The law states that a legal wedding can only take
place outside a licensed approved venue if they have a
permanent structure with a solid roof and this is recorded
on the license of the approved venue.

If the licensed venue does not have a permanent structure
with a solid roof outside the venue a couple can still have
a ceremony in the presence of their guests outside on
the Terrace by meeting the Registrar and Superintendent
Registrar prior to the ceremony and going through a
legal ceremony making the required declaratory and
contracting vows in the presence of the two witnesses and
then signing the register.
The couple will then have a re-affirmation ceremony in
the presence of all their family and friends outside. You
will be able to exchange rings and promises including any
other enhancements to the ceremony as long as they
were previously discussed with the Registrar prior to the
wedding date.
