Overview of the Employment Pass
The Employment Pass (EP) is the main type of Singapore work visa issued to overseas professionals,
managerial personnel (managing directors, general managers, CEOs), executives or specialists who wish
to work in Singapore.

The Ministry of Manpower (MOM) allows foreigners to apply for the Singapore EP after they have incorporated
their Singapore Company. The EP neither falls under any quota system nor requires a monthly levy charge.

You can apply for Singapore Employment Pass (EP), if:

ƒƒ You are a foreign entrepreneur, professional or managing director of a Singapore company and wish to
   relocate to Singapore to manage your company operations;

ƒƒ You are a locally-incorporated Singapore company and need to hire foreign employees;

ƒƒ You have an employment offer from a prospective Singapore employer. In this case, you will need the
   company to process the EP application on your behalf.

Checklist of what is required for filling on MOM Portal

Before you apply, you’ll need the following documents:

ƒƒ Passport (at least 6 months validity).

ƒƒ Degree/diploma certificates (for India qualifications, submit all mark sheets;
   for China qualifications, provide certificate of graduation).

ƒƒ Specialized skill certificates, if any.

All the documents must be in English. Non-English documents need to be translated.

Before you apply, you need to see which category your company falls under.

Exempted
You are exempted from the Jobs Bank advertising requirement
if your circumstance falls under the following cases:

― ― Your company has fewer than 10 employees (including foreign headcount).
― ― The job pay is $15,000 and above.
― ― The job is to be filled by an Intra-Corporate Transferee (ICT).
    Example: the applicant is to fill a senior position in the organization,
    has an advanced level of expertise or unique skill set that’s not available in Singapore.
― ― The job’s period of employment in Singapore will not last more than one month.

Non-exempted
If you do not meet the above criteria, you’ll fall under the “Non-exempted” category.

As such, before you can perform Employment Pass (EP) applications,
you must advertise the job vacancies on the Jobs Bank (www.jobsbank.gov.sg)
by Workforce Singapore (WSG).

Job Bank advertisement should include the following information in the Position

― ― Job description
― ― Job requirements (e.g., qualification, skills required, experience, etc.)
― ― Salary range
― ― Expiry date of the job advertisement

The advertisement needs to meet the following requirements:

― ― Be open to Singaporeans.
― ― Run for at least 14 calendar days.
― ― Comply with the Tripartite Guidelines on Fair Employment Practices.

Advertise a fair and inclusive job description. Refrain from using language that gears toward a specific
demographic (unless it is relevant to the job scope or meets certain legal/regulatory requirements).

Do not use the following examples of words and phrases:

      Jobs Bank advertisement process

      Step 1: Post the job advertisement on Jobs Bank.

      Step 2: Conduct interviews for 14 days and shortlist potential                                          JobsBank
              candidates.

      Step 3: If there are no suitable candidates, keep the interview
              records to satisfy MOM’s inquiry.

      Step 4: Proceed with the Employment Pass application.

                     If you are unable to find a suitable candidate after the interview period, you may
                     proceed with the Employment Pass application process. That being said, the MOM
                     has the right to inquire about the interview outcome.
