1A Youth Guarantee: Concept
Council Recommendation of 22 April 2013. Member States commit:
ensure that all young people under 25
receive a good-quality offer of
employment, continued education, an apprenticeship or a
traineeship
within four months of becoming unemployed or leaving formal
education.

Three years on from the launch of the Youth Guarantee… • 1.5 million fewer young unemployed in the EU • The employment rate for young people has started to rise again • 1.4 million young people directly supported by the EU (YEI)

Next steps Full roll-out of the national Youth Guarantee Schemes Continue to use YEI support until 2018 + Commission has proposed EUR 1 billion more for YEI over 2017-2020 (matched by EUR 1 billion from ESF) As announced by President Juncker, the Commission intends to step up its efforts in support of youth more generally (e.g European Solidarity Corps, mobility and quality framework for apprenticeships, European Pillar of Social Rights…)
…supported by the mobilisation of EU funds (YEI and ESF) • The Youth Employment Initiative (YEI) with EUR 6.4 billion: for the first time provided direct targeted support to young NEETs in regions with YU > 25 % = 1.4 m young people supported so far • Over the 2014-2020 period, the European Social Fund (ESF) will directly invest at least EUR 6.3 billion — in addition to the Youth Employment Initiative — to support the integration of young people into the labour market • The Commission has proposed adding EUR 1 billion from the EU budget to the YEI, to be matched by the same amount from the European Social Fund.

public authorities responsible for YEI OPs
• Policy challenges:
• Better outreach to the most vulnerable NEETs (low-skilled)
• Strengthening capacity and institutional cooperation
• Improving quality of job and training offersExtending the YEI • Additional EUR 1 billion in current prices to supplement the initial YEI specific allocation • To be matched by EUR 1 billion from the ESF => overall effect is at least EUR 2 billion • Eligibility rules remain unchanged (e.g. eligible regions, criteria for breakdown of resources and target group) • Minimum modifications to the legal framework required

• Initiative pour l’emploi des jeunes (IEJ) bénéficiant d’un budget de
6,4 milliards d’euros pour, pour la période 2014-2018:
concentre son aide sur les régions enregistrant un taux de chômage des jeunes
supérieur à 25 %. À ce jour, les actions menées au titre de l’IEJ ont soutenu
plus de 1,4 million de jeunes (dans 20 Etats membres).

Quality Framework for Traineeships
Traineeships can efficiently increase employability + be stepping
stones towards regular employment if they provide:
• Good learning content and
• Adequate working conditions
Compulsory traineeship agreement to cover:
• learning content, mentorship, evaluation
• working conditions: weekly working time, limited duration, sick
leave, holidays
• more transparency already in traineeship advertisment

Présenté par le président Juncker lors de son discours sur l'état de
l'Union, 14 Septembre 2016.
Le corps sera ancré dans les valeur fondamentales de l'UE que sont
l'engagement et la solidarité.
Objectif: offrir au jeunes de - de 30 ans qui souhaitent s'engager,
l'opportunité de venir en aide aux autres et d'acquérir des
compétences et une expérience qu'ils pourront faire valoir
ultérieurement.
Durée d'une mission: 2 mois – 1 an.
Point d'entrée unique: portail web consacré au corps européen de solidarité.
