COLLEGE MEETING: Security Union - A Counter-Terrorism Agenda and stronger Europol to
boost the EU's resilience
Today, the Commission is presenting a new Counter-Terrorism Agenda for the EU to step up the fight
against terrorism and violent extremism and boost the EU's resilience to terrorist threats. Building on
the work done in recent years, the Agenda seeks to support Member States in better anticipating,
preventing, protecting and responding to the terrorist threat. Europol, the EU Agency for law
enforcement cooperation, will deliver better operational support to Member States' investigations

Rapport sur l'union de la sécurité : conserver la dynamique de mise en œuvre des initiatives
clés
Honorant son engagement de rendre régulièrement compte des avancées réalisées dans le domaine
de la sécurité, la Commission soumet aujourd'hui un rapport, le premier depuis la présentation, en
juillet, de la nouvelle stratégie de l'UE pour l'union de la sécurité pour la période 2020-2025. Ce
rapport met en avant les actions engagées au niveau de l'UE au titre des quatre grandes priorités
définies dans la stratégie: un environnement de sécurité à l'épreuve du temps; faire face à
l'évolution des menaces; protéger les Européens contre le terrorisme et la criminalité organisée; un
solide écosystème européen de la sécurité. Le rapport couvre un large éventail de questions relevant
de la politique de sécurité, comme les questions de compétences, de sensibilisation ou d'éducation,
conformément à l'approche englobant l'ensemble de la société suivie dans la nouvelle stratégie. Sa
principale thématique est la mise en œuvre des décisions prises, qui suppose des efforts politiques
et opérationnels continus de la part des institutions de l'UE et des autorités nationales. Le rapport
souligne également l'urgence de conclure les négociations engagées entre le Parlement européen et
le Conseil sur la proposition de règlement relatif aux contenus à caractère terroriste en ligne et met
en avant les travaux du forum de l'UE sur l'internet en tant que plateforme essentielle réunissant
États membres et professionnels afin de prévenir la diffusion de contenus à caractère terroriste en

EU disburses €600 million in macro-financial assistance to Ukraine
The European Commission, on behalf of the EU, has today disbursed €600 million to Ukraine under
its COVID-19 related macro-financial assistance (MFA) programme. Ukraine is the seventh country to
receive a disbursement from the €3 billion emergency MFA package for ten enlargement and
neighbourhood partners, which aims to help them limit the economic fallout of the coronavirus
pandemic. This disbursement will contribute to macro-financial stability in Ukraine while allowing it
to allocate resources towards mitigating the severe negative socio-economic consequences of the
coronavirus pandemic. It represents a tangible demonstration of EU solidarity with its neighbour and
partner. The disbursement follows the agreement of a Memorandum of Understanding (MoU) this
summer and its ratification in mid-September as well as Ukraine's renewed engagement to continue
cooperation under the IMF programme in recent weeks and commitment to the policy programme
agreed with the EU. Given the emergency nature of this support, the first disbursement is not
conditional on the fulfilment of any specific policy conditions. The disbursement of the second
tranche will be conditional on fulfilling the eight specific measures laid down at the MoU. These
include measures in the areas of public finance management, the fight against corruption, improving
the business environment and the governance of state-owned enterprises. The Commission is

working closely with the Ukrainian authorities on the timely implementation of the agreed policy
programme. Executive Vice-President Valdis Dombrovskis said: “Ukraine remains high on the
European agenda. It is our neighbourhood country and it belongs to Europe. We are committed to
offering political, financial and technical support, especially during this time of crisis as response to
COVID-19 pandemic and overcome the social and economic consequences. This €600 million first
tranche of emergency macro-financial assistance confirms the EU's solidarity with Ukraine and our

