• This guide is aimed at property buyers in the R1.5-million and up range who wish to send their kids to a top 66 government school or a leading independent or private school - our goal is not for this to be a comprehensive schools guide for South Africa. • There is no guarantee that a school will not have changed its policy since we did our research nor that kids will definitely be accepted. • The catchment area system does not apply to private or independent schools, which have their own admission requirements, but we have included some information about where to look for property near the top private or independent schools.

• There are legislative changes afoot in some parts of the country to help make school admittance policies more uniform and to ensure schools are as inclusive as possible but this guide is based on ‘right now’ (Feb 2018). About this Guide One of the questions PropertyFox gets asked most by property buyers is, ‘is that house in the feeder zone of x, y, z school’? To assist buyers with better decision making, we decided to find out. We have compiled this guide to South African school feeder zones - aka ‘catchment areas’ - to help parents choose the right address for their school of choice.

To pull together the information, we collaborated with independent education researcher, Kerry Petrie.

We made direct contact with each school and accessed as much information as we could about the feeder zones of 66 of the country’s top performing government schools. Schools were identified on the basis of matric excellence, which created bias towards high schools. In cases where a high school doesn’t have a primary school, we’ve included info on feeder primary schools. It has been an interesting exercise. We were extremely pleased to see that many schools had widened their admission zones to open education up to lower income areas and give more equal education opportunities to all South Africans.

Less positively, many schools had murky feeder zone policies. Irrespective of whether schools had vague or explicit feeder zone policies, it’s important to note that living in a catchment area is never a guarantee of admission; it’s merely a contributing criterion.

Recent 2019 provincial legislature now says that preference will be given to learners with guardians whose home/ work address is in the feeder zone, siblings, and pupils from primary schools closest to high schools in the area. Note this report is based on 2018 guidelines. Note also Gauteng uses a central online application system. Provincial legislation recommends that learners whose parents live and/or work closest to the school are prioritised. In terms of schools’ policies, high schools often give preference to their feeder primary schools.

KZN’s most recent provincial policy didn’t reference feeder zones. However, research shows many schools give preference to learners in SGB-determined feeder zones. The Western Cape Education Department has not determined any feeder zones for public schools in the Western Cape. However, research shows many schools give preference to learners in specified feeder zones as set by individual SGBs. No provincial information is provided on zoning. However, research shows many schools give preference to learners in feeder zones as determined by the SGB. These policies do change so it’s important to stay up-to-date. A school’s admission policy is always determined by its school governing body (SGB) in accordance with provincial guidelines. When oversubscription occurs, a school can establish feeder zones and give preference to learners living within these areas.

Admission systems are complicated by the fact that most schools give preference to children who: have siblings already at the school; have demonstrated academic ability; have demonstrated participation and/or potential in sport and/or cultural activities. have demonstrated the ability to converse in the language of instruction at the school; have demonstrated community involvement; 6 Additionally, many schools have favourite feeder primary schools.

Within each province we’ve looked at the school feeder zone topic from two perspectives. Firstly, we’ve identified some of the best ‘school’ suburbs - and have given average house prices in each of these areas. This should help you buy close to the best schools in the country. Secondly, we’ve drawn up tables for each province. These give as much information as possible about school feeder policies and nearby suburbs of each of the top 66 schools.

So whether you know where you want to live and need to find a school - or if you know the school you want your kids to attend but don’t know where to live to give them the best possible chance of getting in - we hope this guide is handy for you.
