•    7:30 a.m.: Doors to congressional buildings open
•    9:00 a.m.: Your meetings begin (as per your team’s schedule)
•    Lunch hours: On your own
       Several cafeterias and other food options are located in the congressional
        office buildings
       Several dining options located around Capitol Hill
• 5:00 p.m. – 7:00 p.m.: AIAA sponsored reception in Room 2168
  Rayburn House Office Building (“The Gold Room”)
       AIAA Executive Director Dan Dumbacher to make remarks
       Rep. John Culberson (R-TX) to address attendees

Best Practices
Before you go…

• Participants are responsible for making their own travel/hotel plans
• Communicate/coordinate with your state’s Team Captain
• Research the members of Congress whose offices you will be visiting
     Know their stance on relevant issues
     Know their districts (are there any research universities, aerospace companies, third-
      tier suppliers, NASA centers, or major airports?)
     Are they members of a pertinent committee?
• Participants are responsible for scheduling their meetings with
  congressional offices
     Be persistent when scheduling your meetings (it may take several calls!) and always
      follow up
     More than likely to be offered a meeting when a team member is a constituent
     Coordinate all appointments with your Team Captain!
• Download the Socio event app!

Of note…

• Your luggage and other personal belongings should be left
  behind at your hotel!
• Dress accordingly
    Plan for the weather (umbrella, top coat, etc.)
    Wear business formal attire

    Lots of walking, so wear comfortable shoes
• Bring a camera/smart phone to document the event

Getting Around the Hill

• Nearest Metro stations:
     House side: Capitol South (Blue/Silver/Orange lines)
     Senate side: Union Station (Red line)
• Plan your meetings accordingly!
     Roughly a 20 minute walk from the House side to the Senate side and
      vice versa
• Security checkpoints at each building’s street level, public
  entrance(s)
     Tunnels between the House buildings and the Senate buildings
• Cafeteria locations (all are open to public):
     House side: Longworth and Rayburn buildings
     Senate side: Dirksen and Russell buildings

Know Who You are Talking With

• The Member
• Chief of Staff: Runs the office, member’s top advisor
• Legislative Director: Plans legislative initiatives and
  strategies; supervises other legislative staff
• Legislative Assistant: Specializes in specific issues,
  monitors bills and committee meetings in those areas;
  drafts floor statements and speeches
• Legislative Correspondent: Receives and responds to
  all constituent communications
• Committee Staff: Serve either the majority or minority
  members of the committee

Making the Most of CVD

• Research – Know your Audience!
• Select – Select portions of the Key Issue(s) that fits them the best
• Plan – Select the speaker to present the issue (work with team
  captain)
• Polish – Make sure the presentation is well thought out and
  prepared

    Notes:
    • In a 30 minute meeting, it is common for a member of Congress to
      speak for 25 minutes. You must have an elevator speech prepared!
    • Some congressional offices are very small…don’t be surprised if
      your meeting is conducted in a small side office, the front lobby, or
      even out in a hallway!

Successful Advocacy – At the Meeting

• Present – Present your advocacy in the most polished
  professional way possible
    Be succinct in your delivery!
• Focus – Pay full attention to the message delivery; no
  cell phones and no private side conversations
• Respond – Be responsive to questions and have
  supporting information handy
• Action – Take necessary notes for follow up
• Show Appreciation – Thank the member or staffer for
  their time and support

Successful Advocacy – After the Meeting

• Follow up – Provide any requested information
  in a timely manner
• Thank – Send a thank you note, it can’t hurt!
• Report – Feedback on your visits
    Real-time survey made available to teams
    Can submit responses after each meeting
• Reflect – Reflect on what went right and wrong,
  and how to make CVD 2019 better

• Remember we are here at CVD for AIAA’s advocacy… Not
  YOUR company’s, project’s, or personal cause
     Keep a clear focus on AIAA’s issues
     Make sure your message is AIAA’s message!
• Make sure the message is polished!
• Make sure the message counts!
• Turn these things off while advocating for AIAA:

       Personal views
       Rivalries with competing companies, programs, agencies
