What will be the focus of the second edition of the PF4SD Conference in 2019?

The key theme for the week will be the “impact imperative”, with a focus on the growing necessity for public and
private players to tie sustainable development finance with measurable results. Achieving the SDGs will require more
effective and efficient ways to address economic, social and environmental challenges as well as deeper engagement
between the public and private sectors. In parallel, there is an increasing mandate for evidence on the impact of
investment. The goal of the conference is to bring together policy makers, practitioners from the public and private
sector, researchers and other experts engaged in delivering impact.

Building on recent work by the OECD on Social Impact Investing, Blended Finance, Green Finance, and on The Global
Partnership For Effective Development Co-operation’s (GPEDC) evidence on effective private sector engagement
through development co-operation, the events during the PF4SD week aim to deliver insights into emerging trends in
development finance and efforts to better measure, monitor and evaluate impact.

The OECD will also launch its new global Social Impact Investing report, Social Impact Investment: the impact
imperative for sustainable development at the PF4SD Conference.

15.00-16.30   Plenary Panel: WHY is demonstrating impact imperative to advancing
              financing for sustainable development?

              Against the backdrop of the growing interest in sustainable finance and increasing
              alignment of private sector actors with the SDGs framework, the ability to deliver not just
              financial returns but also social, environmental and economic outcomes has become
              imperative. Why is this so critical and how has it shifted the traditional debate about risk
              and return?

              This session will build upon the experience and evidence that has been developed through
              the development finance, green finance and impact investment communities as well as

              the work of the OECD and other international actors in these areas. Our objective is also
              to show that all three of the different development finance approaches (blended finance,
              green finance and social impact investments) have been created with a dual purpose: both
              to mobilise actors and create impact in their respective focus areas.

              The panel discussion will focus on why the impact imperative is more important now than
              ever before and why it should have a central place on the international agenda. Seminal
              research pieces such as the OECD Global Outlook on Financing for Sustainable
              Development and the newly released Social Impact Investing report will provide further
              evidence for the discussions.

              towards integrating impact in financing for sustainable development?

              The Sustainable Development Goals highlight the imperative to reach key targets and
              achieve greater impact in addressing global challenges. How can the development
              community ensure that financing for sustainable development is reaching the intended
              targets and outcomes?

              How can we leverage the experience and learning to date from the green financing
              community, the development finance community and the impact investment community
              to meet the increasing mandate for evidence on the impact of investment?

              There will be three breakout groups, each focusing on different aspects of taking the
              impact imperative forward:

                 Principles: What are the core principles of the impact imperative? Who should develop
                  and adopt them? How can they be “enforced”?

                 Frameworks and standards: How can the numerous approaches to impact
                  measurement be coordinated to further advance the practice of impact measurement
                  and management? What types of frameworks and standards would further advance

    the impact imperative and what type of processes would be most effective in
    developing them?

   Platforms: How can existing platforms be better linked to unlock the abundance of
    knowledge and data being collected and shared? How can technology be leveraged to
    create greater interoperability?

The discussion will be informed by the work of the OECD Social Impact Investment
Initiative.

             What has been done to date to advance the impact imperative at the national and
             international political levels and what role can policy play in further advancing this agenda?
             How can impact be brought to the G7 and G20 agendas as well as more strongly embedded
             in the Financing for Development (FfD) process? What policies have been put in place at a
             national level and what have been the lessons learned to date?

             High level policy makers from OECD and partner countries will share their experiences and
             views on the role of impact in financing for sustainable development. The discussion will
             address the principles and policies needed for ensuring impact along all its dimensions
             (economic, social, environmental) and examine and assess other building blocks that are
             needed to develop the impact imperative in the development finance community. The
             panel will also address how to leverage the policy learnings to date across the blended
             finance, green finance and impact investment communites to move the impact agenda
             forward.
