In-Person Learning 2021-22

●   Traditional in-person classroom-based instruction, similar to pre-COVID, will resume
      ○ All students are enrolled in this program automatically (more on this later)

●   In-person classroom-based instruction, similar to pre-COVID, for all courses - (more on this later)

●   A return to pre-COVID bell schedules*
     ○ Note: Only slight changes have occurred to Cabrillo, Pacific, Poinsettia and ATLAS bell schedules
     ○ Bell schedules can be found on the District website

●   A return to pre-COVID home-school-home bus transportation capacity, routes etc. - (more on this later)

Independent Study 2021-22

VUSD is pleased to offer Independent Study (IS) Options for all grade levels:

Elementary & Middle School -                               Homestead (Family Homeschooling)
Middle School & High School -                              FLEX (Edgenuity Online Courseware)
High School -                                                        El Camino High School at Ventura College

Note: Distance Learning or “Concurrent Teaching” (live-streamed class Zooms) that occurred last spring will not be offered in 2021-22.

All IS Programs are Required to Include Daily Live Interaction and/or Synchronous Instruction
Daily Live Interaction = Any interaction between student & staff (e.g., academic help, wellness check, Zoom, chat, phone, etc.)
Synchronous Instruction = Classroom style instruction between student & teacher, live, two-way communication
·   Grades K - 3             = Daily synchronous instruction
·   Grades 4 - 8             = Both daily live interaction and weekly synchronous instruction
·   Grades 9 - 12            = Once weekly synchronous instruction

                   ●   Independent Study Early College High School

   ● Students meet with their teacher 1-2 a week
   ● Students complete 20-30 hrs. of work per week
   ● College prep, selected honors and AP courses available

 Early College
  ●   Complete one class at VC each semester
  ●   Earn both HS and college credit: build a dual transcript
  ●   Students do not pay college tuition. Do pay student fees and textbooks

Independent Study 2021-22; FLEX 6-12

                                     ●    FLEX - Online Independent Study (IS) for at least four of your six courses
                                     ●    FOCUS - Option of taking one - two online courses at a time*
                                     ●    STAY - Option to be enrolled in one- two in-person courses at your school site

 ●   Open to ALL high school students; FLEX students must be enrolled in a minimum of 4 classes in FLEX
 ●   IS courses are online through Edgenuity* *Note: All MS and HS courses may not be available in FLEX
 ●   Students work directly with one teacher for all IS courses
 ●   Students attend a 1:1 meeting with IS teacher each week (in-person or virtually)
 ●   A signed “Master Agreement/Contract” is required. Attendance is determined by submitted student work.
 ●   Students are eligible to play sports at boundary HS with a minimum GPA of 2.0

Independent Study Options for K-8
Homestead

 ●   “Homeschooling” for K-8 students - Parent/family led instruction with guidance/support from a VUSD
     teacher

“One-to-One” (1:1) Technology/Devices
 VUSD is now a 1:1 district
     a. All students grades 4-12 have been/will be issued a chromebook to take to/from school/home
     b. All students grades K-3 will be issued a device that will be available daily in the classroom
             i. Grades TK-1 will have iPads available in the classrooms
             ii. Grades 2-3 will have Chromebooks available in the classroom

 Current VUSD students who have devices will continue to use them in the 2021-22 school year
 New VUSD students will have devices issued to them at the start of the 2021-22 school year

 Students will bring their devices daily to school, fully charged

 All VUSD devices have security/protection measures in place; VUSD devices may be used at home/on home Wi-Fi

 Qualifying families in need of free home Wi-fi can reach out to the VUSD call center or school site for support

 Digital curriculum access will continue - however, students will not always be on devices while at school

Learning Management Systems and Digital Curriculum

Canvas, Seesaw (Grades K-1), Google Classroom, etc.

All VUSD classrooms and courses are returning to full in-person classroom-based instruction; Canvas,
Seesaw, Google Classroom, etc. may still be used by some teachers/some courses as a supplement to in-person
classroom instruction

     a. A place where students can access digital/online textbooks and curriculum
     b. A place where students can access and turn in homework assignments
     c. A place where teachers can provide students with feedback on assignments

What Will School Look Like?

