Welcome to GSTC 2021.
The last time we met at GSTC 2020, we were one of the last few face-to-face events held in Singapore. Since then,
the world has changed dramatically.
This year, we continue to persevere albeit under new safe management measures as a hybrid event with a smaller
in-person convention and much of our community joining online.
But the industry has rallied behind GSTC 2021 and I want to start by thanking our speakers, partners, sponsors and
delegates for their support. We have strong participation from every segment of the space industry – from launch
services, ground services and satcom to deep space exploration and earth observation. Equally important is the
growing participation from industries beyond space – cybersecurity, sustainability, logistics and mining, just to name
a few. This year, we are hosting speakers, delegates and partners from close to 30 countries and regions.
This strong support is a reflection of the confident growth that the space industry continues to enjoy in spite of the
global challenges.
In fact, the world has been bullish about the space industry and this has only continued to rise in the face of the
global pandemic. And for good reason.
Space has been and will continue to be even more so the seat of innovation. Space has been an important backbone
of global telecommunications and the increasing reliance on space for IoT and IR4.0 is undeniable. We are finding
more applications for space technologies across many other industries everyday – from traffic management to
cryptocurrency and secure data transmission.
Increasingly, the world is turning to space – first – for innovation, new ideas and better ways of working and living –
hence the theme for this year’s conference: Future World. Endless Possibilities.
Space technology is shaping our future more than ever before. Throughout the day, experts, government agencies,
large corporations and start-ups alike will discuss how space is creating new possibilities for sustainability,
cybersecurity, global connectivity and the smart nation agenda, and how the penetration of space across different
sectors is making space a new growth engine for the region.
We are particularly honoured to partner with the World Bank Group on the Humanitarian Assistance and Disaster
Relief challenge to apply space technologies to disaster relief – important support to our neighbours across the
region. Together with the Singapore Land Authority, we are challenging the industry to leverage advanced GNSS
(Global Navigation Satellite System) technology for the underserved in our society. Strategic partnerships to advance
space innovation is one of the cornerstones that will further the growth of our industry.
From cultivating a passion for space at a young age to highly specialised professional development, we have worked
to create the next-generation of leaders, innovators and scientists so that our industry continues to flourish both in
the immediate and long-term.
GSTC is an important part of the work we do at Singapore Space & Technology Ltd (SSTL) to help us live out our
focus on harnessing and advancing space technologies to benefit people, enterprises and the planet. So, on behalf of
SSTL and GSTC, I want to applaud our sponsors and partners for your unwavering support. Many thanks also to local

Mr. Teo Chee Hean
Senior Minister
Coordinating Minister for National Security

Guest-of-Honour
Teo Chee Hean was appointed Senior Minister on 1 May 2019 . He also serves, since 21 May 2011, as Coordinating
Minister for National Security. He also oversees the Smart Nation and Digital Government Group, the National
Security Coordination Secretariat, the National Population and Talent Division and the National Climate Change
Secretariat under the Prime Minister’s Office.
In the first phase of his career, he served in the Singapore Armed Forces (SAF) where he held various command and
staff appointments in the Republic of Singapore Navy and the Joint Staff. In 1991, he was appointed Chief of Navy,
and was promoted to the rank of Rear Admiral.
In December 1992, he left the SAF to seek elected public office and was elected as a Member of Parliament in a
by-election in the Marine Parade Group Representation Constituency (GRC). He was re-elected to Parliament six
times in the Pasir Ris-Punggol GRC.
He was appointed Deputy Prime Minister from 1 April 2009 to 30 April 2019. He has served as the Minister for
Home Affairs, Minister for Defence, Minister for Education, and Minister for the Environment. He has also served as
Minister of State in the Ministries of Finance, Communications and Defence.
He was awarded the President’s Scholarship and the Singapore Armed Forces Scholarship in 1973. He graduated with
a Bachelor of Science (First Class Honours) in Electrical Engineering and Management Science from the University
of Manchester in 1976. He subsequently attained a Master of Science degree (with distinction) in Computing
Science in 1977 at the Imperial College in London, and a Master in Public Administration at the Kennedy School of
Government in Harvard University in 1986, where he was named a Littauer Fellow.

