CONDITIONS FOR ACCESS TO THE SERVICE Request reserved for new students and those who intend to change structure for the 2023/24 educational year and have not submitted a transfer request within the established deadlines. Those who are already enrolled do not have to submit a new application for the 2023/24 educational year, but have automatically been reconfirmed for the same structure. 1.1 Requirements: Age - Residence/domicile - Special conditions. The requirements for applying for the 0-3 Educational Services of Roma Capitale are as follows: 1. Date of birth of the minor: from 1 January 2021 until 31 May 2023; 2. Fulfillment of compulsory vaccinations established by law n. 119 of 31 July 2017; 3. Conditions relating to the residence/domicile or place of work of the parents, as specified below: a) Residence or domicile of the minor or of at least one parent, guardian, custodian or exercising parental responsibility in any Municipality of Rome Capital. b) Residence or domicile of the minor or of at least one parent, guardian, custodial or parental responsibility, being transferred to one of the Municipalities of Rome Capital, to be self-certified in the application pursuant to Presidential Decree 445/2000. By 11 May 2023, the Municipal Nursery School Management Office will verify that the transfer of residence/domicile has actually taken place, otherwise the user will be relocated in the ranking according to the due score. c) Parent/guardian/carer/parental responsibility not resident/domiciled in Rome or in a neighboring Municipality, who carries out his or her work in any Municipality of Rome Capital only if a specific agreement is signed between the Municipality concerned and Rome Capital (under penalty of forfeiture of the application for registration presented) d) Residence or domicile of the minor or of at least one parent, guardian, custodian or person exercising parental responsibility in a neighboring Municipality (list attached) only if a specific agreement is signed between the Municipality concerned and Rome Capital (under penalty of forfeiture of the application for registration presented) When submitting the request, it is necessary to attach to the online application any useful documentation supporting the declarations relating to domicile. Applications can also be submitted for minors: a) belonging to families present in one of the Municipalities of Rome Capital with a fictitious residence (Deliberation Giunta Capitoline n. 31 of 3 March 2017); b) without a tax code; c) asylum seekers and holders of international protection, in relation to current international and national regulations; d) d) included among the subjects "deserving of protection" as provided for by the Directive of the Mayor of Rome n.1/2022. 3
Dipartimento Scuola, Lavoro e Formazione Professionale After the expiry of this public notice, it will be possible to submit an "after-term" application to the 0–3-year-old educational services of Rome Capital also for those who do not yet possess the required requisites, but will acquire them. Applications received after the deadline will be periodically collected in lists, according to the calendar that will be published on the institutional portal, and the competent Municipal Offices will assign the places based on the order determined by the score assigned to each applicant, only if they are still available. 1.2. Priority of Access The Rome Capital Administration guarantees priority access to educational and school services, recognizing a dedicated score, specified in the "Criteria and scores" table contained in the appendix to this Public Notice, to minors • with a recognized disability; • with social and/or economic hardship of the family, certified by the competent territorial social services, recognizing priority to the single parent family; • with the condition of detention of one or both parents; • with other family situations identified by the Municipalities, consultants, family homes, shelters or anti-violence centers referred to in regional law 19 March 2014, n. 4 (Reorganization of the provisions to combat violence against women as it is based on gender and for the promotion of a culture of respect for fundamental human rights and the differences between men and women) and subsequent amendments; • orphans of feminicide. Minors residing/domiciled in one of the Municipalities of Rome Capital and equivalent categories are assigned a score (1000 points) which guarantees access priority compared to non- residents/domiciled. 4

When and how to apply The application for registration must be submitted by the parent/guardian/custodian/exercise of parental responsibility, exclusively online from 16 February to 22 March 2023 by logging in with SPID/CIE/CNS, via the online service available at the following link: https://www.comune.roma.it/web/it/scheda-servizi.page?contentId=INF83667&stem=asili_nido or following the path: www.comune.roma.it > Portale Istituzionale > Servizi > Scuola > Nido > Iscrizioni Nidi di Roma Capitale e Sezioni Ponte - Domanda online To obtain information on access to the Reserved Area and the online services of Roma Capitale, you can consult the page available at the following link: www.comune.roma.it/web/it/area-riservata.page Individuals without a tax code can go to the competent municipal offices (see contact list on page 25) to submit the application for registration. The order of arrival of applications does not affect the position in the ranking for access to the service. In the event of a useful placement in the ranking, it will be necessary to accept the place by following the instructions given in the following chapter 4. 