1. THE COMPETITION
 Overview
 • Start date – Saturday 10th April 2021.
 • Round Robin Matches until Saturday 22nd May 2021
 • Saturday 29th May – Quarter Finals and Playoffs
 • Saturday 6th June – Semi Finals
 • Saturday 13th June – Luisetti Seeds Cup Final & Playoffs
 The Detail
 The 3 pools will be split geographically which will limit the travel required throughout the
 round robin.
 Pool A & Pool B will have 7 Ellesmere & Mid Canterbury teams in each.
 Pool C will comprise 8 North Canterbury teams.
 Teams will play a round robin within their Pools over 7 weeks. Then coming together for
 the various section playoffs.

 Competition Points
 Points will be awarded in all round robin matches on the following basis:
    a.    4 points for a win
    b.    2 points for a draw 1 point for loss within 7 or fewer points
    c.    1 point for 4 tries (regardless of whether they lose)
    d.    Default- 1 bonus point for the team that is default to.
    e.    Bye – Teams in pools A & B will be awarded 5 competition points.
A points table will be kept for each pool, and also a second table will be kept for the overall
competition placing for all teams in a ranked order 1-22.

The overall table will be used to separate any tied placings in post Round robin play.
At the conclusion of the round robin the 22 teams will be split into four sections.

  Once teams confirmed we will draw matches. Each team will have 1 home and 1 away.
  Matches to be drawn where possible to avoid repeat fixtures in local rounds.

   Final Venue
   If a Mid Canterbury team reaches the final, MCRU will host the final. If an Ellesmere team
   reaches the final and there is no Mid Canterbury team involved, then Ellesmere RSU will
   host the final. In the event of the final being between two teams from the same Union, the
   Final shall be played in a venue at that Union.

2. COMPETITION MANAGEMENT
          (i)    Executive Committee made up of two Mid Canterbury and two Ellesmere and
                 two North Canterbury Officials will administer the Luisetti Seeds Mid-
                 Canterbury/Ellesmere/North Canterbury Combined Division I competition for
                 2021.
          (ii)   Clubs are to address all competitions matters to the officers of the Union or
                 Sub-Unions to which they are affiliated.
        (iii)    Team List - 26 players to be named. Five front row players are to be named.
                 Position to be indicated on team list form. Last year’s club must be named on
                 Team List sheet beside a player’s name when naming your Division I. Squad
                 on team sheet if Club different from the previous year. Team lists must be
                 received in the Union offices by Wednesday 7thApril 2021.
        (iv)     Team lists will be checked for authenticity. They will be scrutinised by the
                 MCRU Executive/ERSU Executive/North Canterbury Executive and if
                 necessary, the Combined Executive who may meet with your Club Executive
                 to discuss the strength of your team.
        (v)      Teams are required to load their match day teams into the app by 5pm The
                 day before the match. Changes can be made up until kick-off.
        (vi)     Player Transfers
                 As per NZR guidelines transfers between Clubs or Provinces on the off season
                 do not require any formal process. Players simply register for the new entity
                 at the commencement of the new season.
                 Transfers between Clubs in-season are subject to the Transfer rules of the
                 relevant Union or Sub Union. Each group has a transfer form and process set
                 down in their local rules which must be adhered to. Please contact your
                 Union/Sub Union Office for more information on transfer processes. No

