INTRODUCTION
Qantas Foundation Memorial Ltd (QFM) invites Expressions of Interest (EOI) from qualified
firms to prepare a master plan for Stages 3 and 4 of the Qantas Founders Museum (QFOM)
expanding on the existing Museum, hangar and aircraft display at Longreach, Queensland,
Australia.

LOCATION
The Qantas Founders Museum is located at the Longreach Airport, in Longreach, Queensland –
the heart of Queensland’s outback.

THE SITE
Qantas Foundation Memorial Limited has a lease‐hold on a parcel of land adjacent to Longreach
Airport.

QANTAS FOUNDATION MEMORIAL LTD ‐ BACKGROUND
Qantas Foundation Memorial LTD (QFM) is the trustee of the Qantas Foundation Memorial
Trust and is the owner of Qantas Founders Outback Museum Pty Limited (QFOM) which is
based at Longreach, Queensland, on the site where Qantas commenced its operations more than
88 years ago.

The original charter of the Museum was to tell the story of the founders of Qantas up to 1936
but it was recently decided to respond to the public’s wishes and expand the facility and tell the
full story of Qantas’ history.

HIGHLIGHTS IN THE HISTORY OF THE QANTAS FOUNDERS MUSEUM
In 1988 the Longreach and District community established the Qantas Foundation Memorial Ltd
(QFM) in recognition of the service Q.A.N.T.A.S. had given to the people of the Outback. A replica
of the first booking office was constructed to house a small display to attract support for the
project.

STAGE 1 “THE QANTAS BEGINNING”
These efforts culminated in June 1996 with the opening by the governor General of Australia, Sir
William Dean, of the Museum display “The Beginning” in the original Qantas hangar built in
1921. This display depicts the early years of Qantas history. This building is the centre piece of
Qantas’ heritage and a conservation program is currently under way for this iconic Australian
building.

STAGE 2 “THE PIONEERING YEARS”
The Centenary of Federation in 2001 and the associated Queensland Heritage Trails Network
(QHTN) initiatives enabled the realization of Stage 2, the Qantas Founders Museum. Major
donors included the Queensland Government through the Centenary of Federation Fund, the
Commonwealth government, Qantas Airways and the Longreach Shire Council.

The Stage 2 museum and display present an historical perspective on the founders of this
Australian icon Q.A.N.T.A.S., and is an innovative facility that educates, challenges and informs
visitors in an exciting environment. The display covers external and internal areas with links to
the original Stage 1 hangar and includes static, mechanical, and high‐tech displays, interactive

attractions, artifacts and public art. The display currently tells the Qantas story up to 1936 and
includes a replica of the first Qantas aircraft, an Avro 504 K.

The 3,150 sqm Museum building was opened in 2001 by the Queensland Premier, the Hon.
Peter Beattie and the Commonwealth Minister for Fisheries and forestry, the Hon. Wilson
Tuckey with Mr Geoff Dixon, CEO of Qantas Airways Ltd. The Museum complements the original
hangar and meets both heritage and conservation requirements. As well as the main museum
hall with historical displays, storage, administration facilities and amenities, it houses an
education centre, a theatrette, travelling exhibition areas, display galleries, a retail outlet, a
kitchen and a restaurant.

Fundraising continues to allow the museum to add new attractions, and expand the range of
educational, training, and development activities and ensure an ongoing refreshed program. It
is the Foundation’s vision to preserve the material history and celebrate the human
achievement of the iconic Australian Airline. “Telling the story of Qantas”.

ACHIEVEMENTS TO DATE
As most significant aeroplanes in Qantas’s early history no longer exist, the Foundation has
commissioned several full size replicas (biplanes de Havilland DH50 and DH61) and significant
¼ scale models. The DH‐50 aircraft was unique as Qantas built seven of these aircraft in the
original Longreach hangar (Stage 1), and Qantas remains the only airline in the world to have
built and operated its own aircraft.