Women researchers gain ground in €655 million ERC frontier research competition
A total of €655 million will be awarded to 327 laureates of the European Research Council (ERC)
Consolidator Grants competition. As part of the EU's Research and Innovation programme, Horizon
2020, the grants will help mid-career researchers consolidate their own teams and carry out
innovative projects across all scientific disciplines: from making patent-free equivalents to existing
medicines, understanding how collective memories and legacies of historic empires are created, to
uncovering the molecular cause for some mammal's long pregnancies. Overall, the success rate for
researchers applying for funding was about 13%. For women applicants the rate was 14.5%, while
for men it was 12.6%. Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education
and Youth, said: “Congratulations to all this year's ERC Consolidator Grant laureates - all selected
solely based on excellence. While there is still progress to be made worldwide in achieving gender
balance, I am pleased to note that there is an upward trend in women applying for this ERC scheme.
We can also see that in this ERC competition the proportion of female applicants who were successful
is the highest ever achieved - higher than that of male applicants.” The ERC grantees are a diverse
group comprising 39 different nationalities that will be based in 23 countries across Europe. The
funding is expected to create more than 2,000 jobs for postdoctoral fellows, PhD students and other
staff at the host institutions. ERC Consolidator Grants support individual excellent researchers who
are building on their existing research team or programme. The grants are up to €2 million for 5

EU-Africa partnership: EU and the Tony Elumelu Foundation join forces to improve
economic empowerment of women
The European Union and the Tony Elumelu Foundation (TEF), the leading champion of
entrepreneurship in Africa, are joining forces to support more than 2,500 African women
entrepreneurs, thanks to a partnership announced today. They will support the economic
empowerment of women across Africa through increased access to finance and venture capital
investment with a contribution of €20 million. Commissioner for International Partnerships, Jutta
Urpilainen, said: “This partnership with the Tony Elumelu Foundation will help women participate in
economic development, realise their full potential and accelerate economic inclusion. Empowering
women entrepreneurs is a key driver for sustainable jobs and growth, especially in the context of the
COVID-19 pandemic and in line with the objectives of our Africa Strategy. Women and girls
represent half of the world's population and they deserve equal opportunities”. Woman, who are
often breadwinners as well as carers, are being among the hardest hit by the COVID-19 pandemic.
The EU is now increasing its efforts to build back better and ensure that women are at the centre of

Single Market Programme: Provisional political agreement reached on the first multiannual
financial programme to boost the Single Market
The Commission welcomes the provisional political agreement reached yesterday evening by the
European Parliament and the EU Member States on the Single Market Programme proposed by the
Commission in June 2018. The agreement is now subject to formal confirmation by the Council
and the European Parliament. For the first time ever, the European budget will include financial
support (€4.208 billion) exclusively addressed to the EU Single Market. Commissioner for Internal
Market, Thierry Breton, said: “I would like to thank the German Presidency and the European

Parliament for their continuous support in bringing these important negotiations on the Single Market
Programme to a successful end. A more integrated and competitive Single Market has never been
more important as it is our ultimate engine for economic recovery after the coronavirus pandemic.
The Single Market Programme will substantially contribute to delivering a strong Single Market on
the ground.” The Single Market Programme will support the implementation and enforcement of
Union legislation in the area of internal market for goods and services, market surveillance,
standardisation, competition policy and financial services. The programme is also meant to provide
advisory services to small and medium-sized companies (SMEs), in particular through the European
Enterprise Network. Equally, the Single Market Programme will finance activities relating to consumer
protection and empowerment of financial end-users. Moreover, the programme will focus on the
protection of safe and sustainable food supply chain, which is necessary in order to allow the Single
Market to operate efficiently. Finally, the programme will finance provision of high-quality European
statistics on all the Union policies. Subject to formal confirmation by the Council and the European
Parliament on this provisional political agreement, the final text of the programme should be adopted

La Commission poursuit son soutien financier en donnant aux artistes la possibilité de
travailler dans toute l'UE
Aujourd'hui, i-Portunus, un projet pilote financé par la Commission, lance deux appels à candidatures
destinées aux professionnels de la culture résidant dans tous les pays participant au programme «
Europe créative ». Les appels couvrent les secteurs de la musique et de la traduction littéraire et
seront ouverts jusqu'au 28 février 2021. Mariya Gabriel, commissaire à l'innovation, à la recherche,
à la culture, à l'éducation et à la jeunesse, a ainsi déclaré : « Après des mois de restrictions liées au
coronavirus qui se sont avérées dévastatrices pour le secteur culturel et les artistes, la mobilité sera
plus nécessaire que jamais. i-Portunus, le programme de mobilité pour les artistes et les
professionnels de la culture, offre une nouvelle fois un financement pour les voyages internationaux,
dans la mesure du possible. » Trois appels à candidatures supplémentaires seront lancés au début de
2021 pour couvrir les secteurs de l'architecture, du patrimoine culturel et, encore, de la musique. Si
les conditions le permettent, i-Portunus financera des artistes afin qu'ils se rendent à l'étranger
pendant une période allant de 7 à 60 jours entre juin/ juillet et novembre 2021, avec une subvention
maximale de 3 000 euros. Un budget spécifique de 500 000 euros soutiendra la mobilité d'environ
200 artistes au cours des cinq appels à propositions. Ces actions sont fortement soutenues par le
Parlement européen et les États membres et figurent dans le nouvel agenda européen de la culture.
Il s'agit de la deuxième phase des essais pour ce type de mobilité, qui devrait devenir une action
permanente dans le cadre du nouveau programme « Europe créative » (2021-2027). La première