Masks- Fall 2021
Currently, California Department of Public Health (CDPH) guidance regarding masks in school states the following
regardless of vaccine status:

Safety
●   VUSD will continue to follow mandatory guidelines from the CDC, The California Department of Public Health (CDPH) and the
    Ventura County Public Health Department (VCPH) and update parents when changes occur.

●   Social (Physical) Distancing: While guidance in this area continues to evolve, social distancing is no longer required indoors for
    students. When possible we will maintain the 3’ distance between desks out for an extra layer of precaution. If there is a hazard or
    major outbreak we may adjust this policy. A 3’ distance may also be required for eating indoors and out.
●   Water Fountains: VCPH has approved to be open.

●   Health Pre-Screening: It is very important that all staff and students continue to pre-screen and stay home if they do not feel well.

●   Temperature Checks: With the decrease in cases and the increase in people who are vaccinated, we will no longer do temperature
    checks as students arrive.

●   Recess - We are hopeful that students can play with and share equipment.

●   Sharing Supplies: We are hopeful that students In the classroom can share supplies again.

●   Quarantine: If a staff or student is determined to be a close contact, fully vaccinated individuals no longer have to quarantine if they are
    symptom free and follow mask wearing regulations. Non-vaccinated staff and student close contacts will likely need to continue to need
    to quarantine based on current guidelines.

Visitors and Volunteers
●   VUSD realizes the importance of volunteers at school sites in classrooms, field trips and at extracurricular activities. However, for
    student and safe safety and to enable contract tracing, guidelines still recommend limiting non-essential visitors and activities.

●   When volunteers are allowed, there may be requirements such as mask wearing and/or proof of vaccination.

●   Parents can visit the front office to ask questions, masks will be required at school sites. Calling is also still an option and is preferred.

●   VUSD is not currently renting indoor facilities, however, we are allowing community use of outdoor facilities. PTA/CPTO might want to
    consider an outside meeting if they wish to meet on campus.

●   VUSD is monitoring guidelines for events such as back-to-school nights, additional information will be shared closer to the date(s).

Cleaning

●   Both day and night custodial staff will continue to clean frequently touched surfaces at sites. All required
    items/areas will continue to be monitored via the cleaning checklists that are posted in each building and
    room.

●   An EPA approved disinfectant will be used for any positive case or breakout. VUSD still will be utilizing foggers
    for disinfectant applications as needed.

●   Play equipment including playgrounds will continue to be routinely maintained. Hand hygiene will be
    emphasized for students before and after playground us and recess.

●   Hand sanitizer is available in every classroom. Soap is available in all restrooms and sinks for hand washing.

Food and Nutrition Services

  ●    Meals are free for all students for the 2021-22 school year. Each student is welcome to one breakfast and one lunch each day at
       no charge.

  ●    Free and reduced meal applications are not available but families must fill out the alternate income survey provided by the
       District.

  ●    Information coming soon in regards to accessibility to meals for those on Independent Study and those who may be quarantined.

Transportation
 ●   How do we determine who can ride the bus?
     ▪   Students with transportation listed on their IEP are the first priority.
     ▪   Students that live outside the walking boundary.
              –    K-3 - ¾ Mile, 4-5 - 1 Mile, 6-8 - 2 Miles, 9-12 - 3 Miles
     ▪   School of choice and living outside of the district DO NOT qualify.

 ●   We will do our best to route all who qualify. However, special education routes take priority.

 ●   Students may be seated 2-3 per seat on the bus.

 ●   Current guidelines require masks to be worn by students and staff while on a bus.

 ●   Regular cleaning of the buses will continue and buses will be disinfected when needed.

Special Education

 ●   All Special Education Assessment, Specialized Academic Instruction, and Related Services will be provided in school,
     in-person according to each student’s IEP during the school day
 ●   Distance Learning Plans will no longer be needed
 ●   Independent Study/Homestead/Flex:
        ○ The District continues to be obligated to provide a Free and Appropriate Public Education (FAPE) to students
            that is reasonably calculated to ensure educational progress in light of a child's unique needs.
        ○ In order to continue to provide the best educational services to students with additional considerations, each
            family's IEP team will need to meet to analyze whether or not a District Independent Study or Homeschool
            scenario will be an appropriate setting for each student on a case-by-case basis.
        ○ Families of students with disabilities who may be considering an Independent Study or Homeschool option
            should reach out to their Principal and request an IEP meeting to discuss this option.
 ●   Masks and Face Coverings:
        ○ The District is committed to supporting all students in developing the skills necessary to adhere to any mask
            wearing or face covering requirements. However, we recognize that some students with special needs may
            require additional support in this area. VUSD has a multi-tiered and progressive support system in place to
            ensure that all students can access and participate in their school experience.
 ●   IEP Meetings
        ○ The option to participate in IEP meetings both in-person and through a virtual format will be available.

