2.1 Duties
Each school has been allocated a duty time of up to three hours when they are to assist with scoring. Please
provide two people, preferably adults, to man the scoring desks.
2.2 Registration and Gear Check
This will commence in the spin studio (at the bottom of the grandstand in front of the dive well) from 8.30am
Friday morning and will continue during the day allowing for the different starting times for the teams. Please
ensure that you allow plenty of time for gear checks prior to the commencement of your first game.
Also please ensure that all players have photo identification to confirm age and identity.
3.0 Tournament Facilities
3.1 Pool Entry
Pool entry is only via the Main Entrance off Kilbirnie Cres.
Pool passes will be provided to all teams (players and 2 team officials) and these will be required to gain entry
into the facility. Pool passes will be collected from the pool reception from 10.00am on Friday 16 June 2017.
Access is only granted to the main pool area where the competition is held. It does not include access to the
other pools and or facilities within the centre.
There is to be no poolside changing. Pool Management have previously banned players from the pool, mid
tournament for breaching this rule.
3.2 Food in the Pool Complex
A condition of our rental of this facility is that no Catered or BBQ food is to be brought in from external sources.
The complex has Cafe that is happy to offer catering or snack food as required and they can be contacted at

4.0 Tournament Rules
4.1 Governing Rules
The Championships are run under the Polices and Guidelines given by the New Zealand Secondary Schools
Sports Council. All competitors must be:
• Under the age of 19 at the 1 January 2018, and
• A full time student at the school, and
• Registered as a school member of UWHNZ
A competitor can only play for one team during the tournament regardless of grade.
The Schools Subset of the current version of the International Rules for Underwater Hockey endorsed by
International Rules Director and adopted by Underwater Hockey New Zealand (CMAS 10 – July 2011 edition)
shall be enforced for this competition subject to amendments as set out in this briefing pack.
4.2 Games
The draw for the respective grades is as follows:
▪ Junior Girls – split into two pools of 5 and 6 teams respectively
• Each pool will have a full round robin
• Quarter finals for the 2nd and 3rd seeds from each pool
• The quarter final winners will play the top seeds in the semi-finals followed by finals and
playoffs for 3rd and 4th.
• The quarter final losers will play off for 5th and 6th
• There will be playoffs for positions 7 to 10.
▪ Junior Open Grade – split into two pools of 6 teams each
• Each pool will have a full round robin
• Quarter finals for the 2nd and 3rd seeds from each pool
• The quarter final winners will play the top seeds in the semi-finals followed by finals and
playoffs for 3rd and 4th.
• The quarter final losers will play off for 5th and 6th
• There will be playoffs for positions 7 to 12.
▪ Senior Girls – Full round robin followed by play offs for 5th – 8th, semi’s and finals
▪ Senior Open – Full round robin followed by play offs for 5th – 8th, semi’s and finals
Game Duration:
• For Round Robin Games - Each game will consist of two halves each of 9.5 minutes with two minute
halftime.
• For Finals - Each game will consist of two halves each of ten minutes with two minute halftime.
The round robin games will have up to 4 minutes between games and the playoffs / finals will have up to 5
minutes between games
For games in the finals that end in a draw, sudden death will apply after a 1 minute break without changing
ends1.
The official clock is that used by the scoreboard.
Important Note:
With the large number of teams competing at this tournament and the limited pool time
available, we are very reliant on games starting on time. We ask that all teams ensure that
they are ready to play at their allocated start times and that referees are also in place ready
to start the games on time.
4.3 Time Outs
• No team time outs will be permitted
• Referee time outs will be used at the discretion of the referees.