L'Union européenne et l'Union africaine unissent leurs forces pour donner à une nouvelle
génération de chercheurs et jeunes talents africains les moyens d'agir
L'Union européenne a annoncé hier le lancement du programme pilote « Initiative de recherche
africaine pour l'excellence scientifique » (ARISE) visant à soutenir l'excellence de la recherche, avec
une contribution de 25 millions d'euros. ARISE permettra à des scientifiques africains en début de
carrière de mener des recherches de pointe dans toute l'Afrique. Le programme sera mis en œuvre
par l'Académie africaine des sciences avec l'orientation stratégique de l'Union européenne et de
l'Union africaine. La commissaire chargée des partenariats internationaux, Jutta Urpilainen, a
déclaré : « Le potentiel d'excellence de la recherche en Afrique est important et constituera un
moteur essentiel du développement et de la croissance. Le programme pilote ARISE est une étape
importante pour les scientifiques talentueux en début de carrière, qui vise à renforcer la base de la
science et de l'innovation en Afrique. Il constitue également une étape majeure pour la coopération
universitaire et scientifique entre l'UE et l'Afrique, en vue de créer une société et une économie de la

de l'éducation et de la jeunesse, a souligné : « Cette initiative s'inscrit dans le droit fil d'autres

d'euros. Elle soutiendra les scientifiques africains et leur capacité à contribuer à la recherche de

40 jeunes talents africains dans le domaine de la recherche auront la possibilité de développement

leur carrière scientifique grâce à des subventions pouvant atteindre 500 000 euros sur une période

Politique de l'UE en matière de visas : la Commission se félicite de l'accord intervenu sur la
modernisation du système d'information sur les visas
Le Parlement européen et le Conseil sont parvenus hier à un accord provisoire sur la proposition de la
Commission visant à réviser et à moderniser le système d'information sur les visas (VIS). Les
nouvelles règles convenues permettront de procéder à des vérifications plus approfondies des
antécédents des demandeurs de visas et de titres de séjour et d'améliorer l'échange d'informations
entre les États membres sur les titulaires de tels documents, et garantiront l'interopérabilité totale
avec d'autres bases de données à l'échelle de l'UE. Margaritis Schinas, vice-président chargé de la
promotion de notre mode de vie européen, a déclaré : « Le système d'information sur les visas
modernisé contribuera à rendre nos frontières plus sûres, en facilitant l'évaluation des risques et en
donnant aux garde-frontières un meilleur accès à l'information. De même que les autres systèmes
d'information nouveaux ou modernisés, le nouveau système d'information sur les visas devrait être
opérationnel et pleinement interopérable d'ici à la fin de 2023. » Ylva Johansson, commissaire aux
affaires intérieures, a quant à elle déclaré : « Il est essentiel de disposer d'une procédure de
délivrance des visas moderne et sûre pour accueillir les voyageurs en règle tout en préservant la
sécurité de l'Europe. Le système révisé comportera des garanties solides en matière de protection
des données, en particulier pour protéger les données biométriques des enfants. Ce faisant, nous
établissons un équilibre crucial entre la limitation de l'accès aux données biométriques des enfants et

