Purpose
This written document informs all swimming pool staff (including maintenance team)
and users of the working practices of the DBS swimming pool facility and the actions to
be taken in the case of an emergency. This document forms a sub-section of the main
DBS Health and Safety Policy.
The school management, in conjunction with Taaleem, are responsible for compiling the
Swimming Pool Operating Procedures documentation and should include the following
information:
Risk Assessment (including summary of risk)
Normal Operating Procedures (NOP)
Emergency Action Plan (EAP)
The procedures must be reviewed regularly, especially after any emergency and
understood and acknowledged by all staff (including external hire) using the pool.

NORMAL OPERATING PROCEDURES
(NOP)
a. Pool Dimensions and Pool Facilities Plan
The DBS main pool comprises of one 25m, 5 lane swimming pool with diving
blocks. It is 1.2meters deep in the shallow end and 2 meters deep at the deep
end.

b. Rescue Equipment
A Telephone is located on poolside.
The rescue equipment is located around the swimming pool perimeter and
includes the following items:
Spinal rescue board (main pool only)
Reach poles (to be ordered)
Foam lifebelts(to be ordered)
Torpedo buoys
Throw bags
Safety rings
The defibrillator machine in located in the Sports hall building. It is the responsibility of
all staff responsible for groups in the pool to familiarise themselves with its locations.

c. Life Guard
DBS Swimming Pools will only operate with one qualified dedicated lifeguard on duty.
DBS employs a lifeguard from Hamilton. The lifeguard must partake in regular training
which is organised by Hamilton to ensure he/she is up to date with current procedures.
Hamilton are responsible for ensuring that their lifeguards hold the relevant
Lifeguarding and First Aid awards which should be from a Dubai Municipality
recognised awarding body. The Facilities Manager, in conjunction with Head Office, will
check all qualifications.
Teachers and pool users must follow the instructions of the lifeguard at all times.
The lifeguard will be provided with daily and weekly check sheets to complete ensuring
that the pool is safe and preventative measures are in place. Report any issues to Head
of PE/Facilities.
In addition to a fully certified lifeguard, all DBS PE staff will have a pool rescue award.
Regular pool training, including emergency scenarios and spinal board practice must be
undertaken by all PE staff and contracted lifeguard at least once each term.

d. Curriculum, Clubs and Events.
DBS staff are responsible for the delivery and lead of all swimming curriculum activities.
The DBS Swim Squads and clubs maybe run by PE staff and or other teaching staff who
hold valid and current swim teaching certifications. All pool activities must only take
place in the presence of a certified and dedicated lifeguard.
e. Operating systems
Swimming sessions do not happen unless swim teachers and lifeguard are
present.
The swimming pool door must be kept closed at all times when not in use –
security, the lifeguard and PE staff are responsible for ensuring this. All doors
are secured with magnetic locks with an alarm system which is activated after
90 seconds if left open. Furthermore there is one remote which gets collected by
the teacher or lifeguard and gets handed in at the end of the day. The pool is also
equipped with a motion sensor. After all users have checked out of the pool, the
system gets activated automatically. Access is only given to the life guard, PE
staff, nurses, FM and ops manager.
In the evening time Hamilton Aquatics gets access to the pool getting an access
card from security. At the end of the evening security checks if the pool is locked
and the alarm is activated. Only then is Hamilton allowed to leave the site.
All DBS staff (PE, swim, cleaning & maintenance staff) must be accompanied by a
colleague when working at any time at the swimming pool.
If lane ropes are not in use, they should be safely stored on poolside. Lane ropes
should not be left hanging in the water or directly on the deck as these present
significant hazards.
Students are to remain outside the pool door until invited in by the PE or swim
teachers.
Emergency Whistles
All staff should carry at whistle when at the pool.
Signals:
1 whistle- get attention of a swimmer
2-whilstles- alert a colleague
3 whistles- teacher/ lifeguard going in
1 long blast- clear pool immediately
f. Pool Rules
Count the number of students on entry to the pool – always take a register.
No hat, no swim. All users of DBS pool must wear a swim cap. During curriculum
time.
No running anywhere inside the pool area.
Do not enter the pool unless asked to by the class teacher or qualified swim
instructor
Ensure students know the depth of the water – make them aware of deep and
shallow water.
No pushing other students on the pool deck or in the water.
Student to use the toilets/bathrooms before entering the pool.
Whistles – 1 whistle blast = freeze/stop & listen – 3 whistle blasts = get out of the
pool as quickly as possible at the nearest point (emergency).

