EXECUTIVE SUMMARY

This Annual Report covers the operations of Agricultural Economics from July 1st,
2015 through June 30th, 2016. Highlights include:

   •   The number of submitted manuscripts increased last year, with 545 new
       submissions and 166 resubmissions, for a total inflow of 777 manuscripts.
       This compares with 472 new submissions and 147 resubmissions in 2014-
       15.

   •   The number of papers ultimately accepted was 87 in the past year, almost
       the same as 88 in 2014-15. The one-year rejection rate (based on 440
       rejections and 777 new, pending and resubmitted manuscripts) was 57% of
       all submissions, same as last year. About 26% of initial submissions were
       returned for revision (lower than the percentage of last year’s 29%); some
       of those papers are eventually rejected and others are subsequently
       accepted. Based on 456 papers submitted or resubmitted, and 88 papers
       accepted, the annual acceptance rate stood at 11%, up slightly down 13%
       and 14% in the prior two years.

   •   Strong competition for acceptance in the journal requires that we turn away
       a large number of high-quality manuscripts in order to maintain reasonably
       quick throughput and a modest journal backlog.

   •   We called on a large number of referees during the year, receiving reports
       from a total of 432 reviewers representing 47 countries.

   •   The average speed of throughput remained similar to last year. A small
       number of papers remain in backlog with authors or referees and it remains
       an editorial goal to keep backlog to a minimum. In line with a shift that
       began in previous years, and a strategy discussed in past years with the
       IAAE executive committee, the editorial office continued to rely heavily on
       “desk rejections.” Last year 50% of manuscripts were summarily rejected
       without being sent to reviewers. On average, summary rejections occurred
       5 days after submission (virtually same, on average, as last year’s 4 days
       and the previous year’s 5 days), consistent with the management strategy
       of issuing such decisions within one week of submission. Rejections (after
       outside review) were rendered in an average of 113 days, two-weeks faster
       than last year’s 127 days. Decisions to return manuscripts for revision were
       rendered in an average of 211 days (versus 174 days last year), and
       ultimate acceptances required a total of 395 days (up from 393 days last
       year).

   •   In June 2015 the ISI 2014 Impact Factors were released. The one-year
       Impact Factor for Agricultural Economics increased between 2014 and 2015,
       to 1.74, well above the last two years, of 1.09 and 1.19, respectively, and
       placing it 2nd on the list of 17 journals in the Agricultural Economics and
       Policy category. For 2015, the 5-year JCR impact factor for Agricultural

Economics was 1.70. In terms of overall citations, we ranked second with
       2,021 total citations during the period.

   •   This is the first annual report presented by Awudu Abdulai and Ashok Mishra
       as Co-Editors-in-Chief. Jerry’s tenure expired at the end of June 2015.
       Ashok Mishra joined Awudu at the beginning of July 2015 as co-editor

   •   Approximately half of the journal’s Associate Editors were rotated off the
       journal last year, with the same number of replacements added.

   •   The 2015 “Best Paper” award, our eighth, goes to Federico Trindade and
       Lilyan Fulginiti for “Is there a slowdown in agricultural productivity growth
       in South American.?”

We are grateful for the opportunity to have served the IAAE as editors of the
journal in the past year, and appreciate the continued support provided by the
IAAE Executive Committee, our Associate Editors and the Advisory Board. On
behalf of the journal and the association, we offer our sincere thanks to all of the
authors and reviewers whose hard work resulted in another successful year for
Agricultural Economics.

1. THE EDITORIAL TEAM
The journals’ editorial team for 2015-2016 is listed in Table 1. The Advisory Board
consists of nine prominent leaders in our discipline, representing a wide range of
fields and institutions. There was no change in the composition of the Editorial
Advisory Board during the past year.
The Associate Editors are 18 distinguished colleagues, with specializations in
particular regions, topics and methods. Approximately half of the journal’s
Associate Editors were rotated off the journal last year. The Associate Editors are
of great help to the journal since they agree to serve as “super reviewers” or to
coordinate the review process.
We do not currently have a book review editor and have not made plans to add
one.

