5Club Communication Club Database The primary Club database for junior members is collated and recorded through the Sportsground website. Sportsground allows each team to have their own sub-websites that can be used for communication within the team. Sportsground also gets rid of the need for paper registrations as it links into the NZRU database to change any information about a player as soon as any changes are made in Sportsground. Club Website www.purc.co.nz The Club website is designed to be a one-stop shop for Club members in terms of up-to-date events, dates and details. All results will be displayed on the website as well as photos and news. If you have any items you would like published on the website, contact the Junior Rugby Administrator – Charles Gibson. Club Newsletter Club members are kept informed on the weekly Friday Newsletter. This will contain events from throughout the week as well as important events/information that is coming up within the club. Media Releases The Club Chairman must approve all media releases except for reports of team games. In the first instance a copy of the media release must go to the General Manager through the Club office. Team coaches or managers may speak to the media over matters affecting only their team. Issues of a philosophic nature must be referred to the Club Chairman. ARU Website The ARU Website can be accessed via the draw section in the junior rugby pages on our website. http://www.aucklandrugby.co.nz/Club/DrawsResults.aspx Facebook Pakuranga United Rugby Club is also on Facebook! Keep up to date on the latest news at the club and what events are coming up. https://www.facebook.com/pages/Pakuranga-United-Rugby-Club/120192528047774 Team Communications/Player of the Day Certificates There will be a communication box in the Clubrooms which will be updated on Thursdays by 5pm every week. Protocol for teams for Trust Funding
Due to the changes in the way that Trusts now distribute funds from gaming machine proceeds, the Club’s
administration makes all funding applications to trusts on behalf of the Club. A team should only require
additional funding for a specific purpose and can only be approved by the Junior Committee and the General
Manager.
NO INDIVIDUAL TEAMS ARE TO APPROACH GAMING MACHINE TRUSTS FOR FUNDING UNDER ANY
CIRCUMSTANCES.
Should there be an occasion where a team wishes to approach a potential sponsor to fund a specific purpose
as approved by the rugby committee the procedure shall be as follows:
A detailed expenditure report and explanation for the funding required is to be forwarded to the
General Manager in the first instance who shall discuss it with the Junior Chairman for approval.
The General Manager is solely responsible for negotiating sponsorship agreements for the Club or any
team within the Club. Please advise the contact details and any other relevant information of any
potential sponsors to the General Manager.
The sponsor becomes a Club sponsor and will receive the benefits from this. We are trying to build
relationships with sponsors and we cannot expect people to give money without getting something in
return.
Once the sponsor agrees to the terms the Club will invoice the sponsor
If goods are to be ordered for the money received this will be done by the Club and the goods will be
dispatched to the teams once it arrives
Payment for these goods will be made by the money received
ALL TEAMS ARE TO COMMUNICATE TO THE GENERAL MANAGER ANY DISCUSSIONS WITH POTENTIAL
SPONSORS TO ENSURE THAT PROCEDURES ARE FOLLOWED AND THAT THERE ARE NO CONFLICT WITH

the point of origin.
At the end of the financial year being the 30th of September, each team manager is required to produce

8PURC Gymnasium
The Gymnasium was opened in 1980, since then it has been home to Lloyd Elsmore Badminton Club. Our
badminton courts are rated amongst the best facilities in New Zealand. A basketball court is attached at
the end of the gymnasium, during the winter this may be used for rugby trainings when wet.
Bookings are not guaranteed!!
If a team wishes to use the area for training they must book the basketball court before 4pm the day
before. There will be no charge between June 1 and August 31.
The gym bookings are managed by the Junior Rugby Co-ordinator who tries to ensure all teams get a fair
allocation of time. Bookings are for 45 minutes each.
Junior and Intermediate Rugby Operations
Junior & Intermediate Rugby is run by Committees previously mentioned. These Committees each consist of
a Chairperson, a Junior or Intermediate Club Captain, a JRC Club Delegate and a number of Liaison Officers.
The grades are for players from Nursery under-5 to under-13 years, accommodating a mixture of open and
restricted weight teams to cater for all sizes and ages. Lower grades are usually formed on the basis of
geographical residency where possible to ensure neutrality and social interaction of players and parents.
