Background

The Hands of History project is being led by Donegal County Council and
managed by Inishowen Development Partnership. The project aims to
develop an understanding of how key events in our history were experienced
by different communities within the county and how these historical legacies
have contributed to relationships today. The project will deliver a series of
workshops, seminars, site visits, exhibitions and shared history events, which
aim to challenge attitudes towards sectarianism and racism and develop the
capacity of the community to mark events in an inclusive manner focusing on
a shared future rather than dwelling on the divisions of the past.

Donegal County Council Library Service

Donegal County Council provides a modern library and information service
that seeks to meet the need for general education, information and
recreation, to support the quest for knowledge and to meet the public’s
interest in reading and the arts.

It is a resource for Information and Learning, for Culture and Imagination,
and for Children and Young People. Through the Public Library Service,
Donegal County Council aims to enrich the lives and increase the social and
cultural opportunities for every member of society.

Remembering Our Past ~ Sharing Our Future

As custodians of the collective memory of a county, the Library Service’s role
is to make available the literature, recorded history and culture of an area.
An Area’s identity emerges from its collected memory. With this in mind the
Library Service has developed comprehensive reading lists and a collection of
books, on the theme Ireland & Donegal in the revolutionary era 1912-1923.
The decade between 1912 and 1923 was one of the most momentous in Irish
history and is being commemorated in various ways across Ireland over the
coming years. The production of the reading list and the roll out of
workshops allow the Library Service to play a positive and proactive role in
the commemorative events.

The collection contains 18 books with a range of titles that explore key
events in our shared history in the early part of the 20th century. Titles
include; Union to Partition: Ireland 1800-1921, Road to War - A first World
War Girl’s Diary 1916-1917 and At War with the Empire: Ireland’s Fight for
Independence.

In order to maximise the use of the books and bibliography, the Library
Service plans to commission workshops for primary school children in each of
the 5 libraries where collections of books are housed.

Workshop information

   •   It is proposed to target 10 primary schools on a cross community
       basis.

   •   Schools have been identified and contacted in relation to attendance at
       the workshops.

   •   Workshops will take place in:

       Letterkenny on the 8th of September at 10.30am.

       Falcarragh on the 8th of September at 1.00pm

       Bundoran on the 9th of September at 10.30am

       Ballybofey on the 9th of September at 1.00pm

       Buncrana on the 10th of September at 10.30am
•   Facilitators will be provided with a copy of the Remembering Our Past
      ~ Sharing Our Future bibliography.

  •   Workshops should have a ‘living history’ element and include an
      interactive     presentation   that   will   give   participants   a   greater
      understanding of the period 1912-1923.

  •   Workshops should promote use of the bibliography and collection of
      books and these should be highlighted throughout the workshop.

  •   Facilitators should try to convey an understanding of the great
      significance of these historic events, how different communities within
      the county experienced these events and how their historical legacies
      have contributed to relationships today.

  •   Facilitators should also endeavour to include contentious issues such
      as Ulster and slavery and the role of women and children in history.

  •   Facilitators should present the topic in an informative and entertaining
      manner to a young audience.

  •   The workshops should last 45 minutes to 1 hour.

  •   This will be a cross community event for children in primary school, 4th
      to 6th class.

Facilitator requirements

  Workshops can be delivered by an individual or an organisation who:

      •   Have an interest and knowledge of the period of history covered.

      •   By looking at Cultural diversity is sensitive to the issues raised.

      •   Has an interest and ability to deliver workshops tailored to primary
          school children.

      •   Is/are available to deliver the workshop on the dates and areas
          assigned.
Proposal for workshop should include:

   •   Number of facilitators proposed and proposed content of workshop.

   •   Details of ability to deliver workshops to the target audience in the
       manner outlined.

   •   A full breakdown of costs, to include facilitators’ cost, travel costs.
       Prices should be quoted in Euro both inclusive and exclusive of VAT for
       comparison purposes. If VAT is applicable please state the rate.

Proposals should be evaluated on:

   •   Knowledge and understanding of the history of the period (early 20th
       century) (20%);

   •   Methodology (20%);

   •   Evidence of appropriate communication skills (20%);

   •   Understanding of brief (20%);

   •   Tender price/ value for money (20%).

Budget

The maximum budget for delivery of all workshops is in the region of €1,500-
€1,700 inclusive of VAT.

Proposals can be emailed and the successful candidate will be informed by
email or post.

NOTE 1:      Award criteria: marks will be awarded depending on the quality
             of information provided.

NOTE 2:      Please note for legal reasons the quality of experience may not
             be used as an award criterion for evaluation.
NOTE 3:      A valid tax clearance cert will be needed when contract is
             awarded and should remain in date throughout the contract.