4.4 Penalty Shots
• Time will be stopped for a penalty shot.
• The clock will be restarted once play has recommenced after the completion of the penalty shot.
Important Notes:
• Penalty shots are to be commenced promptly.
• There is to be no coaching of players by in water coaches on awarding of a penalty shot (this aspect of the
game should have been practiced prior to the tournament)
• All players must be on the surface for the penalty shot to commence.
4.5 Points
Points are awarded and tabulated to decide the seeding’s for the finals and playoffs and overall places for the
remaining teams. In the event of teams having the same number of points then the points for / points against
ratio will be applied to determine position.
Points are awarded as follows:
Win 4
Draw 2
Loss 0
Late to Refereeing (note 1) -2
Failure to Referee (note 2) -4
Abuse of Referee (note 3) -8
Default (note 4) -8
Note 1: Late to Refereeing means the allocated referees are not ready to referee when the game is
due to start and as a result the game starts late using the allocated referees.
Note 2: Failure to Referee means the allocated referees are not ready to referee when the game is
due to start and the game has commenced or about to commence using alternate referees
in the absence of the allocated referees.
Note 3 Abuse of Referee constitutes any unsportsmanlike conduct exhibited by a player or coach
towards a Referee
Note 4: Default means where a team, of at least four players, fail to be in a position to commence
the game within two minutes after the scheduled start time.
To determine the ranking of teams on equal points, the following procedure will be used to determine the final
placing of the teams from round robin play:
• Firstly: the ratio of goals scored for divided by goals against, if the teams are still tied then;
• Secondly: the result of the head to head game, if the teams are still tied then;
• By the toss of a coin under the supervision of the Tournament Director or Tournament Referee.
Given the number of games to be played in this tournament there is a need to ensure that all games start at
their allocated time.
4.6 Appealing after a Match (refer to appendix 1 of this Mangers Briefing Pack)
If a team wishes to appeal the conduct of a game after the match, then:
• The appeal must be announced to the Tournament Director within 15 minutes of the end of the match
• The appeal must be made in writing and accompanied by a cash deposit of NZ$200.00 and be lodged
by the team Captain or Coach with the Tournament Director (or his delegate) at the Control Table
within 30 minutes of the end of the match. The Tournament Referee shall be the delegate of the
Tournament Director in the event the Tournament Director is not immediately available.
• The appeal will be held in accordance with the rules set out in Appendix 1 of this Managers Briefing
pack.
4.7 Composite and Invitation Teams
Composite teams (those with students from different schools) are ineligible to win medals or to
qualify for Schools Nationals. These teams will be seeded at the bottom of the table after round
robin games (based on the points if more than one composite team in the grade) and will
participate from this position where and if applicable.

5.0 Health and Safety
All players, team support members, spectators and officials are to follow the instructions of pool staff in an
emergency.
Medical attention or emergencies:
• These are to be referred to the trained pool staff in the first instance.
• The pool staff must be informed on any medical incidents.
• In the event of a player showing any symptoms of concussion, that player will not be allowed to play in
the tournament without a full medical clearance to the satisfaction of the Tournament Director.
Running on the pool deck and diving into the pool are prohibited.
Access to the bulkheads are restricted to officials and up to one representative per team for the end that their
team is defending.
Any in-water sharp edges such as broken tiles are to be reported immediately to Tournament Management
Do not use the stairs while wearing Fins.
In the event of an evacuation all must follow the instructions of the pool staff.
6.0 Refereeing
6.1 Referees
Each game is to have four referees (see note 1)
• One pool side chief referee
• Three in-water referees using the rotation system
6.2 Team Referees
In all round robin games (up to the commencement of game number 120), refereeing will be allocated to the
competing teams – usually for the second game after the game they have played.
Each team must provide:
• An experienced chief referee, and
• Three in-water referees
All team referees must be at least level one qualified. Those that have completed the L1 course but yet
to complete the practical requirements (classed as L1 Provisional) may only ref if accompanied by
an experienced referee.
The chief referee must be an experienced level 1 referee due to the importance of the role (the chief referee is
in complete control of the game)
It is imperative that all referees are on time to ensure that the tournament runs to time. There are significant
point penalties for not refereeing or being late for refereeing and these will be strictly enforced.
Note 1 The Tournament Referee may (and without notice) at their discretion alter the number of Referee’s
required for a game and or allocate the game to Pro Referees
Referees will be allocated to the finals playoffs from the senior referees attending.
6.3 General Comment
The role of the referee is to control the game and ensure that it is played within the rules of Underwater
Hockey. Consideration must be given to playing advantage for minor infringements where there is no effect on
the game.
The game must be restarted promptly in order to keep the game flowing.