Local Primary and Intermediate schools also benefit from this policy as the majority of residents attend their
zoned school.

where a coach substitutes a player during a stoppage in
play. The referee must be notified.
Scrums None
Lineout None
Kick-off Free Pass
Kicking No
Length of Game 2 x 20 These are maximums.
STARTING PLAY
One team start/restarts the match from the centre of the field with a free pass.
When a try is scored, the non-scoring team starts at the centre of the field with a free pass.
FREE PASS
10 When the referee calls “Play”, the player taking the pass starts with the ball on the ground, moves
the ball slightly forward using the side of their foot, picks up the ball in two hands and passes the ball
backwards to a member of their own team.
The opposition team must remain five metres back from the free pass. They cannot start moving
forward until the ball leaves the hands of the player taking the free pass.
A free pass is also used to restart play on any turnover of possession, or at any other time that play
has halted and needs to be restarted.
If the ball is carried out of the field of play, the game is restarted with a free pass to the non-
offending side. Free passes cannot take place less than five metres from the try line. The free pass is
taken from the point where the ball went out.
A free pass is also awarded to the non-offending team when their opposition infringes the rules, such
as a forward pass, an offside or for not returning the flag to the ball-carrier.
RIPPING (TACKLE)
To complete a ‘rip’ one of the two flags from the ball-carriers belt must be removed. The only person
who can be ripped is the ball-carrier.
The ripper stops, holds the flag above their head and shouts “RIP!”
The ball-carrier must then pass the ball immediately (within three strides is a good guideline). He or
she does not have to stop, return to the mark or roll the ball between their legs.
Remember, six rips in a row leads to a turnover in possession.
After the ball-carrier has passed the ball the ripper must hand the flag back to the player who then
reattaches it to their belt before they rejoin play.
If either of these players doesn’t adhere to this, they will be penalized and a free pass awarded
against them at the place of the infringement.
KNOCK ON
When a player knocks the ball to the ground towards the opponents’ try line, a free pass is awarded
to the non-offending team unless an advantage can be played.
OFFSIDE
Offside only occurs at the rip. When a rip is made, all players from the ripper’s team must get back
until they are behind where the rip was made. Failure to do so results in possession changing to the
opposition team and the game resumes with a free pass.
If a player is offside and they intercept, prevent or slow down a pass, a free pass will be awarded to
the non-offending team.
PASSING THE BALL
The game has been designed to encourage passing. The ball can only be passed in a sideways or
backwards direction. There are no forward passes and it cannot be handed to another player. A free
pass to the opposition will be the result of either occurring.
KICKING
There is no kicking of any kind in Rippa Rugby.
ADVANTAGE
Not stopping the game when an infringement happens is called ‘advantage’. Referees should play
‘advantage’ to the non-offending team if there is any chance that they may get the ball.
11 The referee should call ‘advantage’ followed by ‘play on’. If no advantage occurs play restarts with a
free pass.
GOING TO GROUND
If the ball-carrier goes to ground or a player dives on the ball, a free pass is awarded to the
opposition. Players can dive for a try or dive on the ball for a try.
REFEREEING A GAME
Make sure you have a whistle, know these basic rules and try to play advantage wherever possible.
1. Shout “Pass!” when a rip has been made.
2. Blow the whistle when and only when play is to stop.
3. Signal to the team who is starting with a free pass by pointing with an outstretched arm towards
that team
OTHER POINTS
• If a player accidentally loses a flag when they have the ball, stop the game, replace the ribbon and restart
with a free pass.
• If a player is 'ripped' before the try line and they don't pass before they get over the line, they restart play
five metres out from the try line with a free pass.
• If a player goes to ground with the ball, except in a try-scoring movement, play restarts with a free pass
awarded to the opposition.
