PUBLIC TRANSPORT PLAN The City is sponsoring and is host City to this national event of importance where the President of South Africa will address the public at the exact same time Mr Mandela addressed the crowd on his release. There is a request from the Nelson Mandela Foundation for Cape Town’s public transport systems to consider free transport for public that wants to form part of this significant event. The event is on Tuesday, 11 February 2020 at City Hall. The public is welcome to join the celebrations from 12:00 (pm) on the Grand Parade. President Ramaphosa public address : 14:30 – 16:00 (the event ends at 16:00) Is it possible for our Transport Directorate to coordinate a friendly request for free transport to the public transport entities. This is then a form of participation and giving Capetonians the opportunity to form part of the celebrations : • PRASA : trains • My City buses • Golden Arrow • Taxi industry

20EVENT SAFETY PLANNING
Aim of Plan
The aim of the Event Safety Management Plan is to provide an overview of the events
activities and the way an emergency or disaster situation will be prepared for, risks
mitigated and how response and relief methods will be applied in order to place the
event in a better position to prevent the likelihood of operational, man-made and
natural emergencies or disasters in the most organised and efficient manner. It
includes health and safety management and the identification of required control
and management processes and services.
The event aims to maintain a minimum reasonable health, safety and security
standard where the rights of and interests of all participants are upheld, that the
event has the required health, safety and security structures in place with particular
emphasis on the promotion and maintenance of the health, safety and security and
convenience of all participants attending the event, that the absolute requirement
that all legislation applicable in hosting the event are complied with and further
acknowledge the importance of promoting a participant friendly yet safe and secure
event.
22HEALTH AND SAFETY COMPLIANCE PRINCIPLES
Every event, large or small has related risks. Every event offers it’s own unique challenges.
Objectives of a SHE System
A SHE system, based on an event risk assessment, will reduce the potential of serious and minor incidents and
further prepare appropriate response options to such incidents.
The overall objectives of the planning is to further:
• identify possible emergency situations as soon as reasonably possible and to institute preventative actions to
avoid them where possible;
• to alert external aid agencies such as the South African Police Services, Medical services, Fire protection, the
local organisers and the VOC as soon as their assistance is anticipated;
• to alert personnel at the "event" as quickly as reasonably possible to combat and minimize the effect caused
by an emergency in so far as:
• loss of life
• loss or damage to assets
• limitation of public liability exposure of the sponsor, venue and service providers
• loss of revenue
• loss of image of sponsors, promoters and venue.
Management Function Principals within this Safety Plan
Within the Safety and Operational Plan we have endeavoured to:
• Plan to meet any event related risk and have identified
• Organised sound structures within the private event security structure to meet safety challenges,
• Lead our duty doing staff …… All Event Security officers, Supervisory Staff and Management are not only
safety sensitive but have undergone safety and fire safety training.
• Control deviances and the events environment by continuously monitoring changes in the event environment,
attendee behaviour and external influences.
23OBJECTIVES OF EVENT SECURITY SERVICES
Objectives of Private Event Security Services delivered by Security Service
Providers.
The planning and execution is based on the highest international standards as set by
the Viacom International Media Network “Best Security Practices for Live Production
Events”.
The Objective is to identifying and providing the adequate and prepared resources
to maintain a consistent level of security throughout the events environment whilst
considering the uniqueness of the venue, audience, production and levels of
expertise of local and international staff.
Private Event Security Services
The private security services delivered by Eyethu Events (or UJ provided security)
will be in support of the SAPS Presidential Protection Unit, UN Security, SAPS
Brixton (or other nearest), Metro Police, Disaster Management, EMS and other local
Regulatory bodies to make the event as safe and enjoyable as possible.

o Focused on the stage / backstage, production
schedule, and talent movements
Interior
o Uniformed Security Officers must be Identifiable on site
o Credentialed personnel for layers of access control
o Prepare for audience, seated talent, and dignitaries,
Exterior & Perimeter
o Establish a perimeter if possible with access controlled
checkpoints. Consider rope and stanchion
o Consult law enforcement for planning and ongoing
communication
o Enforce “No Weapons” policy beyond the perimeter
checkpoints
o Implement Credentials, Metal Detection, and Bag Checks
processes as part of the Entry Screening process
o Incorporate Protective Measures into production schedule
Reasons not to implement the above should be owned and
presented by the on site person responsible for security.