2.2. Choice of educational facility Any Municipality of Rome Capital can be indicated in the application form, regardless of residence in that Municipality. The list of structures divided by Municipality is published as an attachment to this Notice. Below are the educational services available. 2.2.1 NURSERIES ➢ DIRECTLY MANAGED Municipal structures managed directly by Roma Capitale that welcome children aged between 3 months and 3 years. ➢ INDIRECTLY MANAGED They welcome boys and girls aged between 3 months and 3 years and are divided into: Authorized affiliated private nurseries: private facilities affiliated with Rome capitale. Nurseries in project financing: public nurseries created and managed by private entities. Outsourced nurseries in contract: municipal educational facilities. entrusted in management to private third parties. The indirectly managed structures ensure the same quality standards as the directly managed Capitoline infant-toddler centers in respect to the same contributions paid by the families. 5
Dipartimento Scuola, Lavoro e Formazione Professionale 2.2.2 ALTERNATIVE SERVICES BRIDGE SECTION It is an educational service set up within the Infant School, whose calendar it observes, and is therefore active from 15 September to 30 June of each educational year. It welcomes girls and boys born between 01/01/2021 and 08/31/2021, i.e., those who turned 24 months old by 08/31/2023. The activation of the service is subject to the achievement of a minimum number of 16 potential members at the time of publication of the provisional ranking. SPAZIO BE.BI. – SPAZIO GIOCO It is an educational service that offers each child a maximum daily stay of 5 hours in the morning or afternoon. In any case, the consumption of lunch is not foreseen, but only a snack. This type of service is not managed directly by the Administration but offered in some private affiliated facilities. It welcomes girls and boys born between 01/01/2021 and 08/31/2022, i.e., those who turned 12 months old by 08/31/2023. 6
Dipartimento Scuola, Lavoro e Formazione Professionale 2.3 Indication in order of preference of educational facilities 2.3.1 NURSERIES In the application for registration, it is possible to indicate in the order of preference up to 6 options among the structures present in the Municipality to which the application is addressed, included in the list attached to this Public Notice. In the first 2 options, the applicant must insert directly managed or under contract or project financing1 nurseries and cannot insert affiliated nurseries. This general rule does not apply in the following cases: 1. if the girl or boy whose enrollment in the service is being requested is disabled, or has a parent or brother/sister with a disability, the first two options are also free 2. if there is no directly managed or contracted or project financed nursery within the 4.750 km radius of the route that can be traveled by car from the user's home, the first two options are also free 3. if within 500 meters of the shortest pedestrian path from the user's home there are no directly managed or contracted or project financed nurseries, but instead there are one or more private affiliated nurseries, these too can be indicated among the first two options 4. if in the current educational year, a brother/sister already attends an affiliated nursery (as a user coming from the Roma Capitale rankings who will be reconfirmed in the 2023/24 educational year), it is possible to indicate it as a first option, but as second option you have to follow the general rule 5. if within 500 meters of the shortest pedestrian path from the user's home2 there is only one directly managed or contracted or project financed nursery, this must necessarily be indicated as the first option, but starting from the second it is possible indicate any nest in the list, in the desired order 6. If within a radius of 4.750 kilometers of the route that can be traveled by car from the user's home there is only one directly managed or contracted or project financed nursery school, for the first option the general rule applies and only starting from the second is it possible indicate any nest in the list in the desired order. For applicants from neighboring municipalities, the general rule of indicating in the first 2 options two directly managed or contracted or project financed nursery schools applies, with the only exceptions provided for cases 1 (disability conditions) and 4 (brother/sister already attending) The declaration relating to the distance may be supported by graphic documentation (obtainable from the distance detection systems available online) attached to the application or delivered to the competent Municipality which will be able to verify its correctness. 1 It is also possible to indicate the "Regina Margherita" nursery school in Via dei Campani, present in Municipality II, as it is a public facility (Personal Services Company - ASP). 2 Defined as that ordinarily passable by normal walking, without particular natural obstacles (possible pedestrian crossings should not be taken into account unless there are real physical obstacles such as in the case of a motorway). 7
