General COVID-19 Travel Advisory to/from the Republic of Ireland in
                                    Operation
There is a Government Advisory in operation against all non-essential international travel. Travel restrictions are in
place to protect public health and to mitigate the risk of new variants of COVID-19 entering the country. Details of
these measures are available on the travel section of the gov.ie website.

The Government has introduced a number of short-term restrictions on international travel. Visa-free travel to Ireland
for nationals of South Africa and all countries in South America has been suspended. The Department of Justice has
temporarily ceased accepting new visa/preclearance applications globally (with limited exemptions).

With effect from 4 February 2021, a legal requirement to home quarantine was introduced for all passengers arriving
in Ireland. This 14-day quarantine must be undertaken at the address specified on the Passenger Locator Form. This
also applies to passengers travelling from another country to Ireland, who arrive via Northern Ireland. Only very limited
categories of passengers can be exempt from this legal requirement. Further details on mandatory quarantine are
available at gov.ie. Additional requirements were agreed in respect of Category 2 countries (“Designated States”).

The Minister for Health has designated a list of ‘Category 2’ countries (see below). Any passenger who has
been in any of these countries/territories in the previous 14 days, even if only transiting through one of these
countries and even if remaining airside, is legally required to quarantine at a designated facility (mandatory
hotel quarantine) on arrival in Ireland. This applies even if the passenger receives a negative RT-PCR test
result after arriving in the State. There are very limited exemptions to this requirement. For further information,
please see the Government of Ireland website gov.ie.

Passengers required to undertake Mandatory Hotel Quarantine must pre-book a place in the designated
facility prior to arrival to Ireland. Passengers will be required to present evidence of this booking to their flight
or ferry operator in order to board the airplane or ferry to Ireland. Bookings can be made
at: www.quarantinehotelsireland.ie

For passengers arriving in Ireland from other (non-designated) countries, the quarantine period can finish earlier, if the
passenger obtains a negative/’not detected’ result of a RT-PCR test taken no less than 5 days after arrival in the
State.

                                                                              3
On 8th May, the Minister for Health announced that an additional two countries/territories would be designated
as ‘Category 2’ for the purposes of mandatory hotel quarantine. These are: Anguilla and Nepal. Passengers
travelling from or via these States that arrive in Ireland after 04.00 on Wednesday, 12 May are required to enter
quarantine in a designated hotel. The booking portal will be updated to reflect these changes in due course.

The Minister also announced that the designation of the following territories/countries would be revoked, effective
immediately: Armenia, Aruba, Austria, Bosnia and Herzegovina, Curaçao, Italy, Jordan, Kosovo, Lebanon,
North Macedonia and Ukraine.

All those intending to travel to Ireland from or via any designated countries/territories, are required to book
accommodation for mandatory hotel quarantine in advance of travel.

The complete list of 62 countries and territories from 04.00 on Wednesday, 12 May will be:

Andorra, Angola, Anguilla, Argentina, Bahrain, Bangladesh, Belgium, Bermuda, Bolivia, Botswana, Brazil,
Burundi, Canada, Cape Verde, Chile, Colombia, Democratic Republic of the Congo, Costa Rica, Ecuador,
Eswatini, Ethiopia, France, French Guiana, Georgia, Guyana, India, Iran, Kenya, Kuwait, Lesotho,
Luxembourg, Malawi, Maldives, Montenegro, Mongolia, Mozambique, Namibia, Nepal, Nigeria, Oman,
Palestine, Pakistan, Paraguay, Panama, Peru, The Philippines, Puerto Rico, Qatar, Rwanda, Serbia,
Seychelles, Somalia, South Africa, Suriname, Tanzania, Turkey, United Arab Emirates, United States of
America, Uruguay, Venezuela, Zambia and Zimbabwe.

Additional information on Mandatory Hotel Quarantine, including in relation to costs, is available
at: www.gov.ie/quarantine . Information is also available in German, Portuguese and Spanish.

Further information is available on the gov.ie website, the website of the Irish Immigration Service Delivery and on
this Department’s country specific travel pages.

Please note that the Department’s TravelWise app has been temporarily suspended. We apologise for this
inconvenience. Updated information will continue to be provided on this website.

Information about what to do on entering Ireland from abroad:

All passengers arriving into Ireland are required to complete a COVID-19 Passenger Locator Form. All passengers
are also required to have a negative / ‘not detected’ result from a pre-departure COVID-19 RT-PCR test (only this kind
of test is acceptable) taken within 72 hours prior to arrival in Ireland. Passengers will be asked to present evidence of
their negative/‘not detected’ result before boarding their airplane or ferry, and to produce this evidence to Immigration
Officers on arrival at points of entry to the State. Children aged six and under are exempt from this requirement. For
further details on inward travel to Ireland, including COVID-19-related requirements and the limited exemptions in
place, please see gov.ie

If a citizen has a genuine humanitarian emergency requiring urgent travel, they should contact the nearest
Embassy or Consulate immediately for advice and consular assistance before commencing their journey.

If you have queries regarding travel to Ireland in the context of COVID-19, our Emergency Travel Advice Line number
is +353 (0)1 613 1700.

Everyone is asked to comply with restrictions within Ireland, including those under the National Framework for Living
with COVID-19. These are listed on the Official website of the Irish Government.

If you are considering travelling outside of Ireland:

There is a Government Advisory in operation against all non-essential international travel.

If your travel is essential, you are advised to monitor the official advice and information provided by the authorities at
your destination. In particular, you should inform yourself of any restrictions on arrival.

Any consular assistance that can be provided in such circumstances will be limited. Information about entry
restrictions currently applied by other countries is available on the country-specific travel advice pages. Additional
restrictions may be imposed, including during the duration of your visit. Flight restrictions and route cancellations
continue to occur worldwide and there is no guarantee that air routes will operate as scheduled. When planning any
                                                             4
travel, citizens should take into consideration that it may be difficult in some destinations to arrange the required RT-
PCR test results for the return journey to Ireland within 72 hours of arrival. Citizens should be aware that if you
contract COVID-19 when abroad, you will be unable to travel to Ireland until you can obtain a negative/’non detected’
result to a RT-PCR test result. Letters from doctors/hospitals in lieu of the required RT-PCR test result are not
acceptable for travel to Ireland.

In addition, countries may be added to the Category 2 list of countries at short notice during your stay and as a result,
you may be required to complete and pay for 14 days of mandatory hotel quarantine on return to Ireland.

It is also important to check with your travel insurance provider on coverage at this time.

For details on pre-departure COVID-19 testing, please see Dublin Airport’s website and Cork Airport’s website.

The purpose of the Department’s Travel Advice is to provide information to the general public so that individuals can
make informed decisions for themselves. There are significant risks associated with international travel in the context
of the COVID-19 pandemic, and this is likely to remain the case for the foreseeable future. Citizens should be aware
of the possible limitations to any consular assistance that could be provided. Any citizens who are considering travel
abroad, or those already abroad, are advised to monitor our travel advice, and follow us on Twitter. They are also
advised to register with their local Irish Embassy or Consulate and regularly check their website and Twitter accounts
for details of any local public health measures and travel restrictions.
