blood shot. Through mumbled speech, Esguerra denied consuming alcohol prior to driving
but had a lot of difficulty producing the documents requested by the officer. Esguerra was
asked to step out of her vehicle and perform Standardized Field Sobriety Tests. Esguerra
complied and performed poorly on all three tests showing a strong visible sign of impairment.

DATE OF BIRTH: 07/14/1998
ADDRESS: 2934 W Lake St. Chicago, IL 60612

On January 30, 2022 at 6:26 p.m. Des Plaines Police responded to the 700 Block of
Graceland Avenue for the report of stolen bank cards. When the officer’s arrived, they
spoke with the victim who stated that an Unknown Offender entered his apartment on
January 29 and took a bank card out of his wallet that was in the living room. When
the victim checked his account summary he discovered fourteen unauthorized transactions
totaling $1,146.53. One of the charges was for a motel in the 1300 Block of Rand Road.
Officers traveled to the motel and spoke with the employees who stated that the subject,
Deonta Williams, came into the motel on January 29 and rented a room using his Illinois
State ID and the victim’s credit card. The employee showed officer’s the photo copy of
the State ID that was provided which confirmed the person using the credit card as
Williams. Williams was not present at the time and the incident was forwarded to the
           Detective Bureau.
On February 2, 2022 DPPD was contacted by the management company in the 700 Block
of Graceland Avenue who advised that security footage of the building is available and
shows a male black subject wearing a black jacket and grey sweatpants in the hallway
and is seen touching door handles on the victim’s floor. Williams was also seen entering
the victims unit before fleeing a short while later. Due to multiple past incidents involving
Williams, he was identified as the subject in the video.
After being assigned to the Detective Bureau, the department was aware that Williams
was identified as being involved with this incident. On April 2, 2022 officers observed
a male subject standing at the bus stop in the 1400 Block of Miner Street. The male was
identified as Williams and officers proceeded to make contact and then take him into
custody without incident. Williams was transported to the Des Plaines Police station
where he was given his Miranda Rights, to which he waived and provided a statement
admitting he entered the victim’s apartment and stole the credit card. Due to the nature
of the incident, the Cook County State’s Attorney’s Office was contacted and approved
felony charges. Williams was subsequently arrested for Burglary and four counts of

On March 16, 2022 officers had made contact with three subjects, one of which was
William Iverson, and through their investigation found a series of drug paraphernalia
in a back pack that he was carrying. At that time, Iverson used a different identification

March 22, the officers were made aware that the name and birth date information provided
on scene was not Iverson’s true identification. After confirming that Iverson had used
the other information in the past, on April 3, 2022 officer’s traveled to the 1200 Block
of White Street to try and make contact with Iverson. Once there, officer’s met with a

SUBJECT NAME: Feszter, Joe
DATE OF BIRTH: 06/12/1961
ADDRESS: 898 Wellington Ave. Elk Grove Village, IL 60007

Des Plaines Police responded to the intersection of Central Road and Des Plaines River
Road for the report of a motor vehicle accident. When the officers arrived, it was learned
that there were two vehicles stopped at the red light eastbound on Central Road at Des
Plaines River Road when the subject, later identified as Joe Feszter, was also traveling
eastbound but failed to reduce speed and struck the first unit’s bumper which then lead
to that vehicle to launch forward into the vehicle in front of it. The officers made contact
with Feszter who repeatedly told officers that he was “shaken up” as a result of the crash
however, officer’s noticed his speech was slow and mumbled and he was nodding off
during conversation. Feszter’s pupils were also pin point and even though he had refused
an ambulance, the officer requested Des Plaines Fire Department to respond anyway to
evaluate him. When DPFD arrived on scene, they noted Feszter being incoherent and slow
to respond to questioning, therefore, they were going to transport him to a local hospital
for further treatment. The officer’s arrived at the hospital with DPFD and while the
paramedics were assisting Feszter, eight small baggies with a white powdery substance
were found inside his socks. Feszter denied knowing what the substance was and exhibited
multiple signs that he was under the influence by frequently nodding off during questioning
and difficulty performing minimal tasks asked by the hospital staff. Feszter would also
stop responding while being spoken to and then admitted to consuming heroin while driving
just before the accident. The eight baggies were recovered and along with Feszter when
he was released, were taken back to the Des Plaines Police station. Once there, the officers
tested the substance in a Narcotics Identification Kit which was positive for the probable

Des Plaines Police responded to the Rivers Casino located in the 3000 Block of S Des
Plaines River Road for the initial report that a battery had occurred. While the officers
were responding, the caller advised that two subjects were actively fighting with security
staff. The first officers to arrive observed the subjects, Dennis Shegog and Ishalena Moore,
fighting with casino staff as reported by the caller. The officer’s intervened and after
assisting Shegog to the ground were able to hand cuff him while Moore was actively
resisting the officers attempting to take her into custody. Eventually, Moore was able to
be handcuffed but then continued to refuse to walk while being escorted towards the
officer’s squad cars. Once at the squad car, Moore initially refused to enter but ultimately
complied with the officer’s request and she sat down without further incident. Shegog,
who was also being escorted out refused to walk in the same manner as Moore, dropping
his weight and refusing to stand. When both Moore and Shegog were secured inside the
vehicles the officers spoke with the other parties on scene, casino security staff. After
speaking with them, it was learned that Moore and Shegog attempted to enter the casino
through the east side entrance without providing their identification when asked to do so.
Further security staff attempted to assist in obtaining Moore and Shegog’s information,
however they continued to do so and grew upset by the request. During the conversation,
security staff advised that both Shegog and Moore had odors of alcohol emitting from
their breath. At one point, Shegog and Moore began aggressively arguing and shouting