Students to ask the teacher to leave the pool for any reason and to report back
when they return.
Diving is permitted in areas of the pool with a depth of more than 1.5m. This
means diving is only permitted at the deep end of the pool, past the half way line.
No diving from the shallow end.
Swimming caps must be worn
All hair should be tied back tightly
No eating, drinking or chewing gum
No fighting, pushing or throwing bathers
No ducking
No bombing, spins, somersaults, seat drops, running, jumps / jumping over other
swimmers etc
No gymnastics or acrobatics
No jewellery should be worn
No excessive underwater swimming or hyperventilation (continuous lengths
underwater):‘hyperventilation’ does not in fact increase oxygen but instead
reduces carbon dioxide which would otherwise stimulate breathing.This can cause
bathers trying to swim distances underwater may lose consciousness without
warning.
No face masks or snorkels allowed
No diving bricks to be used
T-shirts are not allowed whilst swimming in the Pool (unless for medical or
training purposes). Rash vests are allowed.
Flippers are only allowed for training in landed areas, at the discretion & with
prior permission of the teacher
No Food to be consumed in the pool area. Water bottles are permitted and are
strongly encouraged for squad members’ and those spending significant periods of
time in the water.
Ensure all students/users have understood all the safety instruction, particularly if there
are challenges with understanding of language.
g. Detailed work instructions
Supervisory Arrangements
To ensure the safety of all students and to maximize the teaching and learning
opportunities within swimming lessons, DBS operates the following guidelines
when supervising curricular activities at the pool.
Pupil/Teacher Ratios
DBS makes every effort to ensure that the swimmer to teacher/coach ratios are kept low
and are within the ASA guidelines. When FS children (beginners) are in the pool we aim
for ratios of 3 children to 1 adult.

Swimming Coaching Ratios (squads)
The number of swimmers to coaches will never exceed 30 swimmers to 1 coach.
Hamilton Aquatics work in partnership with DBS and follow the same ratios when
providing coaching sessions for our students.
Swim squads should always have a minimum of two teaching staff present.
Maintenance & Cleaning
The DBS Facility Manager and Maintenance team in consultation with the PE
Department will deliver a programme to ensure the swimming pool remains in a
safe, clean, operational condition.
The swimming pool will be tested 3 times per day to regularly monitor the
temperature, Ph and Chlorine levels. All readings should be displayed in a logbook
and entered onto the official web based database. Any anomalies must be reported
to the Facilities Manager immediately.
The swimming pool and changing areas will be cleaned twice daily with regular
checks.
Any defects in the swimming pool facilities must be immediately reported to the
Facilities Manager.
Any member of staff entering the pool and plant room must wear appropriate
personal protective equipment.
The lifeguard will follow a daily check in and check out procedure which includes
checking the pool for defects.

h. Class Management & Safety
In the Changing Rooms
Separate male and female changing rooms
Changing rooms should be well supervised – female staff may enter the boys
changing rooms up to Year 3 – male staff may not enter the female changing room
at any time it is occupied by the girls
Students are welcome to use the change cubicles provided to change into their
swimming kits quickly and then vacate the cubicle for someone else to change –
taking their uniforms and kit bags with them. Those changing in the communal area
are expected to be considerate of others and do so discreetly,
All clothes should be hung up on the benches/hooks provided or placed in their kit
bags
Students should wear appropriate swim wear. All students must wear swim caps –
no hat, no swim.
All jewellery, watches etc should be removed and put away for safekeeping in the
teachers valuable box.
On the Poolside
Take the class register and count the number of students at the pool – be aware of
the class number, number of swimmers and non-swimmers.
Go through the rules of the pool – ensure all students understand the rules and the
expectations of behaviour at the pool.
All students to bring flip-flops and towels onto poolside with them.
Follow the swim instructor, student ratio guidelines when organizing the students
into groups.
Ensure safety equipment is in place.
The equipment stores are for DBS PE staff use only. No children to enter the store
rooms.
In the Water
Non- swimmers should be contained in a clearly defined area. In the main pool, a
lane rope can be used to safely section off the shallow area of the water.
The PE teacher must check/test all students swimming ability in shallow water
before allowing students in water out of their depth and before placing the
students in groups.
Follow the swim instructor, student ratio guidelines when organizing the students
into groups.
Students must keep their heads above the water at all times, unless otherwise
asked to by the swim instructor(s).
Pushing, ducking, dunking, splashing and hitting etc. other students are not
acceptable and must not be allowed.
Work areas within the pool should be clearly defined and all students should be
made aware of the area they are expected to work in.
If lane ropes are being used, students must be informed of lane etiquette. Student
must not sit on the lane ropes.
No denim or heavy clothing to be worn in the pool, including any items with
colours that may run in the water. When practising water survival and rescue with
older students, track pants and t-shirt are recommended.

