About IABSE                      This IABSE Congress is organised by the Belgian and Dutch Groups of IABSE in co-
                                 operation with Ghent University. Both National Groups are among the earliest
                                 IABSE Groups and are very active and productive. This Congress will be,
                                 respectively, the first and eighth international IABSE event hosted in the BENELUX
                                 since the successful IABSE Conference 2013 in Rotterdam and the third IABSE
                                 Congress 1948 in Liege. I wish to express my special thanks and compliment the
                                 Organising Committee and the Scientific Committee, for excellently mastering the
                                 preparations of this promising event under the difficult circumstances of the past
                                 year and months.

                                 Besides exchanging experience and latest knowledge in structural engineering, I am
                                 curious to discover with you the city of Ghent “Europe’s best kept secret”, said to
                                 be “the most authentic historic city in the World“.

                                 I look forward to meeting you our members, and welcoming new friends in Ghent,

                                          “Do not complain, never give up”. So, we decided to stick to our original conference
                                          dates and to guarantee to all of our participants that the Congress will take
                                          place. Since not everybody will be able to travel yet, we will organise a hybrid
                                          format, allowing participants, unable to travel to Ghent, to attend from home and
                                          interact in all on site events.

                                          The organisation has had to continuously adapt to the situation, but we now hope
                                          that our Congress will be a festive conclusion of this difficult period and the start of
                                          a new period of IABSE events, where we are once again able to
                                          participate, network, meet other people in person.

                    Jacqueline Cramer, Utrecht University (NL)
                    Title: The transition to sustainable concrete in the Netherlands through
                    network governance

                    Jacqueline Cramer is professor of sustainable innovation at Utrecht University and
                    member of the Amsterdam Economic Board, particularly in charge of the circular
                    economy. Before she was Minister of Housing, Spatial Planning and the Environment
                    in The Netherlands (2007–2010). Her background is primarily related to industry,
                    working for many years with more than 200 companies on the implementation of
                    corporate social responsibility and circular economy. She was and still is member of
                    numerous international and national non-executive boards of the government,
                    industry and non-profit organisations, among which Chair of the Dutch Concrete
                    Agreement and chairman of the Supervisory Board of the Plastic Soup Foundation.

                    College (UK)
                    Title: Urgent Steps to Achieve a Net-Zero Carbon Construction Industry:
                    Lessons from the IABSE (UK) Henderson Colloquium 2020

                    Michael Cook was a Partner of Buro Happold from 1994 to 2020 and the Chairman
                    from 2011 to 2017. Having retired from the partnership in 2020 he is now employed
                    as a consultant. He is also Professor of Creative Design in the Department of Civil
                    Engineering at Imperial College, London. He is well known for his contribution to
                    designing innovative and award-winning buildings around the world. In 2019 he
                    initiated the Engineers Declaration of Climate Emergency in the UK and he leads the
                    Institution of Structural Engineer’s Climate Emergency Task Group which is setting out
                    the skills required by future generations of engineers. In recognition of his contribution
                    to sustainable engineering design over the past 20 years, he was awarded the IABSE
                    Milne Medal in 2009, Fellowship of the Academy of Engineering in 2010, an honorary
Michael J. Cook     Doctorate of Engineering from the University of Bath in 2017 and the Gold Medal of
                    the Institution of Structural Engineers in 2020.

Junho Song, Seoul National University (S. Korea)
                Title: Risk intelligence of structural systems: concepts and recent developments

                Junho Song received his BSc. and MSc. in Civil Engineering from Seoul National
                University, Korea and his PhD in Civil & Environmental Engineering from the University
                of California at Berkeley, USA in 2004. After working as a postdoctoral researcher at UC
                Berkeley (2004-2005) and a senior vulnerability engineer at Risk Management Solutions,
                Inc. (2005), he joined the University of Illinois at Urbana-Champaign, USA. In 2014, Dr.
                Song joined the Department of Civil & Environmental Engineering at Seoul National
                University (SNU) as a Young Scholar for the Next Generation. At SNU, Dr. Song is
                currently serving as Professor, and Associate Director of Education and Research
                Program of InfraSPHERE. Dr. Song has research interests in structural & system reliability
                analysis, reliability-based design/topology optimization and decision-making, risk,
                reliability and resilience analysis of urban communities and networks, earthquake
                engineering & random vibrations, and statistical/machine learning for urban
                infrastructure systems under uncertainties. Dr. Song has presented his research
                outcomes through 89 papers published in peer-reviewed scientific journals. His
                technological innovations in the area of System Reliability and Optimization were
                recognized by awards including the IASSAR Research Prize (the 10th ICOSSAR
                conference, 2009). Prof. Song has been serving as a member of the Probabilistic

                Methods Committee of the ASCE Engineering Mechanics Division, five editorial boards
                of international journals (including Structural Safety, and Reliability Engineering &
                System Safety), SC3 subcommittee of the International Association for Structural Safety
                and Reliability, Joint Committee on Structural Safety (JCSS), and the Board of Directors
                of the International Civil Engineering Risk and Reliability Association (CERRA). Dr. Song
                is currently the President of CERRA and the Chairman of the IFIP Working Group 7.5 on
                Reliability and Optimization of Structural Systems.

                Luc Hellemans, Lantis (BE)
                Title: Oosterweel – from an underground and even underwater road
                infrastructure plan to an urban transformation project

                With over 25 years of professional experience in engineering, Luc Hellemans has spent
                more than half of it at Arcadis. He held several functions and was the CEO of Arcadis
                Belgium (2012-2015) and also of Italy, France and Spain as CEO of Europe South (2015-
                2017). Yet three distinguished threads run through his career and come together in his
                role as CEO of Lantis: public infrastructure, large, complex projects, and his hometown
                area Antwerp (Belgium). With the Oosterweel project, Luc is facing Belgium’s biggest
                and most challenging infrastructure project of the century, matching industrial and
                economic needs with enhanced quality of life, spatial planning, and environmental
                benefits.