One of the last remaining ex‐Qantas DC 3’s has been donated to the Museum and is open to the
public, resplendent in Qantas Empire Airways livery.

In 2002 Qantas gifted one of its Boeing 747‐238 aircraft to the Qantas Founders Museum. The
first in the world open to the public, the 747 is displayed exactly as it was when it came out of
service. A popular “Secrets of the 747” tour and a new “747 Wing Walk” tour have recently been
introduced to take museum visitors to many previously inaccessible aircraft locations, including
inside the tail, the plane’s computer bays, and “suitably harnessed”, out onto the plane’s wings.
This tour is now extremely popular. It is the first in the world and still the only one of its type.

QFM have restored the first Boeing 707 aircraft owned by Qantas. This involved about 15,000
hours of work by volunteers at Southend, England. The aircraft was flown to Longreach and is
now on display.

MASTER PLAN FOR THE FUTURE OF QFM
The Longreach Airport is in the process of major redevelopment and the Qantas Founders
Museum is planning major expansion to the displays and display areas. Future plans are broadly
outlined below.

STAGE 3 “QANTAS THROUGH THE YEARS”
Stage 3 will see the Foundation construct an undercover air park to house the growing
collection of 14 iconic aircraft of the Qantas story. As the collection is currently displayed in the
open, funding to construct this structure has become a very high priority. This structure will be
situated over the existing Boeing 747 and will extend to cover other aircraft displays which is
most important for their long term protection.

STAGE 4 “THE MODERN ERA”
This is the last stage of construction planned for the full Museum, targeted for completion by the
Qantas Centenary in 2020. The Stage 4 building will house more of the Qantas story. On
completion of this final project, the Qantas Founders Museum will be fully fenced and patrons
will be able to wander at will through the fascinating display telling one of the most remarkable
stories in Australian and World aviation history. The Museum is dedicated to those pioneers,
both in the formative years and of more recent and current times, who have contributed to this
great Australian success story.

QFM will administer a program to select a firm to undertake master planning and design for the
future developments of the museum at the Longreach Airport.

SELECTION PROCESS
QFM will produce a Request for Expression of Interest (this publication) requesting firms which
are interested to submit a Statement of Qualifications. This should include the following.

    1. A statement of the firm’s experience and qualifications relevant to the proposed project.

    2. A general overview and history of the company, including form of organization, number
       of years in business, corporate headquarters location, and the names of principals and
       directors of the firm.

    3. Resumes of and a brief statement on the availability of key personnel of the firm to
       undertake the proposed project.

    4. A list of projects, with a brief description, completed by firm.

    5. The Applicant’s abilities to deliver the project within budget.

A short list of three to five firms will be selected based on the Statement of Qualifications.
Unsuccessful firms will be notified in writing.

Items to be addressed in the selection will include:

    1. Firm’s history and resource capability

    2. Evaluation of personnel

    3. Related experience

    4. Project methodology

    5. Approach to quality management

    6. Familiarity to working in remote areas.

    7. Ability to relate to project requirements.

    8. Reference check

    9. Projects undertaken

These firms will be provided with a draft Scope of Work outlining the following to assist them in
understanding the project and address issues of interest.

   1. Client’s name and contact person (clearly identified as the only person to contact for
      information on the project), mailing address, telephone and fax number and email.

   2. Project name (identification) and location.

   3. Project outline, including intended size, function, capacity and other general anticipated
      requirements

   4. Descriptions of completed studies, surveys and/or preliminary feasibility work relevant
      to the project and available to the firms which will be responding.

   5. Anticipated project target dates,

   6. Requirements for further feasibility studies or program planning prior to design and
      construction.

   7. Description of any other projects in process or planned for the same site or time frame,
      which may affect the scope of work.

   8. Description of architect selection process.

   9. Additional or unique requirements/considerations.

   10. Anticipated time line for project completion.

   11. Project budget.

   12. Details of the evaluation process

LODGEMENT OF EXPRESSION OF INTEREST
