Executive Summary
The FIFA World Cup in Qatar has sparked a profusion of new projects. Not only must new
sporting facilities be created to enable the large number of simultaneous matches to be
held, but all manner of existing Qatari infrastructure must be upgraded in anticipation of
the massive crowds that will come to view the games, eat, drink and sleep in the country
and visit local tourist attractions between games. Thus, while many projects are new, other
already-planned upgrades have been accelerated and scaled up. We found projects
across the board, whether in hospitality, transport into and around the country, or water,
electricity, sewerage or other resource infrastructure, and more are being tendered all the
time. We have counted at least $80 billion in projects just enumerated in this paper, with
the names of the prime and subcontracting entities, and we believe that there are
perhaps as many other projects yet to be bid or that we have not specifically enumerated.
We do, however, lay out the structure of the governing entities and overall approach so
that interested companies in the infrastructure, construction, logistics, architecture and
procurement industries will find it easy to insert themselves into the evolving market.

Background: Qatar’s Fiscal Situation and the 2022 FIFA World Cup
In Dec 2015, Qatar announced that it expected to post a fiscal
deficit of USD 12.8 billion in 2016—the first budgetary shortfall in                         The Qatari Government

perhaps up to USD 200 billion over the next decade. Despite the slowdown in revenues,
the Qatari Government retains deep financial reserves, which will enable it to continue
spending on major infrastructure projects related to the 2022 FIFA World Cup

Key Entities/Organizations Related to the 2022 FIFA World Cup
The major infrastructure projects related to the 2022 FIFA World Cup in Qatar are being
driven through various layers of oversight, strategic advisory, regulation and delivery. The
Supreme Committee for Delivery and Legacy (SC), along with its stakeholders, is the main
coordinating body responsible for ensuring the successful completion of projects and their
broader alignment with Qatar Vision 2030.

In Oct 2012, the SC signed five key stakeholder agreements with the major Qatari entities
who would drive the main subsets of the work: Qatar Public Works Authority (Ashghal),
Qatar General Electricity and Water Corporation (Kahramaa), Aspire Zone Foundation,
Qatar Rail and Qatari Diar. Bidding for contracts under these authorities is accessible via
online registration, although some opportunities are invitation only. It is also important to
note that the majority of prime contracts for major infrastructure projects have already
been awarded by these entities. However, we expect that many opportunities remain to
subcontract under the prime contractors working for the SC and the key stakeholders.
And there are of course other stakeholders outside of the core circle of five main drivers.

      The Supreme Committee for Delivery and Legacy (SC) is the primary entity

      The Qatar Public Works Authority (Ashghal) was established in 2004 and is
       responsible for the planning, procurement, construction, and management of all
       infrastructure projects and public buildings in Qatar. One of Ashghal’s key projects
       is the Qatar Expressway Programme, which will add more than 900km of new roads
       connecting the country. Ashghal is also responsible for the USD 2.7 billion Inner Doha
       Resewerage Implementation Strategy (IDRIS) and the USD 14.6 billion Local Roads

      The Qatar General Electricity and Water Corporation (Kahramaa) was founded in
       July 2000 to regulate the supply of water and electricity to customers and is a key
       stakeholder for the SC. Siemens WLL—Siemens’ entity in Qatar—signed a USD 188
       million contract with Kahramaa in Mar 2012 for the provision of equipment for Phase
       10 of the Qatar Power Transmission System Expansion. Prospective vendors can

        The Aspire Zone Foundation is the sporting entity responsible for the delivery of two
         stadiums (Khalifa International and Al-Bayt), including tendering and contractor
         selection. In July 2015, Aspire Zone Foundation awarded a USD 861 million Al-Bayt
         Stadium construction contract to Salini Impregilo Group in a joint venture with
         Galfar and Cimolai. Prospective vendors can register with Aspire Zone Foundation

        Qatar Rail is a key stakeholder for the SC and is developing the Doha Metro and
         Lusail Tram, which will connect the stadiums of the 2022 FIFA World Cup.

        Qatari Diar was established in 2005 as the real estate development arm of Qatar’s
         sovereign wealth fund known as the Qatar Investment Authority. Qatari Diar is a key
         stakeholder for the SC and is responsible for the delivery of the USD 46 billion Lusail
         City ahead of the 2022 FIFA World Cup.

other committees and ministries play an important role in advisory roles and in the delivery
of infrastructure projects and event coordination. We have provided a summary of these

      Local Organizing Committee (LOC) was established as the event organizer and
       coordinator between the SC and FIFA. The LOC has not fully mobilized yet but any
       potential business opportunities will be on a much smaller scale relative to the major
       infrastructure projects connected to the SC.

