 Views in general from the public about their
 expectation from RPG 2021.
   A  public notice were published in all local news paper and
     broad casting media.
 21 NGO’s were invited for presentation to know
 their concerns.

Draft Notification of RPG - 2021

 In accordance with Section 13 of TCP act 1974, Draft RPG2021
  was notified for inviting comments from Public.

 Accordingly, Draft RPG 2021 was sent to Village Panchayats - and
  was also open to citizens to send their individual comments ,
  objections and suggestions.

 The Task of studying the comments received from the Village
  Panchayats as well as individual citizens - and integrating them into
  overall RP2021, was entrusted to the State Level Committee ( SLC)
  which was constituted on 28/11/2008

Participatory Process

Function and Duties….. SLC
 Oversee the process of Public participation,
 Co-ordinate with Taluka Level technical Team (TLTT) for
    better interaction with Village Panchayats and
    Municipalities.
   Explain the Revised Regional Plan for Goa-2021 and its
    features to TLTT.
   Prepare a questionnaire and a list of what parameters the
    Comments/Suggestions shall be sought.
   Issue necessary orders/directions from time to time as
    may be necessary.
   Collect the suggestions from TLTT and forward to the TCP
    Board.
Participatory Process

Taluka Level Technical Team
1.   Town Planner/Dy. Town Planner to head this
     Committee of Taluka concerned .
2.   Dy. Director Panchayat (of the respective district)
3.   B.D.O. of the respective taluka.
4.   Assistant Engineer PWD (Buildings) of respective taluka.
5.   Health Officer.
6.   GIRDA representative.
7.   Town Planner Shri. Vinod Kumar , Representative of
     R.P. Division 2021.
ROLE OF TLTT

 Distribute kits to the Panchayats.
 To provide technical assistance to the Village
  panchyats (through technical persons of
  TCP/PWD/Health , GIRDA representatives.)
 To explain the salient features of the plan.
 To attend meetings of the Panchayats.
 To assist in locating the proposals of the VP
  and Committee.
ROLE OF TLTT

Function and Duties....TLTT
   Comprehend the Revised Regional Plan for Goa-2021 of
    the respective Taluka.
   TLTT’s shall take the Plan to the respective Taluka head
    quarters and further to the respective Village Panchayats
    and Municipalities, under its jurisdiction.
   Each TLTT shall arrange for a venue where Taluka Level
    Plan, and its respective Village Panchayat
    Plans/Municipalities will be displayed.
   Arrange meetings at the Taluke Level, of the respective
    Village Panchayats and Municipalities and explain the
    Plan to them.
   Comprehend the Revised Regional Plan for Goa-2021 of
    the respective Taluka.
ROLE OF TLTT

Function and Duties....TLTT Cont.
   Assist the Village Panchayats and Municipalities by
    visiting the Village Panchayats/Municipalities as and
    when necessary and oversee the public participation
    process.
   The TLTT’s shall visit the Village Panchayats and
    Municipalities in a phased manner at a mutually
    convenient time.
   The Plans shall be displayed at the local bodies for a
    minimum period of 30 days.
   Collect the suggestions from all Village Panchayats and
    Municipalities, classify them as per categories and submit
    to State Level Committee.
Participatory Process

               Contents of the Kit
 Regional Plan for Goa -2021 report (hard copy).
 Taluka level RPG-21 of respective taluka.
 Settlement level RPG-21 of respective village
  panchayat/municipalities.
 Settlement level RPG-21 with additional details of
  areas reflected in addition to settlement/Industrial
  areas as per Regional Plan 2001.
 Explanatory note on index of Land use.
 Questionnaire (in English/Marathi/Konkani).
 Hard copy of the participatory process.
PROCEDURE FOLLOWED

   Identify technical resource persons residing in the village and rope
    them into assisting the team.
   Ensure adequate representation of SC/ ST/ /OBC persons including
    women in the committee.
   Ensure to provide adequate number of questionnaires are photocopied
    and kept in the VP or distribute to people.
   Keep a register to maintain the name, address and signature of people
    to whom the questionnaire is issued.
   Questionnaire shall be issued to any of the residents/who possess
    voting card /ration card/passport/driving licence, etc. indicating the
    address in that VP area/Municipality area.
   VP shall ensure the safety of the kit and their safe custody.
   VP shall render all help to and also take all necessary assistance from
    TLTT and RP Division of TCPD for any clarification.
Role of VP/M. Cl
 VP shall collect/receive the questionnaire.
 V.P./Committee shall submit a final questionnaire
  compiled after taking conclusion and
  recommendation based on the majority view on each
  issue, duly stamped and signed.
 Take resolutions to adopt all the suggestions/
  proposals etc included in Plan.
 Submit all the plans/ suggestion/ recommendation/
  comments to TLTT duly signed by Panchayat.
ROLE OF V.P. AND COMMITTEE WITH
    THE ASSISTANCE OF TLTT.

 Mark all the roads in the villages up to 6
  mtrs (Existing).
 Mark all proposed roads to link all
  areas/wards (proposed)
 Any other resources/services to be
  identified as detailed in the
  questionnaire.
ROLE OF V.P. AND COMMITTEEWITH
    THE ASSISTANCE OF TLTT.
 Mark any missing water bodies, Nalhas, Heritage
  sites.
 Mark any missing settlement areas, Industrial
  areas etc. existing on the ground or approvals
  granted as per Law.
 Mark existing tinto area of the village.
 Mark playgrounds, Schools, Hospitals, Bus
  Stand/Clinics/Colleges (Existing /Proposed), and
  Religious buildings, etc.
 Carve out the overlapping slopes on settlement
  areas after visiting the sites.
 Locate Garbage Disposal Sites.
QUESTIONNAIRE
 Languages
          English
          Konkani       One set to each Panchayat
          Marathi
   Panchayats/committees shall make required number of
    copies of questionnaire as per their requirement.
   Fix a time frame for submission of duly filled questionnaire
    to the VP.
   VP shall maintain a register of all such questionnaires
    issued and comments received by them during the
    stipulated period.
   VP shall pass resolutions , as required on all the proposals.
    The Committees constituted by VP and Gramsabha
    representatives shall be taken into confidence while passing
    all resolutions.

RP 2021
                            An Overview

 The SLC examined in depth the over 8500 comments
  received from individuals ,
  176 Village Panchayats (12 VP did not send any comments) and 8
  Municipal Councils ( 1 did not send any comment).

 The SLC then prepared Surface utilisation Plans for all 12
  talukas, which were released in succession between Nov
  2010 to Oct 2011.
 Pernem and Canacona were released in Nov 2010, Ponda in Feb 2011 etc and
  was accepted. Only when Salcette was released the objections began.
