Position:              EMS Chief, Ambulance Department
Classification:        Exempt
Reports to:            Director of Emergency Services and Borough Manager

The EMS Chief is the Principal Operating Officer of the Ambulance Department, who is
responsible for championing the delivery of high-quality emergency and non-emergent medical
care to the public. The Chief provides the strategic direction, spearheads the administrative
functions and oversees the operation of the Department in the delivery both Basic Life Support
(BLS) and Advanced Life Support (ALS) levels. These duties and responsibilities are carried
out under the direction of the Director of Emergency Services and the governance of the
Borough Manager and the Emmaus Borough Council.

The EMS Chief is responsible for integrating the entire staff operation into a high-performance
organization and guiding its development as a learning organization. The Chief is responsible
for building support for the Department’s vision and operating guidelines, mentoring staff, and
encouraging and modeling all aspects of customer-driven service. The EMS Chief also serves as
the liaison with hospitals, other Local EMS agencies, Eastern PA EMS Council and the
Department’s Medical Director(s).

The EMS Chief at all times acts in a manner consistent with, and aimed at furthering the mission,
goals, and operating principles of the Borough of Emmaus, and possesses the ability to work

The individual in this position must be able to perform satisfactorily each of the essential duties
described below, must consistently demonstrate the ability to handle numerous tasks and
responsibilities and the ability to anticipate and meet deadlines, and must have outstanding
organizational skills and pay meticulous attention to detail. The individual must anticipate and
respond promptly, in a professional manner, to internal and external customer requests. A
professional demeanor and appearance are necessary.

Essential functions and responsibilities of this position include, but are not limited to, the
following:

Administrative
     ▪ Directs and supervises activities of the Department.
     ▪ Formulates, implements, reviews, interprets, and manages all policies, procedures,
         rules, and regulations pertaining to services, programs, and personnel of the
         Department.
     ▪ Prepares information for use by the Director of Emergency Services, Borough
         Manager, and Council in making decisions establishing policies.
     ▪ Assists the Director of Emergency Services and Borough Manager in administering
         policies and programs established by the Borough Council.
     ▪ Prepares the Ambulance Department’s short and long-term strategic objectives for
         consideration by the Director of Emergency Services, Borough Manager / Secretary
         and Council.
     ▪ Attends meetings of Borough Council and its Committees, if requested, and provides
         reports and information as requested.
     ▪ In conjunction with the Director of Emergency Services, Borough Manager, assists in
         recruiting, screening, interviewing, and selecting prospective Department employees
         who are qualified, dedicated, talented, and resourceful.
     ▪ In conjunction with the Director of Emergency Services, assists in recruiting,
         screening, interviewing, and selecting prospective volunteer EMS members.
     ▪ In conjunction with the Director of Emergency Services and Borough Manager,
         conducts or makes provision for all required pre-employment, driver history, and
         criminal record checks before employment or volunteer membership is offered.
     ▪ Supervises all Department staff directly or through delegation of authority to
         subordinates.
     ▪ Conducts counseling sessions and initiates discipline for all staff under the direction
         of the Director of Emergency Services.
     ▪ Participates in all personnel actions affecting the Department with the Director of
         Emergency Services, Borough Manager approval of such actions.
     ▪ Evaluates Department effectiveness and service delivery.
     ▪ Evaluates and mentors expectations for staff performance and ensures that these are
         reflected in performance evaluations.
     ▪ Encourages staff participation and innovation in Ambulance Department activities.

         ▪   Encourages staff to accomplish assignments and to assure efficient and thorough
             workflow.
         ▪   Accepts and processes requests for time off in accordance with Borough policies.
         ▪   Monitors and ensures Quality Assurance compliance and optimum patient care in
             accordance with the Pennsylvania Emergency Medical Services (EMS) Act of 2009
             (Act 37), including staff licensure and certification requirements for all Department
             functions. This includes, for example, Basic Life Support (BLS), the Emergency
             Vehicle Operations Course (EVOC), and all regional guidelines and protocols, such
             as rules of the Eastern Pennsylvania EMS Council, its Quality Assurance Program, or
             the Department’s Medical Director.
         ▪   Maintains state-of-the-art knowledge of developments and current industry trends in
             the field of emergency medical services.
         ▪   Develops, disseminates, and implements best practices, based on suggestions from
             staff and others.
         ▪   Generates and maintains a high level of morale.
         ▪   Works with subordinates and other department leaders to develop and / or implement
             training for employees.
         ▪   Researches, plans, and develops special projects and new programs.
         ▪   Prepares information on Department operations for the Director of Emergency
             Services, Borough Manager and Council approval.
         ▪   Ensures prompt dissemination within the Department of all Best Practices, Protocols,
             regulations, and ordinances adopted.
         ▪   Monitors vendors that supply goods or services.
         ▪   Composes reports and correspondence.
         ▪   Accesses, inputs, and retrieves data from the computer system.

Fiscal
         ▪   Assist the Director of Emergency Services with budget preparation with a long-term
             fiscal view.
         ▪   Manages administration of the annual Department budget.
         ▪   Keeps abreast of grant and assistance programs available from other government
             agencies and keeps their superiors informed as to the availability of these programs.
         ▪   Writes grant applications and funding requests.
         ▪   Initiates actions, in conjunction with the Director of Emergency Services and
             Borough Manager, to plan for appropriate resources to maintain / expand the
             Department.
         ▪   Assists the Borough Treasurer with audit fiscal preparation and compliance process,
             including development and maintenance of appropriate documents and records, and
             preparation and submission of required materials.
         ▪   Follows up audit reports, if necessary, to determine adequacy of corrective actions.
         ▪   Works with auditors, the Borough Manager and the Treasurer to evaluate and
             redesign internal accounting controls to meet federal, state, and generally accepted
             accounting requirements to ensure economy and efficiency of operations as well as
             accuracy in financial reporting.
         ▪   Supervises internal accounting functions and accounts. Oversees internal accounting
             functions in order to improve audit capability and error trapping.

