1.0 Introduction
Note: This guide is intended to provide direction to owners or operators that are applying to register
an individual facility under The Management and Reduction of Greenhouse Gases (Baselines, Returns
and Verification) Standard.

The Management and Reduction of Greenhouse Gases (Standards and Compliance) Regulations (the
Regulations) and The Management and Reduction of Greenhouse Gases (Baselines, Returns and
Verification) Standard (the Standard) came into effect on January 1, 2019. The Regulations and the
Standard establish emissions intensity targets for regulated emitters and are a fulfillment of the
commitment made in Saskatchewan’s climate change strategy, Prairie Resilience, to reduce industrial
greenhouse gas (GHG) emissions in a manner that respects impacts to competitiveness and keeps
Saskatchewan’s economy strong.

As per the Regulations, an owner or operator of a facility in a regulated sector that emits total regulated
emissions of 25,000 tonnes of CO2e or more in 2017 or any subsequent year are required to register the
facility. An owner or operator of a facility in a regulated sector that emits less than 25,000 tonnes of
CO2e in 2017 or any subsequent year may voluntarily register.

For questions regarding the registration of a facility under the Regulations and the Standard, please
contact the Ministry of Environment Climate Change Branch at OBPSENV@gov.sk.ca.

2.0 Registration Process Outline
To register a facility under the Standard, please follow the process outlined below. Note that a separate
registration form must be submitted for each individual facility.

    1. The registration form and other information related to Saskatchewan’s climate strategy, Prairie
       Resilience, can be found at the following website:
       https://www.saskatchewan.ca/business/environmental‐protection‐and‐sustainability/a‐made‐
       in‐saskatchewan‐climate‐change‐strategy/guidance‐for‐emitters

    2. Open the registration form with a device capable of running Active X controls. Once the
       document is opened, click “Enable Editing” on the ribbon at the top of the screen and then click
       “Enable Content”.

    3. Complete the registration form and submit it along with the following documents to
       OBPSENV@gov.sk.ca:
          a. Facility boundary map;
          b. Signed declaration from an authorized signing officer (ASO) attesting to the
              completeness and accuracy of all information provided within the form. Note that a PDF
             copy of the registration form must be generated and signed by the ASO. Instructions on
             how to convert the form to PDF is included in Appendix A;
          c. Proof of authority for the ASO, if applicable;
          d. Request for confidentiality, if applicable; and
          e. Any other supporting documents.

    4. The Ministry of Environment will review the registration form and supporting documents.

    5. Once the registration is approved, the Ministry of Environment will provide regulated emitters
       with a signed approval letter, which includes the Saskatchewan Output‐Based Performance
       Standards (OBPS) registration number assigned to the facility. Guidance on the next steps
       required to complete registration as an emitter with the Canada Revenue Agency (CRA) will also
       be provided.

3.0 Request for Confidentiality
All information included in support of this application is considered public, in accordance with section
61(1) of The Management and Reduction of Greenhouse Gases Act (the Act). A request to keep
confidential all or any part of this application for a period of five (5) years must be made in writing in
conjunction with this application, per section 61(3) of the Act and section 30 of the Regulations.
Subsequent applications may be made prior to the expiry period to extend confidentiality of all or any
part of this application, on five‐year intervals, per section 61(4) of the Act.

Appendix A: Registration Form Guidance
READ ME Tab
Please read carefully through this tab before completing the registration form.
Should the emitter wish to submit a request for confidentiality to keep any information provided in the
application confidential, please attach a written request in PDF format as part of the submission.

Facility Information Tab
Facility Name
Enter the name of the facility.

NPRI ID
If the facility is required to report to the National Pollutant Release Inventory (NPRI), please enter the
NPRI ID that has been assigned to the facility. If more than one NPRI ID has been assigned to the facility,
please list all that apply. If the facility does not have an NPRI ID, please leave the cell blank.

GHGRP ID
Enter the facility identification number assigned to the facility by the federal Greenhouse Gas Reporting
Program (GHGRP), if applicable.

All facilities with annual emissions of 10,000 tonnes CO2e or more are required to report emissions to
GHGRP pursuant to The Management and Reduction of Greenhouse Gases (Reporting and General)
Regulation and the Notice with respect to reporting of greenhouse gases pursuant to subsection 46(1) of
the Canadian Environment Protection Act, 1999.

If a GHGRP ID has not yet been assigned to the facility, or if the facility is not required to report to
GHGRP, please leave this cell blank. Once a GHGRP ID has been assigned to the facility, the emitter
should provide this information to the Ministry of Environment.

Physical Location
Enter the latitude and longitude geographical coordinates for the facility, the legal land description, and
the city, town or municipality that is nearest to the facility.

Mailing Address
Enter the mailing address for the facility, including the street address, unit number, if applicable, city or
municipality, province, country, and postal code.

