Proceedings of the regional preparatory meeting
for the online segment of the meetings of the conferences of the Parties
to the Basel, Rotterdam and Stockholm conventions
for the Eastern European and Central Asian region
11 and 12 May 2021

Background
In order to assist Parties in preparing for the online segment of the meetings of the conferences of the
Parties (COPs) in 2021 (26-30 July 2021), regional preparatory meetings are held in Asia-Pacific, Africa,
Eastern Europe and Latin America and the Caribbean in May-June 2021. The objective of the online
regional meetings is to give Parties in the above-mentioned regions the possibility to hear briefings,
exchange views and consult each other on the items of the provisional agendas of the respective meetings of
the COPs that are expected to be considered during the online segment.
The regional preparatory meetings were organized in close cooperation with the bureaux members of the
concerned regions, and thanks to the generous financial support provided by the Governments of Norway
and Switzerland.
1. The online regional meeting for the Eastern Europe region in preparation for the online segment of the meetings
of the conferences of the Parties (COPs) to the Basel, Rotterdam and Stockholm conventions was held on 11 and
12 May 2021.
2. The meeting was chaired by Ms. Silvija Nora Kalnins (Latvia), President of the tenth meeting of the COP to the
Stockholm Convention, with Ms. Mari-Liis Ummik (Estonia), member of the Bureau of the COP-15 to the Basel
Convention, as alternate chair. Opening remarks were delivered by Mr. Rolph Payet, Executive Secretary of the
Basel, Rotterdam and Stockholm conventions, Ms. Christine Fuell, Senior Programme Officer, on behalf of Mr.
Rémi Nono Womdim, Executive Secretary of the Rotterdam Convention (FAO part), and Ms. Silvija Nora
Kalnins.
3. Participants were informed of the bureaux’ agreement, due to the exceptional circumstances related to the
coronavirus disease (COVID-19) pandemic, to organize the meetings of the COPs in two segments, an online
segment from 26 to 30 July 2021 and a face-to-face segment in 2022, tentatively scheduled in Geneva, in June
2022. Detailed information was provided to participants on the upcoming online segment of the meetings of the
COPs, including the tentative organization of work, the “prioritized” items of the provisional agendas that are
expected to be considered and related expected outcomes. Participants also received information on submission of
credentials of representatives, nominations of representatives to participate in the meetings, other meetings to be
held in the margins of the online segment (bureaux meetings, regional groups meetings and side events) along
with other practical arrangements for the meetings. In follow-up discussions, participants had the opportunity toOnline regional meeting in preparation for the online segment of the meetings of the conferences of the Parties

seek clarification on specific arrangements for the online segment. It was in particular noted that regional groups
had the opportunity to hold additional preparatory meetings ahead and during the online segment and that they
should approach the Secretariat in this regard which would provide the online meeting platform for such
meetings.
4. Participants familiarized themselves and exchanged views on the issues for the consideration by the COPs at their
online segment, namely interim programmes of work and budgets for 2022; elections of the members of the
Rotterdam Convention’s Compliance Committee and of the members of the Stockholm Convention’s
Effectiveness Evaluation Committee and extension until the closing of the COPs of the terms of office of the
members of the Rotterdam Convention Chemical Review Committee (CRC) and of the Stockholm Convention
Persistent Organic Pollutants Review Committee (POPRC) with otherwise terms of office ending on 30 April
2022 and 4 May 2022, respectively; venue and dates of the face-to-face segment of the meetings; and a process-
oriented decision on the financial mechanism of the Stockholm Convention. The region discussed and reached an
agreement on three Parties selected to put forward candidates for election during the online segment of the COPs.
The Bureau member acting as focal point on elections for the Eastern Europe region agreed to follow up, with the
assistance of the Secretariat, with the region to finalize the election package for consideration by the COPs.
5. Technical briefings were also delivered on the recent proposals to amend the Basel, Rotterdam and Stockholm
conventions which would be considered by the COPs during the face-to-face segment of their meetings. The
participants were informed that there were currently three proposals for amending the Basel Convention, as
follows: the proposal by the Russian Federation to amend paragraph 2 of Article 6 of the Basel Convention, the
proposal by the European Union to amend Annex IV and certain entries in Annex II and IX of the Basel
Convention, and the proposal by Ghana and Switzerland to amend Annexes II, VIII and IX of the Basel
Convention. With respect to the Rotterdam Convention, participants heard that the COP would be expected to
consider two new proposals for amending the Convention on the basis of the recommendation of the CRC to list
decabromodiphenyl ether as well as perfluorooctanoic acid (PFOA), its salts and PFOA-related compounds as
industrial chemicals in Annex III to the Convention. Finally, the technical briefing highlighted that, under the
Stockholm Convention, the COP would be expected to consider the amendment proposal coming from the
recommendation of the POPRC to list PFHxS, its salts and PFHxS-related compounds in Annex A without
specific exemptions. The Secretariat indicated that the amendment proposals to the Basel Convention had been
circulated to Parties on 19 January 2021 while the amendment proposals to the Rotterdam and Stockholm
Conventions had been circulated to Parties on 15 December 2020, with an invitation for Parties to provide
comments thereon by 17 March 2021. Given that the proposals would be considered during the face‐to‐face
segment of the meetings in 2022, it was proposed to the COPs at their online segment that the deadline for
submitting views on all amendment proposals be extended to 14 January 2022. In a follow-up discussion,
participants had the opportunity to seek clarification and hear from a proponent of one of the amendment
proposals.

8. The meeting was attended by a total of 57 participants, including representatives from 53 Eastern European
country Parties and 4 representatives from regional centers located in the Eastern European region. The list of
participants is set out in annex II to the present proceedings.
