1. INTRODUCTION
Welcome to the 2020-2021 artistic swimming season!

It has been said many times already, but we would be remiss if we did not repeat it – the 2020-21 season will not
look like any other. As our sport reopens after a long hiatus due to the global coronavirus pandemic, our primary
focus is to create a safe, healthy, and fun artistic swimming pathway for our members.

The training environment has changed, the virtual landscape is alive and vibrant, and never have our participants
needed more consistency and assurance than now. This Technical Package provides BC Artistic Swimming’s
members with an annual update of the rules, criteria and procedures that will guide all artistic swimming
competitions, programs, and events during the 2020-2021 season. All decisions have been made through the lens
of the CAS Competition Season Guiding Principles which have been adopted across Canada.

BC Artistic Swimming, our provincial partners, and Canada Artistic Swimming have been diligent and focused on
creating opportunities that are inclusive, adaptive, and creative with emphasis on safety first. In turn, BC Artistic
Swimming’s Board of Directors have been receptive to adopting the necessary modifications that create more
opportunities for participation from every club. BCAS will continue to be open to working with clubs to ensure
they are able to reopen and provide meaningful programs. In this
time of uncertainty, if there is more that we can do, please reach
out.

The majority of changes to this year’s Technical Package aim to
create opportunities for participation at all levels. Most rule
changes are anomalies that will be in place for the 2020-21
season only to adapt to the current pandemic restrictions. Rule
changes and competition requirements have been adjusted in
consultation with the Technical Leaders Working Group and to
align with revised national standards. As we start this season, we
also have more unknowns than ever – this year, the Technical
Package will be a living document that will change many times as
new information is available, as restrictions are loosened, and as
we make decisions about the viability of competitions and
events.

As always, we encourage coaches and officials to read this
Technical Package in detail. This document will be reviewed at
the Annual Summit in October to ensure coaches and officials are
clear on their understanding and interpretation of the
information.

Outstanding Information and/or Missing Details
Members of Canada Artistic Swimming (CAS) approved
amendments to the CAS Rulebook which has not yet been
released. Until such time as CAS releases the 2020-2021
Rulebook, BC Artistic Swimming is unable to finalize details and
references in this document.

Areas that are awaiting decisions or more detailed information
from Canada Artistic Swimming or BC Artistic Swimming are
identified throughout this document in bold red italics.

Additionally, changes that have been made since the previous version are also indicated in bold red italics. As
information in these areas is provided, BC Artistic Swimming will update the Technical Package and make it
available to the membership.

Interpreting the Rules
Per the CAS Rulebook, “the purpose of each rule is to ensure that all competitors have an equal opportunity to
achieve success. In applying and interpreting the rules or when confronted by a novel situation not covered by
the rules, every effort should be made to apply this principle”.

Not all rules are outlined in this document. If a rule is not mentioned here, BC Artistic Swimming aligns with
CAS’s version of a rule.

2. SUMMARY OF CHANGES TO THE TECHNICAL PACKAGE
        CHANGES IN THE 2020-21 TECHNICAL PACKAGE

Suspension of Rule 4.3 & 4.4.1 - Qualifying Events for the 2020-21 Season
Rationale: There is so much uncertainty in training for this season; therefore, this rule is suspended for one year
to let clubs compete in events when it is appropriate to do so based on their training needs.

Suspension of In-Province Age Eligibility for the 2020-21 Season
Rationale: If provincial stream, limited competitive, or Masters athletes age out of the age category they were
registered in for 2019-20, they will be allowed to enter the same age group in the 2020-21 season. This will
provide athletes who lost their final season of their age eligibility due to the cancellation of the 2020
competitive season to compete in the same age group even if it impacts the average age of the team. Details
and the application process are outlined in section 4.20.

Note: National Stream age eligibility will follow CAS rules as outlined in 3.1.

PS Routine Feedback Meet Re-Named Training Meet #3
Rationale: Since athletes are only receiving routine feedback and not required to present full routines, this falls
under the training meet category. The TM#3 will also include figures and land-based skills testing as appropriate.

