WELCOME MESSAGE TO IMEKO TC-4 INTERNATIONAL
SYMPOSIUM
On behalf of the Organizing Committee, we wish to welcome you to the 24th IMEKO
TC4 International Symposium and 22nd International Workshop on ADC and DAC
Modelling and Testing (IWADC).
Our Symposium is one of the most important event in the field of theoretical and
practical aspects of the measurement of electrical quantities and related
instrumentation, involving institutions and academia in a discussion on the state-
of-the-art concerning issues that require a joint approach by professional engineers
and academics, experts of measurement, instrumentation, industrial testing and
innovation metrology.
The Symposium was originally planned to be held in Palermo, Italy; however, due
to the COVID-19 emergency, we were forced to organize this 24th edition as a virtual
conference. We do hope that, soon, there will be another chance to host you all in
Palermo. The virtual Symposium has been planned in order to make an online
conference not so different from a live event. It was challenging to set up a web
platform to maintain live the presentations and we thank the colleagues of the
organizing team, who professionally addressed this issue.
We also thank the public and private organizations that supported the meeting in
different ways.
Despite the COVID-19 occurrence, we received 144 extended abstracts from all over
the world. Due to the time limits of the workshop, only 92 papers have been
selected after a meticulous activity of the program committee and additional
reviewers. We like to thank all people who contributed to this process with opinions,
comments, and suggestions to choose the best papers and improve their quality.
The Symposium Technical Program consists of 21 oral sessions scheduled over
three days.
With the wide range of topics covering the many fields of the measurement world,
we are happy to welcome you to the variety of technical presentations that await
you this year. With the aim of providing a common ground for researches to share
their findings, ten Special Sessions have been organized; this allowed a
spontaneous aggregation providing a forum of discussion close to the single
research field. We wish to thank the organizers of these Special Sessions for their
cooperation and support to the review process. In addition, we decided to propose

a special session reserved to Ph.D Students in order to introduce the young
researchers in our community.
Thanks to all of the Technical Program Committee members and the reviewers who
have contributed to make this outstanding program possible.
The Technical Program includes four keynote speeches that will be held by experts
in various fields.
Alexandru Salceanu, University of Iasi, Romania, the current IMEKO TC4
Chairperson, will speak about various solutions to reduce the human exposure to
the electric and magnetic fields.
Dominique Dallet, University of Bordeaux, France, will give us some hint on how to
correctly cope with the digitization.
Rosario Lo Franco, University of Palermo, Italy will introduce us to the more and
more interesting world of the quantum metrology.
Enrico Primo Tomasini, Polytechnic University of Marche, Italy, will tell us about his
30 years of teaching and research on laser Doppler vibrometry.
We are honored to have them as plenary speakers and we thank them in advance
for attending our conference to share their knowledge and experiences with us.
This edition of the Symposium includes also two interesting tutorials.
Eulalia Balestrieri and Francesco Picariello, University of Sannio, Italy, will deal with
the systems for accurate phase measurement.
Francesco Scardulla, University of Palermo, Italy, will show us how to detect several
physiological parameters via wearable sensors
Three Awards offered by International Institutions and Companies will be assigned,
in particular the “Best Conference Paper Award”, the “Best Paper Presented by a
Young Researcher” and the “Best Paper of the PH.D. Special Session”.
Three Special Issues have been organized on International Journals Measurement,
ACTA IMEKO and Sensors Journal by MDPI; they will host extended versions of
papers presented at the Conference.
We would like to conclude this message by thanking attendees, presenters,
reviewers and everybody, who joined us in this stimulating experience.
The 24th International Symposium on Measurement of Electrical Quantities is about
to begin!