Dipartimento Scuola, Lavoro e Formazione Professionale It is also possible to insert a seventh choice option, indicating an educational service present in another municipality. This choice will only be taken into consideration if the user has not been usefully placed in the chosen Municipality and there are still places available in the structure indicated as the seventh option. 2.3.2 ALTERNATIVE SERVICES: BRIDGE SECTIONS and BE.BI SPACES In the application for enrollment in Roma Capitale's Educational Services for 0-3 years, in addition to the nurseries, Bridge Sections or Be.Bi. Spaces may also be indicated, where these structures are activated in the chosen Municipality. In this case, the order of preference between the different types of service must be indicated (NURSERY - SPAZIO BE.BI. - BRIDGE SECTION). Since the activation of a bridge section is subject to a minimum number of registrations, it is advisable not to indicate it as the only option. 2.4 Instructions on completing the application All the requisites declared in the application for registration must be met on the expiry date of the notice, with the only exceptions relating to unborn children (girls and boys whose birth must take place by 31 May 2023) and changes of residence or domicile in progress of improvement. It is recommended to enter the online application well in advance in order to resolve any problems or clarify any doubts within the deadlines set out in this Public Notice. It is necessary to pay particular attention when completing the application, indicating all the required data and attaching the necessary documentation for the attribution of scores. It is also recommended to mark all the fields of interest with a check mark - flag - for the recognition of the right score. The application cannot be completed if all the mandatory data requested in the fields marked with the character * have not been entered. Only the documents requested and specified in the Criteria and Scores table, based on what has been declared, must be attached to the online application. It is recommended to carefully consult the table to check for which criteria it is necessary to attach supporting documents. After sending the application, the competent municipal office may request further documentation to support what was stated in the request in the event of missing or incomplete documentation. Once the application has been sent, the system will issue a specific receipt (not a preview). After sending the application - for problems, errors or other - it is necessary to contact only the Municipal Nursery School Management Office, which can view the application and intervene, if necessary. For telephone contacts and municipal e-mail addresses, consult the Public Notice on page 25. Any errors or omissions cannot be remedied in the appeal. 8
Dipartimento Scuola, Lavoro e Formazione Professionale The criteria for the compilation and for the assignment of the score useful for placement in the ranking are established by the Resolution of the Capitoline Council n.44 dated 9 February 2023 and previous provisions on the subject. The number of available places indicated in the list of Educational Structures may be subject to subsequent variations due to priority entries of other entitled users or to force majeure unforeseeable at the time of publication of this Public Notice. Any decision regarding the completion of the application must be made in compliance with the provisions on parental responsibility pursuant to articles 316, 337 ter and 337 quater of the Civil Code. When completing the application, it is also required to certify the vaccination regularity. In the case of false declarations, pursuant to and by effect of articles 75 and 76 of the Presidential Decree 445/2000, the sanctions of art. 483 of the Penal Code "Ideological falsehood committed by a private individual in a public deed", as well as the forfeiture of the benefit obtained. The competent municipal offices reserve the right to carry out checks aimed at verifying the information provided, as required by current legislation. The data of children attending and enrolling will be transmitted to the Lazio Region for verification, through the Vaccinal Registry, of the obligations established by Law n.119/2017 and for girls / boys not in compliance with the prescribed obligations vaccinations, the denial of access to the service and, lastly, the forfeiture of registration is envisaged as a precautionary measure. Pursuant to the General Data Protection Regulation (RPGD)-(EU) 2016/679, articles 13 and 14, the data provided by completing the application are acquired for the institutional purposes established by law for the sole purpose of the administrative procedure for which are required, and will be used solely for that purpose. 9

ADMISSION RANKINGS AND WAITING LISTS 3.1 Assignment of points and composition of the ranking The boy/girl will be assigned a score based on the criteria indicated in the form attached to this Public Notice (Annex A). In the event of equal scores, the applicant with the lowest Equivalent Economic Situation Indicator (ISEE) takes precedence in the ranking. With the same score and ISEE, priority will be given to the older child. Based on the scores awarded, the computer system will produce a ranking for each municipality, divided into age groups: • YOUNGER - boys and girls born from 11/1/2022 to 05/31/2023 (from 3 to 10 months old by 31 August 2023) are enrolled in the section • INTERMEDIATE - this section includes boys and girls born between 01/01/2022 and 10/31/2022 (from 10 to 20 months old by 31 August 2023) • BIGGER - boys and girls born from 01/01/2021 to 12/31/2021 (from 20 to 32 months completed by 31 August 2023) are enrolled in the section In order to ensure optimal management of the sections, the structures can provide mixed sections, with boys and girls of different ages: the difference in age becomes a resource in a flexible educational context, organized to best accommodate the different levels of autonomy and development of individual children. 