13.1 ECIF funded Locally or through Strategic Programs:
ECIF requests $50K USD and below can be allocated to CSP deals with the following restrictions:

- No ECIF for CSP deals in (Tier 1) high risk countries (see FY20 Corruption Risk Assessment), except in the scenarios* described below:
- No ECIF for any CSP deals with Public Sector or State-Owned Entities regardless of risk tier.
- ECIF continues not to be allowed for two-tier CSP deals where the CSP Supplier is selling through an indirect supplier.

ECIF above $50K USD will not be permitted through Local and Strategic programs due to the lack of an amendment process necessary for
revenue accounting purposes.
