1. Attendees

2. Public Comments – Bike2it Campaign from SCBC

3. Safe Routes to School (SRTS) Report – Tina gave a summary of the program developments
   since the previous meeting.

         Education and community outreach are happening virtually. There are four family bike
          workshops scheduled this month.
         Small group in-person family biking lessons will be on Wednesdays beginning 1/27.
          This is being offered through a partnership with Parks and Recreation.
         Cali Calmecac, Brooks Elementary School, and Windsor Middle School are participating
          in the Countywide program, which include monthly “Walk & Roll to Anywhere”
          challenges.
         Tina also provided a school-specific update on the synchronous and asynchronous
          education efforts happening at each school. For more details, see attached SRTS
          Program Report notes.

4. BPAC Topics

      a) Review and Discuss Ideas and Issues for the Future Bicycle and Pedestrian
         Master Plan Update
         The Town will be issuing an RFP for the project shortly and hope to have selected a
         consultant by April. This will be a consultant led effort. Mike Freedman expressed
         desire for less outreach done by the consultant and more done by the Town and
         individuals. He thinks that the current plan includes too many trails and not enough on-
         street facilities. Would also like the plan to focus more on improving existing routes
         versus identifying new routes that are not feasible. The committee agreed that it would
         be appropriate to discuss structure and goals for BPMP at the next meeting.

      b) Crosswalk at Starr Road/Stellar Lane
         Mona said that the Town is looking into the feasibility and cost for crosswalk
         improvements and a RRFB system at this location. James Brooks expressed desire for
         more sidewalk in the vicinity and pointed out that there is a bus stop just north of the
         intersection.

      c) Pedestrian Bridge for East Windsor Creek (Adjacent to Foothill Drive)
         Resident expressed desire for a bridge over East Windsor Creek near Foothill Drive.
         The ditch is difficult to navigate in winter due to rains. A bridge was identified in the

Trail Feasibility Study. Nelle is going to check to see if it was identified in the Parks
            Master Plan.

  5. Transportation Program Updates

        a) Shiloh Road – Caletti Left Turn
           The Town is negotiating a change order to install green paint in March.

        b) Pavement Resurfacing (and associated restriping, if any)

        c) Old Redwood Highway Corridor Enhancement Plan
           Outreach is underway and public input will be obtained next month.

        d) Local Road and Safety Plan
           Outreach is also underway and a website with maps is being developed.

  6. Maintenance Topics

        a) There is raised AC in the northbound bike lane on Old Redwood Highway at Hembree
           Lane. This item was added to the Traffic Safety Committee resident request log.

School Site-Based Education/Encouragement Status

Cali Calmecac Language Academy:
   • 2nd/4th Grade Teachers have expressed interest in Asynchronous videos but have not
      yet scheduled – seem overwhelmed
   • Plan to schedule Middle School Drive Your Bike Lessons with 6th Grade PE teacher
   • Cali promotes monthly challenges/Walk/Roll Days/Family Bike Workshops through Liz
      Lockett, volunteer coordinator, newsletter, etc.
   • Meeting with Cali Team on 1/20 to discuss status
Brooks Elementary School: TBD
   • Grade 3 completed Pedestrian Safety Virtual/Zoom lessons via asynchronous video &

          SONOMA COUNTY BICYCLE COALITION LAUNCHES BIKE2IT! CHALLENGE

The Sonoma County Bicycle Coalition (SCBC) is launching a new campaign with the slogan “Within 2
miles – Bike2it!” The campaign encourages residents to bicycle rather than drive to everyday
destinations within two miles, and will provide participants with mapping tools, safety education, short
guided rides, and gear tips. Monthly prizes add a fun element of competition, and an associated
Facebook group offers opportunities to post routes and photos, ask questions, and find riding buddies.

“One silver lining of the COVID-19 pandemic has been an explosion in the number of people bicycling,”
says SCBC Executive Director Eris Weaver. “We’d like to keep that momentum going, by helping those
who might be just riding around the neighborhood with their kids for fun to see that cycling can also be
a convenient mode of transportation for many destinations – the supermarket, library, bank, park, and
so on. You don’t have to be a skinny athlete in spandex to ride a bike – cycling is for everyone!”

Cycling is also a simple way individuals can reduce greenhouse gas emissions and climate change.
According to the Sonoma County Travel Behavior Study, 30% of local trips are two miles or less – a
distance even most beginners can ride in about fifteen minutes.

“Biking isn’t just good for the planet and for your health,” Weaver adds. “It saves money, reduces
stress, builds community, and it’s just plain FUN!”

Everyone who joins the challenge in February will be entered into a drawing for a free bicycle lock,
