MOTIONS
JULY 28, 2021
1. Move to authorize up to $2500.00 in American Rescue Plan funding for the purchase of
Heppa Vacuum Cleaners as requested by Nick Johnson, Director of Maintenance.
2. Move to appoint the following to The American Rescue Plan Steering Committee;
1) Rebecca Yuncker – Northern Michigan Child Assessment Center (NMCAC)
2) Sheriff Ed Stern – Roscommon County
3) Commissioner Robert Schneider – Roscommon County
4) Jo Jean Thompson – Catholic Human Services
5) Ed Bergeron – Economic Development Corporation (EDC)
6) Brenda Bachelder – Economic Development Corporation (EDC)
7) Shannon Phelps – Northwest Michigan Community Action Agency (NMCAA)
3. Move to adopt and administer the MERS Defined Benefit (DB) Plan Adoption Agreement
(see attached), Division 7201-02, effective July 1, 2021. Adoption of agreement will allow
full time employees of Division 7201-02 to purchase service credit toward years of service
in their designated Defined Benefit plan at no cost to the County. The employee will
request the purchase of years request through the Administration Office. The employee
agrees to fund the MERS calculated years of service purchase at 100%.
4. Move to adopt and administer the MERS Defined Benefit (DB) Plan Adoption Agreement
(see attached), Division 7201-20, effective July 1, 2021. Adoption of agreement will allow
full time employees of Division 7201-20 to purchase service credit toward years of service
in their designated Defined Benefit plan at no cost to the County. The employee will
request the purchase of years request through the Administration Office. The employee
agrees to fund the MERS calculated years of service purchase at 100%.

Personnel: Staffing levels remain challenging. Since my last report, we have had one of the new
full-time employees accept a position with McLaren-West Branch which offered a more consistent,
Monday through Friday, business hours, schedule. We also had a trainee resign saying it was too
busy and felt he would burn out in short order. We have two more people who will be starting soon
and come to us with no dispatch experience. We are also currently reviewing applications we
already have on file. I take little comfort in seeing how wide reaching this same problem across the
state. Locally, we have at multiple businesses that are only partially operational as a result of staffing
issues. I was speaking with a clerk at another business in our county. She was on day 6 of a 21-day
stretch. She told me she is also a trainer for her company and it is very common to have someone
hire in, work a couple of weeks, and quit. This is very similar to other conversations I’ve had with
business owners and employees across the state in my travels.
Roscommon-Crawford: We are no longer working toward providing coverage for Crawford County
for the short nor long term. We are not currently providing any scheulded coveage for Craword.
CAD-RMS-JMS Project : We are working with Motorola to bring the project to a close. The local
stakeholders will be meeting soon to discuss the next steps of the process and establish a timeline on
when to pick the project back up.
IP Logger Project: No progress. As it turns out CCE Dispatch is in the middle of a large radio
project and they cannot afford the time needed to properly vet the opportunity at this time. For now,
we continue to wait.