aspect of society today. The space industry plays a unique role in the realm of supercomputing.
While our satellite infrastructure helps to support IoT connectivity, we also are in need of edge
computing to analyse the exuberant amount of data from satellites that we process every second
globally. Whilst this is happening, the world is also seeing interesting new ways of moving terrestrial

Mr Colin Low Hsien Yang is the Chief Executive of the Singapore Land Authority (SLA)
who has about 20 years of experience in investment and corporate business development,
covering the hospitality, retail and other real estate asset classes in the private sector.
Mr Low joined SLA from Frasers Hospitality Trust, a hospitality real estate investment
trust listed on SGX, where he was the Chief Executive Officer. Prior to this, he was Head
of Hotel Investment Properties for Europe, the Middle East and Africa (EMEA) at CBRE
Hotels, based in London.
Mr. Goh Eng Lim

Hewlett Packard Enterprise
Dr. Eng Lim Goh is senior vice president and chief technology officer for artificial
intelligence at HPE. Prior to this, he was CTO for the majority of his 27 years at Silicon
Graphics, now an HPE company. As principal investigator of the experiment aboard the
International Space Station to operate autonomous supercomputers on long duration
space travel, Dr. Goh was awarded NASA’s Exceptional Technology Achievement Medal.
In addition to co-inventing blockchain-based swarm learning applications, he oversees
deployment of artificial intelligence to Formula 1 racing, works on industrial application
of technologies behind a champion poker bot, co-designed the systems architecture for
simulating a biologically detailed mammalian brain, and leads a team on machine learning
of gene expression data from vaccine clinical trial. He has been granted nine U.S. patents,
with four others pending.

Johan started his career at Alcatel in 2000, where he worked in the project tendering export
department, then detached in Malaysia, Kuala Lumpur. He returned to France in 2003 to
join the communication division of Thales, in charge of export sales activities. He later
took on the responsibility of managing key accounts in Middle-East and Latin America, and
moved to Malaysia to lead the Thales Land Joint Systems division. In 2011, Johan joined
Cassidian as Head of Region in Asia. He moved to Singapore in 2013 and established the
legal entity named Cassidian South East Asia. He was subsequently promoted to Head of
Singapore, Malaysia and Brunei, for the new division Airbus Defence and Space. He was
then in charge of the ASEAN region from September 2016. Johan graduated from the
Ecole Nationale Supérieure de Telecommunications.

Anett Mádi-Nátor has more than a decade of experience in strategic and administrative
layers of information security, cybersecurity, and cyber defence both as a private sector
subject matter expert and as a government representative. She is VP of Cyber Services,
a niche cyber security service provider operating internationally and is responsible
for Strategic Business Development. Besides, she is the President of Women4Cyber
Foundation Europe launched by European Cyber Security Organisation and the European
Commission.
Anett is Member of the Board of the European Cyber Security Organisation (ECSO), Co-
chair of ECSO SWG6 responsible for Dual Use Technologies (Defence and Space).
Mr. Azlikamil Napiah

Malaysian Space Agency (MYSA)
Mr. Azlikamil Napiah started his professional career in the private sector as a Senior
Geologist in 1993. He joined Malaysian government sector as Research Officer in 1994.
He gained formal knowledge through certified training in Remote Sensing in Australia,
United Kingdom and The Netherlands.
With the vast experience in R&D and technical management, he was then appointed to
lead corporate and strategic section in Malaysian Remote Sensing Agency (MRSA) and
later promoted as Deputy Director General (Technical Service) in 2011.
Now, he is the Director General of Malaysian Space Agency (MYSA).
Mr. Chris Leck