   Economically Efficient Overhead High Voltage Power Line Design
   Solutions vs. Human Exposure to ELF Electric and Magnetic Fields

ABSTRACT
From the multitude of electric and magnetic field sources located in the immediate vicinity of
contemporary man (underground power cables, Low and Medium Voltages distribution lines, electric
transport, appliances, house wiring), only the source represented by Overhead (very) High Voltage Power
Lines (OhHVPL)will be addressed.
In the first part, a synthetic presentation is made of how these extremely low frequency fields interact
with the human body.
The main international standards, whether or not transposed into national legislation governing human
exposure to these factors, are then reviewed. Emphasis will be placed on electro-physiological and
epidemiological considerations that led to the setting of the (covering) limits accepted by these rules,
guidelines, norms.
OhHVPL designers adopt solutions that are primarily imposed by energy and economic considerations,
in order to increase the line efficiency while decreasing the losses.
For a specific power flows during steady state, the following are just some of the first questions that start
the project: what might be the optimal voltage, what type of tower should be used, at what level are
they implanted in the ground, what should be the span and the associated sag, a simple, double or even
quadruple three-phase configuration should be adopted?
The purpose of our discussion is not to show to what extent parameters of the transmission line influence
its performance, but to find out the influence that certain correct solutions in terms of economic
efficiency could influence the values of locally generated electric and magnetic fields.
For the selected case studies we mainly used configurations implemented by ”Transelectrica”, the
Romanian operator of the National Electric Power Transmission System. The thousands of in-situ
measurements, performed with portable, handy spectrum analyzers were enhanced and expanded using
simulations developed with several specialized software, which use different numerical methods to solve
Maxwell's equations in the ELF field.
Differences between the results provided by these software are interpreted and explained.
The influences of current, voltage, clearance above ground, soil resistivity and balance within (between)
circuit(s) are only synthetically presented, both in absolute and relative values.
Particular emphasis is given to phase transposition solutions and especially to the various configurations
of bundle conductors. Although these are quite expensive solutions, they are widely used, because their

costs are amortized by reducing losses through Joule effect, through corona effect or by minimizing the
unbalance due to unequal inductance and capacitance of the phases.
But what would be the effect of these solutions on the values of the magnetic and electric field, measured
and simulated at a height of 1 m above the ground, as required by the exposure standards? Detailed
answers are required!
The cumulative influence on the fields (within the inner part of the 90 ° angle) that a corner tower
configuration of the transmission network can have is also analyzed.
Using either simplified models or extremely detailed anatomical models, the values of the currents
induced in the human body are calculated and discussed.
Finally, some solutions to reduce the electric and magnetic field levels of ELF from the perspective of
human exposure are addressed.
The presentation concludes with a series of cautious but realistic recommendations, determined by the
(objective) lack of indisputable epidemiological studies on the long-term effects and cumulative
contributions of several potentially harmful factors on human health.

SPEAKER BIOGRAPHY
Alexandru Salceanu (ResearcherID: B-6307-2015) is full professor with
the Faculty of Electrical Engineering, Technical University of Iasi, Romania,
being doctoral studies supervisor.
His research interests include Electrostatic Discharges, Electromagnetic
Compatibility and E&M Fields Influence on Human Beings (measurements,
modeling and simulation).
He is IEEE senior member, (EMC and IMS-TC 13), Treasurer of the IMEKO
General Council and Chairman of IMEKO Technical Committee nr.4. He is
Coordinator of the Research Center "Metrology, Measurement Systems
and Innovative Materials-METROS”.
Professor Salceanu is Section Editor and member of the Editorial team of
ACTA IMEKO (the e-Journal of the International Measurement Confederation).
He acts since 2010 as chairman of the International Conference on Electrical and Power Engineering EPE,
(included in the IEEE meetings database). He was the chairman of the 22-nd IMEKO TC-4 Symposium.
For other 3 International Conferences technically sponsored by IEEE (International Symposium on
Advanced Topics in Electrical Engineering-ATEE, International Conference on Applied and Theoretical
Electricity-ICATE and International Conference SIELMEN) he is currently acting as member of
International Program Committee, reviewer and session chair.
He is presently member of 12 scientific and professional societies, member of 10 scientific program
committees and reviewer for 16 journals: 15 internationals (10 WoS, 5 BDI) and 1 national.