La Commission salue l'accord politique sur le Fonds européen de développement régional et
le Fonds de cohésion
La Commission salue l'accord politique obtenu hier soir entre le Parlement européen et les États
membres de l'UE sur la proposition de la Commission relative au Fonds européen de développement
régional (FEDER) et au Fonds de cohésion (FC) pour l'après-2020. Il s'agit du quatrième dossier
relatif à la politique de cohésion, dont les négociations menées en trilogue se sont conclues dans
l'attente de l'approbation finale des textes juridiques par le Parlement européen réuni en séance
plénière et par le Conseil. Elisa Ferreira, commissaire chargée de la cohésion et des réformes, a
déclaré à ce propos : « Je me félicite de l'accord politique intervenu sur le Fonds européen de
développement régional et le Fonds de cohésion. L'accord permet aux États membres et aux régions
de soutenir un développement équilibré des régions d'Europe sur le plan social et territorial, tout en
améliorant la qualité de vie de nos citoyens, en particulier ceux issus de régions défavorisées ou
marginalisées. Cet accord politique définit ce qui peut être soutenu et prioritaire dans le cadre des
deux fonds. La clôture des négociations permet la finalisation des programmes et leur démarrage
rapide, ce qui est particulièrement important pendant la crise économique causée par la pandémie.
J'encourage les autorités nationales à associer pleinement les autorités régionales et locales ainsi que
les partenaires économiques et sociaux à cette étape clé, qui se présente tous les sept ans. Cela offre
une occasion précieuse de parvenir à un large accord entre tous les partenaires sur la voie de la
reprise et de développer la résilience de nos communautés régionales sur des bases renouvelées et

européen de développement régional et le règlement relatif au Fonds de cohésion permettront

State aid: Commission approves prolongation of Finnish short-term export-credit insurance
scheme
The European Commission has found the prolongation of a Finnish short-term export-credit insurance
scheme to be in line with EU State aid rules. The scheme was originally approved in March 2013 and

last prolonged in December 2015. In October 2020, Finland notified the Commission of its intention
to further prolong the scheme. Under the scheme, the Finnish State can cover risks incurred by small
and medium-sized companies (SMEs) with a small export turnover and of single export transactions.
The Commission assessed the prolongation of the scheme notified by Finland under the 2012 Short-
term export-credit Communication. It found that the insurance cover provided under the scheme to
exporters established in Finland continues to be unavailable in the private market. In this respect,
while private insurers supply exporters with various insurance products to cover the risk of non-
payment by foreign buyers, there is a lack of insurance coverage for SMEs with a small export
turnover. In addition, the Commission found that the offer by private insurers of insurance covering
single export transactions (i.e. insurance provided on a transaction-by-transaction basis rather than
on the entire export portfolios of a company) is also lacking. On this basis, the Commission
concluded that the scheme ensures that the State will cover only transactions for which private cover
is not available in the market and that private insurers are not crowded out, should they be willing to
provide cover for such risks. On this basis, the Commission concluded that the scheme continues to
be in line with the conditions set out in the 2012 Short-term export-credit Communication and
authorised the scheme until 31 December 2023. More information will be available on the

State aid: Commission approves €1.5 million Luxembourg scheme to support the meat
sector affected by coronavirus outbreak
The European Commission has approved a €1.5 million Luxembourg scheme to support producers of
beef, pork, goat and sheep meat in the context of the coronavirus outbreak. The scheme was
approved under the State Aid Temporary Framework. The public support, which will take the form of
direct grants, will be open to producers of beef, pork, goat and sheep meat. The scheme aims at
addressing the liquidity needs of the beneficiaries, thus helping them continue their activities during
and after the coronavirus outbreak. The Commission found that the Luxembourgish scheme is in line
with the conditions of the Temporary Framework. In particular, (i) the aid does not exceed €100,000
per beneficiary as provided by the Temporary Framework for undertakings in the primary agricultural
sector and (ii) the scheme will run until 30 June 2021. The Commission concluded that the measure
is necessary, appropriate and proportionate to remedy a serious disturbance in the economy of a
Member State, in line with Article 107(3)(b) TFEU and the conditions set out in the Temporary
Framework. On this basis, the Commission approved the scheme under EU State aid rules. More

