*4949 EDUCATION AND EARLY CHILDHOOD LEARNING—BEFORE AND AFTER SCHOOL
PLACES—Mr Primrose asked the Minister for Education and Early Childhood Learning—
(1) How many new before and after school services have opened in New South Wales as a direct result
of the Government's election commitment to invest $120m to expand before and after school care in
order to provide all children at public primary schools before and after school care by 2021?
(a) What is the breakdown for the years:
(i) 2019?
(ii) 2020?
(iii) 2021?
(2) How many new before and after school places have been delivered in New South Wales in as a direct
result of the Government's election commitment to invest $120m to expand before and after school
care?
(a) What is the breakdown for the following years:
(i) 2019?
(ii) 2020?
(iii) 2021?
(3) How many new before and after school enrolments have there been in NSW as a direct result of the
Government's election commitment to invest $120m to expand before and after school care?
(a) What is the breakdown for the following years:
(i) 2019?
(ii) 2020?
(iii) 2021?
Answer—
(1) A total net increase of 122 new before and after school care (BASC) services both on and off site
have opened as a result of the commitment.
(a) The breakdown of this net increase of new services includes:
(i) 2019 (1⁄7⁄2019- 31⁄12⁄2019) 33
(ii) 2020 (1⁄1⁄2020 - 31⁄12⁄2020) 46
(iii) 2021 (1⁄1⁄2021 - 3⁄2⁄2021) 43 ·
(2) A total net increase of 13,738 new before and after school care (BASC) approved places have opened
as a result of the commitment.
(a) The breakdown of this net increase in approved BASC places includes:
(i) 2019 (1⁄7⁄2019 - 31⁄12⁄2019) 4,833
(ii) 2020 (1⁄1⁄2020 - 31⁄12⁄2020) 6,485
(iii) 2021 (1⁄1⁄2021 - 3⁄2⁄2021) 2,420
(3) The Department of Education does not maintain data on day to day enrolments or vacancies at
individual services. Providers are responsible for maintaining enrolment records and information.
*4950 EDUCATION AND EARLY CHILDHOOD LEARNING—POPULATION PLANNING—Mr Primrose
asked the Minister for Education and Early Childhood Learning—
(1) Does the Department of education include population planning across the state?
(2) If so, how is population planning undertaken?
(a) How is population planning incorporated⁄considered when:
(i) Determining the number of permanent classrooms required in at school?
(ii) Creating new school infrastructure?
(iii) Setting enrolment caps?
(b) If not, why not?5244

Answer—
(1) Yes.
(2) The Department of Education's long term population projections are determined at the state and local
government area {LGA) level by using the Department of Planning, Industry and Environment's
NSW State Common Planning Assumptions. This information provides figures that enable the
Department to plan for school catchment areas. The Department then uses Australian Bureau of
Statistics' data along with its data on enrolments to generate the projections of school-aged children
in a catchment area.
(a) .
(i) The Department prepares school enrolment projections for short-term planning decisions
such as temporary teaching space allocation. Enrolment projections are undertaken for all
NSW schools on an annual basis. These projections are used to allocate the number of
permanent teaching spaces required at each school.
(ii) When planning for new schools or the expansion of existing schools, the Department uses
long-term student catchment projections and short-term enrolment projections to guide
future investment decisions.
(iii) Enrolments caps, used to define the number of non-local students a school can
accommodate, are based on the number of permanent classrooms at the school. All
schools with enrolments above 150 students and that have an enrolment boundary, wlll
have a centrally set enrolment cap. Selective high schools, environmental education
centres and schools for specific purposes do not have an enrolment boundary and do not
have a centrally set cap. The enrolment cap is not an indication of the enrolment capacity
of a school. It is used to indicate that non-local students cannot be enrolled when a school
is approaching or exceeding the set enrolment cap, except in exceptional circumstances.
(b) Not applicable.
*4951 ATTORNEY GENERAL—ANDREW O’KEEFE—Mr Latham asked the Minister for Education and
Early Childhood Learning representing the Attorney General, and Minister for the Prevention of
Domestic Violence—
(1) Has the Attorney General taken any action to have Andrew O'Keefe stripped of his Order of
Australia honour?
(a) If not, why not?
Answer—
I am advised: No. The matter involving Andrew O'Keefe is before the court.
*4953 PREMIER—PARLIAMENTARY QUESTIONS—Mr Latham asked the Leader of the Government in the
Legislative Council, Special Minister of State, Minister for the Public Service and Employee Relations,
Aboriginal Affairs, and the Arts, Vice-President of the Executive Council representing the Premier—
(1) In this term of parliament, how many 'guidance responses' has the Premier's office issued to other
Ministers in the answering of parliamentary Questions on Notice to Ministers other than the Premier
herself?
(2) In each case, what did the 'guidance response' say?
(3) When the Premier appointed her Ministers after the last New South Wales election, did she appoint
them on the basis they would be capable of answering parliamentary questions in their own right?
(a) What, if any, communication did the Premier have with them regarding the need for 'guidance
responses' from her office?
(4) Is the Premier undermining Westminster conventions of ministerial accountability to the parliament
by, in effect, telling Ministers how to answer questions that have nothing to do with her?
(a) If so, why?
Answer—
I expect all Ministers to answer Questions on Notice that are asked of them.5245

5089 WATER, PROPERTY AND HOUSING—STATE-OWNED LAND—Mrs Houssos to ask the Minister
for Mental Health, Regional Youth and Women representing the Minister for Water, Property and
Housing—
Regarding the totals for state-owned land sold by the Government to non-state Government purchasers,
as provided in Question 3820 for the 2019-2020 financial year:
(1) Can the Minister please provide a table breakdown of the total $627 million by Local Government
Area, and the location of state-owned land sold?