Communication and Community Relations
    ▪ Establishes and promotes effective relationships by meeting and communicating with
       the public and elected officials of all the communities served, Borough employees,
       governmental units, and non-governmental organizations, including the media.
    ▪ Attends meetings with Borough Council, authorities and committees, department
       heads, and other meetings as required.
    ▪ Represents the Department in contacts with the federal, state, county, and local
       governments.
    ▪ Directs the study of complaints and suggestions received by the Department; assures
       that proper response is made and that the Director of Emergency Services, Borough
       Manager / Secretary is informed of such matters.
    ▪ Coordinates Department functions with communities and agencies.

Emergency Medical Services
     ▪ The EMS Chief is expected to respond as an ALS Provider as required on emergency
        medical and other incidents and fulfil the duties and responsibilities of a Paramedic.
     ▪ The EMS Chief is expected to respond to all major incidents and serve as the EMS
        Branch Director, or in another position of the command staff when assigned by the
        incident commander.
     ▪ Functions at both strategic and tactical levels, working in conjunction with
        department personnel to identify issues, forecast needs and identify solutions, project
        potential consequences of action and/or inaction and implement recommendations.
     ▪ Tracks vehicle maintenance and reports needs to appropriate staff.
     ▪ Receives reports of unusual incidents on appropriate forms and takes corrective
        actions.
     ▪ Monitors Lehigh County Communications dispatches.
     ▪ Ensures vehicles are kept clean, disinfected, and fully stocked with supplies.
     ▪ Promotes and perpetuates the professional service delivered by the Ambulance
        Department at all times.
     ▪ Participates in continuing education and assures that staff certifications are current.
     ▪ Oversees quality assurance, procurement of supplies, payroll, shift scheduling,
        training, scheduling of vehicle maintenance, etc. are completed consistently,
        accurately and in a timely manner.

        nonverbal gestures with officials, colleagues, vendors, staff from other receiving

        department heads and staff as well as with external organizations and customers, such
        as other government entities.

        best practices that move the Department forward.

           colleagues, clients, vendors, and the general public.
       ▪   Ability to lead, motivate, work closely with and resolve conflicts between people of
           all skills and backgrounds.
       ▪   Ability to read and interpret financial and statistical information as well as Borough
           ordinances and policies.
       ▪   Ability to perform, maintain, and remain a licensed ALS practitioner in the
           Commonwealth of Pennsylvania.
       ▪   Ability to lift, move, position, and otherwise handle the patient to minimize
           discomfort and prevent further injury.
       ▪   Knowledge of, and the ability to apply when indicated, emergency medical services
           protocols (including training and certification requirements) and Emmaus Ambulance
           Department policies and procedures.
       ▪   Ability to calculate weight and volume ratios.
       ▪   Ability to operate emergency medical services vehicles and equipment.
       ▪   Ability to read English language manuals, road maps, street signs, and addresses.
       ▪   Computer literacy and proficiency with Microsoft Office programs, cloud-based
           employee scheduling, and Patient Care Reporting.

Physical Requirements
The physical requirements of the job include, but are not limited to, the following:
      ▪ Must pass a physical examination performed by the Medical Director or his designee.
      ▪ Ability to sit, stand, and walk, and to bend, stoop, squat and crawl on uneven terrain
          for extended periods of time.
      ▪ Ability to speak and hear clearly.
      ▪ Adequate distance vision.
      ▪ Ability to remain in a stationary position frequently but also to move about inside the
          office to access other staff and materials.
      ▪ Manual dexterity (i.e., use of fingers, hands, and arms).
      ▪ Ability to successfully lift, carry, and balance up to 125 pounds, or, with the
          assistance of another attendant, to lift a 200-lb. person in a Fowler’s position onto an
          ambulance litter from a level surface into an ambulance.
      ▪ Ability to work in low light situations and confined spaces.
      ▪ Ability to withstand extreme heat, cold, and moisture.

Education, Experience, and Licensing / Certification
      ▪ Bachelor’s degree from accredited university or college in Nursing, Healthcare,
         Public Administration, or related fields
      ▪ At least five years’ active, documented experience in a supervisory role of an
         Emergency Medical Services organization, including two years in a management or
         administrative capacity. (A combination of education and management experience
         may be considered if not all education and / or experience requirements are satisfied.)
      ▪ Valid ALS Provider certification with EMSVO in accordance with Commonwealth of
         Pennsylvania Department of Health guidelines. Paramedic and / or PHRN
         certification preferred.
      ▪ Current ACLS, PALS and PHTLS certifications

       ▪   A valid Pennsylvania driver’s license.
       ▪   Emergency Vehicle Operating Certification (EVOC).
       ▪   Successful completion of hazardous materials (HAZMAT) awareness.
       ▪   FEMA certifications: ICS-100(b), IS-200(b), ICS-300, ICS-400, IS-700(a) and IS-
           800(b)Successfully pass an ALS Skills Evaluation by a 3rd party agency.
       ▪   Successful review and recommendation by the Department’s Medical Director.
       ▪   Firefighter leadership training, experience, and certifications preferred.

Job Location (Places where job is performed)
Borough of Emmaus and hospitals, healthcare institutions, and residences in surrounding
communities.

Equipment (Examples of machines, devices, tools, etc., used in job performance)
Must be fluent in current medical equipment such as cardiac monitor and defibrillator, as well as
telephone, two-way radio, cell phone, computer, fax, copier, postage machine, paperwork.