3.2 Admission rankings The provisional rankings will be published on 06/04/2023 and will be available online by accessing the appropriate section with SPID/CIE/CNS by following the path: www.comune.roma.it > PORTALE ISTITUZIONALE > SERVIZI > SCUOLA > NIDO > Iscrizioni Nidi di Roma Capitale e Sezioni Ponte - Graduatorie or at the following link https://www.comune.roma.it/web/it/scheda- servizi.page?contentId=INF83683&stem=asili_nido or alternatively at the competent municipal offices (contact details in the appendix to the Public Notice). If the applicant finds errors of assessment, you can file an appeal via P.E.C. o delivery to the Municipal Protocol Office - using a special form present on the Institutional Portal - to be addressed to the Director of the Socio-Educational Direction of the Municipality with territorial jurisdiction with respect to the educational structure for which the application was submitted, within 10 days from the date of publication of the ranking, i.e. by 20/04/2023, specifying the reasons for the appeal. The Director of the Socio- Educational Direction will have to give a reply within the following 10 days. Any errors or omissions on the part of the applicant cannot be remedied in the appeal. 10
Dipartimento Scuola, Lavoro e Formazione Professionale The definitive rankings - approved by the Director of the Socio-Educational Directorate of each Municipality after the examination of the appeals - will be published on 16/05/2023 and can be consulted online in the same online section indicated above or at the competent municipal offices. At the time of publication of the ranking, a specific notice will be published on the Institutional Portal of Roma Capitale. It will also be possible to receive communications to the contacts indicated in the application for registration to the service on the general progress of the procedure, also by sending informative SMS. 3.3 Waiting lists Girls and boys who remain on the waiting list will be assigned places that may become available in the selected structures, or in other structures that will become available during the year, in compliance with the criteria set out in this Public Notice. The competent municipal office will inform the applicant of the assignment of the place. For the methods of acceptance, please refer to the next paragraph. 11
Dipartimento Scuola, Lavoro e Formazione Professionale 4. ACCEPTANCE OF PLACE AND ADMISSION TO THE SERVICE 4.1. Acceptance and simultaneous payment Those who have applied to the service are required to: • check in useful time their placement in the final ranking • formally accept, in the event of admission, the place offered by following the procedure available online on the Institutional Portal of Roma Capitale, in order not to incur exclusion from the ranking itself. To accept the position, the person who submitted the online application must access the specific online section with SPID/CIE/CNS, available by following the path: www.comune.roma.it > PORTALE ISTITUZIONALE > SERVIZI > SCUOLA > NIDO > Iscrizioni Nidi di Roma Capitale e Sezioni Ponte - Procedura di accettazione posto online or at the following link https://www.comune.roma.it/web/it/scheda- servizi.page?contentId=INF150602&stem=asili_nido For the winners of the place in directly managed and contracted nursery schools, the procedure provides for, by the peremptory deadline of 05/26/2023, under penalty of forfeiture: • the generation of the payment certificate (IUV), corresponding to the registration fee also valid for the month of September 2023 • the payment of the IUV • the declaration of the vaccination status of the child For the winners of the place in the affiliated nurseries and in project financing, the procedure provides within the peremptory deadline of 05/26/2023, under penalty of forfeiture: • payment to the Service Manager of the registration fee also valid for the month of September 2023 disclosed in the acceptance procedure • uploading the payment receipt issued by the Service Manager • the declaration of the vaccination status of the child For children being born, as required by the Resolution of the Capitoline Council n. 25 of 13 February 2019, the peremptory deadline for accepting the position (to be formalized with the competent municipal offices without using the online service) is set at 10 June 2023. Therefore, by that date, it is necessary to formally notify the Municipality in order to follow the job acceptance process. Failure to comply with the aforementioned registration acceptance deadline will result in forfeiture from the ranking and the applicant will be considered to have withdrawn. For those who will be called from the waiting list, the acceptance of the place and the simultaneous payment of the registration fee must take place within the peremptory term of 5 days starting from the date of the communication by the municipal office (Deliberation of the Giunta Capitolina n. 22/2020 and subsequent amendments) 12
Dipartimento Scuola, Lavoro e Formazione Professionale In case of non-acceptance, according to the methods and within the times indicated above, the applicant will be considered to have renounced. Refusal of the place offered entails exclusion from the rankings also for any other nurseries indicated in the application form. Only in the case of brothers/sisters who are winners in different kindergartens, as well as in the case of brothers/sisters already attending kindergartens other than the one offered, does non-acceptance not entail forfeiture; in these cases, it is allowed to accept the place even after the deadline, by submitting a specific declaration to the Municipal Nursery School Management Office by the date of 26 May 2023 set for acceptances. 