player may play for a different Club in the same season without having been
         granted approval to transfer by the relevant governing bodies.
         Transfers between Unions in season are bound by local Union and NZR
         transfer procedure which are done via the NZR database system. No player
         may play for a new Club or in a new province in the same season without
         having been granted formal approval to transfer by the relevant governing
         bodies.
(vii)    Bonds
         Each Division I Club Team Entry to deposit a Bond of $500.00 with your Club
         Team Entry for the Luisetti Seeds Mid Canterbury/Ellesmere/North Canterbury
         Combined Division I competition 2021.
(viii)   Default – $200.00 plus GST.
         All defaults must be notified to the Union CEO as early as possible. Any default
         notified up to 9.00 a.m. on the morning prior to the scheduled match date will
         incur a fine of $200.00 plus GST.
(ix)     Late Default – $300.00 plus GST.
         Any default notified after 9.00 a.m. on the morning prior to the scheduled
         match date will incur a fine of $300.00 plus GST.
(x)      Three defaults and your team are out of the competition.
         Defaults – Clubs are to endeavour to provide a Division I team, even to the
          detriment of defaulting a lower grade team.
(xi)     If a Club defaults a match in the play-off rounds the penalty will be 4
         Competition points deducted from their competition points tally in the local
         Senior competition being played immediately after the conclusion of the
         Luisetti Seeds Combined Country Competition in addition to the relevant fine
         set out in (v.) and (vi.), whichever is applicable.
(xii)    If in arrears with Club fine payments, the Club is ineligible to play until the
         fines are cleared. Outstanding Club fines must be paid before Club teams can
         play. This affects all your Club teams.
(xiii)   The games are to be played as scheduled in the draw published at the start of
         the season unless both teams agree by mutual consent 10 days before the
         date set down for the match to be played. The Executive of the Combined
         Competitions must be advised of any agreed change 10 days before the match
         is to be played using the prescribed form available on your Union website.
(xiv)    A player must have played one game for his club in the current season to be
         eligible for quarter-finals, semi-finals and finals. Representative players
         released from higher duties must play one game prior to finals unless approval
         is gained in advance from the Executive Committee. Any such requests must
         be made in writing by the player’s Club.

3. THE COMPETITION IS PLAYED UNDER NEW ZEALAND DOMESTIC SAFETY LAW 2021
VARIATIONS FOR SENIOR CLUB RUGBY (Designated Premier Grade).

     THEREFORE, THE REQUIREMENTS FOR SUITABLY TRAINED AND EXPERIENCED PLAYERS
     IN THE FRONT ROW IS AS FOLLOWS

       (i)      DSLV LAW 3.2 - Where a team in a Designated Premier Grade is unable to
                provide 15 players (including three trained front rowers) to start the match,
                this team shall forfeit the match with the winning team being awarded 5
                competition points (Win 4 pointsts + 1 bonus point). The match may still be
                played under Game on Provisions but without impact on the official match
                result or competition points.

       (ii)     DSLV LAW 3.8 - If a team in a Designated Premier Grade nominates
                15,16,17,18,19 or 20 players it must have a minimum of 3 players who are
                trained to play in front row positions.
       (iii)    If a squad in a Designated Premier Grade is 21 players, then it must have a
                minimum of 4 players who are trained to play in front row positions.
       (iv)     If a squad in a Designated Premier Grade is 22 players, then it must have a
                minimum of 5 players who are trained to play in front row positions.
       (v)      The replacement of a front row forward must come from suitably trained and
                experienced players who started the match or from the nominated
                replacements.
4. WEARING OF MOUTHGUARDS
NZ Rugby again will be adopting a strong stance re the wearing of mouth guards in 2021.
The wearing of a mouth guard has been compulsory at all levels of New Zealand Domestic
Rugby since 1998. In previous years this law has not been adhered to.
The safety of players is paramount and this DSLV (Domestic Safety Law Variation) is to be
strictly enforced in 2021.

Match Officials are to apply the following actions on players observed not wearing a mouth
guard:

     Application and Enforcement of the new DSLV.
      • The first player observed not wearing a mouth guard is to be penalised under
          Law 9.7.a (A player must not intentionally infringe any law of the game) and will
          be issued a Yellow Card.
       •       The player yellow carded can return to the field of play upon expiry of the 10
               minute (2 minutes in Sevens) Temporary Suspension period, but only if the player
               is wearing a mouth guard.

•   If the offending player is unable to return wearing a mouth guard, then that
             player can be replaced.
         •   This will be deemed to be a permanent replacement and the offending player
             will not be permitted to return to the field of play under any circumstances.
         •   If subsequent players from the same team are observed not wearing a mouth
             guard these players will be issued a Red Card in accordance with Law 9.8 (A team
             must not repeatedly commit the same offence)
         •   Any player issued with a Red Card for failing to wear a mouthguard will receive
             an additional automatic one match suspension.
 If a player produces a medical certificate stating, they should not wear a mouth guard that
 player will be exempt from the requirement. The medical certificate must be presented to
 the referee prior to the match.

