PIU-engineer, RE-CSC, APs,
Contractor's representative and a Social mobilizer;
44     Project-Level (PIU) Committee Comprise of Project Manager PIU, Municipality/Rural
Municipality Representatives, Representative from CDO, DCC- Representative,
representative from DLRO, representative DSO, APs and CSC Social Development and
Gender Specialist; and
45     Central-Level (PCU) Committee Comprise of Project Coordinator-PCU, CDE-PCU,
Section Chief-Finance and Administration Section-PCU, Sociologist-PCU, Designated Road
Engineer-PCU, Environment Safeguard Specialist-PCU, Social Safeguard Specialist-PCU
and Engineer from Planning and Monitoring Section.
46      Grievance Redress Committee formation is completed at local level for 21 road sub-
projects (65 numbers of committees), at PIU level for 16 road sub-projects and one at the
center. The committee formation process is undergoing at different level for different roads
(Annex). The monitoring works has not yet reported environmental related grievances filed in
the existing committee (Appendix IV).

8. OTHER ACTIVITIES

47     Other noticeable activities that may attract significant environmental concern were not
noticed during this period.

9. CONCLUSION

48      Rural Connectivity Improvement Project has entered into the major construction phase
(third quarter of the year 2018 to the end of 2019) of the project cycle. The pre-construction
and construction phase activities undertaken till date is summarized as follows.

    •    Approval process for Use of Government Forest Land and Tree cutting is expedited
         and many are approaching towards approval;
    •    Contractor is finalizing as well as implementing Environmental and Social
         Management Plan Occupational health and Safety Plan, Traffic management Plan
         by start of the peak construction work;
    •    Baseline and few construction phase Air quality and Water quality test are
         undertaken, and report are drawn; additional test should be undertaken, and report
         should be produced for all contracts for construction phase;
    •    Permits are being maintained (eg. Camp/ labour camp, stockpile, equipment yard
         establishment, Quarry operation, crusher plant, spoil disposal sites etc.) in written
         and additional permits needs to be sought early;
    •    Environmental Focal Person is nominated for different contracts;
    •    PIU shall be established Safeguard Desk with Focal Person, Maintain the register to
         address grievances.
