BEST PRACTICES – FALL SPORTS CYO AND COVID IN THE FALL OF 2021 CYO continues to consult with Dr. Robert Salata, Physician-in-Chief and Master Clinician in Infectious Diseases regarding Covid-19 developments. Dr. Salata has coached in CYO and his children and family participate. Earlier this summer Ohio reached a level of only 50 new infections per day. That number continues to trend upward. On August 3, 21 Ohio reported over 1,700 new cases. The increase in Ohio cases is directly related to the highly contagious COVID Delta variant. The Delta variant of the COVID virus is 60% more contagious than the earlier virus. The key factor related to COVID is Transmissibility – how easily a virus spreads. The greatest risk for serious illness to persons from COVID is for unvaccinated persons. Ninety Nine percent of persons hospitalized from COVID in the University Hospitals system are of unvaccinated persons. One percent are persons who are immunocompromised. The science of the COVID -19 virus has not changed. The Virus has changed – mutated – and there will be new mutations because that is what viruses do. The science has consistently stated that getting the vaccine, wearing a mask when indoors, and washing hands often are the best and most effective actions every person can take to protect themselves and others. CYO and COVID-19 in the Fall of 2021 Any persons who do not feel well or have any COVID related symptoms are asked to NOT ATTEND any CYO practices or games under any circumstances. Any persons who are not vaccinated are asked to wear a mask when at any CYO practices or contests, indoors or outdoors. Please protect all children and adults in CYO by wearing a mask at all CYO gatherings if you have not received a vaccine. CYO is not restricting the number of fans who attend indoor CYO contests AT THIS TIME. Volleyball – Indoor CYO sport 1. CYO requires that all coaches wear a mask while coaching in practices and games. 2. Athletes ARE NOT REQUIRED to wear a mask while practicing or competing in games. 3. CYO requires that all coaches, parents and spectators wear a mask when entering CYO indoor venues for volleyball practices and games. 4. Fans will not be permitted to enter CYO indoor game venues if they are not wearing a mask over their nose and mouth. 5. Fans are required to keep their mask over their nose and mouth the entire time when inside at a CYO venue. Violators will be required to leave the facility. These CYO fall sports operational guidelines are subject to change according to further pandemic related developments. Vulnerable, high risk, and immunocompromised individuals as identified by the CDC should remain at home for their own safety and for the safety of others. The COVID-19 pandemic continues to be a battle of human psychology. We all want a quick fix, a technical solution that will allow us to get on with our lives – NOW! The changing environment is humbling and reminds us again that viral pandemics do not work that way. This pandemic requires that we change our thinking and change our behavior – how we think and what we do. That is hard work individually and together. CYO understands that pandemic fatigue is real and that people are tired and longing for the pandemic to end. We are too. We will continue to monitor safety guidelines, best practices and protocols from local and state health departments, the Centers for Disease Control and Prevention, and the Ohio High School Athletic Association to provide the safest possible environment for coaches, athletes, officials, and spectators. This process will lead us to determine the best practices for the upcoming CYO winter sports season. At CYO we will continue to focus on our mission and programs with the goal of doing what together we do best: Giving young people a fun, holy, and healthy sports experience while giving them memories that last a lifetime. 4
DIOCESE OF CLEVELAND CYO ROOKIE TACKLE POINTS OF EMPHASIS OFFICIAL TEAM 5th Grade Division 1. An official 7-man Rookie Tackle football team will consist of a minimum of 7 players. 2. There minimum roster size of 11 athletes. There is a maximum number of 18 unless all are from the same member. 6 Grade Division th 1. An official 8-man Rookie Tackle football team will consist of a minimum of 8 players. 2. There minimum roster size of 12 athletes. There is a maximum number of 18 unless all are from the same member. A partial roster or combined roster cannot be entered into any tournament or sanctioned event. Each member of the team must play a minimum of one quarter per half. CYO General Section Assignments should be used for eligibility purposes. EQUIPMENT & UNIFORMS Game Ball: o The junior size ball will be used. o Teams are permitted to use either a composite or leather ball. Electronic Devices: o Walkie-talkies, cell phones, or any other electronic communication systems are not permitted within the competition area. o Teams are permitted to only videotape their games. o Videotaping is only permitted from areas approved by the facility but is neve permitted from within the competition area, team bench area or other unapproved areas. o Individuals videotaping or photographers must be positioned at least two yards from the sideline or end zone. o Coaches, Fans, etc. are not permitted to videotape an opponent’s game or practice. A