4.2 Admission to Service Before the beginning of the educational year, the data of attending and enrolling children will be transmitted to the Lazio Region for verification through the Vaccinal Registry of the obligations required by law n.119/2017. For children who do not comply with the prescribed vaccination obligations, the refusal of access to the service is foreseen as a precaution and, lastly, the forfeiture of registration, without refund of the fee paid in the acceptance phase. When filling out the application, the certification of vaccination regularity is required and in case of false declarations, pursuant to and for the purposes of articles 75 and 76 of the D.P.R. n.445/2000, the sanctions of article 483 of the Penal Code are foreseen, as well as the forfeiture of the benefit obtained. The competent municipal offices reserve the right to carry out checks aimed at verifying the information provided, as required by current legislation. The inclusion of girls and boys with certified disabilities and that of minors followed by the social services operating at local public structures takes place throughout the educational year with priority, without taking into account the waiting list but compatibly with the availability of places, as required by the municipal regulation on nursery schools. The definitive assignment of the place for the babies just being born subject to the birth by 31 May 2023 and the relative communication to the municipal office by 10 June 2023, under penalty of forfeiture. The assignment of the place connected to the change of domicile or residence of the family nucleus becomes definitive with the verification of the actual transfer, which must take place by 11 May 2023 or in any case by the date of admission to the service for those is called later from the waiting list. For girls and boys undergoing adoption, the assignment of the place assumes a definitive nature with the deed of effective adoption, which must take place by 31 August 2023 or in any case by the date of admission to the service for those called in a second half from the waiting list. 13

FORFEITURE - ABSENCES - RENOUNCEMENT OF SERVICE 5.1 Reasons for forfeiture It is considered grounds for forfeiture: • failure to formally accept the place online by 26 May 2023; • absences exceeding 10 consecutive days and not justified in writing. Failure to pay regular contributions by the end of June of the year of attendance of the child will result in automatic forfeiture for the following year, which will be promptly communicated to both the educational service attended and the parents of the minor. Payments will in any case be collected by the Capitoline Administration in the forms provided for by law. 5.2 Sickness Absence With the cessation of the state of emergency, the L.R. is back in force. 22/10/2018, n.7 (art.68 Provisions on the simplification of health certifications in the field of health protection in schools, paragraph 2). After absence, even more than 5 days, therefore a medical certificate is not required for readmission to the nursery school. It is understood that the medical certificate must be produced in cases where it is required by prophylaxis measures envisaged at international and national level for public health needs (paragraph 1, letter A). In case of positivity to Covid-19, to return to school, it is sufficient to show the negative result of the test and a medical certificate is not required. 5.3 Reconfirmation Minors already enrolled and attending will be automatically reconfirmed also for the 2023/24 educational year. For the calculation of the fee due, it will be necessary to resubmit the ISEE within the terms that will subsequently be announced on the institutional portal of Roma Capitale - through the appropriate online function which can be reached by following the path: www.comune.roma.it > PORTALE ISTITUZIONALE > SERVIZI > SCUOLA > NIDO > Riconferma e Rinuncia Nido or by clicking on the following link: https://www.comune.roma.it/web/it/scheda-servizi.page?contentId=INF738120&stem=asili_nido 5.4 Waiver of Service With the renunciation, the parent/guardian/custodian/parental responsibility expresses the will to interrupt the use of the service. To allow the correct management of the availability of places and the consequent scrolling of the ranking, the decision must be communicated in writing with a specific declaration to the Municipality with territorial jurisdiction, using the form present on the Institutional Portal of Roma Capitale following the path http://www.comune.roma.it > Portale Istituzionale > Servizi > Scuola > Modulistica Nidi > Modulo nido rinuncia al servizio If the renunciation is presented by the 20th of the month preceding the one in which the use of the service is to be interrupted, the contribution is due up to the last month of attendance. For waivers presented after the 20th of the month, however, the obligation to pay the contribution lapses at the end of the following month. 14
Dipartimento Scuola, Lavoro e Formazione Professionale 6. HOW THE SERVICE WORKS 6.1 Calendar and timetables The facilities are open from 1 September to 30 June, from Monday to Friday. (For the opening in the month of July, please refer to the following paragraph 6.1.1). For directly managed nursery schools (see list of structures attached to this Notice), the operating hours (Resolution n. 33 of 11/02/2009 of the City Council) are: • 8.00/16.30 • 7.00/18.00 • 7.30/17.00 Within the maximum operating hours, specified for each structure, at the time of acceptance it will also be possible to choose delayed entry times until 9.00 am and early exit times starting from 2.30 pm. The fee due will be calculated on the basis of the chosen time slot as per the tables attached to this Notice (Annex B). For facilities open from 7.00am to 6.00pm, the maximum attendance time cannot in any case exceed 10 hours per day, as required by regional law n. 7 of 5 August 2020 and by the Deliberation of the Regional Council n. 672 of 19 October 2021. For indirectly managed structures, without prejudice to the flexibility of entry and exit allowed in relation to the different needs of families, for the sole purpose of defining the rates, the time slots are: • 8.00/14.30 • 8.00/16.30 For organizational-management reasons, the timetable chosen at the time of enrollment must be maintained for the entire educational year, with the exception of any exceptions due to justified family needs that can be documented and with the prior favorable opinion of the Official in charge of the directly managed nursery school or of the Managing Body of the private structure in agreement. 