• If the ball gets dropped during a pass but is not knocked on, play can continue. However players must pick
up the ball from a standing position

Rugby Smart NZRU Concussion Guidelines Concussion can occur when a player receives an impact to the head or body that causes the brain to shake inside the skull. If a player is knocked out or loses consciousness they have obviously sustained a concussion, but it is important to remember that a person can be concussed without losing consciousness. The Sideline Concussion Checklist is an essential tool to use to determine signs and symptoms of concussion. If a player appears stunned, dazed or confused after an impact ask some of the following questions to check if the player is aware of their surroundings and that their memory is working correctly. - What ground are we at? - Which team are we playing today? - Who are you marking? - Which half is it? - What is the score of the game? If they answer any of the questions incorrectly, or are very slow to respond, it indicates that they have probably sustained a concussion and should not continue to play. Watch for unsteadiness when they stand up or poor balance and co-ordination as these are also signs of concussion. Players may also complain of other symptoms such as blurred or double vision, ringing in their ears, sensitivity to light and noise. They may experience nausea or vomiting, a headache or feel extremely tired or become irritable. If any of these symptoms are present a player should not return to play. Players who are concussed are often unaware of their symptoms and may want to continue playing.- they usually do! It is imperative that the Coach / Referee take responsibility for the player’s well-being, assess the player and make an informed choice about whether the player should return to play or not – if any doubt the player must be removed from play. Even if there are no immediate symptoms of concussion these can show up later, so it is important to keep a close eye on the player. Ensure the player is regularly checked and not left alone during the first four hours after injury. As the coach YOU should make certain that your player has a ‘buddy’ who will make sure he is not left alone for the first four hours” and get him home safely for his parents or guardian to monitor. Give the concussion advice slip (from the concussion checklist) to the player and their guardian so everyone knows what to watch for over the first 24 - 48 hours. Blue Card When a player is issued with a Blue Card by the referee, they must leave the game, and can’t return to play in that match. 20
The player must then:
• Rest until there are no on-going symptoms
• Complete the minimum stand down period (21 days for adults, 23 days for under 19 players)
• Undertake a Graduated Return to Play Protocol
• Obtain medical clearance and submit it 24 hours before returning to play
You can find out more information about the blue card at - www.bluecard.co.nz
Concussed Players must get urgent medical treatment if they show signs of:
- Worsening headache.
- Increased drowsiness or can’t be woken up.
- Vomiting.
- Increased confusion or agitation.
- Weakness in any limbs.
- Slurred speech.
- Loss of consciousness or seizure.
Players should not return to sport until symptom free AND medically cleared. The IRB’s mandatory stand
down period is for a minimum 3 weeks. If they return too soon, while symptoms are still present, it will slow
recovery and put them at risk of further concussions. If you sustain a second concussion before the previous
one has fully resolved the impact will be more severe and can in some instances be fatal.

eye, permanent total loss of use or loss of two limbs, permanent total loss of
use or loss of one limb.
When is a player insured?
A. Once the player has completed the form and handed it to the Club official the player will be covered
under the compulsory insurance scheme, however, until the player is registered no claim can be made.
Mouth Guard Policy
It is compulsory for all players to wear mouth guards whilst on the field for all grades. If a player does not
have a mouth guard whilst on the field the referee will ask the player to be “removed” from the field to get
one. The player has a maximum time of ten minutes to do so and if he fails to do so after ten minutes that
player may be replaced but will be out of the game. During the time the player is off the field searching for a
mouth guard, a replacement player is not allowed on. This is a NZRFU directive. Please ensure that you have
extra mouth guards in the manager’s gear bag.
Mouth guards are available from the Club Shop for $10.
Travelling Team Policy
All team travel must be approved by the Junior, Intermediate or Senior Committee, and all travelling
uniforms and team sponsorship must comply with the Club policy. All fundraising activities must be
communicated to the Club office. A travelling form must also be filled out for Auckland Rugby and signed off
by the Rugby Administrator at the Office for approval and forwarding to Auckland Rugby.
Teams travelling to Waiheke Island for games are advised to book their ferry crossings via the club, however,
all costs will be the responsibility of the team.
Overseas travel must follow the above procedure and must be approved by the NZRU. This takes time.
Referee Appointments
See Appendix II at the rear of this manual for the Official ARU policy on Appointment of Referees.
Practice Ground Usage
Practice Ground allocations
The grounds or areas and times for practices are allocated by the rugby committees and confirmed by the
Club administration. No team is permitted to practice on any area allocated to another team except with
the approval of the team officially allocated the practice ground or area. It is the responsibility of the coach
to ensure that lights are turned off at the conclusion of the practice.