Technical Visits
                            Project Melopee (Ghent)
                            The requested design programme for the building, being a combination of a primary
                            school, after school care centre, a nursery and sport facilities for the school and its
                            neighbourhood is diverse and extensive. In order to combine the variety of the
                            functions, with its outside space needs on a relatively small site, the architects
                            assembled all indoor functions in one compact volume of 40 by 31m. The remaining,
                            equally large area is used to stack different playgrounds and sports fields. Designed as
                            steel portal frames with composite steel-concrete floors, this slender structure offers

                            Project new Locks at Terneuzen (The Netherlands)
                            The first ship will pass the New Lock (Nieuwe Sluis), in Terneuzen at the end of 2022.
                            This lock will be one of the largest in the world, with the same size of lock chamber as
                            the Panama Canal locks. The lock complex at Terneuzen connects the Ghent-
                            Terneuzen Canal (BE) to the Western Scheldt River (NL/BE). The Ghent-Terneuzen
                            Canal is the main waterway to and from the Port of Ghent (BE) and is part of the
                            Rotterdam-Paris inland waterway route. The new lock will make it possible to transport
                            goods by barges rather than trucks. The new lock is being built to accommodate the
                            increasing shipping traffic and ever-larger ships and is intended to enhance
                            accessibility for seagoing vessels and barges and to support economic growth in the
 New Locks Terneuzen        region. Constructing the lock within an existing lock complex is no mean feat.
                            Construction space is limited, the lock has to be built in the water, and shipping and
                            transportation must continue as usual.

                            Project Toots Subway Station (Brussels)
                            The project creates an essential connection between the existing metro stations
                            Anneessens and Brussels-Midi. It comprises approximatively 300m new tunnel and a
                            new metro station Toots Thielemans with a length of 233m, located under the Avenue
                            de Stalingrad. These large-scale geotechnical works are executed in a dense urban
                            context. The structural design is conditioned as well by the size of the tunnels and their
                            up to 20m depth, as by the presence of the ground water table near the ground surface
                            and the close interaction with existing structures and buildings. This results in the use
                            of numerous foundation techniques, such as slurry walls, jet grouting and soil freezing.
                            To reduce the impact of the construction works on the city traffic above ground, the
                            cut and cover method is used with the top-down method. Part of the trajectory of the
                            tunnel passes underneath a 19th century listed building which requires advanced

                            monitoring of settlements throughout the execution.

Project Oosterweel (Antwerp)
                                    The existing Antwerp ring road R1 is part of the TEN-T core network. At present the R1
                                    is not completely closed: in the north-west a part is missing. Due to insufficient
                                    capacity, the R1 faces structural congestions. As a result of its layout and the diversity
                                    of road users (transit and urban traffic, freight and passenger transport, etc.), the R1
                                    is confronted with structural safety issues.
                                    At present the Antwerp region has two motorway connections between the river
                                    Scheldt left and right bank: the Kennedy tunnel and the Liefkenshoek tunnel.
Tunnel entrance Oosterweel          In order to solve the bottlenecks and mobility problems in the Antwerp region, a third
                                    connection, the Oosterweel link, is of vital importance. The Oosterweel link extends
                                    over a length of approximately 15 km. By means of a new tunnel under the river
                                    Scheldt, the Oosterweel link will connect the E17 (Ghent) and the E34/N49 (Bruges) on
                                    the left bank with the E19/A12 motorways towards the Netherlands and E34/E313
                                    towards Liège, Germany and Luxembourg. The Oosterweel link has been conceived for
                                    heavy truck traffic and will shift important traffic streams of the southern axis, to a
                                    more northern, shorter trajectory through the port. To minimise impact, the
                                    Oosterweel link has been designed largely, as an underground infrastructure. This
Simulation of Oosterweel junction   approach will result in a functional road link, giving optimal access to the port and the
                                    surrounding industrial and economic clusters, while respecting the demands of an
                                    urban region in terms of the environment, quality of life and spatial planning.

                                    New Station (Mechelen)
                                    Mechelen Station is being given a complete makeover which includes not only a new
                                    double-track rail bypass and two new platforms, the renewal of the station’s platforms,
                                    the construction of two underpasses, the demolition of the station building and the
                                    creation of a new public open space, but also a renewal and optimisation of the
                                    complete railway infrastructure and track configuration and the renovation of the four
                                    existing double-track Vierendeel Bridges located at the entries of the station. The track
                                    alignment is highly determined by the presence of these bridges.
                                    The two Vierendeel Bridges carrying the Brussels - Antwerp railway line (line 27) and
                                    Dendermonde - Leuven railway line (line 53) are renovated. These bridges have been
                                    constructed in the 1950s and are listed as industrial heritage. The renovation of the

                                    second bridge start at the end of 2021.
                                    The renovation of the bridges consists of a complete make-over giving the bridges
                                    further decades of operation. This means a surface treatment by grit blast cleaning, an
                                    inspection of the steel structure and replacement of all heavily corroded, broken or
                                    missing parts, the application of a new full painting system and the installation of a
                                    new type of slab track and track fastening that allows for the application of long welded
                                    rails on the bridge without the presence of expansion devices on both sides of the
                                    bridge.

                                    This technical visit gives you the opportunity to visit the works at Mechelen Station
                                    and a visit to the first renovated Vierendeel Bridge.