Supervision
Swim instructors should constantly observe all students in their
group/supervision.
Staff to be aware of any pre-existing medical conditions and any additional
caution that must be observed.
Constantly monitor the numbers of students under your supervision and their
condition.
Discipline
Expect and demand good behaviour from all your students.
All pool signals and communication must be understood and followed
immediately – especially signals to stop, or move safely and in cases of
emergency (to get out).
Whistles and emergency signals and safety commands should be practiced
regularly and students must be constantly reminded of this expectation.
Sanctions for unacceptable and dangerous behaviour can include a verbal
warning, sitting out/time out and sent out to get dressed. Please use the DBS
discipline structure to support this.
Any on-going behaviour that compromises the safety of the class cannot be
tolerated. In conjunction with the class teacher and/or head of section a meeting
with parents to put in place strategies in recommended.
i. First Aid
First aid kits are available on the pool side. This first aid kit will be checked
once a week by the lifeguard.
The school nurse is present in the clinic during school hours.
The defibrillator machine is in the Sports building.
j. Spectator areas
Occasionally we invite parents to spectate at swim gala. Parents should watch from the
seats set out for them, located on the length side of the pool. Parents/visitors should
remain sitting down and not causing any distractions to the ongoing lessons/events.
Spectators will be asked to remain in this area and not proceed around pool to the steps,
which is where swimming will be based.
There will be a member of staff located at the gate (G) to direct spectators and
swimmers to their designated area.

HIRE OF POOL TO OUTSIDE ORGANISATIONS
Check-list of points for inclusion
It is only allowed to rent out the pool to Hamilton.
Hamilton must be given copies of the NOP and EAP. This must be signed with
an agreement that it will be followed at all times.
Swimming numbers

Swimming Pool Staff Use Protocol:
The pool is strictly for the use of DBS staff members only – all other swimmers are
prohibited.
Staff use the swimming pool at their own risk. DBS, its staff members and
Taaleem bears no liability or responsibility for any accidents or injuries that
may occur through use of the swimming pool facilities
All staff must sign in & out at the security desk before swimming – no signing
in/out no use
Staff may only swim if the lifeguard is on duty.
All school activities, sports teams & associated clubs take priority over staff use
– Staff use is limited to when the pool is free (see PE staff)
All swimming pool rules displayed must be adhered to at all times
No food to be consumed in the swimming pool area
The swimming pool facility is to be kept clean and tidy at all times
For safety the pool will remain locked at all times when not in use

The most important criteria governing all decisions must be student safety

FIRE DRILL
Swim Instructors:
Students put on flip-flops and towels. No student is to return to the changing
rooms.
Students to line up at the exit door in single line
Close/Lock door after students have left, ensuring no one is left
Take to assembly point (FS Car park), homeroom teacher to take attendance
All Clear is to be given by the Principal and/or Head of School. Once all clear
sounded you may re-enter pool area
** If students are in the swimming pool and cannot safely reach the marshalling area,
the Swimming Instructor will contact the Principal and/or Head of School by mobile
phone to signal that all students and adults are accounted for but cannot safely exit
the pool area. No one may re-enter the building unless the all clear has been given
Accident/Incident Protocol:
3 whistle blasts to clear the swimming pool. If appropriate, all students to sit on poolside
away from the water, with their backs to the incident and supervised by assistant or
teacher
Upon notification of an accident or incident the first staff member on scene
takes the injured person to the Clinic.
OR
If the injury is too severe/serious, the lead teacher must clear the pool (3
whistle blasts) and stay with the injured person. Another staff member or
responsible student presses the panic button. This will trigger the nurse to
come to the pool with the defibrillator and put the security guards on high
alert. They will open the gates and grant the ambulance access. In case the
nurse does not turn up within one minute this staff member or student can
call for assistance of School Nurse and instruct Nurse to call an Ambulance/.
The ambulance has access to the pool via the secondary gate, after which they
can park next to the side entrance of the pool.

The Nurse or administration must notify the parents/guardian prior to and
student being sent to a medical facility or home
If the case is serious the Nurse should call the Doctor for guidance/feedback
and work with the swim instructors/trained first aiders
The first staff member on scene of the accident/incident is required to fill out
an Incident Form – this must go to the Principal within 24 hours of
accident/incident
Copies of the form must be sent to the Nurses Office, Operations manager and
Principal for records
The Nurse will be responsible for following up with the parents/guardians to
see how the student is doing – she will then update and inform the Principal
and class teacher of any on-going developments or concerns
Panic button procedure for security:
Two guards at the gate:
1. One guard immediately goes to the swimming pool to check what the emergency
is.
2. The other guard calls the FM or Operations manager informing them of the
emergency.
3. Put on high visible jacket, open the gate (for secondary also vehicle gate into
school grounds), take mobile and stand near the road to direct emergency vehicle.
4. Upon arrival of emergency vehicle guide them to the pool side door or in front of
primary reception (dependent on arrival point of emergency vehicle).
5. Stand by for further instructions
One guards at the gate:
1. The guard at the gate immediately call the patrolling guard and directs him to the
pool. If you cannot reach the guard do not leave your post and keep trying to
contact them and also continue to step 2:
2. The other guard calls the FM or Operations manager informing them of the
emergency.
3. Put on high visible jacket, open the gate (for secondary also vehicle gate into
school grounds), take mobile and stand near the road to direct emergency vehicle.
4. Upon arrival of emergency vehicle guide them to the pool side door or in front of
primary reception (dependent on arrival point of emergency vehicle).
5. Stand by for further instructions
Spinal Cord Injury Management (SCIM)
The serious consequences of damage to the central nervous system means that careful
handling, lifting and moving are crucial when dealing with spinal injuries.
Incident management priorities:
1. Save a life – airway, breathing, circulation (ABC)
2. Stabilise the casualty’s head & spine
3. Maintain their horizontal position

