THE COMMUNITY The greater Williamsburg area is located in the heart of the Virginia Peninsula, within 20 minutes of Hampton Roads and less than one hour from Richmond and Virginia Beach. The area is well-positioned to all markets on the East Coast with access to all major transportation venues and is one of the fastest growing areas in Virginia. It is best known for its historic attractions including Colonial Williamsburg, Jamestown, and Yorktown, and amusement parks including Busch Gardens and Water Country. Higher education also draws people to the area to attend the College of William and Mary and Thomas Nelson Community College. Learn more about the community at: THE ORGANIZATION James City County Williamsburg Area Transit Authority (WATA) has provided over www.jamescitycountyva.gov 40 years of service to the Greater Williamsburg Area. WATA is a political subdivision of the Commonwealth of Virginia, City of Williamsburg providing fixed-route and ADA complementary paratransit www.williamsburgva.gov services to the greater Williamsburg area, also known as the Historic Triangle, which includes James City County, City of York County Williamsburg, and York County. www.yorkcounty.gov WATA has a Fiscal Year 2023 operating budget of Greater Williamsburg Chamber & approximately $8.1 million. Operating revenues are obtained Tourism Alliance from federal, state, and local sources. Local sources include www.williamsburgcc.com contributions from area localities, contract services, and fare revenue. WATA is budgeted for 54 full-time and 14 part-time operations staff, in addition to an administrative staff of six. WATA’s Fiscal Year 2023 Capital Improvements Plan include over $14 million of ongoing projects. These include a major facility renovation project at the main administration and operations facility in addition to a new transfer facility being planned for the Lightfoot area. The purchase of new heavy-duty transit buses, specifically zero-emission electric buses, is also a major component of the CIP. Funding for the CIP also includes federal, state, and local sources at varying levels. The trend in ridership in FY2023 is projected to see a more than 20% increase over ridership from FY2021. WATA has not yet reinstituted all of the service hours and miles that were in operation at the onset of the COVID-19 pandemic. ADA complementary paratransit service has seen a tremendous increase in growth since FY2021 and it is anticipated that will continue to be the case.
KEY INITIATIVES • Workforce recruitment and retention, specifically for qualified transit operators. • Completion of major capital projects that utilize significant federal and state grant funding and are under deadlines for funding utilization. • Long-term financial planning that accounts for the expiration of one-time revenues from COVID relief spending accompanied by overall general inflation. • Completion of a ten-year Transit Strategic Plan that is underway and scheduled for completion around September 2023. • Implementation of completely new suite of vehicle technology that includes automatic vehicle location, mobile fare payment, and mobile video surveillance. • Recruitment of staff to perform duties of finance/grant administration. • Implementation of various route changes and operational changes for service within the Historic Area. • Development and implementation of new electrical vehicle technologies. • Dealing with current and future budget challenges created by current economic conditions. • Building underlying administrative (employee training, personnel policies, job descriptions, performance standards, etc.) and support systems (standard operational policies, etc.) for WATA • Reaching out to the Board members, member communities and organizations, and the community at large, and building strong sustainable relationships.
THE POSITION The Executive Director oversees all employees and the overall day-to-day operations of the Williamsburg Area Transit Authority (WATA) under the direction of the Williamsburg Area Transit Authority Board of Directors, which consists of appointed representatives from James City County, the City of Williamsburg, York County, The Colonial Williamsburg Foundation, the College of William and Mary, and the Virginia Department of Rail and Public Transportation. The Executive Director works closely with the Board to propose activities and programs and carry out the Board’s policies and programs. The Executive Director also acts as a liaison between WATA and federal, state, local, and regional organizations. Responsibilities of this position include: • Manages all WATA activities of the public transportation system; oversees the management and development of WATA fixed routes and paratransit services and the development and implementation of programs for all areas of WATA transit operations, including marketing, public relations, operator regulations, safety, preventative maintenance, purchase of services agreements, etc. • Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work and related activities; works with staff in the development and execution of WATA’s budget and grants; ensures all equipment, materials and work conditions are adequately maintained to prevent accidents; provides management and oversight over operations and maintenance. • Prepares the annual budget for Board consideration, executes contracts approved by the Board, and reports to the Board on a regular basis concerning WATA’s operations. • Works with local, state and federal government officials to ensure that WATA complies with all applicable rules, regulations and requirements; determines transportations needs of citizens, visitors and students; participates in coordinating various transportation resources in the community to provide more efficient service. • Prepares and presents resolutions, reports, and other information to the WATA Board of Directors; makes presentations to member governing bodies; provides orientation to new Board members of WATA; works with the Board of Directors to develop WATA goals and objectives. • Serves as the Authority’s representative on the Hampton Roads Transportation Planning Organization and prepares, submits, and monitors requests to federal, state, and local funding partners. • Provides assistance to local, regional, state, and transit organizations and committees as needed. • Interacts professionally with various levels of employees, outside representatives, public officials, the media, and the community at large; provides oversight of a citizen advisory group consisting of the cross section of the public and business community. • Establishes standard operating procedures; oversees the implementation of all policies established by the WATA Board of Directors. • Performs other duties as assigned.
DESIRED CAPABILITIES The desired candidate will be an efficient, effective leader with thorough knowledge of transit operations, management practices, and government, political, planning, and management processes. The hired candidate will have well-developed organizational skills with a high attention to detail, and the ability to develop and adhere to timelines for the annual budget and transit projects. In addition, the candidate will possess: • Knowledge of applicable federal, state, and local laws, codes and regulations affecting public transportation. • Strong understanding of local government services and their relationships. • Knowledge of modern principles, practices and techniques of budget development, preparation, and administration. • Thorough understanding of principles and processes for providing customer service, including setting and meeting quality standards for services and evaluation of customer satisfaction. • Experience scheduling, supervising, training, assigning, motivating, influencing and evaluating the work of assigned staff and directing in a way that promotes achievement of board established goals and objectives. • Ability to analyze complex information and develop reasonable, practical, and innovative solutions to identified internal and external problems and management issues. • Understanding and appreciation for the diverse needs of various transit system users, the community at large, and private sector groups. • Strong communication and interpersonal skills; ability to relate to and communicate effectively with a wide range of different audiences to include staff, Board members, media, and the community and engage them in discussing public transportation needs. • Ability to effectively represent WATA’s transit operation functions with concerned individuals, organizations, and other government agencies.
EDUCATION AND EXPERIENCE This position requires any combination of education and experience equivalent to a Bachelor’s degree in business or public administration, public policy, finance, planning, transportation planning or related field; with extensive experience in public and/or private sector management, to include supervisory experience. COMPENSATION AND BENEFITS The salary range for this position is $105,476 to $167,185, depending on qualifications and experience.