22Closure of playing fields or practice areas
Where a playing field or practice area has been closed due to wet weather or for other reasons, the use of
the area for game play or for practices is prohibited.
Bell Park Embankment Operation
There are training floodlights over Bell Park and behind the embankment adjacent to Bell Park. These
floodlights are only to be used between the hours of 5.15pm and 8:30pm as per the conditions of the relative
Resource Consent.
The lights are operated through the Clubs office personnel. Each side (Bell Park or behind the embankment)
of each lighting tower can be operated independently.
Only teams allocated to train in these areas should use these lights. The lights are operated by electric timers
ARU Code of Conduct and Event Management
The Auckland Rugby Union has issued all Clubs with a code of conduct and an event management protocol.
All PURC teams that play at LEP, Pigeon Mountain or Elm Park shall be responsible for the event
management of their game
The event management jacket is to be worn by the coach, manager or nominated parent during
the game
The following are guides to assist you:
Officials/Delegates/Club Management Committees
To ensure ropes are set up correctly
Ensure spectators are behind the ropes
If no ropes – spectators to be behind “spectator line” or if no such line then 3 metres from touch line
Openly discourage spectator outbursts of foul language or referee abuse
Players/Coaches
To respect the referee’s decision
Play by the rules
Don’t abuse the referee
Only the captain should ask the referee questions – and even then shouldn’t continually question
Spectators
Encourage players to play according to the rules
Refrain from using profane language to other spectators, players or the referee
Stay behind the ropes at least 4 metres from the side line
If no ropes – spectators to be behind “spectator line” or if no such line then behind advertising signs.
Respect the referee’s decision
Referees are not to start games if spectators are not behind the ropes or three metres from the touchline.
By wearing the event management jacket for your game PURC is ensuring that we are providing the best
possible event management of our home games so that players and spectators can enjoy their rugby.
23We thank you for your cooperation with this and if you have any questions please contact the office (09) 576 7928 or juniors@purc.co.nz PLEASE REMEMBER, the game is for enjoyment and fun. Just as players make mistakes so will referees and linesmen – accept this as part of the game and respect the referee’s decision. The referees are also trying their best and are giving up their time freely so that we can all participate in and enjoy the game. Bad behavior by spectators can result in reporting to Eden Park on a Tuesday evening for a judicial enquiry. 24
25
Judicial Committee
The Judiciary Committee made up of the Club Delegates deals with all on and off field infringements. This
includes players, officials, parents and supporters.
ARU Judicial Appearances
Any player who has been ordered off by a referee during a game of rugby is required to appear before the
next meeting of the ARU Judicial Committee which convenes each Tuesday at 5:30pm, West Stand, Eden
Park.
The disciplinary procedure is quite clear and explained in the NZRFU Rules for Disciplinary Proceedings to
which the ARU follows Part 1 Ordering Off Rule 7 and Rule 143 refer. Copies of these rules are available at the
Club Office.
Lodging a Complaint or Protest
There is a strict procedure that needs to be followed when a complaint or protest is lodged to the Union.
Should there be an incident involving a Pakuranga player or spectator the following procedure must be
followed:
1. Obtain as much information from witnesses on the side line as possible, i.e. names, contact details,
etc.
2. Immediately contact the following people:
(i) General Manager – Steve Hackett – 021 576 786
(ii) Junior/Intermediate JRC Delegates – Marc Diffey 021 647 171 or Shaiden
Lambert - 021 844 044
Junior Chairperson – Karna Luke – 021 491 108
Please note that you will contact the appropriate person for the grade that you wish to discuss. It is up to
the Team Manager to co-ordinate the above information in the first instance and to contact the
appropriate people.
3. A meeting will then be called as soon as is practical, usually this meeting is called on the Sunday
morning 10am to collate all information and to obtain witness accounts of the incident
4. The respective delegate and chairperson will then arrange for a letter with supporting
documentation to be sent to the General Manager
5. The complaint must then be forwarded to the ARU on Club letterhead within 48 hours of the
incident. This means the complaint must be lodged by no later than midday Monday. This will be
auctioned by the General Manager.
