WEATHER-RELATED
CLOSINGS, DELAYS
The Phelps-Clifton Springs Central School
District will make a call to families using our
mass-messaging system when schools are closed
or delayed, and when an early dismissal occurs
due to weather-related conditions.
The District uses a Blackboard Mass Notifi-
cation system to quickly communicate weather
closings and other important information with
students, families, and staff to quickly place a large
number of telephone messages and emails.
Families may contact their school to ensure
that they are enrolled to receive these messages.
Also, families may opt-out of this service at their
convenience.
Several factors are considered when the reg-
ular school schedule is affected due to weather

ANNUAL VOTE SCHOOL BUDGET
DEVELOPMENT PROCESS
Public schools are among the most significant
investments made by any community.
District leaders work to make the most effective
use of resources to benefit students while develop-
ing a budget that is accountable to taxpayers in a
responsible and transparent manner.
The Phelps-Clifton Springs Central School
District Board of Education adopts a budget each
spring for the coming school year that is put to the
community for a vote on the third Tuesday in May.
Budget planning, however, is a collaborative pro-
cess involving many district-level administrators,
principals, teachers, and school personnel through-
out the school year.
The District establishes a budget development
calendar in the fall to chart out procedures and

ANNUAL NOTIFICATIONS AND POLICIES
ASBESTOS NOTICE
The Phelps-Clifton Springs Central School District, as
required by federal regulations, has a comprehensive
management plan for the removal or containment of any
asbestos-containing materials within the District. This plan is
on file at the District Office, 1490 State Route 488, Clifton
Springs, and is available for public inspection.
ATTENDANCE
Daily attendance is an important factor in a child’s progress
in school and helps ensure that a student is not absent with-
out the knowledge of a parent or legal guardian. All students
must abide by the attendance requirements set forth by New
York State. A legitimate excuse must be submitted by the
parent or guardian on the day following a student’s absence or
on the same day, if leaving early. No student may leave school
during school hours without written parental permission
approved by the building principal.
Written excuses should state the student’s first and last
name, the reason for the absence, tardiness or early dismissal,
along with date and name of parent or guardian.
Consistent unlawful absences or excessive tardiness will
require parent/pupil/principal conference and/or referral to
other legal agencies. Parents and guardians are asked to call
the school nurse if their child will not be attending school.