6.1.1 ATTENDANCE IN THE MONTH OF JULY To respond to the needs of families, a special Notice will be published every year for the frequency of the service also in the month of July. Dipartimento Scuola, Lavoro e Formazione Professionale In the directly managed nursery schools active in the month of July, the Administration could ensure the service with educational staff other than that used during the year, for compliance with the current contractual rules of Rome Capital which regulate staff in the educational sector. On the basis of the requests received, the service may also be offered at private nurseries with special agreements, other than those attended during the year. The indirectly managed nurseries (Affiliated, contracted and in project financing) instead guarantee the service in the same structure also in the month of July. If the use of the service is chosen for only half of the month, the fee due will be reduced by 50 percent. For further details, please refer to the Notice which will be published on the Institutional Portal of Roma Capitale. 6.1.2 CHRISTMAS AND EASTER HOLIDAYS The service is suspended during the Christmas and Easter holidays according to the provisions for school activities in the regional calendar. 6.2. Accomodation period In order to allow an enriching educational experience and the most serene possible detachment from the parental figures of reference, the directly and indirectly managed 0-3 educational services of Rome Capital plan an initial acclimatization period for new members according to needs, the needs and times of each child, providing flexible hours, variable length of stay and the presence of a parent or a family reference figure who follows this delicate phase. The insertion will be staggered, personalized and carried out continuously, respecting the rhythms and needs of the children and will last approximately two weeks starting from the moment of insertion. Each educational service elaborates - on the basis of the pedagogical guidelines of the School, Work and Vocational Training Department - its own reception project, with the related placement plan, which is approved by the Management Committee (Body for the democratic participation of families in the life of the service ) at the end of the previous educational year. 16

INCLUSION Roma Capitale undertakes to guarantee full participation in educational life for all girls and boys, regardless of their personal and social conditions, enhancing the rights of each in implementation of the constitutional principles. The Capitoline Administration also ensures the best inclusion of minors of citizenship other than Italian. Inclusion guarantees participation in educational life with the aim of achieving the maximum possible in terms of learning and socialization through personalized growth and training paths. Inclusive 0-3 services educate to the value of diversity understood as an exchange that enriches and overcomes preconceptions. The inclusion process is the result of a collegial initiative and is carried out by the whole educating community. 7.1 Minors with disabilities The Administration of Rome Capital protects the rights to care, education and health of minors with special educational needs, in compliance with the constitutional principles and current legislation (L.104/92). In particular, for children with disabilities, the Roma Capitale Educational Services 0-3 years outline - on the basis of an interactive and organizational pedagogical model - an inclusive teaching and an individualized educational project shared with parents, local health authorities and/or o the Accredited Centers, which look after the children. The project is aimed at individual and collective well-being and growth and is aimed at achieving - with respect to everyone's possibilities - high levels of learning, sociality, identity, autonomy and at guaranteeing a harmonious development of the person within a coherent life project promoted in collaboration with families. The disability must be recognized with a report or provisional certificate from the INPS medico-legal commission (Law 104/92), or with a certificate issued by public health structures (ASL or hospital bodies). For the purpose of attributing the relative score, the documentation must be attached to the application within the deadlines set out in the notice or subsequently presented to the competent municipal office, by 30 March 2023, in view of the publication of the provisional ranking set for 6 April 2023. Minors with disabilities can be admitted at any time of the year, subject to the availability of places within the desired structure and within the maximum limit of 2 children with disabilities per section. In this case, the application for registration must be presented to the relevant municipal office (see contact list on page 25). 17