Suspected Spinal Cord injury
In the event of a suspected spinal cord injury, all activities must be stopped
immediately, and the pool cleared (three whistle blasts).
The school nurse (608 or 633) and emergency services (999) should be called
immediately and the emergency panic button should be pressed
Teachers must manage the situation in accordance with their training
If a spine board is not available, or in the event of the urgent need to remove the
casualty from the water (eg when the casualty does not have signs of circulation
/ breathing), the casualty should be removed using a horizontal lift
Removal cannot be carried out, except with very small casualties, unless there
are at least four helpers in the water. The lead person should be trained and is
responsible for all directions.
Other staff members/adults may be asked to assist with the horizontal lift under
the direct supervision of the teacher on duty.
The teacher/lifeguard in charge must assess situation and begin CPR if casualty
is not breathing.
If there are signs of breathing, the casualty should be kept warm and as still as
possible until the emergency team arrives.
Call medical emergency phone number:
Nurse (620) press the panic button and emergency services (999), depending on the
severity of situation. The school nurse should be called to every emergency.
Should the emergency services be called the following information need to be given the
Emergency Services:
a. Nature of medical emergency
b. Location of the emergency
c. Your name and phone number from which you are calling
LACK OF WATER CLARITY
If the clarity of the water deteriorates during a lesson clear the pool
IMMEDIATELY and contact the Facilities Manager.
If the clarity of the water is poor on entering the building do not allow the
bathers to enter the pool contact the Facilities Manager.
Nobody should reenter the pool until it has been cleared by the FM.
EMISSION OF TOXIC GASES
If there is a release of toxic gas the pool must be cleared IMMEDIATELY. On leaving the
building; activate the fire alarm and move to the fire assembly point on the Playing Field.
The emergency services will need to be contacted.
BOMB THREAT
Clear the building/pool IMMEDIATELY based on the standard fire drill. At the fire
assembly point the fire marshal will direct you towards the safe heaven.
LIGHTING FAILURE
In the event of mains failure, the emergency lighting will automatically come on. There
will be sufficient lighting to enable staff to clear the pool/changing rooms but is not

sufficient to continue with normal use. Instruct people to change and clear the building,
taking all their belongings, and then close the pool. The facilities manager is to be
informed as soon as possible.
STRUCTURAL FAILURE
If any signs of main structural failure appear, the building should be cleared
IMMEDIATELY and the Facilities Manager contacted.
FECAL CONTAMINATION
In the event of fecal contamination, clear the pool IMMEDIATELY (three whistle blasts).
Ensure all bathers shower well. Close the pool and inform the Facilities Manager who
will send the Pool Plant Operator and will follow the code of practice. No unauthorized
personnel are to enter the pool building until the ‘all clear’ has been given by the
Facilities Manager.
Medical Emergency (Poolside)
Hit the Panic Alarm (this will call the PE team, nurse, security & Principal)
1. The alarm will go off in the following locations: PE office, Nurses office,
Principals office, Security booth.
2. Upon hearing the alarm; the nurses will immediately come to the pool and they
will bring the AED, first aid kit and a mobile phone. They will make the call to an
ambulance if needed.
3. Upon hearing the alarm; one security guard will immediately come to the pool.
In addition, one guard will move into the road to direct the ambulance to the
pool.
4. Upon hearing the alarm; PE staff in the office should proceed to the pool to
provide assistance where needed.
Call medical emergency phone number:
-Nurse (620) and 999, depending on the severity of situation. The school nurse should
be called to every emergency.
Provide the following information to Emergency Services:
a. Nature of medical emergency
b. Location of the emergency
c. Makani Number 1537 1723 26 (official Geo address system of Dubai)
d. Your name and phone number from which you are calling
Do not move victim unless absolutely necessary
Locate First Aid kit
Follow your CPR and First Aid training to provide as much assistance as possible
prior to the arrival of the professional medical help
For serious emergencies ask other staff to clear the pool area, provide assistance
or guide in paramedics