Competition Requirements
Rationale: Aligning with National standards and guiding principles to create a meaningful competition
environment for all athletes across the province no matter what situation and phase of training they may be in
at any point in the season.

Virtual Event Draw Time – 2 weeks Before Video Submissions Due
Rationale: By drawing the group two weeks prior to the video submission deadline, we are aligned with the
timing of draw for in-person events giving the athletes the same amount of time to prepare.

LTAD Skills Testing Submission Process
Rationale: to be able have the baseline test and post-test submitted electronically due to restrictions on in-
person activity for the season.

Goggles to be Worn in Competition
Rationale: Due to COVID-19, it has been decided that goggles will be worn for all sanctioned BC Artistic
Swimming Events for the 2020-2021 season. This rule will be re-evaluated by January 15th, 2021 to see if
changes can be made at that time.

Combo Event Added to Provincial Stream for 2020-2021
Rationale: To allow for more opportunities for athletes of all skill levels to come together in a routine and
compete.

Other Rules That Are Still Being Considered for 2020-2021

3. NEW DOMESTIC RULE CHANGES
***Note: The following is a summary of some of the rule changes that have been adopted by Canada Artistic
Swimming for the 2020-21 season. For a summary of ALL of the domestic rule changes, please CLICK HERE.

         JUNIOR AGE ELIGIBILITY FOR THE 2020-2021 SEASON
Junior FINA age eligibility is 15-19 (increased in max synchro age from 18 to 19) for the 2020-2021 season. This
means that, for the 2020-2021 season only, athletes born in 2002 will be eligible to enter events in the junior
age group in national competitions, together with those born in 2003, 2004 and 2005. This decision follows the
FINA Rule Change which has been made by the Technical Artistic Swimming Committee and confirmed by the
FINA Bureau for 2020-2021 only. It will provide athletes who lost their final season of junior age eligibility due to
the cancellation of the 2020 competitive season from March onward with an opportunity to complete their
junior career. No changes have been made to the age eligibility of the other National Stream age groups.

         HIGHLIGHT TEAM EVENTS WILL NOT BE HELD AT 2021 NATIONAL EVENTS
         (QUALIFIER, NATIONALS, MASTERS)
It is possible - even likely - that highlights may not be allowed all year. Team events like team and combo can still
be performed without highlights but Highlight Routines cannot. With limited training time in pools around the
country, it would be much better to train highlights as part of another event (if they even end up being allowed
at all) rather than taking the chance of building a routine that may never be performed.

         CONCUSSION PROTOCOL
“Canada Artistic Swimming has developed the Canada Artistic Swimming Concussion Management Protocol as a
companion to its Concussion Policy to help inform and guide the management of artistic swimmers who may
have a suspected concussion as a result of participation in Canada Artistic Swimming activities”.

         JUNIOR AND SENIOR ATHLETES DO NOT NEED TO ENTER A TECHNICAL SOLO TO
         BE ELIGIBLE TO ENTER A FREE SOLO AT 2021 NATIONAL COMPETITIONS
         (QUALIFIER, NATIONALS)
With limited training time in pools across the country in 2020/2021, this gives clubs and athletes more flexibility
in establishing training schedules while lowering the potential cost for families by requiring one less routine.
Please note that this also means that athletes who qualify their free solo but not their technical solo will not be
eligible to enter their technical solo at 2021 national competitions.
*Note that the technical events must still be entered in duet and team to be eligible to enter the corresponding
free events.

PROVINCIAL STREAM
The Provincial Stream (PS) Provincial Qualifier (Mable Moran) is traditionally the qualifying competition of the PS
Provincial Championships (Jean Peters). In 2020-21, athletes wishing to attend PS Provincial Championships
MAY register for and compete in the PS Provincial Qualifier. Athletes or clubs who are unable to register for and
compete in the PS Provincial Qualifier will still be eligible to attend the PS Provincial Championships.
If an athlete is unable to attend or to safety compete at the PS Provincial Qualifier due to extenuating
circumstances related to the pandemic, clubs must notify BC Artistic Swimming by the registration deadline of
the rationale for not attending and the intention to attend PS Provincial Championships.

