FEASIBILITY STUDY FOR MILTON TEEN CENTER

INTRODUCTION

The Town of Milton seeks to explore the planning and design of expanded opportunities
and safe spaces for teens residing in Milton (ages 11-18) to socialize and be productive in
our community, including but not limited to out-of-school time programming, and to make
recommendations based on the results of such works. This project is grant funded and
should be completed by June 2019.

PROPOSED SCOPE OF WORK
This contract requires the successful firm to conduct a study which will include, at a minimum,
the following Scope of Work:

      Provide 5-6 prime locations for a proposed Teen Center given Town parcel information
       provided by Town Planner, complete with site descriptions, parking considerations, notes
       and plans for the Teen Center.
      Analyze trends and demographic to best cater to age group, working closely with Milton
       Youth Task Force. See Attachment A for Task Force’s recent findings.
      Provide a brief overview of estimated costs in regards to any possible
       construction/renovation needed for locations proposed.
      Propose a fee structure/possible funding options in order to make the Milton Teen Center
       self-funded.

REQUIREMENTS FOR PROPOSAL SUBMISSION
Based on the information provided in the project scope, the RFQ should include the following
components, organized accordingly:
      1. Name and contact information of firm;

       2. Brief resume of principals and of the staff to be assigned to the study;

       3. List of projects which would best illustrate qualifications for the study. References
          must be included;

       4. Names of engineers and other consultants that may be used for the study;

       5. Statement of the scope and type of services proposed for study. The applicant should
          describe the process and methodology to be used in the completion of services with
          specific reference to examples of similar projects in which this methodology has been
          used;

       6. Statement of any legal or administrative proceedings pending or concluded adversely
          to the applicant within the past five (5) years which relate to the applicant’s
          performance of this type of work;
7. Appropriate certificate of insurance and Attachments B-G (see attached);

       8. Designer Selection Board Form (see attached);

       9. Demonstration that the firm has the financial capacity to fulfill its obligations
          if awarded the contract;

RFQ documents should be submitted per requirements of RFQ. Responses should be marked as
“Milton Teen Center Feasibility Study 2019” sent to the attention of the Town’s Chief
Procurement Officer, Arlyn Zuniga, at 525 Canton Ave Milton, MA 02186 no later than 11:00am
on March 21st, 2019. If any changes are made to this RFQ, an addendum will be posted on the
Town’s website on the Procurement page. It is the sole responsibility of the proposer to ascertain
the existence of any addenda and/or modifications issued by the Town.

GENERAL PROVISIONS
    1.    The Town reserves the right to reject any and all applications and to waive any
          informality whenever such rejection or waiver is in the best interests of the
          Town.

       2.       The Town will not be responsible for any expenses incurred in the preparation
                or submission of applications by the applicants. Each application should provide
                a concise explanation of the applicant’s capacity to satisfy the requirements of
                this RFP. Emphasis should be placed on clarity of content.

       3.       The application, and any subsequent contract for services, shall be governed by
                applicable Massachusetts law.

       4.       Upon submission, all proposals, will become the property of the Town and will
                be subject to disclosure in accordance with the Massachusetts Public Records
                Law.

       5.       The Town is an Affirmative Action/Equal Opportunity Employer. The Town

CONTRACT AWARD

The Town may schedule interviews with the three highest scoring firms or individuals. The Town
will rank the finalists based on consideration of the minimum criteria/qualifications, the
comparative evaluation criteria, and the interview (if applicable).

The following point schedule will be utilized:

Experience with projects of similar size and scope/Project Management experience:
Successful experience of firm or individual in the role of Owner’s Project Manager in the
Commonwealth of Massachusetts over the last five (5) years:

        Highly Advantageous – Management of six (6) or more similar studies/projects.

        Advantageous – Management of three (3) but less than six (6) similar studies/projects.

        Least Advantageous – Management of at least one (1) similar study/project.

Project Design Oversight: Ability of firm or individual to begin work immediately and maintain
an intensive schedule to meet the Town’s timetable while providing high quality results:

        Highly Advantageous – Developing presentation materials for this project and able to
         devote sufficient resources to complete the project according to the Town’s timetable of
         completion by early June 2019, and available by the middle of April 2019 to begin
         contract work.

        Advantageous – Some experience in these areas but information provided leaves
         unsure of ability to devote sufficient resources and to meet the project’s timetables, and
         available by the beginning of April 2019 to begin contract work.

        Least Advantageous - Demonstrate limited design oversight ability, but may be able to
         devote sufficient resources to complete the project in accordance with the Town’s
         timetable, and available by the beginning of April 2019 to begin contract work.

