Event Details
Fourth of July fireworks viewing at the wharves is a yearly tradition in San Francisco. The roads along the north
waterfront are closed and made available to crowds to enjoy. The fireworks are launched from off Municipal
Pier and Pier 39 at approximately 21:30 and will last 18 minutes. Road closures will be started by SFPD at any
time and will continue to close streets for pedestrian safety.

Service Management
   • TMC to oversee and manage operations from 14:00 until Midnight
   • 9160 Field Manager on duty
   • 6 Field Supervisors at key locations to coordinate shuttle services
   • PCOs deployed at key locations

Regular Service Reroute Plan
   • F Market MC – Route motorized with contingency reroute in the event of road closure
   • 8 Bayshore MC - Rerouted short of road closures via Bay/Stockton.
   • 19 Polk MC – Contingency Reroute in the event of road closure.
   • 27 Bryant MC – Contingency reroute in event of illegal firework activity
   • 30 Stockton TC (short-line) - Rerouted short of road closures via Polk.
   • 49 Van Ness-Mission MC (short-line) - Rerouted short of road closures.
   • 90 Owl – Reroute short of road closures

Pre Event Supplemental Service
   • Ferry Building Local - 20 sixty-foot motorcoaches operate between Steuart & Mission and Kearny &
      Bay (deadheading back to Steuart & Mission) with staggered pull-outs starting at 4PM, with service until
      9:00PM, regular stops
   • Caltrain Local - 20 forty-foot motorcoaches operate between Caltrain and Kearny & Bay with
      staggered pull-outs starting at 4PM, with service until 8:30PM, regular stops in both directions

Post Event Supplemental Service
   • Ferry Building & Caltrain Express – 20 sixty-foot motorcoaches and 20 forty-foot motorcoaches
      operate between Kearny & North Point with stops at Market & Drumm and/or Caltrain with service until
      ~11:30PM, express no stops in between

Event Logistics
                               Service will be managed by TMC managers who will assist Inspectors in
    Service Management
                               the field managing the field situation

Event Timing             Fireworks at 9:30pm. The show is 18 mins and will conclude by 9:50pm

                            The fireworks will be shot off barges located off the end of PIER 39 and
                            the Municipal Pier. There will be anticipated viewing along aquatic park,
   Viewing Areas            fishermans wharf and Pier 39 along the waterside perimeter. There is no
                            reserved seating or viewing area. The fireworks show should last around
                            20 minutes.

   OHL De-Energization      D-26 opened at 5PM until crowds clear.

                            None – The event is fireworks only. There is no special festival,
   Other Events             entertainment or have other major likely crowd draws that were present in
                            years past at this event.

                            BART will operate Sunday service with longer trains all day and five (5)
   BART                     post fireworks trains added. Contact TMC to make contact with BART
                            OCC for any BART operations related items.

                            Caltrain operates on a Sunday schedule with three extra southbound
                            trains out of San Francisco (last train departs at 11:30pm) Caltrain Lead

                            •       Golden Gate Ferry is operating a Final service to Larkspur 30 Min
                            after last fireworks.

                            •       SF Bay Ferry will operate service from Pier 41 to
                            Oakland/Alameda (@22:45) and Vallejo (@23:00) after fireworks.

                                  Staging, Caltrain/Ferry Express Shuttles/F Market before 8:30pm)