      The Ministry of Municipality and Environment (MME) is an important ministry involved
       in major infrastructure projects. In Aug 2016, the MME signed a USD 2.1 billion deal
       with Turkish Tekfen Holding Construction Company to build the 34km, ten-lane Al-
       Khor Expressway—one of the largest infrastructure project in the world—which will
       connect the capital Doha to Lusail, Al-Khor and the new 2022 FIFA World Cup
       stadiums. The MME publishes open tenders online at the following link:

      The Ministry of Transport and Communications is responsible for overseeing new
       projects related to land and sea transport, as well as the improvement of
       transportation infrastructure in general, for the enhancement of economic activity.
       The Ministry of Transport and Communications works with the Public Works Authority
       (Ashghal) responsible for billions of dollar of infrastructure projects. Prospective

      The New Port Project Steering Committee is responsible for the development of
       Hamad Port, the Qatari Emiri Naval Forces Base and Qatar Economic Zone 3. In Aug
       2016, the New Port Project (NPP) Steering Committee signed a contract with
       Hyundai Engineering & Construction Co. Ltd and Boskalis-Middle East for canal
       excavation and channel dredging, as well as the construction of breakwaters at
       Economic Zone 3. The contract is worth approximately USD 300 million (QR 1.1
       billion), the NDP basin initial construction contract is worth approximately USD 879
       million (QR 3.2billion), and the excavation of the main channel contract worth
       approximately USD 1.2 billion (QR 4.5 billion). The NPP also works closely with the
       Qatar Ports Management Company, also known as Mwani. Tenders related to the

      New Doha International Airport Steering Committee is responsible for overseeing
       the expansion of Doha International Airport, now known as Hamad International
       Airport (HIA). In Nov 2015, the New Doha International Airport Steering Committee
       awarded a USD 76.1 million (QR 277 million) land reclamation contract to
       Consolidated Engineering Construction Company for the expansion of taxiways at
       HIA.

Major Infrastructure Projects associated with the 2022 FIFA World Cup
The construction or renovation of at least eight stadiums is planned for the 2022 FIFA World
Cup in Qatar. Work has already started on five of the stadiums, while construction is
pending for the remaining three. We provide an overview of each of the stadiums and
their current status below:

      Al-Rayyan Stadium will be located on the plot of Al-Rayyan Sports Club’s Ahmed
       Bin Ali Stadium west of Doha and will have the capacity to seat 40,000 people. The
       stadium will be built using environmentally friendly materials and reportedly host a
       renewable energy generation system. After the 2022 FIFA World Cup, upper tier
       seating from the top level of the stadium will be dismantled and donated to
       football projects in other countries, reducing capacity by almost half to
       approximately 21,000 spectators. Construction began in the first quarter of 2016
       and is expected to be complete by the first quarter of 2019. AECOM has been
       selected for overall project management; Al Balagh Trading & Contracting and
       Larsen & Toubro Ltd in a joint venture for construction; and Ramboll and Pattern for
       design/engineering.

      Al-Wakrah Stadium will be the headquarters of Al-Wakrah Sports Club and have
       the capacity to seat approximately 40,000 people. It will also include a sports
       center and community hub. Construction began in the third quarter of 2015 and is
       expected to be complete by the first quarter of 2018. KEO International Consultants
       has been selected for overall project management; Zaha Hadid Architects for
       architectural work; and AECOM for design/engineering.

      Al-Khor (Al-Bayt) Stadium will be located in the Al-Khor Municipality approximately
       40km north of Doha and will have to capacity to seat 60,000 people. Upper tier
       seating will be removed after the 2022 FIFA World Cup and donated to football
       programs in other countries, reducing capacity to approximately 32,000 people.
       The stadium will also host other facilities, including a shopping mall, hospital and
       park area. Construction began in the fourth quarter of 2015 and is expected to be
       complete by the third quarter of 2018. Projacs has been selected for overall project
       management; Galfar Al-Misnad in a joint venture with Salini Impregilo Group and
       Cimolai for construction; and Dar Al-Handasah for design/engineering.

      Khalifa International Stadium was built in 1976 in Al-Rayyan but will be renovated to
       increase capacity to 40,000 people. Renovations began in the second quarter of
       2016 and are expected to complete by the second quarter of 2017. Projacs has
       been selected for overall project management; Midmac Contracting and Six
       Construct in a joint venture for construction; and Dar Al-Handasah for
       design/engineering.