26Protests
A protest can be lodged before the game to give the opposing side time to rectify the matter. If the
opposing side does not do so the game is played under protest. The player(s) protested against should
sign the team sheet.
The game can continue with the protest being lodged at the end of the game. The protest must be in
writing on Club letterhead.
The protest must be lodged with the ARU within 72 hours of the completion of the match.
A $300.00 + GST cheque must accompany the protest from the team.
The protesting team itself must be in order for the protest to continue.
If you have any queries on the above at any time please contact the Rugby Administrator.
Club Judiciary
The Club Judiciary is made up of five senior members of the Club. If a need for disciplinary action arises, these
people will meet to discuss what action, if any, should be taken. All decisions made by this committee will be
final and will have the full support of the Club.

32Sporty Team site USER GUIDE Every team site has its own unique web address. eg. www.sporty.co.nz/raiders. Getting Started When you first view your site it will look like below. This is set up with placeholder text which you can change once you login. To login, scroll to the very bottom of the page and click ‘Admin Login’ This will take you to the login screen. 33
Enter your username and password > click Log in. Now that you are logged in you are viewing your site in ‘edit mode’. You can now start adding content. If you have forgotten your password, clicking ‘Forgot Password?’ will enable you to recover your password by entering your username (your password will then be emailed to you). If you do not have a username and password please contact your main website administrator. This user guide is designed to help you get started using your team site. For simplicity it only covers the main features of your team website you will be likely to use. 34
Below is an example of a team site for Raiders. 1. User profile. This is where you can update your personal details including your password, email address & username. 35
2. Page types You have 3 pages on your team site, i) a Home page, ii) a Gallery page and iii) a Spare Page. You can change the name of a page or unhide a page by clicking the pencil beside the page name. i) Home page Your home page consists of Sections. You can change the layout of each section by clicking on the settings cog for that section. 36
If you change the page layout of your section it will automatically resize the content you have in your widgets to fit the new section layout. Widgets Within each Section, content is displayed in widgets. You can add new widgets by clicking the ADD CONTENT button. This displays the list of widgets available. Note: Some widgets will not be available to a team site. Click on the widget you wish to display on your page. 37
ii) Gallery page Your Gallery page displays images you have uploaded. To start uploading images click ‘Manage Photos’. 38
Click ‘Upload an image’ > then browse your hard drive and upload your images. You can create mulitple gallery folders to store your images. You can hide a particular gallery folder if you don’t want to display these photos publically. iii) Spare Page This page is hidden by default. You can unhide the page and click ADD CONTENT to start building your page by adding widgets. 3. Site Settings Through ‘Site Settings’ you can change the look & feel of your team site. For example, upload a header, change the font, add a footer. You can also upload images into your gallery directly through the Images area in ‘Site Settings’. 4. Notices widget A really neat widget you can add is the Notices widget. This is where your team members can click on the ‘Email me notices’ link and opt-in to receive notices from you. 39
To enter a notice > click on the Settings cog Type your notice > click Save > then click Send. This automatically sends the contents of the notices field to whoever has opt-ed in. The notices section is designed to be self maintaining ie. every email sent contains an unsubscribe link that allows the recipient to remove themselves from the list with just one click. 40
5. Text widget
When you click into the text widget and start typing text the text editing toolbar (see image below) will
appear at the top of the text box. You can format text eg. font size, colour, bold, italics, underline as well
as more advanced features such as inserting links, aligning text and adding bullet points.
The text field recognises if you have entered an email address and automatically creates a mailto form
for you. It also recognizes web links and automatically changes these to ‘click here’ links.
Once you add text you will be prompted to Save before you can click into another area/page.
6. Contact List widget
Use this widget to enter the contact details of your team manager, coach etc.
Any email address entered in the email address field will automatically be converted to an envelope so
your email address will not be publically displayed.
7. Facebook feed widget
If the team has a Facebook page you can add this to the sub-site.
8. Add section
To add addition sections click ‘Add section’ this lets you choose the layout of the section.
Then click add content, choose a widget and start adding content to the section.