2. MANUSCRIPT SUBMISSIONS AND THE REVIEW PROCESS
Between July 1st, 2015 and June 30th, 2016, we handled 777 manuscripts, and
increase of 9 percent over the previous year. We received 545 new manuscripts,
up from 472 in 2014-2015, 423 in 2013-2014, and 377 in 2012-2013. In addition,
66 manuscripts had action pending from the previous year, and 166 manuscripts
were received in revised form (up from 147 last year. This resulted in a total of
777 manuscripts handled during the year (up 85 from 2014-15). The journal
continues to handle an average of about 2.8 manuscripts per working day and to
maintain rapid throughput. The co-Editors divide this workload somewhat evenly.

Table 2 provides a detailed breakdown of the manuscript flow under the current
manuscript-management system. Of all the manuscripts handled during this year,
11% were accepted, roughly 18% were returned for revision, and 12% are still
with referees or authors. Among completed decisions, the rejection rate is 62%.
Of these rejections, 39% of all submissions were summarily rejected (i.e. “desk
rejected”) on first reading by the Editor, and 19% of papers were rejected after
outside referee reports were obtained. The fraction of new submissions that were
summarily rejected (without review) was 305 out of 545 new submissions (56%).
The journal continues to attract a very large number of papers from authors who
aspire to publish in an internationally-recognized journal but whose work is not yet
ready for publication in AE. The goal in issuing “desk rejections” is simply to avoid
unnecessary delays for authors and reduce burdens on reviewers and Associate
Editors when manuscripts are clearly unsuitable for review or do not fit the aims
and scope of the journal.

Table 3 provides cumulative information on 1,440 submissions received between
July 2013 and June 2016, relative to the 1032 manuscripts received during the
previous six-year (2010-13) editorial window.       Our rejection rate among
completed decisions is now 88%, higher than the earlier rate (83%); the overall
acceptance rate has slightly decreased from 19% to 16% of decisions rendered.
About 7% of all manuscripts submitted to us still have action pending by either

the authors or referees. Roughly a quarter of new submissions are returned for
revision. Some of those are eventually rejected or withdrawn if authors are unable
to make the required improvements. In general, we have maintained a roughly
similar acceptance rate to the historical rate with a substantially higher number of
admissions by aiming for shorter published papers and sometimes using the
supplementary issue to publish papers from the regular pool of submissions. In
the past year it was necessary to remove from consideration 5 manuscripts that
had been idle with authors for more than 365 days following a revise and resubmit
decision.

Table 4 breaks down the submitted manuscripts by country of origin. The single
largest source of papers continues to be the U.S., from which about one fourth of
all manuscripts were submitted in the most recent year.1 Large fractions come
from India, Australia, Germany, Iran und France, each of which accounted for 4-
10% of submissions. China’s share continues to rise and was 11.35% in 2015-16.

Table 5 provides information on manuscript processing speed, i.e. the length of
the review process. Average decision times were roughly in line with past years.
Summary rejections (rendered without outside reviews) were returned in an
average of 5 days after submission (a bit slower than last year’s 4 days).
Rejections after outside reviews were rendered in an average of 113 days (roughly
two weeks faster than last year). Decisions to return manuscripts for revision were
rendered in an average of 211. Ultimate acceptances required a total of 395 days
(up substantially from 393 days last year).

One important source of drag in throughput is the backlog of papers that remain
with authors and the substantial impact of several “outlier” acceptances after very
long gestation periods. Overall, the current metrics are somewhat in line with data
from previous years. An attempt is made to close the file on papers that have
lingered for more than 365 days although, in practice, an author who asks for an
extension is usually granted one.

Table 6 contains a list of all referees whose reviews were received between July 1,
2015 and June 30, 2016. We called on a large number of referees, receiving
reports from a total of 476 reviewers (a slightly larger pool than last year’s 415
referees). This pool represents a total of 47 countries, roughly in line with the past.
On behalf of the authors and readers of Agricultural Economics, we are very
grateful to our colleagues for their otherwise anonymous contributions to our
discipline.