      Qatar Foundation Stadium will be located in Education City of the Al-Rayyan
       Municipality and capable of seating 40,000 people. Construction began in the
       second quarter of 2013 and is expected to be complete by the third quarter of
       2019. ASTAD Project Management has been selected as the project manager;
       Joannou & Paraskevaides (J&P) Qatar, Conspel Qatar WLL, J&P‐Avax S.A and J&P
       (Overseas) Ltd working as part of a joint venture for construction; and FIA Fenwick
       Iribarren Architects for design/engineering.

      Lusail Stadium will be Qatar’s largest with a capacity to seat 80,000 people. It will
       host the opening ceremony and the final match of the tournament.                                     While
       construction has not started, contractors were invited to bid in May 2016. The SC
       set a maximum bid price of USD 769 million. The contact award has yet to be
       announced but work is expected to begin by the end of 2016. However, Foster +
       Partners architectural company has already won the design contract.

      Construction is also pending at Ras Abu Aboud Stadium, which will be located near
       Hamad International Airport and will have capacity for approximately 40,000
       spectators. Construction is still pending. However, Populous has been awarded the

       design contract, while Turner Construction has been selected for overall project
       management.

      Construction is pending at Al-Thumama Stadium, which will have a minimum
       capacity of 40,000 spectators. While the construction contractor has yet to be
       announced, Qatari architectural company Arab Engineering Bureau has been
       awarded the design/engineering contract.

Other Major Infrastructure Projects:
In addition to football stadiums, Qatar is investing heavily in other mega infrastructure
projects in preparation for the 2022 FIFA World Cup. Qatar must ensure the infrastructure
will be sufficient to handle the influx of spectators and tourists, who will require
accommodation, transportation, healthcare, food, leisure activities, among other
essential services. We have provided a summary of the most prominent infrastructure
projects below:

      Lusail City will span an area of 38 square miles and include nineteen residential,
       entertainment and commercial districts, accommodating up to 200,000 residents.
       The largest 2022 FIFA World Cup stadium, known as Lusail Stadium, will also be
       constructed in the new city and will host the opening ceremony and the final
       match. The estimated cost of the new city is USD 46 billion and is expected to be
       completed by 2019.

      The Msheireb Downtown Doha is a USD 5.5 billion project to redevelop historical
       downtown Doha and claims it will be the world’s first sustainable downtown
       regeneration project. The downtown area will include office space, retail,
       residential units, hotels, museums, and entertainment venues. The project is
       expected to be completed in 2016.

      The first phase of Hamad International Airport (HIA) opened in 2014, with the final
       phase planned for 2018. HIA will replace Doha International Airport as Qatar’s
       primary airport. It currently has the capacity to handle 24 million passengers and
       750,000 tons of cargo. HIA is expected to handle up to 50 million passengers upon
       completion.

      The Qatar Expressway Programme will add 900km of new roads, underpasses and
       flyovers throughout the country, connecting key cities in the lead up to the 2022
       FIFA World Cup. It is a seven-year project with an estimated total cost USD 8.1 billion
       and an expected completion date by 2016. Kellogg Brown & Root Pty Ltd (KBR) has
       been selected as the programme manager in 2010 for the Qatar Expressway
       projects and was awarded a three-year renewal in June 2016.

      Qatar Rail is developing the Doha Metro Project comprised of four lines at a length
       of 300km and will include one-hundred stations. Phase one will be complete by the
       end of 2019 and will be part of the broader Qatar Rail network slated for
       completion by 2026.

      The New Doha Port will have the capacity of 2 million twenty-foot equivalent units
       (TEUs) and has an expected completion date in 2016 for the first phase. In the
       second and third phases of the project, the port will be expanded for additional
       capacity and will be complete after 2022. The project is estimated to cost USD 7.4
       billion. It will include five general cargo terminals and berths, four container
       terminals and berths, and a customs complex, among other facilities.

Appendix: Table of major entities and key contracts
In this section, we summarize some of the largest projects currently under way in Qatar, listed by the Qatari sponsor of the project,
where available. The award date, size, primary contractors and subcontractors are listed where available. Note that where a
prime contractor and/or project manager are not listed, but a partner is, it usually means that the project was in the
design/architectural stage of development and the ‘partner’ listed is the architect/design firm. We also note whether the project
was specifically driven by the 2022 FIFA World Cup, or not. Note that the long list of prime and subcontractors means that there
is likely a great deal of work to be had supporting the overall projects; and at each of the Qatari sponsoring organizations, we
find that new projects are constantly being offered for tender. Consequently, we would suggest that interested parties not only
register with each sponsor in order to receive future notifications, but also to continue to check the websites of each of them
for news that may lead to insights about future plans.