Boundary Map
Enter the filename of the facility boundary map that is included in the application submission. An
accurate, high resolution, current map of the facility’s location and boundaries is required with the
application. The map must be to the appropriate scale to determine the facility’s location relative to the
surrounding major infrastructure and features, such as public roads or railways. Clearly identify any
parts that physically pass through the geographical area of the facility boundary that are not an actual
part of the facility boundary, such as public roads. A note on the map should clearly state that the

facility boundary does not include any public roads or other public infrastructure. If the facility consists
of multiple sites, the map must show the boundaries for each site.

Contact Information Tab
Owner and Operator
If the owner and operator are the same, please click the box labeled ‘Same as owner’ in the Operator
section of the form. If the owner and operator are different, contact information must be provided for
both.

Either the owner or the operator must be designated as the regulated emitter by selecting the circle at
the bottom of the appropriate section. The CRA tax exemption certificate will be applied to the
regulated emitter.

Legal Name
Enter the legal name of the owner and operator.

Trade Name
This is the name under which an individual, partnership or corporation chooses to operate. It is
synonymous with operating name. The operating name is the name by which the company may be
known to its customers or clients. It may be the same as the legal name. Enter the trade name of the
owner and operator.

Business Number
A nine‐digit registration number is issued by the CRA to Canadian businesses that register for one or
more of the following:
       Corporate income tax;
       Importer/exporter account number;
       Payroll (source) deductions (trust accounts); or
       Goods and services tax.

This number can be found on all forms issued to a business by the CRA. The business number is the first
nine digits that appear on the CRA forms. This number will stay the same no matter how many or what
types of accounts a business has. Enter this business number for the owner and operator.

Business Structure
Enter the business structure of the owner and operator (e.g., partnership, sole proprietorship,
corporation, limited liability company).

Mailing Address
Enter the mailing address of the owner and operator, including the street address, unit number, if
applicable, city or municipality, province, country, and postal code.

Public Contact
The public contact will be the main point of contact for information related to this registration and
subsequent submissions for the facility.

First and Last Name
Enter the first and last name of the public contact, as well as the preferred individual title, if desired
(e.g., Mr., Mrs., Ms., Sir, Madam, etc.).

Position Title
Enter the job title held by the public contact.

Mailing Address
Enter the mailing address of the public contact, including the street address, unit number, if applicable,
city or municipality, province, country, and postal code.

Email Address and Telephone Number
Enter the email address and telephone number of the public contact. Please enter the telephone
number in the format 306‐123‐4567. A second telephone number and telephone extensions may
optionally be included in separate textboxes.

Number of Authorized Signing Officers and Proof of Authority
Enter the number of authorized signing officers (ASOs) that have authorization to sign off on the
information provided in this registration and subsequent submissions for this facility. The number of
ASOs must be between 1 and 10. If the number of ASOs entered is greater than one, then blank cells will
appear for each ASO. Please note that if the number of ASOs is decreased, the information entered for
any number of ASOs above the number entered will be deleted. There must be at least one ASO
associated with this facility.

Please note: Proof of authority to act on behalf of the facility must be provided for each ASO listed in the
application form if an ASO does not hold the title of chief executive officer (CEO), chief financial officer
(CFO), chief operating officer (COO), president or vice president. The proof of authority must clearly
demonstrate that the individual named as the ASO has been granted authority to act on behalf of the
facility. For example, proof of authority could be presented as a signed copy of a decision of the Board of
Directors, a letter on company letterhead signed by the CEO, or a similar document.

Enter the filename of the proof of authority document that is included in the application submission, if
required as above. If multiple documents are listed, please separate using a comma (e.g., Filename
1.pdf, Filename 2.pdf).

Authorized Signing Officer
If the ASO and public contact are the same person, please click the box labelled “Same as public contact”
in the “Authorized Signing Officer 1” section of the form. If the ASO and public contact are different
persons, contact information must be provided for both. If there is more than one ASO, contact
information must be provided for each.

First and Last Name
Enter the first and last name of each ASO, as well as the preferred individual title, if desired (e.g., Mr.,
Mrs., Ms., Sir, Madam, etc.).

Position Title

number of technical contacts above the number entered will be deleted. Please enter zero if there are
no technical contacts associated with this facility.

Parent Company Information Tab
Number of Parent Companies
Enter the number of parent companies that own 10% or more of the facility as of the date of the
application. The number of parent companies must be between 1 and 10. If the number of parent
companies entered is greater than one, then blank cells will appear for each parent company. Please
note that if the number of parent companies is decreased, the information entered for any number of
parent companies above the number entered will be deleted. There must be at least one parent
company associated with the facility.

Parent Company Information
Legal Name
Enter the legal name of each parent company.

Trade Name
This is the name under which an individual, partnership or corporation chooses to operate. It is

Operations Information Tab
Sector
Select the regulated sector that the facility operates in from the drop‐down menu provided. If ‘Other’ is
selected as the sector, please specify the sector in the box provided.