                               Far side of the ADC:
                    How to Correctly Cope with the Digitization

ABSTRACT
Radio receivers are now present in many sectors especially with the development of the Internet of
Things (IoT). Indeed, these mixed signal architectures are likely to receive more signals than ever before
over a wide range of input power due to the distance between transmitter and receiver, the presence of
different transmission standards or the fading. At the core of the digitization stage lies the analog to
digital converter (ADC). Despite its fundamental role, ADC capabilities and limitations are often
misunderstood.
First, we present the ADCs operating, their different architectures and the trade-off involved. We also
open a new perspective about digitization in the case of the reception of multiple signals. Indeed, we
introduce in a new way some undervalued ADC parameters. Among them, there is the dynamic range.
Theoretically, the dynamic range corresponds to the ratio between the largest and smallest values an
ADC can measure and is bounded by its resolution. With this definition, if a signal is located between
two successive quantum levels i.e. an intra-quantum signal, it will be impossible to detect whatever the
chosen representation method. Thus, this notion is fundamental to understand the ADC limitation in the
digitization of weak but valuable signals. We detail our work on the intra-quantum digitization and more
precisely on how to correctly choose the right ADC for your system. This work was presented in two CAS
conferences and in the instrumentation and measurement (IM) field and extended in a transaction paper.

SPEAKER BIOGRAPHY
Dominique Dallet received the Ph.D. degree in electrical engineering from the
University of Bordeaux, Talence, France, in 1995. From 2010 to 2013, he was
the Head of the Electronic Embedded System Department. He is currently the
Head of the Electronic Design Group at the IMS Laboratory, University of
Bordeaux. He is currently Full Professor in the field of digital electronic design
with the Engineer School Bordeaux INP, and he is doing his research at the IMS
Laboratory (Laboratoire de l’Intégration du Matériau au Système, Bordeaux
INP, University of Bordeaux CNRS UMR 5218). He has authored over 200

papers in international and national journals or in proceedings of peer-reviewed international
conferences, book chapters, and patents. His current research interests include data converter (A/D–D/A)
modelling and testing, parameter estimation, digital signal processing implementation in different
targets (application-specified integrated circuit and field-programmable gate array), and electronic
design for the digital enhancement of analog and mixed electronic circuits (ADC, DAC, power amplifier).
Dr. Dallet received as co-author the István Kollár Award for the Best Paper presented at the IMEKO-TC4
2016 Symposium, entitled "Accurate Sine-Wave Frequency Estimation by Means of an Interpolated DTFT
Algorithm." During 2015 to 2019, he has been the Chairperson with the Technical Committee
"Measurement of Electrical Quantities"—IMEKO TC4.

                         Quantum Metrology:
         an Overview on Quantum Enhancement in Measurements

ABSTRACT
Quantum metrology is the study of making high-resolution and highly sensitive measurements of
physical parameters using quantum effects of the employed systems, which enable to supersede purely
classical approaches. Apart the fundamental Heisenberg uncertainty relation valid at the quantum scale,
the accuracy of most standard measurement techniques is limited by typical noise sources, such as the
environmentinduced noise from vacuum fluctuations (the so-called shot noise limit) affecting the
estimation of the electromagnetic field amplitude, and the dynamically-induced noise in the position
measurement of a free mass (the so-called standard quantum limit). These conventional bounds to
measurement performance are avoidable in principle, since they stem from a nonoptimal measurement
strategy and do not have a fundamental character. Emerging quantum technology, exploiting quantum
mechanical features as useful resources, provides measurement strategies which outperform the
limitations of classical ones and thus beat the standard limits.
This talk has the aim of presenting the very basic ideas behind quantum metrology. Examples of how
quantum traits like entanglement and squeezing can enhance measurement precision, from phase
difference in interferometry to positioning and gravitational wave detection, will be discussed.

