Tender Title: Provision of Assertive Outreach Services
A brief description of the Goods and Services required:
Homelessness in its many forms affects people of all ages across the City of Mandurah (the
City) and according to local sector data obtained in March 2020, 84 rough sleepers were
sighted in a 5km radius of the City Centre of Mandurah.
The City, in collaboration with the Homelessness and Street Presence Network comprised
of approximately 36 local community service organisations, identified the critical need for a
skilled and experienced assertive outreach case management team to operate with a
primary focus on people sleeping rough in the Mandurah Local Government Authority
(LGA). Lived experience feedback also identified the need for Assertive Outreach services
in Mandurah, in particular one on one case workers.
In conjunction with the Western Australia Police Force, Department of Communities and
Office of the Minister for Local Government, Heritage Culture and the Arts; the City
successfully secured funding for an Assertive Outreach trial project.
The assertive outreach approach was identified as a strategic response to tackle
problematic street presence, rough sleeping and related anti-social behaviour in the central
areas of the Mandurah foreshores, and central business and entertainment districts.
The AOS is a trial program to be delivered over two years at a combined total for $350,000
(excluding GST). Annual funding available for this service is $175,000 (GST Exclusive).
Respondents are encouraged to consider opportunities for co-designed, innovative and
cost-effective models of service delivery to ensure that the support delivered meets the
needs of people experiencing homelessness and/or who are street present in the District of
Mandurah
