PUBLIC PORTION OF THE MEETING BEGINS:
The New Jersey Open Public Meeting Law was enacted to ensure the rights of the public to
have advance notice of and to attend the meetings of public bodies at which any business
affecting their interest is discussed or acted upon.

In accordance with the provisions of this act, the Business Administrator/Board Secretary has
caused notice of this meeting to be published by having the date, time and place thereof
posted on the bulletin board of the municipal building, communicated to the Record
newspaper and filed with the Clerk of the Borough of Northvale.

MEETING REGULATIONS
During each regular meeting, two opportunities are provided for citizens to ask questions and
to make comments. During the first opportunity, early on the agenda, the meeting is open to the
public for the purpose of addressing items listed for approval on this agenda. The second
opportunity occurs just prior to adjournment, when citizens may address any subject matter that
is pertinent to and/or directly related to the operation of the school.

Persons wishing to speak must, upon being recognized, rise, sign in, state their name, address
and subject matter. Comments and questions shall be addressed to the Board President or the
presiding officer and shall be limited to five minutes per person. The Board may (or may not)
respond to issues raised by members of the public at the time they are raised, but will provide
a response if and when appropriate.

The Board asks that members of the public be courteous and mindful of the rights of other
individuals when speaking. Please note that the Board will not respond to comments regarding
students or board employees in light of the privacy rights held by those individuals. Moreover,
the Board discourages comments about such individuals, and will not be responsible for such
comments. Members of the public who choose to speak during this public session should
carefully consider their comments, since they could be held personally liable for any statements
they make.

Finally, please note that in accordance with the District Policy the Board will not officially
comment or respond to any matter mentioned unless it can confirm that the matter has first been
brought to the attention of the appropriate school personnel in an attempt to resolve the issue.

recommends the following resolutions: (P-1 to P-11) - on behalf of the Committee, I so move.

P-1: To accept the resignation of Ashley Plescia, one-on-one aide, effective August 17, 2020.

P-2: To accept the resignation of Kristine Smith, one-on-one aide, effective August 26, 2020.

P-3: To approve, retroactively, Helena Bogosian, one-on-one aide for the 2020-2021 school
     year, start date effective September 8, 2020.

P-4: To approve the rehire of the following substitute for the 2020-2021 school year.

               Kelly Brogan

P-5: To approve Jordan Iacobucci to be added to the 2020-2021 substitute list. (pending
     completed paperwork)

P-6: Rescind P-4 from the May 21, 2020 agenda - To approve to hire Samantha Freeman, Health
     & Physical Education Leave Replacement effective September 1, 2020 through June 30,
     2021.

P-7    Approve to hire Samantha Freeman, Health & Physical Education Teacher, effective
       September 1, 2020 through June 30, 2021. (MA/step1).

P-8: To approve the 2020-2021 Statement of Assurance Regarding the Use of Paraprofessional
     Staff.

P-9: Approve the payout of accumulated sick pay in the amount of $10,975.00 to David Herndon,
     teacher, who retired on July 8, 2020. The payout is based on and calculated as per Item J of
     the 2019-2022 Contract between the Northvale Board of Education and the Northvale
     Education Association.

P-10: To approve the following extra-curricular and co-curricular stipend positions for the 2020-
      2021 school year as per Schedule B of the 2019-2022 Contract between the Northvale Board
      of Education and the Northvale Education Association.

      RESOLVED that Nadine McGrath be granted a leave of absence due to her own disability
      from February 12, 2021 – April 25, 2021 with pay and with medical benefits, subject to the
      use and continued availability of 40 sick days; and

      BE IT FURTHER RESOLVED that Nadine McGrath be granted a leave of absence from April
      26, 2021 through July 17, 2021, under the federal Family and Medical Leave Act and New
      Jersey Family Leave Act, without pay, but with medical benefits; and

      BE IT FURTHER RESOLVED that Nadine McGrath be granted a leave of absence from April
      26, 2021 through July 17, 2021, for Child Rearing Purposes under Article XI.E.4, of the
      Collective Negotiations Agreement, without pay and, as a courtesy, with medical benefits;
      and

      BE IT FURTHER RESOLVED that Nadine McGrath be granted a leave of absence from April
      26, 2021 through July 17, 2021 for Child Rearing Purposes under Article XI.E.4, of the
      Collective Negotiations Agreement, without pay and without medical benefits; and

      BE IT FURTHER RESOLVED that Nadine McGrath shall return to work on July 19, 2021, or on
      an earlier return date subject to advance notice to the Northvale School District
      administration, whereupon the above leave dates may be administratively adjusted as
      appropriate; and

        BE IT FURTHER RESOLVED that any requests to extend Nadine McGrath leave of absence
        shall be made to the Northvale Board of Education as required by the Collective
        Negotiations Agreement, which request shall be subject to Board approval, the availability
        of sick days, and federal and State statutes and regulations; and

        BE IT FURTHER RESOLVED that the dates of said leave may be adjusted based on
        certification from Nadine McGrath’s physician or changes to the District’s calendar.

