Introduction
Annual Service Plan Overview
The Fall 2021 Annual Service Plan identifies service changes for Fall 2021 as the system recovers from the COVID-19 pandemic.
These changes will take effect on Sunday, August 29, 2021.
Following a steep decline in Spring 2020 during the height of COVID-19 pandemic, overall ridership has returned to about 50 percent
of pre-pandemic highs as of March 2021, and ridership continues to rebound throughout 2021 as pandemic-related restrictions are
lifted and more people return to in-person work.
In April 2021 MDOT MTA proposed adjustments to core bus routes to improve access and equity, reduce crowding, and improve
reliability and travel time. After collecting feedback from operators, the public, and other stakeholders, MDOT MTA has determined
which recommendations to proceed with for the Fall 2021 service change. MDOT MTA will continue to monitor service, traffic
congestion, ridership, crowding, and staffing availability, and will make small adjustments seasonally in 2022 as the region emerges
from the pandemic and ridership grows.

Since ridership continues to rebound after the COVID-19 pandemic, this service change will reintroduce service on all Express
BusLink routes except for Express BusLink 164, which will be discontinued:

− Express BusLink 104 − Express BusLink 150
− Express BusLink 105 − Express BusLink 154
− Express BusLink 115 − Express BusLink 160
A new Express BusLink 163 between West Baltimore MARC, Downtown Baltimore, and Tradepoint Atlantic will also be introduced.
Additionally, the current 60-cent surcharge for Express BusLink service will be eliminated. Express BusLink fares will match CityLink
and LocalLink fares.
Overview of Fare Policy Changes
Two new fare products will be introduced to accommodate more flexible commuting patterns: three-day and ten-day fare passes
will be available through the CharmPass app and can be used on consecutive or non-consecutive days.
These passes will be valid for up to twelve months after the date of purchase, and they will be available for Local Bus, Metro Subway,
Light Rail, Commuter Bus, and MARC Train. These passes will also be discounted approximately 15 percent from a single day pass.
Based on current fares for core service, the three-day pass will be $11.20 and the ten-day pass will be $37.40.

Introduction
Overview of Route Changes
SERVICE ENHANCEMENTS:
• LocalLink 63 will be modified to provide improved access between Tradepoint Atlantic and Northeast Baltimore, as well as provide
additional access to Johns Hopkins Bayview. The selected street routing between Johns Hopkins Bayview and Gardenville will
use Lombard Street, Highland Avenue, Edison Highway, Sinclair Lane, and Moravia Road to connect to the Gardenville Park and
Ride on Belair Road.
• Express BusLink 163 will provide fast, direct service from West Baltimore MARC to Tradepoint Atlantic along the selected routing
via US-40, Eutaw Street (with connections downtown to Metro Subway and Light Rail), Pratt/Lombard Streets, then traveling
on I-395/I-95 to Holabird Avenue and Broening Highway, then along Dundalk Avenue and Peninsula Expressway following the
existing LocalLink 63 routing to Tradepoint Atlantic.
• LocalLink 93 will be modified in Cockeysville: it will be rerouted off a small section of Warren Road to serve York Road instead,
improving access to essential jobs and retail businesses, including the Super Walmart and Home Depot along Industry Lane.
OPERATIONS / SAFETY MODIFICATIONS:
• LocalLink 34's Greenspring Station trips will no longer pull into the Falls Road Light Rail Station to address bus turning safety
issues; these trips will remain on Falls Road and bypass the station. Greenspring Station trips will continue to connect to the
Mount Washington Light Rail Station.
• LocalLink 54 and Express BusLink 154 will no longer detour around the Harford Road Bridge since bridge construction is
complete and it is now open for traffic. Both routes will return to Harford Road, temporary bus stops on Argonne Drive and 32nd
Street will be discontinued, and temporarily-discontinued bus stops on Harford Road will be reactivated.
• LocalLink 62's southbound trips will be modified to run via North Point Boulevard, Kane Street, and Eastern Avenue to address
bus turning safety issues. The street routing of northbound trips will not change.
DISCONTINUED PILOT SERVICE:
• CityLink Yellow's pilot service to the Guinness Brewery in Relay will be discontinued due to low ridership both before and
during the COVID-19 pandemic.
DISCONTINUED ROUTES:
• Express BusLink 164 will be discontinued due to low pre-pandemic ridership. LocalLink 67 provides alternative service to Marley
Neck and Brandon Woods, but there will be no alternative options to Riviera Beach.
TIMETABLE AND RUNTIME UPDATES:
• Minor timetable and runtime adjustments will be made for approximately 42 CityLink, LocalLink, and Express BusLink routes
to improve their reliability and performance. These adjustments are consistent with the typical minor timetable and runtime
updates MDOT MTA makes three times a year (winter, summer, and fall). See the end of this document for a list of the 42 routes;
their updated timetables will be posted on the MDOT MTA website shortly.

The new Gardenville branch of LocalLink 63 will run approximately once per hour, with trips coordinated to the shift times of major
employers at Tradepoint Atlantic where necessary. The level of service on trips between Tradepoint Atlantic and Johns Hopkins
Bayview will remain the same. The level of service on trips to and from Gardenville will be monitored and adjusted based on demand.
