This local directory includes details of the range of services, groups
and organisations in the Perth area that may be of interest to families.
Details contained in the 2016/17 version have been checked and updated
as required, with new services added. It is hoped that as well as local
families, professionals working with parents, carers and children will
also benefit from this source of information.

area-wide document are being distributed to families through Health
Visitors and are available on request from the Childcare Strategy Team.

families is highlighted in various national and local documents including
the Scottish Early Years Framework, Perth & Kinross Council’s Early Years
Strategy and the national and local Parenting Strategies.

family life such as childcare, family learning opportunities and
specialist support.”

Early Learning and Childcare
The pre-school years are an important stage in a child’s development
and help children to learn as they play. A good quality Early Learning
and Childcare (ELC) experience builds on the valuable learning that
takes place in and around the home, before children start primary
school. It also develops essential skills children will rely on in later life.
Perth & Kinross Council recognises that families have a variety of
different needs and preferences with regard to ELC and is committed
to providing high-quality experiences for all eligible children. All ELC
services, as below, are regulated and inspected by the Care Inspectorate
and Education Scotland.
Perth & Surrounding Areas 2017/18 Education 19Children aged three and four are entitled* to an ELC place starting in the
term after their third birthday. Dates for eligibility for ELC places and
information regarding the allocation of places within Perth and Kinross
are both available from the Council website: www.pkc.gov.uk/preschool
Local authority nursery classes based in primary or all through schools
offer part-time ELC sessions for three and four year olds, with some
also offering wraparound care. The option of taking two part-time ELC
sessions in one day including lunch provision means a child may attend
for two full days and one half day; one full day and three half days or
five half days per week.
There are full-time places available across the full nursery week,
Monday-Friday, in 16 school nursery classes and in the City of Perth Early
Childhood Centre (COPECC). All of these full-time places are allocated
under Support for Children & Families criteria. There are also a number
of part-time places available for children from the age of two at COPECC
in accordance with this criteria.
The Council is also in partnership with more than 35 partner provider
centres to provide funded ELC places for three and four year olds.
These include private nurseries, playgroups and nursery classes within
the private, voluntary and independent sectors. Parents are entitled to
apply to any local authority managed nursery or partner provider centre
for their child’s funded ELC place. Application for places takes place
directly at the school or partner provider centre. Parents can apply
for a place in more than one setting. The allocation of split funding
places will be dependent on both settings being able to offer the hours
required.
Strong Start 2 places for eligible two year old children are available in
21 Perth and Kinross nurseries. From August 2017 the option of two part
time ELC sessions in one day including lunch will be available for almost
all Strong Start 2 placements. A free school meal will be provided with
this option. The entitlement* to 600 hours of ELC is set by Scottish
Government criteria and information is available on the Council website:

Placing in Schools The policy of Perth & Kinross Council’s Education & Children’s Services is to assign to each school a defined zone known as a catchment area. Pupils resident within a school’s catchment area are entitled to register for a place within that school. Contact Education & Children’s Services for detailed information on catchment areas. Parents can make a request that their child be placed in a school of their choice other than the school which normally serves the area in which they reside. Further information on school enrolment and placing requests is available on the Council website: www.pkc.gov.uk/schools Starting School The school entry date in Perth and Kinross is the first day of the school session, which falls in mid-August each year. A child is of compulsory school age from the first school entry date after their fifth birthday. Children who are five between the first day of the school session and the end of February can attend school from the previous August or parents can choose to apply to defer entry to primary school until the start of the next school session. Parents will be notified by advertisement in the local press to register their children in the school of their choice during the registration week in mid-January. Free School Meals All pupils in P1-P3 are eligible for free school meals. You can apply for free school meals for your older child(ren) if you are receiving Income Support, Income-Based Jobseeker’s Allowance, any income-related element of Employment Support Allowance, Universal Credit, Child Tax Credit or Child Tax Credit and Working Tax Credit (current TC602 Child Tax Credit award notice must be provided to assess eligibility). School Clothing Grants
If you are in receipt of Income Support, Income-Based Jobseeker’s
Allowance or any income-related element of Employment and Support
Allowance, Education & Children’s Services will consider one application
per year for a grant towards the cost of purchasing essential clothing to
enable children, up to the age of 16, to attend school.
School Transport
Free home to school transport is available to pupils attending their
catchment school and living more than two miles (primary) or three
miles (secondary) from the school. Transport will be provided from a
suitable point on the public highway. Please note that this pick-up point
can be up to two miles (primary) or three miles (secondary) from the
pupil’s home.
Pupils living within the relevant mileage distance who have additional
support needs or medical conditions affecting mobility may also be
considered for free home to school transport.
Advice, Information and Concerns
Communication with parents is encouraged and valued. Your child’s
school is your first point of contact should you require advice,
information or to raise concerns. The school will deal with any concerns
raised confidentially, timeously and work with you towards a resolution.
Your school will advise you how to take your concerns forward should
these remain unresolved.
Pupils with Additional Support Needs
In Perth and Kinross there is a policy of supported mainstream inclusion
which is complemented by a range of specialist provisions and services
for children and young people with additional support needs. These
are either attached to or are part of mainstream schools. In addition,
there is one all-through special school, Fairview School in Perth, for
children aged 3-18 years with profound and complex difficulties.
Children and young people can also receive additional support from
specialist peripatetic teams including the Early Years Inclusion Service,
EAL (English as an Additional Language), HI (Hearing Impairment) and VI
(Visual Impairment).

children called Connections and one for secondary-aged children
called Navigate. Children and young people are supported on a shared
placement with their registered school.

local authority primary schools, with an emphasis on P1-P3 and all

Education Maintenance Allowance (EMA)
EMA is a weekly payment of £30 per week which can be paid to
you if you are eligible and you are in education or a voluntary
placement after you are legally permitted to leave school. To apply
for the 2017/18 academic session, your date of birth must fall on or
between 1 March 1998 and 28 February 2002. It can be paid for a
maximum of 3 years (4 years for vulnerable young people who may
need additional time to further their potential). EMA awards will
be payable according to the total taxable income of your household.
Payments will only be made for the weeks where you have satisfied
the attendance requirements. Application forms may be obtained
from the office of any Perth and Kinross secondary school, by
downloading from the Council website or at Pullar House Reception.

