The Agriculture and New York State Horse Breeding Development Fund (the
Fund) is a public benefit corporation established in 1965 by the Laverne Law facebook.com/nysirestakes
(Laws of New York, Chapter 567 of the Laws of 1965). The mission of the Fund
is to promote agriculture through the breeding of standardbred horses and the twitter.com/SireStakesNY
conduct of equine research within the State. To carry out its legislative mission,
the Fund administers the New York Sire Stakes races, Excelsior/State Fair Se-
ries races, and County Fair Races. Additionally, the Fund provides assistance to #NYSireStakes
county agriculture societies and contributes to the statewide 4-H program and #NYStandardbreds
to the Harry M. Zweig Fund for Equine Research.

OWNERS & HORSEMEN:
Be sure you are aware of several changes
to the County Fair program this year:
1) Entries for New York County Fair Events will now be made through the NY County Fair
Entry Hotline at 518-388-0964 or online through the USTA. If you are entering online,
be sure to add the fair tracks to your account in advance.
There are two exceptions. Entries for Goshen (July 4) and Erie County Fair/Buffalo
(July 10) will be taken online or by the tracks directly:

Entries for ALL OVERNIGHT events should be made by calling the fair race secretary
directly. This number is included on the following pages for each fair.
All NY County Fair division post positions will be done by USTA’s
electronic draw system.
2) All fair events will be drawn with a 4-Day Box (excluding Sundays). Be sure to pay attention
to the draw schedule listed on page 3 and on each fair page that follows.
3) Points In Event Of Cancellation: If a fair event has to be canceled, each horse on the
grounds for the uncontested event at the time of declaring off will be awarded 10 points.
This is a change from the past. However, money and starts will be awarded as they have
been: purses will be prorated among the horses on the grounds at post time and they
will receive a start toward the final. Horsemen should make sure to check in with the
race secretary and the Fund’s County Fair Inspector to ensure your horse is recorded in
attendance. For more information, see County Fair Condition #25 on page 28 of this book.
4) As per a new USTA rule, drivers are required to use black whips.

RUS NY will be bringing back its Racing Under Saddle Fair Series thanks to the support of the
NYSS. The schedule of fair races is below. The championship will be held at Monticello Raceway
on September 5th.

• July 16 - “Little World’s Fair" in Hemlock
• July 23 – Oneida County in Boonville
• July 30 - Otsego County Fair in Morris
• Aug. 5 - Tioga County in Owego

• Aug 12 - Wayne County in Palmyra
• Aug 13 - Steuben County in Bath
• Aug 20 - Tompkins County in Trumansburg
A point system will be used to determine the championship field. Entries are taken by the RUS
NY group, not Fair Race Secretaries. There will be a HUGE rider challenge incentive. Complete

The ASSOCIATION reserves all rights to reject any entry, substitute or rearrange or declare
off a race or races if conditions warrant doing so. ALL RISKS involved in connection with
losses, injury or damage to be assumed by owners, drivers, agents or employees.
All drivers must wear colors warming up.
All drivers must parade to the post unless excused by the Starter.

CONDITIONS
❖ Horses must start in classes they are nominated to. No moving up. Horses changing gaits will be
placed in proper classes. If error in naming in, a horse may change to the proper class. Each event will be
the distance of one mile.
❖ One declaration needed to fill event. If event does not fill, Race Secretary reserves the right to cancel the
race.
❖ All horses must parade to post unless officially excused. Drivers must wear colors while warming up.
❖ All horses must have negative Coggins test certificate issued within the prior twelve months and proof of
Rabies Vaccination. Out of state horses must have a health certificate.
❖ Declarations must be filled out in full, including drivers and trainers name and number. Once declared, the
starting fee is due and payable. All horses declared to start must start driven by specified drivers unless
excused by the judges.
❖ Stalls are on a first come first served basis. Horses stabled at the track but not racing at this meet will be
asked to move.
❖ All horses subject to saliva, urine and blood testing if and when deemed appropriate by the judges or
sponsor.
❖ Horses entered at this meet are done so at the owner’s risk. The owner or his agent agree to indemnify
the management against all claims, demands, suits, and expenses arising out of any person or damage to
any property caused by his horses, attendants, or himself.
❖ The right is reserved to decline any entry, change the order of the program or call off races that cannot be
started due to weather conditions or any unavoidable circumstances or emergency that might arise.