7.0 Specific Rules for this Tournament
7.1 Equipment
All equipment must comply with section 11.3 of the International Rules.
Masks
• Masks must have two eye pieces (unless the single lens mask has a centre divider / support that is
part of the frame)
Fins
• Fins must have no sharp edges or buckles
Snorkels
• Snorkels must be flexible – bend in half and squeeze the tube sides together to touch.
Sticks
• May be produced from wood or plastic or other approved material.
• It does not have to float but the stick must be considered safe.
• It must be structurally sound and edges where surfaces intersect must be rounded such that they
cannot cause harm.
• The stick must be uniformly black or white. However, it may have discrete markings in a contrasting
colour for identification purposes on the non-playing area of the stick.
Caps
• Players' caps must match the stick colour i.e. White or Dark. A team may however, seek dispensation
to wear a distinctive cap colour or pattern with the Tournament Referee (c/-
competitions@underwaterhockeycom.nz), prior to the commencement of the Tournament.
o Teams which do so will be required to wear these caps (which must have firm polyethylene or
rubber ear protectors) in all games in which they play throughout the Tournament.
o The decision of whether a cap colour or pattern is distinctive is that of the Tournament Referee
and that decision will be final.
• Each player's cap number must be different from the rest of the team and players are required to use
the same numbers for the duration of the tournament. (Rule 11.2.2)
• Coaches must wear the provided Lime Green caps
Gloves
• A player’s playing glove must be of a colour that strongly contrasts the player’s stick, the referee’s
glove and colour of the puck which for this tournament will be pink.
• Players at tournaments cannot have only a black or white glove.
• Players cannot have Yellow, Gold or Orange coloured gloves (or anything remotely similar to these
colours). These colours are reserved for referees.
Mouth Guards
• Mouth guards are compulsory and must be worn whilst playing
• Mouth guards can be either external or internal.
Bathing Suits
• Teams must have bathing suits of the same design and colour however, only one suit is required for
the Championships. Should players wish to wear two suits then these must be matching in colour and
style.
Prior to the commencement of each game the referees are to check each player has:
• A hat of the correct colour
• A stick of the correct colour
• A glove a colour that strongly contrasts the players stick, referees gloves or puck
• A mouth guard – either internal or external
The Chief Referee’s decision is final in respect to pre-game gear checks
Any equipment found not complying with these rules will not be permitted into the venue and will be
confiscated. Any confiscated equipment will be available for collection at the end of the tournament from the
control table.

7.2 Player Identification
In addition to the cap numbers as above, playing numbers are to be written on the forearms and both upper
arms of each player. The number must be the same as the cap number and must not exceed 75mm in height.
In addition Captains and Vice Captains: Captains and Vice-Captain will be labelled on their shoulder with C or
VC.
No other writing is to appear on the player’s body or equipment.
7.3 Substitutions
• The substitution area is located in the designated areas on the pool side at the end that the team is
defending. Substitutions can occur only in this area.
• A substitute player cannot enter the playing area until the exiting player is fully out of the pool including
Fins. This is the “Fins Out” Rule.
• For safety reasons no diving into the pool is permitted.
7.4 Time penalties
The penalty chairs are located at halfway on the side of the pool
Time penalties commence when:
• The player is seated in the penalty chair; and
• Play has recommenced
The scorers will record the player number and time penalty and advise the chief referee when the player is
eligible to return to the game. Players must enter the pool by sliding into the water – they cannot dive or jump
into the water. (ref 17.3.1.2.2)
In case of a Total Dismissal, the Match Referees must provide a report to the Tournament Jury as soon as
possible after the game, and the Tournament Jury shall decide on any further penalties that may be applied to
any individual concerned, for the duration of the tournament. The Tournament jury will consist of the
Tournament Referee (Chair), Tournament Director and another independent senior official.
7.5 Head Shots (Dangerous Play – ref 17.13)
Head shots are a major safety issue and the following is to be strictly enforced:
Any head shot will be subject to time out penalty consideration
• A head shot considered accidental may incur a 2 minute penalty
• A head shot NOT considered accidental will incur at least 5 minute penalty
Accidental will not include
• A head shot resulting from a clear (non-contested) flick or pass of the puck
• A head shot resulting from an advantage puck or a penalty shot being played
The referees have sole judgement on the determination of the penalty to be awarded.
7.6 Abuse of Referees
Any abuse of referees or back chat will incur at least a two minute time penalty. Game points may be
deducted for any back chat or abuse of the referees and officials.
Coaches will be sent from their teams playing area for any back chat or abuse of the referees and officials.
Only the captain can query a refereeing decision or vice-captain, if the captain is not in the pool
7.7 Coaches
• Only one coach per team is permitted in the water and may only enter the court after a goal has been
scored.
• Coaches will be provided with a Lime Green coach’s cap which must be worn whilst in the water.
• Coaches may not wear Referee’s vests or caps or a cap which is black, white or red in colour.
• Coaches may be removed from the playing area if they impair the referees vision of the game