SPEAKER BIOGRAPHY
After his PhD in theoretical physics from the University of Palermo, Rosario
held positions at the University of Catania, the National Interuniversity
Consortium for the Physical Sciences of Matter (CNISM), the University of
Nottingham and University of São Paulo. He is currently researcher, professor
of Physics and member of the doctorate board at the Department of
Engineering of the University of Palermo, Italy. He leads a research team on
various aspects related to quantum correlations and open quantum systems
within a quantum information scenario.

Rosario is member of the Editorial Board of the journals Scientific Reports (Springer Nature) and Applied
Sciences (MDPI), and is Associate Editor in Chief of the journal Entropy (MDPI) for the section Quantum
Information. He co-organized a Discussion Meeting at the Royal Society and is often a speaker at popular
events to disseminate academic research. His main research contributions concern the dynamics of
quantum correlations and entanglement in open systems and most recently the characterisation of
composite systems of indistinguishable particles.

                       Discovering Laser Doppler Vibrometry:
                          30 years of teaching and research

ABSTRACT
The lecture will focus on the field of non-contact measurements and in particular on the development
of measurement technologies based on laser Doppler interferometry. Laser-Doppler-Vibrometry LDV
already well established for vibration analysis, giving a deep insight into the technology and discussing
their impact on some specific vibration-analysis for laboratory use, field testing and industrial
application.
Prof. E.P. Tomasini has also given an important impulse to broaden the use of Laser Doppler Vibrometry
among the scientific community thanks to the institution of the International Conference on Vibration
Measurements by Laser Techniques, which has been held for the first time in 1994 in Ancona (Italy).
Finally, since Prof. Tomasini always pays a special attention to teaching, he was editing a multimedial
book on Laser Vibrometry, where theory, instrumentation and application of this technique are
described. This multimedia support and its structure has been conceived to let the reader have the
possibility of browsing throughout the topics and chapters, jumping from the instrumentations and their
innovative applications to the basic theory.

SPEAKER BIOGRAPHY
Enrico Primo Tomasini is Full Professor of "Misure Meccaniche, Termiche e
Collaudi" since 1986, at Engineering Faculty of Università Politecnica delle
Marche. Since Academic years 1999-2000, he teaches also to Biomedical
Engineering students. He carries out research activities in many fields, in
particular about non-contact measurements, carried out by means of
Vibration Measurements by Laser Techniques, such as Laser Doppler
anemometry and Particle Image Velocimetry. He is also experience on
Design and Realization of Optical sensors, Infrared Thermography,
Ultrasound Techniques and Image Acquisition Techniques for motion and

shape measurements. This expertise can be spent in a wide range of applications, from the typicalsectors
of mechanic and fluid dynamic, acoustic, to the quality control in production lines, the non-destructive
tests and the biomedical measures.
Professor Tomasini is the founding member and President of the "Associazione Italiana VElocimetria
LAser e diagnostica non invasiva"(AIVELA), a scientific non-profit organization that promotes the study
and the use of laser instruments for measuring the fluids and solids motion and diagnostics without
contact. In addition, he is Chairman of the International Conference on "Vibration Measurements by
Laser Techniques". He is the author of more that 150 publications on books, journals and national and
international conferences.

Accurate phase measurement systems for sinewave signals

ABSTRACT
One of the most important characteristics of a sinewave signal is its phase. The phase is the time (instant)
for a given signal value on a waveform cycle. Usually, the phase is an expression of the relative time
difference between two corresponding features (peaks or zero crossings) of two waveforms having the
same frequency. The phase is used in several application fields for indirectly measuring displacement,
strain, acceleration, power quality, and for characterizing circuits and components in the frequency
domain.
The aim of the tutorial is to present a review of phase measurement systems for sinewave signals. At the
beginning, the definition of the phase of a signal and the classification of the phase measurement
systems available in the literature will be presented. Then, a short overview of the instrumentation based
on event counting, modulation, and sampling based methods for measuring the phase of sinewaves will
be carried out. At the end, an innovative method proposed by our laboratory at the University of Sannio
(LESIM) in collaboration with NIST (USA) will be described.