Concentrations: La Commission autorise l'acquisition du contrôle conjoint d'EAF et Viavita
par Crédit Agricole et Generali
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations,
l'acquisition du contrôle conjoint d'une entreprise commune constituée d'Europ Assistance France
S.A.S. (« EAF ») et de Viavita S.A.S., par Crédit Agricole S.A., toutes trois basée en France, et
Assicurazioni Generali S.p.A. (« Generali »), basée en Italie. Les sociétés constituant l'entreprise
commune, EAF et Viavita, sont actuellement détenues et contrôlées respectivement par Generali et
Crédit Agricole, et principalement actives dans la fourniture de prestations d'assistance en France.
Crédit Agricole est un groupe bancaire intervenant notamment dans le secteur de l'assurance.
Generali est un groupe d'assurance. L'opération donne lieu à la création d'un lien vertical affecté
entre les activités des entreprises en France, entre (i) la fourniture de services d'assistance voyage
par l'entreprise commune et (ii) la fourniture de produits d'assurance voyage par Crédit Agricole et
Generali. La Commission a conclu que l'opération ne soulèverait pas de problème de concurrence. La
Commission a conclu aussi que tout risque de verrouillage des marchés pouvait être écarté, compte
tenu des parts de marché modérées des entreprises concernées, ainsi que du nombre suffisant de
prestataires et débouchés alternatifs sur les marchés en cause. La transaction a été examinée dans le

Mergers: Commission clears the acquisition of InhabitIQ by Goldman Sachs and Insight
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint
control over InhabitIQ Parent, LLC (‘InhabitIQ') by Goldman Sachs Group, Inc. (‘Goldman Sachs')
and Insight Venture Management LLC (‘Insight'), all of the U.S. InhabitIQ is a provider of property
management software solutions for property managers of all sizes in the residential, vacation and
commercial end markets. The company provides a comprehensive suite of integrated software
solutions to address all customer workflows. Goldman Sachs is a global investment banking,
securities and investment management firm that provides a range of banking, securities and
investment services worldwide to a substantial and diversified client base. Insight is a global venture
capital and private equity firm specialising in investments in growth equity, buyout, capital for
mergers and acquisitions. Insight primarily invests in the technology sector, focussing on consumer-
facing technology, and software as a service (SaaS) infrastructure. The Commission concluded that
the proposed acquisition would raise no competition concerns, because of the limited extent of
InhabitIQ's activities and because the transaction does not lead to any horizontal overlap or vertical
relationship between the activities of the companies. The transaction was examined under the

Third European Education Summit to address the transformation of Digital Education
Tomorrow, on 10 December, the European Commission will host the third European Education
Summit, taking place online this year. Commission President, Ursula von der Leyen; Vice-President
for Promoting our European Way of Life, Margaritis Schinas; Commissioner for Jobs and Social
Rights, Nicolas Schmit, and Commissioner for Innovation, Research, Culture, Education and Youth,
Mariya Gabriel, will all participate. Ahead of the event, Vice-President Schinas commented: “Europe
puts a premium on fair, green, digital and inclusive societies. The European Education Area offers
concrete initiatives to achieve this shared ambition together. European Universities, Erasmus Teacher
Academies, Centres of Vocational Excellence and Erasmus mobility are emblematic of our European
Way of Life.“ Commissioner Gabriel also said: “I look forward to hearing the views of so many people
from the education world tomorrow as we take our work on achieving a European Education Area by
2025 forward and implementing our Digital Education Action Plan. To this end, I will take the

Education Ministers, as well as education professionals and representatives from across Europe, will
discuss the challenges and opportunities for the digital transformation of Europe's education systems
in the context of recovery from the coronavirus crisis and beyond. They will also exchange experience
and best practice on mitigating the pandemic's effects on education and training provision, and
provide feedback on the Commission's vision to create a European Education Area by 2025 and the

Commissioner Gabriel takes part in the EIT Awards Ceremony
This afternoon, Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and
Youth, will participate in the European Institute of Innovation and Technology's 2020 awards
ceremony. This is its annual celebration of innovation, showcasing the achievements of successful
graduates, entrepreneurs and innovators supported by the EIT Community. Commissioner Gabriel
will present the EIT Change Award, for the top graduates from EIT education programmes. It is one
of the four award categories, alongside the EIT Innovators Award, for the most innovative products;
the EIT Venture Award, for outstanding start-ups and scale-ups; and the EIT Woman Award, for
inspiring female entrepreneurs. Winners will receive a prize of €50,000, second place €20,000 and
third place €10,000. In addition, the online votes from the public will determine the winner of the
EIT Public Award. This year's innovations range from new, more sustainable technologies to health

care diagnostics and smart data analysis across sectors. They are testament to the vitality of the
ecosystem developed by the EIT which powers up the entire innovation pipeline, from student to
entrepreneur, from lab to market, and from idea to concrete solutions for Europe. The ceremony will