Operational Assignments
1-T-90 | Event Manager | 14:00 - END
Focus: Oversee and manage all event operations.
   • At the start of shift, make contact with all inspectors assigned for the event. Make sure they understand
       their assignments and are in place in time for reroutes and operations to begin.
   • Make contact with PCO and SFPD leads to coordinate operations. Make contact with each command
       as needed to ensure operations are maintained.
   • Check afternoon Not-Outs. Make sure the 8, 19, 25, and 49 runs are filled. Use extra operators to fill
       not outs for those lines. Coordinate detailing service with TMC and 1-C-54
   • Order the start and end of reroutes to accommodate the possible unplanned SFPD street closures in
       the wharf areas depending on crowd size.
   • Oversee the operation and management of shuttle service.
   • Coordinate with TMC to manage all impacted lines.
1-T-51 | Kearny and Bay | 15:00 - END
Focus: Managing the Ferry and Caltrain Shuttles and overseeing the F and 8.
   • Report to Kearny & Bay and make sure 1-C-53 and 1-C-54 are on scene to assist you.
   • Manage shuttles arriving from Caltrain and the Ferries.
   • Make sure that shuttles return to their respective terminals to make additional trips for pre and post
       event service.
   • Pre-event service runs until 9pm. Do not stage on the Embarcadero ROW until after 9:35pm so that late
       intending passengers can still get to the event area and the last F-line can go through.
   • Advise operators to use Kearny/Northpoint restrooms and the restrooms at Kirkland Facility if needed
   • There are four staging locations:
           o On Kearny at North Point in existing 8-line bus zone
           o On North Point, both sides between Grant and Kearny
           o On Bay, south side between Midway and Kearny
           o On the Embarcadero ROW facing north/west before Bay Street (only stage on ROW after
               9:35pm so that the last F-line can go through)
   • Work with 1-C-53 and 1-C-54 to line up coaches post-event.
   • Once the fireworks are completed, begin post-event operations and begin dispatching shuttles.
   • Send every third or fourth coach to Caltrain, depending on demand
   • Assist passengers with accessing the shuttle coaches and ensure coaches are appropriately full before
       departing. Do not send half-full coaches until the crowds have substantially subsided.
   • When there are no more crowds and small numbers of intending passengers, begin sending coaches
       on their final runs to return to the yard.
   • Coordinate with 1-T-93 and 1-T-94 to ensure coaches are deadheading back to your location until
       crowds begin to subside.
1-T-50 | Townsend and 4th St | 15:00 - END
Focus: Managing Caltrain Shuttles and support for the 30 and 45.
   • When you arrive at post, make sure the zone is clear. Contact the tow desk to remove any illegally
       parked cars. Make contact with CalTrain on site special events lead, Jay Alexander and exchange
       information
   • Give times to shuttle coaches and maintain a regular headway of shuttles pre event.
   • Remind operators and provide supplemental bulletin about how to read train signals on the ROW.
   • Pre-Event these shuttles will do local stops in both directions in ROW.

•   Have coaches layover on Townsend if too many coaches are in service on The Embarcadero.
   •   Assist passengers in accessing the shuttle services. Make sure people know these buses go to the
       fireworks.
   •   Manage 30/45 terminal. Make sure coaches are departing on regular headway and prevent them from
       backing up at 4th and King.
   •   Make sure express coaches make return trips post-event back to Pier 39 to pick up subsequent loads.
1-C-52 | Don Chee Way | 15:00 - END
Focus: Manage F motorcoach operations.
   • Manage F line operations with motorcoach substitution in effect from start of service.
   • Remind operators to treat Don Chee Way and Embarcadero as a 4-way stop.
   • Remind operators and provide supplemental bulletin about how to read train signals on the ROW.
   • Help direct passengers to BART as needed
   • Assist 1-T-53 as they operate the Ferries shuttles to the event.
1-C-53 | Bay & Embarcadero | 15:00 - END
Focus: Assist operating the Ferry and Caltrain Shuttles from the Kearny Triangle.
   • Make sure the 8 line terminal remains clear for shuttle operations.
   • Pre-Event, manage terminal with 8 and Caltrain Shuttle sharing terminal.
   • Work with 1-C-52 to manage Ferry Shuttles. Order shuttles in service along Embarcadero if needed.
   • When event is over, manage the coach staging and dispatch coaches to loading area.
1-C-54 | Chestnut/Van Ness | 15:00 - END
   • Focus: Managing reroutes on the 19, 30, and 49
   • When you arrive at post, make sure the no parking areas are clear of cars.
   • If there are any cars remaining parked in the zones, call the tow desk and have the cars towed.
   • Make sure all coaches on the 19, 30, and 49 are clear on the reroutes before they begin. Make sure all
       operators have copies of the orders and are clear on how to operate the reroutes.
   • Monitor and maintain the reroutes for all routes in your district.
   • Make sure that the 49 and 30 short do not proceed down the Van Ness end Loop which will be used by
       the Fireworks logistics set up
   • Monitor and manage the reroutes until traffic and crowds have cleared.
   • Manage lines to maintain regular headways after they are returned to regular service.