If an athlete is unable to attend the PS Provincial Championships due to extenuating circumstances such as
medical conditions, conflicting sporting events, school events and/or death in the family, the coach would need
to “scratch” the athlete from all event(s). A note from the conflicting source (i.e. school or a medical
professional) must be given to BC Artistic Swimming clearly identifying the rationale for their inability to
compete. Upon approval by a panel consisting of no less than two of the following BC Artistic Swimming
representatives: Chief Referee, Sport Development Director, Executive Director or Sport Services Coordinator,
the athlete will be permitted to compete at PS Provincial Championships*.
See section 4.17.6, regarding the withdrawal protocol, should an athlete not be present at a competition.

           NATIONAL STREAM
           NATIONAL STREAM PROVINCIAL QUALIFIER
The National Stream (NS) Provincial Qualifier is traditionally the qualifying competition of the NS Provincial
Championships. In 2020-21, athletes wishing to attend NS Provincial Championships MAY register for and
compete in the NS Provincial Qualifier. Athletes or clubs who are unable to register for and compete in the NS
Provincial Qualifier will still be eligible to attend the NS Provincial Championships.
If an athlete is unable to attend or to safety compete at the NS Provincial Qualifier due to extenuating
circumstances related to the pandemic, clubs must notify BC Artistic Swimming by the registration deadline of
the rationale for not attending and the intention to attend NS Provincial Championships.

If an athlete is unable to attend the NS Provincial Championships due to extenuating circumstances such as
medical conditions, conflicting sporting events, school events and/or death in the family, the coach would need
to “scratch” the athlete from all event(s). A note from the conflicting source (i.e. school or a medical
professional) must be given to BC Artistic Swimming clearly identifying the rationale for their inability to
compete. Upon approval by a panel consisting of no less than two of the following BC Artistic Swimming
representatives: Chief Referee, Sport Development Director, Executive Director or Sport Services Coordinator,
the athlete will be permitted to compete at NS Provincial Championships.

           NATIONAL STREAM PROVINCIAL CHAMPIONSHIPS
4.4.2.1.      AG13-15, JUNIOR AND SENIOR NATIONAL STREAM ATHLETES
       i.     The NS Provincial Championships is a qualifying competition of the Canadian Artistic Swimming
              Qualifier. Any athlete wishing to attend Canadian Artistic Swimming Qualifier MUST be registered in
              NS Provincial Championships.
      ii.     Athletes must compete in the NS Provincial Championships and fall within CAS’s Canadian Artistic
              Swimming Qualifier quotas in order to compete at the Canadian Artistic Swimming Qualifier. Based

on provincial quotas determined by Canada Artistic Swimming, only the top ranked solos and duets
               will be sanctioned to attend the Canadian Artistic Swimming Qualifier. Note: It is not a requirement
               of BC Artistic Swimming to fill the quotas.
     iii.      The quota for the team event is OPEN, however, the Chief Referee, in consultation with the High-
               Performance Director, will determine team selections for attendance at the Canadian Artistic
               Swimming Qualifier.
     iv.       Notwithstanding 4.3.2.1 iii. an incomplete routine at NS Provincial Championships will not be
               approved to attend a national or out-of-province competition.
      v.       Qualification for land-based events will be updated by CAS and posted on the competition2021 page
               as they become available.
            PROVINCIAL STREAM ELIGIBILITY
An athlete registered and competing in national stream events for the season is ineligible to compete in any
provincial stream events that season.

            NS ATHLETE COMPETING AT JEAN PETERS INVITATIONAL
            ELIGIBILITY
Any BC registered National Stream athlete who does not qualify for or attend Canadian National Championships
is eligible to compete in the Jean Peters Invitational.
            COMPETITION RULES
The Jean Peters Invitational Technical Package outlines the competition rules. In such cases as the technical
package does not reference a rule, by default, BCAS follows the CAS Rulebook. BCAS encourages competitors to
review the entire package, in detail, with particular emphasis on time limits & figures (i.e. different endings).
            REGISTRATION
4.5.3.1.       DEADLINE
The deadline for BC’s National Stream entries to the Jean Peters is outlined in the Jean Peters Invitational
Technical Package.
            EVENT CATEGORIES
NS athletes who participate in the Jean Peters Invitational will compete in the Invitational events against other
eligible NS athletes and out-of-province competitors.