●   Additional intervention support for all elementary schools

●   A full-time credit recovery teacher at both BHS and VHS for 2021-22

●   Continuation of after-school tutoring services and online tutoring for secondary students for 2021-22

●   Small group supports in key academic areas

●   Extended Summer Sessions 2021-22

●   Struggling Student Advisory and Progress Monitoring Groups in secondary (MS & HS) schools 2021-22

●   Additional core course intervention and support periods in secondary 2021-22

Athletics
VUSD is planning for a full return to pre-COVID athletics for the 2021-2022 school year at all levels; Elementary, Middle & CIF HS

Eligibility for participation in athletics will be determined the same way it was pre-COVID;

               For High School CIF Athletics, traditional pre-COVID CIF Athletics eligibility requirements apply:

                              1. All student-athletes must have a 2.0 GPA as determined by the last quarterly marking period
                      a. For Fall Sports Season, eligibility will be determined using Semester 2 grades from the 2020-21 school year
               2. All student-athletes must ALSO be passing (letter grade of D or higher) a minimum of four classes
               2. Eligibility is determined quarterly (both 2.0 GPA and passing 4 classes rules apply) throughout the school year
               3. CIF / VUSD allows one quarter of GPA (below of 2.0) “Probationary Period” during a student’s high school tenure.
                       a. There is no probationary period for not passing a minimum of four classes.

COVID Testing of athletes, as required in the some of spring 2021, will not be required for 2021-22 (pending new health guidance)

PE, Performing Arts and Field Trips
●   Physical Education (PE)
      ○ Dressing Out - Students will be required to dress out for PE in locker rooms in the same manner during pre-COVID.
          We are following up to determine if masks will be needed in the locker rooms.
      ○ Masks - Masks will not be required for outdoor PE activities; masks will be required for indoor (e.g., gym) PE
          activities
      ○ PE Activities - All PE courses can return to typical pre-COVID activities/use of equipment

●   Performing Arts (e.g., Music, Drama/Theater, Dance)
      ○ VUSD is optimistic that singing and music, including winds and indoor concert capacities can return to pre-COVID
          normal. We are monitoring evolving guidelines and are expecting further guidance in the next two weeks.

●   Field Trips
      ○ All academic field trips can return as normal pre-COVID for all grade levels, pending bus availability, etc. Mask
           usage may possibly be required and volunteer participation is not finalized yet; VUSD is awaiting additional
           guidance.

2021 - 2022 ASB/Leadership and School Activities
●    VUSD is planning for a full return to pre-COVID site-based ASB Activities (e.g., Dances, Prom,
     Graduations/Promotions, etc.)
       ○ Outdoor dances will not require masks or social distancing per the guidelines - plenty of outdoor venues

●    A new grant-funded part-time Teacher on Special Assignment (TOSA) for MS and HS ASB Activities was hired to help
     support site ASB Activities Advisors and design activities to help connect students back to school and to one-another

●    Each secondary MS and HS will go through an ASB Activities Month-by-Month Audit to fill in the gaps to keep an
     intentional flow of activities that promote belonging, community and wellness on our secondary campuses

●    A “Welcome Back! Week” for all secondary schools in the Fall of 2021-22 is currently being planned

●    Summer ASB Trainings for all our Secondary ASB Advisors - ENVOLVE and Renaissance

How to Enroll for the 2021-22 School Year

   ●   Returning Students: All returning students will automatically be enrolled for “in person” learning for the new
       school year

   ●   Disenrolled Students Returning to VUSD: Contact the school you last attended to re-enroll.

   ●   New Students: TK-12 Apply using the Online Enrollment Application link found on the district website. Contact
       your boundary school for site specific questions about their programs. School offices will reopen in August.

   ●   Transferring From Another District: The process starts with your boundary district by completing the inter
       district application. Once you have been released from the boundary district, contact Student Support Services to
