1. Civic Centre – investing in a shared, multi-purpose facility
The Town Hall was closed in June 2016 and cannot be
repaired. We know most of Masterton wants a new                             Town Hall
facility. First, we need to decide what to do with the
two buildings that are connected to the Town Hall – that
includes whether we keep the frontage of the existing                                             Civil
building (façade).                                                 Municipal Building           Defence
We’ve got two options; either demolish just the old Town
Hall itself and keep the other two buildings for now (that                Façade
means keeping the current façade). Or, we could demolish
all the buildings on the site and start fresh. Tell us which
option you’d go with.

 Option A (Preferred):
 Demolish the Town Hall only and retain the façade, municipal buildings and civil defence
 building. Explore the design, cost and location of a new multi-purpose facility that may
 include a library.
 Option B (Alternate):
 Demolish existing buildings and facade. Build a new multi-purpose facility encompassing
 space for events and a new library at the most appropriate location for such a facility.

2. Henley Lake – Water Availability
We’ve always taken water from the Ruamāhanga River to fill Henley Lake. The rules are changing and it’s
likely we won’t be able to take water from the river in dry summer months in the future. We need to decide
whether we keep pushing for an agreement for us to keep taking water from nearby water sources during dry
summer months, or whether we adapt the lake to suit lower water levels in summer.
We’ve got two options; we can continue trying to get approval for us to keep taking water, which could cost
up to $600,000. Or, we could instead focus on beautifying the lake to make it look better
when the water level drops. We could invest $350,000 to make a start on this plan.

Option A (Preferred):
Continue to seek a consent to take water from the Ruamāhanga Catchment when it is
below minimum flow to supply Henley Lake, with a budget of $600,000 over two years.
The rates impact is 1.1% increase in 2020-21.
Option B (Alternate):
Modify the current resource consent application (WAR170189) to take water from the
Ruamāhanga River above minimum flow and make changes to the lake to adapt over time,
with an initial budget of $350,000 in 2020-21.
The rates impact is 0.08% increase in 2020-21.

3. Skatepark Revamp
The Masterton skatepark needs urgent refurbishment and we need to decide whether we just do what needs
doing now or take it a step further and embark on a full revamp – making it a regional attraction.
We’ve got two options; either invest almost half the money ($500,000) needed to do a full upgrade, or invest
a lesser amount ($300,000) which will allow immediate fixes to be done. We’re keen for Masterton to have an
amazing facility that will become a regional attraction, that’s why Option A is what we want to go with.

SKATEPARK REVAMP OPTIONS