Educational Psychology Service
The main focus of the Educational Psychology Service is the
identification of barriers to learning and development. They
offer advice on strategies and interventions that support learning,
development and wellbeing. Educational Psychologists use skills
and experience in psychological theory, child development and
educational contexts.

English as an Additional Language (EAL) Service
The EAL Service supports children in nursery, primary and secondary
schools whose first language is not English. It also offers support
to their teachers, related professionals and advice to parents. The
team consists of two EAL teachers and five bilingual staff members:
two Polish, a Romanian, an Arabic speaker and an Urdu/Punjabi
speaker. Referrals to the EAL Service are made through schools or
other professionals.

Gaelic in Perth and Kinross
Perth & Kinross Council has been actively involved in developing
Gaelic over the last 20 years. As a local authority serving a diverse

Nurture Provision
A Nurture Group is a small group provision within a mainstream
school, supporting children in that school who have ongoing problems
settling into mainstream education as a result of attachment
issues. Nurture Groups aim to support children by providing a

also be challenging. Often a little support can make a big difference.
Every family faces challenges at some point and there are a range of
services that can offer advice and support to help families get through
these times.
Child Health Social Work Team
The Child Health Social Work Team remit covers the Perth and Kinross
area, providing support for families where a child has been assessed
as having a profound physical or learning disability. The team offer
information, advice, support and access to respite resources.

Early Years Resource Team
Provision of early intervention services for vulnerable families across the
Perth and Kinross area where the children are aged from pre-birth to
8 years. The team does this by engaging with families, often in
conjunction with other professionals as part of a Child’s Plan. This
includes practical/modelling support for parents and individual
programmes for parents and children on an individual basis. Parenting
Capacity Assessments are also undertaken. Aims and goals of what
parents want to achieve will be drawn up with them so support packages
are drawn up to suit each individual family’s needs. Any agency can
refer. Based at Almondbank House in Perth but work can be undertaken
with parents in their homes or in a venue within their geographical area.

Incredible Years Parenting Programme
We know that being a parent can be a tough job and has its highs and
lows! Sometimes our children don’t behave the way we would want
them to and we don’t do or say the things we would like. This can cause
lots of stress and arguments and isn’t much fun.
Many years of work with children and families shows that close
relationships between children and their carers is one of the most
powerful forces in giving kids the best start in life. The Incredible Years
Programme aims to offer support to parents and carers of children who
are 3 years old at the start or during the programme and who want help
to improve their children’s behaviour, learning, social skills and language
development.
The programme runs for 15 weeks (2 hours per week, normally mornings
from 9.30 am - 11.30 am). A crèche and transport are provided if
required. Each session consists of DVDs; discussion groups and practical
activities. The programme runs throughout Perth and Kinross in schools,
halls, community centres etc twice a year from February to May and
from August to December.

Parenting & Family Learning Team
The Parenting & Family Learning Team deliver a range of parenting
support, parenting programmes and family learning opportunities across
Perth and Kinross in partnership with public agencies and the third
sector.

family relationships and parenting skills including Infant Massage, SPACE,
Peep and one-to-one Family Support.
There are also a wide range of family learning opportunities including
cooking with your family, family groups to increase reading, writing and
number skills and fun groups which give families new ideas for playing
together.
Groups are offered during the day, evening, weekend and during the
school holidays.

Strengthening Families Course
Strengthening Families is a seven week course that helps families with
young people aged 10 to 12 years old to prepare for their teenage years.
Families with children in P6 and P7 in Perth and Kinross are being invited
to join a Strengthening Families Programme (SFP) group in their area.
A parent who recently completed an SFP group described it as “A First
Aid kit for potential parents of teenagers - must do - excellent!”
reflecting the benefit of this resource for families with young people at
the pre-teen and teenage stages
The Strengthening Families groups, delivered by Perth & Kinross Council
and its partners, provide a great opportunity for parents/carers and
young people to work together on a range of skills to deal with the tricky
issues that typically can affect families with children of this age.
Information on the latest courses is available from schools for parents
of P6 and P7 pupils, sessions are generally held in the evening and
sometimes on a Saturday morning. Over a seven week period, families
34 Family Support Perth & Surrounding Areas 2017/18will develop a good understanding of each other’s strengths and qualities
so they are better able to support each other and deal positively with
some of the challenges that the transition to teenage life can involve.
The sessions will mix group learning time with family activities, where
young people will learn about handling peer pressure, recognising and
appreciating the feelings of others, and how to set personal goals, to
encourage success when they move on to secondary school. Parents and
carers will learn about different ways to support young people and set
boundaries for them in the teenage years.
The sessions all last two and a half hours and take place once a week for
seven weeks.
An evening meal is provided at each session. Crèche facilities are
available for brothers and sisters if required and transport can also be
arranged. The Programme is free!
