Application for registration and practising
licence under the Trans-Tasman Mutual
Recognition Act 1997 (TTMRA)
This application is for Australian-qualified tradespeople to apply for registration
and a practising licence in New Zealand under the Trans-Tasman Mutual
Recognition Act 1997 (“TTMRA”).
The TTMRA provides for mutual recognition of equivalent occupational registration
and licence providing the relevant requirements are met. An Australian plumber,
gasfitter or drainlayer seeking registration in New Zealand must give notice in
writing to the Board of their intention to become registered and licensed in New
Zealand. In doing so, an applicant must provide the information prescribed by
section 19(2) of the TTMRA.
Upon receiving this application the Plumbers, Gasfitters and Drainlayers Board
(“the Board”) will contact the relevant Australian authority in the state(s) in which
you are authorised, to confirm your details. If you are confirmed to hold an
equivalent qualification, you will be granted New Zealand registration and a
practising licence in the equivalent class. There are two main classes of
registration: “Certifying” and “Tradesman”.
CERTIFYING registration class
The Certifying class is the top level registration and licence. Certifiers have
demonstrated they possess the advanced competencies required to test and
verify/certify their own work and be responsible for the work of those they
supervise. They are the only ones that can verify/certify work for official purposes
(e.g. sign-off compliance documents for local councils).

People registered and licensed in the Tradesman class have demonstrated they
possess the fundamental competencies required to work in their trade. They must
work under the supervision of a Certifier and, under the direction of their Certifier
may physically supervise, as a “nominated person”, sanitary
plumbing/gasfitting/drainlaying work undertaken by another currently authorised
Tradesman, Provisional licence holder, Journeyman, Trainee Limited Certificate, or
Exemption Under Supervision for the relevant trade.
• If you are not a Contractor in Australia then you will most likely be
at Tradesman level in NZ and you’ll need a NZ Certifier to complete
the Supervision section of your TTMRA application.
• If you are a Contractor but only for a limited range of work, you may
only be eligible for Tradesman level rather than Certifying.
Once registered at Tradesman level, the requirements to move up to Certifying
level are:
1) to have held a licence in NZ at Tradesman level in the relevant trade for
an aggregate period of not less than 24 months and
2) passed the relevant written 9195/9196/9198 examination(s).
What’s the difference between ‘registration’ and ‘licence’?
‘Registration’ on its own is not an authorisation for a person to work in the trade.
A ‘licence’ authorises you to undertake restricted work at either Tradesman or
Certifying level for the licensing year.
With this application you are applying for (1) registration and (2) a practising
licence at either Tradesman or Certifying levels.
Once your application has been processed, you will be on the public register and
we will send you a registration certificate and a licence card.
TTMRA 2020 licensing year (current as at 8 Feb 2020)The licence will be valid from the date you become registered until 31 March 2020.
You will then renew your practising licence annually before 1 April each year if you
are continuing to work in the trade in New Zealand.
Note Continuing Professional Development (CPD
https://www.pgdb.co.nz/trade/cpd/) is a requirement of licence renewal and will
need to be completed before you can renew your licence(s).

Important information for applicants
The Board may postpone or refuse registration if any of the application information
provided is false or misleading, if the required information is missing, or if the
prescribed fees have not been paid.
You will be informed in writing of the outcome of your application within 20
working days from receipt at the Board’s office. If, for any reason, your application
is postponed or refused you will be informed of the reason(s) for this and afforded
a right of reply.
Under section 25 of the TTMRA the Board has discretion to place terms and
conditions on your registration and/or practising licence in accordance with the
restrictions of your Australian licence type.
If your Australian qualification is confirmed to be less than the equivalent New
Zealand Tradesman class of registration an alternative pathway to become
registered will be suggested to you.

him/her to work in plumbing and/or gasfitting and/or drainlaying, he/she will be
subject to all the laws of New Zealand applicable to registered persons in those
trades.
If information provided to support an application for registration in New Zealand is
subsequently found to be false, forged or altered, the registration will be cancelled
and the appropriate authorities informed.
Processing your application
• Timeframes
We’ll process your application within 20 working days of receiving it and inform
you of the outcome. Note that we must also confirm your details with the
relevant Australian authorities which can take time.
• If your application is returned to you
One (or more) of the things required is missing and we can’t process the
application – we’ll tell you what you’ve missed.
Use the checklist and ensure you have completed all requirements
before sending the application. Not providing all requirements delays
processing your application.
• If your application is accepted
An automated text will be sent to the mobile phone number you supply
notifying you of the next fortnightly registration round your application will go
to.
On the day of the registration round, your registration and your licence will be
activated. Your information will show on the public register immediately.

later as they are printed by a third party.
• The criminal record(s) requirement
Our industry plays an essential part in safeguarding public health and
safety, and legislation requires the Board to be satisfied that a person is fit
and proper before it issues them with a registration.
Following from this legal requirement, recent original criminal
records/police certificates are required for registration.
In reality, there are not many convictions that would prevent a person
from being registered. This is because most convictions aren’t relevant to
whether a person can do their job as a plumber, gasfitter, or drainlayer.
However, there are some convictions that might mean a person isn’t fit
and proper for registration and licensing purposes. For instance, a large
number of theft and burglary convictions may well be relevant to whether
or not a person should be registered and licensed and allowed into people’s

The public register is a legal requirement under the Plumbers, Gasfitters, and
Drainlayers Act 2006.
The public register is for the public to check if a person is registered, and if
they hold a current licence to carry out work. This helps to ensure they only
hire authorised people to carry out restricted work.

history, licensing history, and people you supervise (if relevant).
You must provide a contact phone number, and if you have them, a work email
address and a work address.
What is a certified copy?
A certified copy of a document is one that has been officially declared to be true
and correct by a lawyer, Justice of the Peace (JP), or Court Registrar. This service
is usually free of charge.
1. Use Google to find a lawyer, Justice of the Peace, or your nearest courthouse
for a Court Registrar. (JP’s are also listed in your local White Pages).
2. Take the original document and a good quality photocopy of it to them.
3. They will check the photocopy against the original, and then stamp, sign, and
date the photocopy to say they certify it as a true and correct copy of the
original.
4. Attach the certified copies to your application.

*If your Australian licence(s) is deemed to be the equivalent of the New Zealand Tradesman
class of registration, your NZ supervising Certifier(s) must complete this page and must have a
current 2020 practising licence.
By signing this form, you agree to comply with your responsibilities as a supervisor and
understand:
1. You must ensure sanitary plumbing/gasfitting/drainlaying (where relevant) undertaken by
the applicant
a. Is performed competently;
b. Is subject to appropriate safety measures; and

made under the Building Act 2004 and the Gas Act 1992 (for gasfitting).

(where relevant);
c. Complies with all relevant regulations, including regulations made under the Building
Act 2004 and the Gas Act 1992 (for gasfitting); and
d. Can produce their current licence card on demand.
3. You may nominate another currently licensed Certifying Plumber/Gasfitter/Drainlayer or
Tradesman Plumber/Gasfitter/Drainlayer (‘Nominated Person’) to provide physical
supervision of the applicant. You remain responsible at all times for all aspects of the work
done by the applicant even where you have nominated another Certifying Plumber or
Tradesman Plumber to provide physical supervision of that work.
4. You must verify or certify (for gasfitting) work where verification or certification is required.
5. You must notify the Board if your supervision of the applicant ceases. You remain
responsible for all sanitary plumbing/gasfitting/drainlaying undertaken by the applicant until
we receive written notice that you are no longer supervising that person, or until their