mouthpiece must be secure in the player’s mouth during the game. A mouthpiece cannot be white or clear in color. PRE-CONTEST COACHES RESPONSIBILITIES CYO Credentials are to be worn and visible at all times. Only four (4) credentialed coaches and players listed on the eligibility roster are allowed in the bench area. No water personal permitted. Each player is responsible for their own water bottle. PARTICIPATION Each member of the team must play a minimum of one quarter per half. All players should have at least one offensive and defensive line position as well as one offensive and defensive backfield position to play each game. Guest Player Rule: Guest Players may be moved from the member’s other CYO Rookie Tackle football team(s) to fill the positions at the start of a game under the following restrictions: 1. If a 7-man or 8-man Rookie Tackle football team has fewer than 12 athletes at a game. 2. The athlete meets the age/grade restrictions of the squad the athlete will assist. 3. The guest player is reported by means of the link on the CYO Website before the match in which they will be used. 4. The same individual may be moved as a guest player for no more than two (2) games during the season. 5
5. The athlete complies with the number of games per day competition limits as outlined in Section 6. 6. Guest players cannot be used for sanctioned event or CYO championship competitions. COMPETITON RULES Field Size: o 5th Grade: 40 yards in length and 30 yards in width. o 6th Grade: Regulation field. Placement of the Ball: o 5th Grade: Each possession starts with the ball on the 40 yard line, regardless of whether there is a score, turnover, or turnover on downs. There are no safeties. After each play, the ball is spotted in the middle of the field. Hash marks are not used. o 6th Grade: At the start of the game or half the ball will be put in play on the 30-yard line. After a Touchdown or Field Goal the ball will be put in play on the 30-yard line. After a Touchback the ball will be put in play on the 20-yard line. After a safety the ball will be put in play at the 50-yard line. Hash marks are used. Coach on the field o 5th Grade: One coach is allowed on the field during play o 6th Grade: No coach is allowed on the field during play SUPPLEMENTAL RULES Turnovers: o Interception – Defensive team will begin set of downs on offense from 40 yard line. o Fumble past the line of scrimmage – May be recovered by either team, but not advanced. o Fumble behind the line of scrimmage – Loss of down. o Fumbled snaps are dead – the next down will start from original Line of Scrimmage. Penalties o 5th Grade: Because of limited field size, all 15 yard penalties are enforced as 10 yard penalties. No penalty on offense can take the ball beyond the 40 yard line. Penalties on the offense that are called and accepted on or behind the 40 yard line result in a loss of down. o 6 Grade – Penalties will be enforced per regulation tackle football rules. th Offensive Adjustments o 5th Grade The offense must have four players on the line of scrimmage. No more, no less. The fourth player can be a tight end or split end. The four offensive players who are not playing guard or center may be deployed in positions at the coach’s discretion as long as one is on the line of scrimmage. o 6th Grade The offense must have five players on the line of scrimmage. No more, no less. The fourth and 5th players can be a tight ends, split ends or a combination of the two. Only the two end players on the line of scrimmage are eligible for first touching of a pass. There are no unbalanced lines. The split ends/tight ends must be on the opposite sides of the center. 6
The five offensive players who are not playing guard or center may be deployed in positions at the coach’s discretion as long as two on the line of scrimmage. No trips formation is allowed. For the purpose of Rookie Tackle, “trips” is defined as any three players outside the guard-to-guard box. Motion is allowed by a backfield player as long as it does not create a trips formation. All blocks below the waist are illegal. Defensive Adjustments o Defense may only have two defensive linemen unless an offensive formation includes a tight end. In that case, a third defensive linemen may line up over the tight end. 6th Grade ONLY – Two tight ends allow the defense to use four defensive players on the line of scrimmage. o 5 Grade ONLY - The remaining four players can be deployed at the coach’s discretion but must be th four yards off the line of scrimmage unless covering a tight end or split end on the line of scrimmage. o 6th Grade ONLY - All remaining players not on the line of scrimmage or at ten-yard deep safety must be a minimum of four yards off of the line of scrimmage. Defenses that choose to not match the eligible receivers on the line of scrimmage may position those players on the second level as long as they are at least four yards from the line of scrimmage. Action in the Free-Blocking Zone [2-17-2c (NEW), 2-17-4] Blocking below the waist now requires the block to begin immediately following the snap. 2021 EDITORIAL CHANGES 1-5-1b(3); 2-10-1; 2-10-2; 3-5-1; 9-4-4 PENALTY, NINE-, EIGHT- AND SIX-PLAYER RULES DIFFERENCES – GENERAL; SIX-PLAYER RULES DIFFERENCES – RULES 2 and 7 2021 POINTS OF EMPHASIS 1. There are no tournaments for 5th Grade.