7.8 End Wall – Behind the goals
As this pool has no solid wall at the ends of the goals:
• If the puck goes directly over the goal bin, no goal will be awarded.
• In the event of a penalty shot being awarded. Once the start of play has been signaled the defender is
to descend straight down with their hand in contact with either the bulkhead or barrier, except where
there is no bulkhead or barrier to make contact with. The defender may not to advance forward until
the puck is played by the attacking team.
7.9 Puck
The official puck for this tournament will be the SIMS puck.
8.0 Pool Set Up

8.1 Court set up
Court 1 is on the grandstand side
Court 2 is nearest the windows
White starts on Dive Pool end of pool
There are three lanes in the pool by the pool entrance for warm ups.
8.2 Timing System
The standard New Zealand Underwater Hockey timing system will be used for this tournament with each Court
having an underwater and land based speaker
Separate scoring station will be maintained for each court on pool side.
All scores and rankings will be displayed on a TV screen adjacent in the spin room. Any queries regarding the
results and rankings should be addressed by the team manager to the Tournament Director.
8.3 Warm up Space
There are three lanes in the pool by the pool entrance for warm ups
8.4 Bulkheads at ends of the Courts
Access to the bulkheads are restricted to officials and up to one representative per team for the end that their
team is defending.

Appendix 1 –Appealing after a Match - Rules and Procedures
1.0 Filing an Appeal
1.1 Only the team Captain or Chief Coach may put forward an Appeal.
1.2 An Appeal:
1.2.1 Must be announced to the Tournament Director within 15 minutes of the end of the match.
1.2.2 Must written in English.
1.2.3 Must be accompanied by a sum of NZD $200 in cash.
1.2.4 Must be submitted to the Tournament Director within 30 minutes of the contested match.
1.2.5 Must specify a potential remedy.
1.2.6 Can only be lodged regarding rule definition and interpretation
1.2.7 Cannot be heard on the basis of the appeal requiring the jury to determine if an event or events
did or did not happen, or whether a Referee saw or did not see it occur.
1.3 If the requirements contained in 1.2.1 – 1.2.7 have not been fulfilled, then the appeal will not be
accepted.
1.4 Once an Appeal has been filed:
1.4.1 both teams will be advised that an appeal has been lodged, and that the outcome of the match
may be altered by the Tournament Jury.
1.4.2 a copy of the appeal will be given to the other team that played in the contested match.
1.5 The other team that played in the contested match can, if it chooses, submit a response in writing
to the Appeal, within 30 minutes of receiving the appeal
2.0 Jury Composition
2.1 The Jury is comprised of:
2.1.1 the Tournament Referee, and
2.1.2 two other Referees chosen, by the Tournament Referee from the Referees present at the
Tournament.
2.1.3 The Tournament Referee will chair the Jury.
2.1.4 No Referee who sits on the Jury can have a conflict of interest.
2.1.5 If the Tournament Referee has a conflict of interest then, they will disqualify themselves and
appoint another Independent Referee (‘the new chair”) to chair the Jury.
2.1.6 If a new chair is appointed then they will appoint the other Referees for the Jury as, if they were
the Tournament Referee in accordance with Rule 2.1.3.
3.0 Powers of the Jury
3.1 The Jury:
3.1.1 has the power to do anything that may be reasonably required in order for it to reach a
decision.
3.1.2 can direct any action to be undertaken in order for justice to prevail.
4.0 Results
4.1 Each member of the Jury shall have an equal vote in the decision that the Jury will make.
4.2 The decision of the Jury must be given in writing to the Appellant and any others affected by the
decision.
4.3 The sum of NZD $200 will be refunded if the Tournament Jury considers that the Appeal has merit.
4.4 The deliberations of the Jury are confidential.
4.5 The decision of the Jury is final, and cannot be appealed.
Possible Outcomes from an Appeal may be, but not limited to, one of the following:
• Alter the outcome of the contested match
• Deduct competition points from any team
• Award competition points to any team
• Warn any coach, player or official taking part in the competition
• Suspend or eject any coach, player, official or Referee from the competition
• Direct that a portion of the game or the game itself be replayed, under conditions which it can specify