3. SPECIAL ISSUES “BLUE BOOK”
A substantial fraction of the journal is devoted to special issues of various kinds,
the content of which merits particular attention. We publish six issues per year,
plus an annual supplement.

After each triennial conference of the IAAE, the supplement is used for plenary
papers and other conference proceedings. These had previously been published
separately as the IAAE’s Blue Book. Post-conference years previously used two of

the six regular issues for a double issue of contributed papers from the conference.
However, this time around, we did not make any provisions for contributed papers
and organized symposia from the 2015 conference in Milan. We encouraged the
authors of these papers to submit their manuscripts as regular papers that go
through the journal’s normal review process.

In 2014 and 2015 the Volume 45 and Volume 46 supplements were used to publish
regular submissions that were in the publication pipeline, thereby increasing
journal throughput.

The 2015 conference proceedings issue is being guest edited by Will Martin and
contains the plenary session papers from the IAAE Milan conference.

4. THE BEST PAPER AWARD
The first annual award for the best paper published in Agricultural Economics was
introduced in 2008. The first such prize was awarded at the IAAE meetings in
Beijing to David Stifel and Bart Minten for their article “Isolation and Agricultural
Productivity.” The best paper selected from 2013, our sixth “Best Paper” award,
was “Capturing zero-trade values in gravity equations of trade: an analysis of
protectionism in agro-food sectors” by Philippidis, Helena Resano-Ezcaray and Ana
Sanjuan-Lopez. Plaques were generously provided by Wiley-Blackwell and
presented to the authors. The best paper selected from 2014, our seventh “Best
Paper” is “Did The Commodity Price Spike Increase Rural Poverty? Evidence from
a Long-Run Panel in Bangladesh” by Joseph V. Balagtas, Humnath Bhandari,
Ellanie R. Cabrera, Samarendu Mohanty and Mahabub Hossain. Plaques were
presented to the authors in August 2015 at the IAAE conference in Milan. The best
paper selected from 2015, our eighth, was “Is there a slowdown in agricultural
productivity growth in South America? by Federico Trindade and Lilyan Fulginiti.
Plaques were presented to the authors in August 2016 at the AAEA conference in
Boston.

5. JOURNAL PUBLICATION AND MARKETING
In 2016 the IAAE concluded a successful negotiation for a new Wiley-Blackwell
contract. Given our positive recent history with Wiley-Blackwell, we believe this
renewal serves the journal well. Thus far, Wiley-Blackwell has provided excellent
service in terms of both production and marketing. Blackwell’s merger with Wiley
was handled well, with a smooth transition of the production office to Singapore.
The marketing staff remains in Massachusetts. A new Production Editor was
assigned to the journal in the past year. Communication with the publisher remains
smooth.

6. CITATIONS AND IMPACT
Articles in Agricultural Economics continue to be widely cited, and in 2015 our
journal was listed as the third most highly cited journal among the seventeen listed
in the category Agricultural Economics and Policy. We received a total of 2,021
citations. In recent years, with the move to make more of our articles available
“online-early” we have seen a tendency for citations to appear more rapidly
following publication. A key to increasing our citation rates has been to make more
papers available through this channel. The JCR 2015 Impact Factors were released

in June 2016. The one-year Impact Factor for Agricultural Economics increased
between 2014 and 2015, to 1.74, well above the 1.19 in 2014 and 1.08 in 2013.
As is evident from Table 8, the journal ranked second among the 17 field journals
in Agricultural Economics and Policy category. For 2015, the 5-year JCR impact
factor for Agricultural Economics was 1.70 (up from 1.49 in the previous year),
placing it 6th on the list of 17 journals in the Agricultural Economics and Policy
category. Table 7 lists the 10 most frequently cited Agricultural Economics.

7. CONCLUSIONS
This annual report would not be complete without conveying our sincere thanks to
the IAAE Executive Committee for their support and advice, to the journal’s
Associate Editors and Advisory Board for their guidance, and most of all to the
authors and reviewers whose hard work is visible every day in the pages of
Agricultural Economics. We appreciate the opportunity to have served the
Association in the past year as Editors.