Chris Leck is Deputy Executive Director of Singapore’s national space office, the Office for
Space Technology & Industry (OSTIn). Prior to this, he served in various capacities within
the Singapore Public Service, including as Deputy Group Director, Technology & Industry
Development Group, Land Transport Authority; Director, Futures & Transformation
Division, Ministry of Transport; and Director for Strategic & Political-Military Planning,
Ministry of Defence.
Chris graduated from the London School of Economics with a bachelor’s degree in
government & economics and holds master’s degrees in international relations and
international law from Columbia University, the Australian National University and Tel Aviv
University.

Kymeta
David is responsible for all direct sales and reseller management for the APAC region,
from Oceania up to, and including India. He brings over 25 years of experience in sales,
executive, and business development roles with extensive experience in the satellite,
connectivity, and broadcast media industries. David has a consistent track record of
success in identifying, developing, and implementing deal strategy and closing business
opportunities.
He has spent most of his career in Central Asia and East Asia, and prior to Kymeta was the
Senior Sales Director for Eutelsat where he developed the company’s business in Central
Asia, then in Singapore, where he led international maritime mobility sales.
David started his career doing systems integration for large infrastructure projects in
Central Asia, working for COMSAT in Washington DC, then with a startup CDN business
at PanAmSat in New York.
He then moved to London where he spent 8 years at Intelsat developing their business in
Central Asia and the Middle East.
David does pro bono work mentoring Space Tech start-ups in the Asia Pacific region.
He graduated cum laude from the University of Maryland, is an alumnus of the Defense
Language Institute, and speaks several languages.

NSCC Singapore was established in 2015 and manages Singapore’s national petascale facilities
with available high performance computing (HPC) resources. As a National Research Infrastructure
funded by the National Research Foundation (NRF), we support the HPC research needs of the
public and private sectors, including research institutes, institutes of higher learning (IHLs),
government agencies and companies. With the support of its stakeholders, NSCC catalyses
national research and development initiatives, attracts industrial research collaborations and
enhances Singapore’s research capabilities.

Esti Peshin is General Manager of the Cyber Division at the Israel Aerospace Industries
Ltd. At the beginning of 2017, under Ms. Peshin’s management IAI’s cyber activity was
expended from a Directorate to a Division. She served until 2019 as the Director General
(pro bono) of the Israeli Hi-Tech Caucus at the Knesset, the Israeli Parliament.
Dr. Ettikan Kandasamy Karuppiah

Dr. Ettikan Kandasamy Karuppiah, Chief Technologist at Nvidia Asia Pacific South Region
works with innovators, researchers and techno-entrepreneurs to accelerate AI & GPU
adaptation for their translational R&D and software solutioning needs. He has direct
experience and passionate in accelerated computing, embedded software, autonomous
systems, machine learning, deep learning, solution design and development covering end-
to-end needs in various industry verticals. Currently he guides researchers/developers at
customer/partner R&D centers and disruptive startups to implement actionable solutions
for real world problems meeting specific requirements leveraging Nvidia GPU/DPU
software/hardware capabilities. He has published numerous publications, patents and
developed software libraries in past.

As Business Development Vice President, Dr. Kim has responsibility for leading
the strategic planning and technical marketing for several international businesses.
Promoting Satrec Initiative’s high performance small satellites for Earth observation
missions, he oversees key regions. Dr. Kim originally joined the company in 2003.
Before rejoining Satrec Initiative in 2014, Dr. Kim worked as a system/optical engineering
specialist for the state-of-the-art Earth observation sensor Visible IR Imager Radiometer
Suite (VIIRS) on NASA/NOAA’s Joint Polar Satellite System (JPSS) in Raytheon, California
for 8 years.