5. BLUE CARD
The Blue Card system will operate in the Competition.
The Blue Card Concussion Initiative is an “On-Field” process introduced to enhance player
safety and welfare. It enables the referee to initiate a formal process when a player sustains a
head and/or concussion or suspected concussion injury during a match. If the referee believes
a player has been concussed, or suspects a player has been concussed, the referee must show
a Blue Card to that player, and that player will be required to leave the playing area. This player
cannot return and play in that match.
 Further, the player shown a Blue Card should not return to train and must not return to play
in any future match without first meeting the requirements of the return to play protocol, as
set out in Appendix 1.
In situations where a player sustains a head and/or concussion injury at training or such injury
is noticed after a match, team management must adopt normal care and responsibility for
player safety and welfare by implementing the Graduated Return to Play practices and
procedures detailed in Appendix 1.
OFF-FIELD FOLLOW UP PROCESSES/PROCEDURES - REFEREE AND TEAM COACH
Issuing of Blue Card (by Referee) initiates
    a) Identification of concussed player on Provincial Union official team sheet.
    b) Provincial Union will forward a letter to the Club and player confirming that the player
       has been stood down from playing rugby because of a concern regarding concussion.
       This letter will outline the procedure to facilitate the player’s return to training and
       playing.
    c) Provincial Union will enter player and incident details into the Blue Card Concussion
       Initiative Player register.
OFF-FIELD FOLLOW UP PROCESSES/PROCEDURES – PLAYER
The issuing of a Blue Card by the Referee initiates implementation of the Graduated Return to
Play (GRTP) outlined in Appendix 1.

The following specific details are noted:
   •  All players suspected of being concussed should not drink alcohol after the game.
   •  It is strongly recommended that a suspected concussed player seek medical attention
      within 24 hours.
   • Having rested until they have no on-going symptoms; and
   • Having completed the minimum rest period from playing; and
    • Having undertaken a Graduated Return to Play Protocol, and;
   • Having seen a medical doctor to obtain a clearance to resume playing.
As a Blue Carded player, you must return to play via NZ Rugby’s GRTP process. This involves
a mandatory stand down period. Mandatory Stand Down Period for Blue Carded Players:
   •   U19 Players – 23 days • 19+ Players – 21 days
    • The player must produce a signed copy of the required Medical Clearance from a
       medical doctor.
    • This must be provided to the Provincial Union office at least 24 hours before
       scheduled match in which a return to play is planned.
    • Your Provincial Union will reimburse you for any non-ACC cost involved in one visit to
       a doctor. Please contact your club if you require assistance with this process.
5.1 SANCTIONS FOR BREACHING BLUE CARD PROTOCOL
 Sanctions for failing to comply with the Blue Card procedures and playing a player who is
 not cleared to play are:
         (i)     4 Competition points, plus;
         (ii)    a $500 fine for the Club, plus;
         (iii)   A misconduct charge may be laid against any team/club official party to
                 allowing the breach to occur.

6. TIES AT THE CONCLUSION OF THE ROUND ROBIN
In the event that two or more teams in the Luisetti Seeds Country Cup Competition have the
same number of competition points, the positions of the Teams will be determined in
accordance with the following criteria, which will be applied in the order in which they appear
below until a result as to the positions of the relevant Teams is determined:

        POOL PLACINGS
        A     Where any two Teams are tied:
        i.       The winner of any Round Robin match played between the two Teams in that
                 year will have the higher position.
        ii.      The team with the highest number of wins
        iii.     The team with the least number of losses

iv.    The team which has the higher average points difference in the Round Robin
              will have the higher position.
       B      Where three or more teams are tied:
       i      The tied team with the most wins against the other tied teams shall have the
              higher position.
       ii     The team with the highest number of wins
       iii    The team with least number of losses
       iv     The Team with higher average points difference in the Round Robin will have
              the higher position.
       C      If a tie cannot be broken by the criteria set out in subclauses (a) and (b) of
              this clause:
       i      The Team that scored the most points in the Round Robin shall have the higher
              position.
       ii     The Team that scored the most tries in the Round Robin shall have the higher
              position.
       iii    The toss of a coin will be used.