            FIGURES
 Please note: If in-person competition are permitted in B.C, referees/marshals will continue to line up
 swimmers approximately 8 athletes in advance for the following age groups: 10 & Under, 11-12 PS,
 Limited Competitive and Adaptive Synchro.

            FIGURE RE-STARTS
Figure re-starts are no longer permitted at AG13-15 and above (PS & NS) – a zero will be given for any incorrect
figure performance.
            ABSENT FIGURE SWIMMER
Throughout this section, extraordinary circumstances beyond the control of the swimmer shall be considered.
See CAS section 4.5.7 for more information on swimmer absences at a figure event.

Please note: In B.C, a score of zero will NOT be automatically given to athletes in AS, Rec, Novice, 11-12, and
 10& Under. We will continue to allow athletes to re-do the figure with a -2.0 penalty after the first re-start
 attempt or a zero if performed incorrectly a second time.

 Athletes in these age groups who intend to compete outside of BC must verify the provincial rules in effect
 for the competition.

4.6.2.1.       MISSING A FIGURE
A competitor’s number shall be called three times. If the competitor does not answer the call, a zero shall be
awarded for that figure.
           FIGURE DRAW
The draw for the figure groups will be communicated one week before the figure event of the competition and
posted on the BC Artistic Swimming Website.

Note: Training Meet basic position and/or basic transition draws will occur two weeks prior to the training
meet(s). See appropriate appendices for more information regarding figure draw.

           DRAW FOR ORDER OF SWIM
The draw for order of swim will be distributed to the registered coaches no later than 72 hours prior to the start
of the figure event in the form of an electronic copy of the Meet Program. Hard copies of the Meet Programs
will no longer be distributed free of charge to coaches; however, they may purchase one.

           MEDICAL BYES
See Provincial Program Procedures for information on requesting a medical bye.

           JUDGE FEEDBACK FOR ROUTINES
           •   Occurs immediately following each event/group of events
           •   Only the coach listed on the routine can attend the feedback session unless he/she is warming up
               another competitor. If the listed coach(es) is unable to attend the feedback session, one designated
               club coach can attend on their behalf.
           •   Judges will stand individually (not in their panel groups) in order to help with the flow of feedback

           PARENT OBSERVATIONS
Refer to Competition Etiquette section for information.

           COACH CERTIFICATION POLICY

MUSIC
Please ensure music is professionally recorded and adheres to the specifications established in the 2017-2021
FINA manual.
Music must be uploaded to the designated BC Artistic Swimming Drobox at least two weeks prior to
competition and submitted in the following format:
       • Solos & Duets: Club Name– Event – AG – Athlete Name
       • Team, Combos & Highlight: Club Name– Event – AG – Coach Name

Club coaches who require access to the club’s Dropbox folder must contact the Sport Services Coordinator.

        RELIGIOUS AND/OR MEDICAL ADORNMENTS
Requests for religious or medical alert adornments (only) to be worn during competitions must be addressed to
the Chief Referee in advance of the competition via the registration form. The following situation is permitted:
Religious or medical alert adornments (e.g. Medic Alert or Sikh Kara bracelets) may be worn under the following
conditions:
        • it must be only one bracelet,
        • must not be more than one-centimeter wide; and
        • it must have a smooth surface with no sharp or protruding edges that could potentially injure a
             swimmer.
The Chief Referee shall inspect any bracelet prior to the swimmer entering the pool to ensure the criteria are
met. All inspections will take place prior to the start of each competition/meet and the decision of the Chief
Referee will be for the duration of the competition/meet.
If the bracelet does not meet the conditions outlined above, the Chief Referee has the authority to require a
bracelet to be secured into position or covered to minimize the risk of injury, AS needed.