Proposed Staffing of Team and Key Staff: Qualifications and involvement of key personnel to
be assigned to this project and the experience of such personnel in relation to projects similar in
size and/or nature:

        Highly Advantageous – Key staff that have at least seven (7) years of relevant
         experience in design of similar projects or an individual within the firm having nine (9)
         years relevant experience in design of similar projects in the Commonwealth of
         Massachusetts.

        Advantageous – Key staff that have at least five (5) years of relevant experience in in
         design of similar projects or an individual within the firm having (7) years relevant
         experience in design of similar projects in the Commonwealth of Massachusetts.

        Does Not Meet – Key staff that have less than five (5) years of relevant experience in in
         design of similar projects or an individual within the firm having less than (5) years
         relevant experience in design of similar projects in the Commonwealth of
         Massachusetts.
Quality of References: References will be evaluated to identify the ability and quality of previous
work as a designer in the Commonwealth of Massachusetts over the last five (5) years:

        Highly Advantageous - Achieving successful designer experience from six (6) or more
         previous contracts.

        Advantageous - Achieving successful designer experience from three (3) but less than
         six (6) previous contracts.

        Least Advantageous - Achieving successful designer experience from one (1) but less
         than three (3) previous contracts.

Quality of Written Materials: Responses will be reviewed in conjunction with any materials
provided to determine relative quality, readability, responsiveness to RFQ, and understanding of
the projects and the role of the designer:

        Highly Advantageous - Responses that organize their response according to the
         minimum and comparative criteria in the RFQ, make it easy to evaluate the response,
         communicate a work plan that demonstrates the manner in which the designer oversees
         work as it related to the quality, efficiency, and cost effectiveness of design, and
         demonstrate an understanding of the project.

        Advantageous - Responses that demonstrate an understanding of the role of the
         designer in similar projects, and that demonstrate an understanding of this project but to
         not organize their response according to the minimum and comparative criteria.

        Least Advantageous - Responses that demonstrate an understanding of the role of the
         designer in similar projects, but do not demonstrate an understanding of this project,
         and have multiple spelling and/or grammatical errors.

The Town will begin discussion of final scope of services and fee negotiations with the top ranked
firm or individual. If unsuccessful in the negotiations, the Town may attempt to negotiate with the
next higher scoring respondent (and repeat that process) until successful. If negotiations with one
or more of the finalists prove unsuccessful, the Town may reject all responses and may choose to
re-advertise for the Milton Teen Center feasibility study if deemed in the best interest to do so.
The selected firm will be required to execute the Town’s standard Contract. It is the Town’s intent
to finalize and execute all contract documents with the selected firm by April 2019.
ATTACHMENT A
Milton Youth Task Force
Program Requirements
February 2019

Audience:
  1. Teens grades 6-12 who either reside in the town of Milton or attend school in
      Milton. Numbers may range from 10-150 students depending on day of the week,
      activity offered, etc
  2. It is important to offer either separate space or times for younger and older students.
  3. Teen Center could be a free standing building or dedicated space within a community
      center for all members of the town of Milton.

Activities and space needs:
   1. Teens are primarily looking for drop-in hangout space. Successful teen centers have
       comfortable couches, table games such as pool, ping pong, foosball, etc, video game
       space, television, gym space (including exercise equipment), computer or chromebook
       access, ports for playing music, quiet study space, cafe space, as well as a flexible space
       that can be customized- ie, makerspace, music recording studio, visual arts,
       kitchen/cooking, yoga studio, etc
   2. Outdoor space must be accessible to teens. This could be for activities such as climbing
       walls/parkour/basketball courts/handball or for more social uses such as hangout/cafe
       tables and benches. It should be easily monitored by teen center staff.
   3. There should be staff offices
   4. Teen Center administrators may decide to rent out the teen center during off hours so
       there should be flexible space within the teen center, as well as ample storage for
       tables/chairs and seasonal equipment

Environment:
   1. It is important that teens can easily access the building. There is currently no town-wide
      transportation option. Certain corridors have MBTA bus routes. Students would ideally
      be able to walk from Pierce Middle School and the High School. There should be some
      parking for high school students who drive, for community rentals and for staff
   2. We have seen teen centers that were obviously designed with input from teens and others
      that were put together with little to no input from teens. This space should reflect the
      wishes and personality of teens in Milton. It should be modern, bright, comfy and be
      compatible with the technology that students use. We would expect that teens would
      have ample opportunity to work with architects and designers from design to
      construction.

Additional notes:
  1. There will be additional technological needs such as security cameras, extra ports for
       plugging in music devices, and possibly scanner for student id card check-in/out
