Special Olympics Maryland Return to Activities Protocol Quick Guide Revised 11/30/2021 Guiding Principles Vaccination Guidance (as of 11.30.2021) *KEY DEFINITIONS: • Fully Vaccinated: Two (2) weeks after completing all doses of a COVID-19 vaccine. • Participants: Athletes, Unified partners, Coaches, Officials, Volunteers, HODs, SO Staff, and families/caregivers if they will not exclusively be in spectator only spaces. • Rolling 7-day average/100,000: a 7-day moving average, takes the case rates per 100,000 people for the last 7 days, adds them up, and divides it by 7. **Resources for Identifying 7-Day Rolling Average Case Rate: • Country Level Data Globally (this is per Million to divide by 10): https://tinyurl.com/944jd6xe • State Level Data in the US: https://www.washingtonpost.com/graphics/2020/national/coronavirus-us-cases-deaths/ • County/District Level Data should also be available from your Local Health Authorities and/or Local Resources.
Key Differences in Protocol Across Each Level If local regulations are more stringent than any Special Olympics requirements, activity must follow local regulations. *NOTE: This is a shortened version of the protocol, please review and follow full protocol. Qualifying for the State Tournament To qualify for the State Tournament: - Individual Skills - Since we are able to have a qualifying round at the State Tournament, your athletes are only required to attend 1 competition, which can be an in-house (single area program) competition held during a practice. - We suggest having the athletes participate in multiple competitions, but for the 2022 season, 1 is sufficient. - Teams - Teams will have to attend 2 qualifiers to be eligible for the State Tournament. This is the Required Qualifier for the level, as well as 1 other multiple team event. - The second multiple team event must be approved by Melissa Anger prior to the competition to ensure the match-ups are equivalent. - We recommend attending as many qualifiers as your team can to ensure good match-ups and game experience for the State Tournament. 26

Rule Updates • There have been some rule updates from the 2020 Rule Update. SOMD will not be adopting these changes and will follow the same rules as we did in the 2020 season. • The majority of the changes happened with the 3v3 game. Since SOMD has our own adaptations with the 3v3 game, we will continue with how we have played in the past. We believe our adaptions are closer to the 5v5 game to help with the transition then the new SOI rules. • Another change SOI implemented is the option to use a smaller size ball for women and junior divisions. To keep everything consistent, we will be keeping the same size ball for all divisions. The size difference is very minimal so making the change would cause more confusion, we believe.
3v3 PDU Rule Change (from 2020) • As a pilot program, SOMD will permit some athletes, who use medically necessary assistive ambulatory devices (canes, crutches) to play on 3v3 Player Development Unified (PDU) teams • Decisions will be made the SOMD Basketball Sports Management Team on each athlete on a case-by-case basis focused on safety for all participants and the impact on the play of the game • This change is exclusive to 3v3 PDU • Potentially allowable devices include but are not limited to • Tri-canes • Quad canes • Lofstrand crutch • Walkers • Devices will be inspected prior to the start of each game for safety and to confirm they will not cause damage to the facility • For safety reasons, wheelchairs are specifically NOT included among potentially allowable devices 35

Additional Rules Reminders Player Development Unified® (PDU) • When a team is winning by 20 points or more, the score on the scoreboard will go to 0-0, but will continue on the scoresheets. • When bringing a ball down court/field, mentor can accompany the athlete and provide instruction, but athlete must be the person advancing the ball • An appropriate offensive sequence would be multiple passes between athletes and other athletes (or mentors) before scoring (explicitly state in rules) • Recognize when a player needs to be subbed (alert coach or assist coach in identifying); fatigue, mood/attitude, preventing potential problem on the horizon • Ideally athlete should in-bound ball, but mentor may do so when needed or appropriate (so athlete can learn the skill; but mentor can model the skill) • At this level of play, “fast breaks” are not allowed. • Mentors DO NOT Shoot, Steal the ball, Set Screens, Play Defense, Rebound • Mentors CAN give verbal on-court instruction, dribble (limited), pass • 3v3 PDU: Head Coaches must notify all coaches, competitors volunteers and family members that by participating in 3v3 PDU they may be playing either on a team with an athlete who uses an assistive ambulatory device or against such a team 40

Athletes • Every athlete must have a valid and current Athlete Application for Participation (commonly called the Athlete Medical) prior to the start of training. Volunteers (incl.