CURRICULUM AND INSTRUCTION:                                           Mrs. Venditti-Chairperson
ACTION ITEMS:
Pursuant to the recommendation of the Superintendent, the Committee on Curriculum and
Instruction recommends the following resolutions: (Cl-1 – CI-3) on behalf of the Committee, I so
move.

CI-1:    To approve the Districts continuing use of the Marshall Evaluation Instrument for the 2020-
         2021 school year. The Marshall Evaluation Instrument is used in such a way that it meets
         or exceeds all regulatory requirement regarding the observations and evaluations of staff
         as set forth in N.J.S.A. 18A:6-123 (P.L. 2012, c.26 §17c).

CI-2:    To declare the week of October 5 – October 9, 2020 to be “Week of Respect”.

CI-3:    To declare the week of October 19 – October 23, 2020 to be “School Violence Awareness
         Week”.

     Further, that in compliance with N.J.A.C. 6A: 23-2.11(c) 4, the Northvale School District
     Board of Education certifies that no major account or fund has been over-expended and
     that sufficient funds are available to meet the district’s financial obligations for the
     remainder of the fiscal year.

F-3: Transfer of funds between budgetary line items for August 2020 in compliance with NJS-
     1701 Regulations (10% cap).

F-4: Special Education tuition contract with the South Bergen Jointure Commission Receiving
     District at a cost of $58,950 for student ID#7731528242 from September 3, 2020 – June 30
     2021.

F-5: Special Education tuition contract with the Bergen County Special Services at a $62,640 for
     student ID#9268978140 from September 3, 2020 – June 30, 2021.

F-6: Tuition contracts for Receiving student charged at the following rates for the 2020-2021
     school year.

                     Rockleigh Regular Education:
                     One (1) Grade: Kindergarten                       $19,281.00
                     Seven (7) Grades: 2-5                             $16,263.00

 F-8: Approval of the following Psychiatric Evaluation Providers:

 F-9: WHEREAS, the Northvale Board of Education, through the provisions of N.J.S.A. 26:3 A2-1
      et seq. desires to contract for the furnishing of health services of a technical and
      professional nature, requires the regular services of a Bloodborne Pathogen Compliance
      Coordinator and Trainer; as

        WHEREAS, the Bergen County Department of Health Services is experience in the
        provision of Bloodborne Pathogen Compliance Programs;

        NOW, THEREFORE, BE IT RESOLVED, the Bergen County Department of Health Services is
        appointed and retained as Bloodborne Pathogen Compliance Coordinator and Trainer for
        the Northvale Board of Education for the period July 1, 2020 through June 30, 2021; and

        BE IT FURTHER RESOLVED, Joan Bohan, School Nurse, be appointed as the Compliance
        Officer for the Northvale Board of Education to serve as the designated primary Bloodborne
        pathogen contact; and

        BE IT FURTHER RESOLVED, the fee schedule is as follows, appropriated to budget account
        11-000-213-300 (Purchased Professional Services – Health):

        All Inclusive Bloodborne Pathogen Training          $20 per each trained employee
        Hepatitis B Vaccine, 3 does series                  $201 per individual

F-10:   To accept the increase in Federal funding from the CARES Act and the Elementary
        Secondary School Emergency Relief (ESSER) fund in the amount of $34,179 from $31,219
        for the 2019-2020 and 2020-2021 school year.

F-11:   To approve the 2019-2020 Statement of Assurance for the New Jersey Department of
        Education School Self Assessment HIB Grades State mandated report.

F-12:   To approve the 2020-2021 Nursing Plan.

F-13:   Approve district bus route #2 for the 2020-2021school year.

     Be it resolved that the Northvale Board of Education convenes an Executive Session to discuss
     exempt matters pertaining to:

1) A matter rendered confidential by federal or state law
2) A matter in which release of information would impair the right to receive government funds
3) Material the disclosure of which constitutes an unwarranted invasion of individual privacy
4) A collective bargaining agreement and/or negotiations related to it
5) A matter involving the purchase, lease or acquisition of real property with public funds
6) Protection of public safety and property and/or investigations of possible violations or violations
   of law
7) Pending or anticipated litigation or contract negotiation and/or matters of attorney-client
   privilege
8) Specific prospective or current employees unless all who could be adversely affected request
   an open session
9) Deliberation after public hearing that could result in a civil penalty or other loss

     Be it further resolved that it is anticipated that Executive Session will be for 45 minutes in duration
     and that public action may/may not be taken:

     Be it further resolved that the minutes of the Executive Session will be made available upon a
     determination by the Board that the disclosure of the minutes will not detrimentally affect any
     right or interest of the Board and the need for confidentiality no longer exists.