Dipartimento Scuola, Lavoro e Formazione Professionale 7.2 Allocation of staff for school inclusion Based on the provisions of current legislation, for the possible assignment of staff for school inclusion, a specific duly signed request (by the parent or guardian or by the guardian or parental responsibility) by attaching the following valid certifications: • Assessment report of the INPS Medical Legal Commission L.104/92; the recognition of Law 104/92 establishes a term of validity of the disability within which it must eventually be renewed; • Certification for scholastic integration issued by the TSMREE service of the local health authority of the child/o. The clinical diagnosis must be reported in the aforementioned certification and any need for an adjunct and/or specialist educator for sensory disabilities must be indicated, as well as the times for updating the same; • Functional diagnosis drawn up by the TSMREE service of the ASL or by the rehabilitation center recognized by the Regional Health System, by the specialized center of hospitals, universities, scientific research and treatment institutes (IRCCS), where the child is undergoing diagnostic/rehabilitative treatment. In the educational services for 0-3 years of Roma Capitale, the continuity and stability of the educational path of users with disabilities are guaranteed by the educators who are in charge of the section. It is the task of the Educational Group to engage in the path of inclusion and implementation of the Individualized Education Plan, sharing the path to be started with any new additional figures. The additional educators for inclusion do not have specific training on the different types of disabilities, although they still have the appropriate qualifications to carry out the role. Therefore, they are assigned by the Capitoline Administration in support of the educational group for the sections attended by children with disabilities - with the aim of guaranteeing the educational co-responsibility of the educators present in the reference section - and not in exclusively to the individual child (Deliberation Giunta Capitolina n. 128/2005) in order to also support the relationship with peers, the autonomy and effectiveness of the educational processes implemented. In each single section of each educational service there cannot be more than two users with disabilities, in order to make effective the right of boys and girls to forge relationships, receive attention and take advantage of times and spaces appropriate to their needs and to make it possible for the Educational Group to plan and implement individualized educational projects. Therefore, in the event that a higher number of requests are received than the actual availability of the chosen structure and the reference section, in order to ensure an effective educational experience for all users, the competent municipal offices have the obligation to agreement with the families on the identification of an alternative nursery school - with respect to the initially formulated option - as close as possible to the one requested, also taking into account the effective distribution of applications for access throughout the municipal territory. In any case, additional educators cannot be authorized in the section in excess of the number envisaged by the aforementioned resolution for two users, even in the case of disability ascertained during the year for other users. 18

PAYMENTS AND PROVIDED CONCESSIONS 8.1 How much you pay For the frequency of the service, payment of a fee is required which varies according to the value of the Indicator of the Equivalent Economic Situation of the household (ISEE) and the time slot in which the service is used, and is the same for both directly or indirectly managed services. These are contribution shares for participation in the expense, due regardless of the actual frequency. For the calculation of the fee, it is necessary to declare when completing the application for access to the service (and not subsequently) that you are in possession (or have submitted a request) of the ISEE Certificate of 2023; otherwise, the maximum rate will be applied. The rates foreseen for the service - shown in Annex B of this Public Notice - were approved with Resolution of the Capitoline Council n. 7 of 11 January 2022, amended by the Resolution of the Capitoline Council n. 44 of 9 February 2023. Furthermore, the following reductions are applied, provided for by the Resolution of the Capitoline Assembly n. 11 of 18 March 2015 and reconfirmed in the subsequent Resolutions of the Capitoline Assembly n. 4 of 25 January 2017 and n. 141 of 12 December 2018: a) for two children attending the nursery, 30% REDUCTION on the total dues according to the ISEE indicator and the chosen attendance time; b) for the child of a family unit with two or more dependent school-age children and with an ISEE indicator of less than Euro 20,000.00, EXEMPTION; c) for the child of a family unit with two or more dependent children of school age and with an ISEE indicator between Euro 20,000.00 and Euro 40,000.00, 30% REDUCTION on the amount due according to the ISEE indicator and the chosen time of attendance. 19