Mr. FOO Weng Kee is the Head of Business Growth - South East Asia for Airbus DS
Intelligence, based in Singapore office. Mr. Foo has been in the Remote Sensing business
more than 25 years and has a good understanding of the remote sensing markets and the
applications. He currently leads a team of 6 staff in business development of Geo-imagery
such as PLEIADES series, SPOT6/7, TerraSAR-X, Tandem-X, PAZ, TripleSat, KaEOSat,
PeruSat and DEIMOS imagery and Solutions like High performance Image Processing
system - Pixel Factory NEO suite and also include Defence Portfolio such as ISR, C2 and

Francis Ghesquiere is the Practice Manager for the World Bank East Asia and Pacific Region,
where he is in charge of operations and strategy, technical quality control and risk

Mr. Ghesquiere was the Head of the Global Facility for Disaster Risk Management
(GFDRR) until June 2018. He is known for his leadership on several flagship initiatives,
including the establishment of Caribbean Catastrophe Risk Insurance Facility (CCRIF),
the Central America Probabilistic Risk Modeling Initiative, and the Understanding Risk
Forum (UR). He was also key in the design of new policy instruments to help accelerate
World Bank response to disasters, including the policy on emergency operations and
innovative contingent financing instruments such as the CAT-DDO and Contingent
Emergency Response Components. He holds a master’s degree from the Harvard School

Mr. Garvey McIntosh

Garvey McIntosh is currently the NASA Asia Representative based at the U.S. Embassy
in Tokyo. In this capacity he is responsible for the coordination of NASA programs and
interests in Japan and other countries in the Asia Pacific Region. He also works with regional
aerospace officials on key programs and serves as point of contact for NASA related
meetings and travel. Since joining NASA in the Office of International and Interagency
Relations (OIIR) in 2003, Garvey has accumulated a broad range of experience. While in
OIIR, he has negotiated and completed agreements with the Japan Aerospace Exploration
Agency (JAXA) and NASA’s other international partners on the Space Shuttle, International
Space Station, high-energy physics and astronomy. In 2016, Garvey led negotiations
that resulted in the signing of NASA’s first new agreement with China in over 20 years.
He gained valuable experience during a one-year detail assignment in which he served
as the Executive Officer to the NASA Deputy Administrator. In this capacity, he was
responsible for providing overall leadership, planning, and policy direction to NASA’s
Headquarters and its 10 Field Centers. Prior to coming to NASA, Garvey studied economic
policy and language in Vietnam as a Boren Fellow. He also spent 4 years in Nagasaki, Japan,
where he taught English conversation and composition. Garvey received his graduate
degree in International Policy Studies from the Monterey Institute of International Studies
in California, and his undergraduate degree in Communications Studies from Northeastern
University in Boston. Garvey’s wife is Melanie McIntosh and they have two children Anya

He then worked as a project engineer for the Manipulator Flight Demonstration

Marc Lesturgie graduated from Ecole Nationale Supérieure de l’Aéronautique et de l’Espace
in 1985, obtained a Master degree (1986) from University of Toulouse and a Research
Directorship Habilitation thesis (2005) from the University of Paris VI.
He joined the French Aerospace Lab (ONERA) in 1987, working on a wide range of new
radar and remote sensing concepts. He made in 2004 a substantial contribution to create
a joint laboratory between France and Singapore, (SONDRA - Supelec Onera Nus Dso
Research Alliance) of which he is the Director until 2017.
Appointed in 2017 as Director of International Affairs, he is a member of the NATO Science
and Technology Board. Senior member of the IEEE, Fellow and Emeritus member of SEE,
he has been deeply involved since 2004 as chair of several international conferences. Marc
Lesturgie is author of over 80 journals and conference papers, more than 50 technical
reports and lectures regularly on radar topics in French or overseas Universities.

Singapore Land Authority (SLA)
Singapore Land Authority (SLA) is a statutory board with the Ministry of Law. Its
mission is to optimise land resources for the social and economic development
of Singapore. SLA manages some 11,000 hectares of State land and about
