    As a member of the South Coast Land Use Advisory
Committee, I attended the committee’s May 12 meeting at
which the Big Sur surveillance tower project sparks was
presented by the U.S. Customs and Borders Protection.
Despite CBP’s intention to install the 80-foot-high surveil-
lance tower at Lucia, their project is rife with logistic, legal
and bureaucratic obstacles.
    In CBP’s presentation, I’ve never witnessed such a
smug attitude or ineptness. Normally, applicants prepare
extensive documentation addressing aesthetic, legal, logis-
tic and technical aspects relating to viewshed, construc-
tion, and environment. Maps, blueprints, photos, geologic
surveys, soil studies, diagrams of terrain, layout and foot-