Dipartimento Scuola, Lavoro e Formazione Professionale School age means up to 19 years of age on the date of acceptance of the place in the nursery school by the applicant, or on the date of reconfirmation of the place for subsequent years. The reductions referred to in letters b) and c) are also applied according to the same rules in favor of families with four or more dependent children. The first fee relating to the month of September has the value of enrollment and is never returned even in the absolute absence of attendance. The acclimatization period in which attendance is reduced, as well as holidays, are an integral part of the service. Therefore, there are no reductions in the contribution rate, which is due in full. The contribution fee is always due even in the event of unjustified or justified absence, as well as in the event of service interruption due to force majeure for a continuous period of less than or equal to ten working days. In case of renouncement of the service, if one or more monthly installments relating to the month of October and following have been paid in advance, the same will be returned only if the renunciation takes place by the 20th of the month preceding the one starting from which it is intended to interrupt the frequency. Applicants will be able to take advantage of a state contribution disbursed by INPS, if it is confirmed also for 2023, by requesting the "Nursery Bonus" (Bonus Asilo Nido) to obtain a partial or total refund of the fees due. For information, only consult the INPS Portal. Further information can be requested directly from the competent INPS offices and not from the municipal offices. 8.2 How to pay Within his own Reserved Area, starting from the “Pargamento delle quote contributive” page, each user has access to all the monthly fees to be paid for the requested service. The payment receipt is always made out to the parent/guardian/guardian/parental responsibility holder who carried out the UI generation operation, regardless of who materially makes the payment afterwards. Once paid, it is no longer possible to change the owner. The payment titles (IUV) generated are visible at the bottom of the page and can be canceled until they are paid. Once the payment titles have been generated, they can also be viewed in the citizen's digital home within their own bulletin board. Dipartimento Scuola, Lavoro e Formazione Professionale For payment problems, in the following cases you should contact only the competent municipal office: • in the event that the payment certificate generation service is suspended; • if there are no data for the selected name, (administrative position relating to the minor not yet activated). • if no entry is displayed. 8.2.2 Private structures with agreements and in project financing All contributions must be paid, within the first day of the reference month, directly to the Manager of the Structure who must issue a specific receipt, to be used also for any request for the INPS "Nursery Bonus". 8.3 Equivalent Economic Situation Indicator (ISEE) The Equivalent Economic Situation Indicator (ISEE) is the tool for assessing, through unified criteria, the economic situation of those requesting subsidized social benefits and takes into account both the income situation referring to the 2021 calendar year and the financial situation, referring to 31 December 2021 in relation to family members. The DPCM n. 159/2013 (which entered into force on 1 January 2015) in article 7 governs in detail the ISEE for subsidized services for minors, including in the family unit (to be understood as registered family) also the parent - not cohabiting and / or not married to the other parent - who has recognized the minor, except for the exceptions provided for by the same article. Applicants who intend to take advantage of any benefits deriving from the ISEE 2023 certification (best position in the ranking with the same score and discounted rate for attendance at the educational facility) must declare when completing the application for access to the service that they are in possession of a certificate issued by INPS or that you have submitted a request to INPS or CAF. It will not be necessary to indicate ISEE values, DSU codes or presentation/issue dates in the application, nor to attach the ISEE certificate document. In the absence of an ISEE declaration, the applicant will acquire the score achieved on the basis of the selected access criteria only and will be placed last among those with the same score. In case of admission, he will use the service by paying the maximum rate. The verification of the ISEE will take place automatically, through the query of the INPS portal by the school services system, through the tax code of the minor, or of the applicant in the case of an unborn child. Dipartimento Scuola, Lavoro e Formazione Professionale In cases where the ISEE acquisition process is unsuccessful and the competent municipal office detects irregularities/inconsistencies in the ISEE certificate during routine checks, applicants are required to check with the CAF and/or the 'INPS the correctness of the data indicated in the ISEE Certificate and to take steps to obtain a new ISEE certificate. The new certification must be presented to the competent municipal office by the deadline set for the publication of the provisional rankings, on which the ISEE value affects. Those who do not re-submit a valid ISEE certificate by 30 March 2023 will be considered in the same way as those who have not submitted it and consequently will be declared forfeited from the benefits connected to it (best position in the ranking with equal score and discounted rate for attendance at the educational facility). It is recommended to promptly start the process of issuing the ISEE part of the INPS, also through the CAF, since the issuing procedure requires a timescale of at least 10 working days starting from the moment of presentation of the Single Substitute Declaration (DSU). In the event of changes in income exceeding 25% during the year, it is possible to request the recalculation of the indicator (in this case, INPS issues the "current ISEE" referring to the current year) and present it to the municipal office responsible for updating the contributions due for the following months (Resolution of the Capitoline Assembly no. 9 of 03/12/2015, transposing DPCM 159/2013). In all other cases, the fees defined during enrollment remain valid for the entire educational year. 23