Commercial Product
Provide a list or brief description of the product(s) that is or will be produced for eventual sale, transfer
or distribution at the facility. This product(s) will be used to determine your eligibility in the OBPS
program as an emissions intensive, trade exposed facility.

Commercial Production Scenario
From the list provided, select the scenario that best describes the facility:
   1) Facility is under construction
   2) Facility has been in commercial production for less than three years OR
   3) Facility has been in commercial production for three years or more

If the facility is under construction, you must notify the Ministry of Environment as soon as the facility
begins commercial production. Under the Regulations, a regulated facility is considered to commence
commercial production in the year in which a product is first produced at the regulated facility for
eventual sale, transfer, or distribution.

If scenario one is selected, no further information is needed on this tab. If scenarios two or three are
selected, additional sections will appear, including a textbox to enter the number of products produced
at the facility and the Product Information section.

Number of Products
A baseline emissions intensity will be established for each product produced at the facility. The baseline
emissions intensity is the result obtained by dividing the baseline emissions level for a product in
commercial production by the baseline production level for the product. Additionally, emissions return
submissions must report the emissions and production for each product in each compliance year. The
data reported for each product will determine if a facility has made the required emissions intensity
reductions in each reduction period, as per the Regulations.

The product(s) selected for reporting should correlate with the facility’s emissions. For example, if a
facility’s emissions are dependent on the quantity of widgets produced at the facility, then “widgets”
would be a suitable product to select. If emissions at the facility are dependent on the production of one
or more products, and the emissions can be allocated to each product produced, then each product
should be reported, and a baseline emissions intensity established for each. If a facility produces
multiple products but the emissions cannot be allocated to each individual product, then one
representative product may be chosen for reporting purposes. Please contact the Ministry of
Environment Climate Change Branch at OBPSENV.gov.sk.ca for any questions related to product
selection.

Enter the number of products produced at the facility that have been selected for reporting purposes.
Blank cells will appear for each product once the number of products is entered. Please note that if the
number of products is decreased, the information entered for any number of products above the
number entered will be deleted. The facility will have a chance to revise the products it selects for
reporting purposes in the baseline submission.

Product Information
Product Name
Enter the product name of each product. The product name may be the same as the commercial
product discussed above.

First Production Date
Enter the date on which production first began for each product, in the format yyyy‐mm‐dd.

Emissions Information Tab
Canada’s Greenhouse Gas Reporting Program
Select whether a report was submitted to Canada’s Greenhouse Gas Reporting Program (GHGRP)
indicating that the facility emitted 10,000 tonnes CO2e or more in the most recent year of reporting. If a

report was not submitted, please explain why in the box provided. The user may indicate “Not
Applicable” if the facility emits less than 10,000 tonnes CO2e annually.

Commercial Production and Standby Status
From the drop‐down menu, select whether the facility halted commercial production for a period of at
least three months during the most recent reporting year. If ‘Yes’ is selected, the user must enter the
date the facility halted commercial production and indicate whether commercial production at the
facility was still halted on the last day of the most recent reporting year (i.e., December 31st of the most
recent reporting year). If the facility resumed commercial production on or before the last day of the
most recent reporting year, the user must enter the date the facility resumed commercial production.

Emissions Reported to Canada’s Greenhouse Gas Reporting Program
This section will only appear if the user selected “Yes” under the “Canada’s Greenhouse Gas Reporting
Program” section. Enter the total emissions that were reported to Canada’s GHGRP for the facility in the
most recent reporting year. If the facility had no commercial production for at least three months during
the most recent reporting year, please provide the total emissions reported to Canada’s GHGRP in the
most recent full year of commercial production.

All emissions data included in the registration form will be compared with submissions made to
Canada’s GHGRP for the respective year.

Please note: For facilities operating in the upstream oil and gas sector, total emissions only include
stationary fuel combustion emissions.

Additional Information Tab
This tab provides the opportunity to offer any additional information that may be pertinent to assist in
the review of the application for registration for the facility. If further explanation is required for any
information provided elsewhere in the registration form, enter it here.

Declaration Tab
This section is to be completed by the ASO for the facility. Please review the form to ensure that all
required information has been entered accurately before completing this tab. Enter the name of the
ASO in the box provided.

A PDF copy of the registration form must be submitted with the registration. In the appropriate textbox,
provide a filename for the PDF. Remember to include the extension in the filename (e.g., filename.pdf).
Click the “Convert to PDF” button. A PDF file will be generated with the filename provided, which must
then be signed and dated by the ASO and submitted with the registration form. A digital or handwritten
signature on the Declaration tab of the PDF is acceptable. Please note that any changes made to the
Excel registration form after it has been printed to PDF and signed by the ASO will deem the submission
void.