Speakers Biography
Eulalia Balestrieri joined the Department of Engineering, University of
Sannio, Benevento, Italy in 2018 as an Assistant Professor in electric and
electronic measurement, where she has been involved in the research
activities carried out at the Laboratory of Signal Processing and
Measurement Information. She received the M.S. degree in software
engineering and the Ph.D. degree in information engineering from the
University of Sannio in 2003 and 2007, respectively. Her research interests
include digital signal processing for measurement in telecommunications,
data converter characterization, and medical measurements. She has

authored and co-authored more than 50 scientific papers, published on international journals and
conference proceedings and is a reviewer of international journals and conferences. Dr. Balestrieri is a
member of IMS TC-25 Medical Measurement and IMS TC-10 Waveform Analysis, Generation and
Measurement. She participated in the realization of three IEEE standards and is currently involved in the
development of the new jitter standard.

Francesco Picariello (IEEE S'15, M'17) received the B.Sc. ('09) and M.Sc.
('12) (cum laude) degree in electronic engineering, from the University
of Salerno, Faculty of Engineering. Then, he joined the research activities
carried out at the Laboratory of Signal Processing and Measurement
Information of the University of Sannio, Benevento, Italy. He received
the IEEE Instrumentation and Measurement Society Graduate Fellowship
Award in 2015 for the project titled “Assurance of traceability for

degree in Information Engineering from the University of Sannio in 2016
and the National Academic Qualification as Associate Professor in June
2020. He is currently working toward the Department of Engineering of
the University of Sannio as Assistant Professor. His research interests include electrical and electronic
instrumentation, data acquisition systems (DAQ) based on compressive sampling (CS), biomedical
instrumentation, embedded systems, distributed measurement systems including wireless sensor
networks (WSNs), and Internet-of-Things (IoT) systems. He has authored and co-authored more than 50
scientific papers, published on international journals and conference proceedings. He is a reviewer of
international journals and conferences.

Wearable PPG sensor: best practices for metrological assessment

ABSTRACT
Wearable pulse rate sensors based on photoplethysmography (PPG) have become increasingly popular
as they can detect several physiological parameters via a cheap and miniaturized device and nowadays
they are integrated in lots of commercial products such as in smartwatches. However, despite the great
potential of this technology in improving the continuous monitoring of physiological parameters for

clinical purposes, it is still necessary to assess the metrological performance of the sensor to define in
which clinical application it could be used and to date an effective standard does not exist.
Topic relevance
The PPG sensor can detect various physiological parameters, such as heart rate, representing an effective
tool in improving the early diagnosis of several pathologies, increasing the general health status of
patients and reducing the national costs related to healthcare. Nevertheless, the metrological
assessment is not yet available and so PPG technology cannot be fully exploited. The Guide to the
expression of Uncertainty in Measurement seems to be unsuitable for the purpose as the PPG
technology presents too many influencing parameters. For this reason, the scientific community is raising
the point, proposing some guidelines and calling for a standard, which does not exist. The aim of this
webinar is to highlight and raise a practical problem, which is the difficulty in the uncertainty assessment
for this technology; as the future of medicine lies on the metrological quality of the measurements, this
represent an issue that should be addressed by the scientific community.

Speaker Biography
Graduated in Mechanical Engineering (MSc), obtained a PhD in
Technological Innovation Engineering from the University of Palermo, Italy.
His research activity began in 2013 and in 2015 he started his collaboration
with the Mechanical and Thermal Measurements Group of the University of
Palermo, working on the metrological characteristics of different
mechanical and optical sensors for several applications. During his research
activity he has collaborated with different research groups, attending Italian
and foreign research laboratories such as the Modeling and Scientific
Computing Laboratory (MOX) of the Polytechnique of Milan and the
Photonics Engineering & Health Technology Research Group of the
Loughborough University. Since 2017, in the field of mechanical and
thermal measurements, he has been working on a new PPG-based technology that can be integrated
into a small device for accurate blood pressure measurements, receiving several national innovation
awards. His current research is aimed to study and define the metrological properties of sensors applied
to different fields of engineering with particular attention to the photoplethysmographic sensors.