        TATTOOS
Tattoos do not need to be covered up during BC Artistic Swimming sanctioned events; however, if a tattoo is
deemed offensive by the Chief Referee, the athlete may be Asked to cover it up.

        AWARDS
Awards will be given for athletes/routines that place 1-6 at provincial qualifier and provincial championship
events. Medals will be given at Provincial Championships for athletes/routines placing 1-3.

        VIDEO SUBMISSION PROCEDURE
Refer to our Provincial Program Procedures for information regarding video submissions.

        PENALTIES & FINES
BC Artistic Swimming adheres to all formal processes for penalties written in the Officials Handbook, the CAS
Rulebook and BC Artistic Swimming Technical Package. All penalties and descriptions can be found in the CAS
Rulebook. Please note the following common penalties:
        MUSIC SUBMISSION VIOLATION
Pursuant to the guidelines and fine in section 4.8 of the CAS Rulebook, BC Artistic Swimming will enforce the
following:

4.17.1.1. MUSIC COPIES
    Competitors shall provide music AS requested by the Sport Services Coordinator for all sanctioned BC
    Artistic Swimming events. If the music system being used is digital, then all music must be submitted (in
    the format requested and labeled AS directed by the Sport Services Coordinator) by the deadline provided.
    The coach MUST also have a digital copy of their music with them at the event in case the digital copy
    submitted does not work.
    4.17.1.2. COPIES OF MUSIC VIOLATIONS
    •    The fine - If the music is not submitted by the deadline, if it is not in the correct format, or if it is not
         labeled correctly, there will be a $100 fine per infraction. This fine is to be paid immediately.
    •    Non-payment of fine - There shall be a one-point penalty if the fine is not paid prior to the event. The
         Chief Referee shall instruct the scorers to deduct this penalty from the routine score.
        JUNIOR, SENIOR & MASTERS TECHNICAL ELEMENTS PENALTY
Please refer to the CAS Rulebook for technical element penalties related to Junior, Senior & Masters technical
routines and master routines. If two out of the three technical Assistants/monitors agree that one or more of
the requirements are missing from the routine, they will immediately notify the Chief Referee following the
event. The Chief Referee will then schedule a review of the specific routine video with the coach, the Head Judge
of the elements panel and the technical Assistants/monitors.
        TIME VIOLATIONS FOR PROVINCIAL QUALIFIER & PROVINCIAL CHAMPIONSHIPS
Routines that do not meet BC Artistic Swimming time limits are highlighted by timers and the chits are delivered
to the Chief Scorer by a runner. The Chief Scorer shall immediately advise the Chief Referee if there is a penalty.
The Chief Referee will call the coach to the music station and will arrange to have the music re-timed during the
next warm-up. If the time violation is confirmed, the Chief Referee will immediately advise the coach and
instruct the Chief Scorer to deduct the appropriate penalty from the routine score.
Coaches are expected to attend the re-timing of their music. Should a coach fail to participate, the Chief Referee
will make the final ruling without the coach. There will be no protest opportunity once the final ruling has
occurred when a coach fails to attend the re-timing.
Coaches need to be mindful that routines are timed on a “meet-by-meet” basis. Routines that did not receive a
timing violation at a previous competition can still be subject to timing violations at subsequent competitions.
        PENALTY APPLICATIONS AND PROTESTS
If a penalty is applied, coaches will have 1 hour to file a protest with BC Artistic Swimming from the time the
results are distributed by email and/or the time stamped on the posted results, whichever occurs first.
Note: Canada Artistic Swimming’s time allowance to file a protest is 30 minutes. Refer to the CAS Rulebook for
more information on their penalty and protest procedures. If travelling to a competition outside of the province,
be sure to check their provincial rules.

 Please note: In B.C,
  • During event registration, the club registrar must submit the email address for all coaches who are to
     receive event results.
  • All posted results will include a time-stamp indicating the exact time that the results were posted
  • Coaches will have 1 hour to lodge a protest from the time the results have be emailed and/or posted
  • Procedure for lodging and consideration of a protest will follow CAS rules