       OVERALL PLACINGS

       Note: Where ties involve teams which have played a different number of round
             robin matches the average points differential will be used in order to remove
             any advantage or disadvantage caused by the different number of round
             robin games played by the tied teams.

A    Where any two Teams are tied:
       i      The winner of any Round Robin match played between the two Teams in that
              year will have the higher position.
       ii     The team with the highest number of wins
       iii    The team with the least number of losses
       iv     The team which has the higher average points difference in the Round Robin
              will have the higher position.
B    Where three or more teams are tied:
     i.       The tied team with the most wins against the other tied teams shall have the
              higher position.
    ii.       If not resolved by 1: or: if all tied teams have not played against the other tied
              Teams, the tied Team which has the most wins in the round robin shall have
              the higher position
    iii.      The team with the least number of losses

iv.         The Team with higher points difference in the Round Robin will have the higher
                  position.
C      If a tie cannot be broken by the criteria set out in subclauses (A) and (B) of this clause,
       then:
         i        The Team that scored the most points in the Round Robin shall have the higher
                  position.
            ii    The Team that scored the most tries in the Round Robin shall have the higher
                  position.
            iii   The toss of a coin will be used.

TIES IN QUARTER & SEMI FINALS PLAY
In the event that teams are tied at the end of a quarter-final or semi-final match, the winner
will be determined by the following criteria, which shall be applied in the order in which they
appear until a result is determined:
        i.        The winner following a further ten (10) minutes of extra time each way.
       ii.        The team scoring the most tries in the match (including extra time).
      iii.        The winner of any Round Robin match played in that year between the two
                  teams.
      iv.         the team with the highest ranking on the overall table at the conclusion of the
                  RR

THE LUISETTI SEEDS COMBINED DIVISION 1 FINAL
In the event that teams are tied at the end of the Competition Final match:
       i.         A further ten minutes of extra time each way will be played, If scores still tied
                  at the conclusion of extra time………
       ii.        Then the Trophy will be shared.

7.         HOME VENUE GAMES BALLS - Home team to provide two match balls. Visiting
           team to supply one match ball. Match balls to be used as indicated by the
           CRFU/MCRU (Gilbert Revolution).
8.         JERSEY COLOUR CLASH – Away team to make the jersey change. Clashes include
           Oxford/Lincoln, Methven/Waihora, Prebbleton/Rakaia, and Hampstead/Kaiapoi.
           In the event of a jersey clash in the final, the team which finished in the highest
          position after round robin play shall retain their club jersey; if both finalists finished
          in the same position in their respective round robins, the matter shall by decided by
          a toss of the coin
9.         CHANGING ROOMS AT CLUBS- Your team management is responsible for ANY
           PLAYERS VALUABLES AND GEAR left in these changing rooms if they cannot be locked
           AND it is your team management's duty to leave these changing rooms clean, swept
           out and all rubbish to be placed in the rubbish bins following your match. Players
           are not to drop tape and sticking plaster on the field. USE RUBBISH BINS.
10.        AFTER MATCH FUNCTIONS/SPEECHES -There will be an after-match function and
           speeches after every match.
11.        HOME VENUE FIRST AID - Order of St John personnel trained volunteers or other
           suitably trained First Aid personnel who currently hold a valid official certificate are
           to be present at all home venue matches. Suitably qualified First Aiders are to be
           identified before the commencement of the match to the Officiating Referee, Touch
           Judges and both Team officials.

12.     MATCH REPORT FORMS – ERSU and NCRSU teams will be using the Canterbury
        Rugby APP, and Mid Canterbury teams using the Mid Canterbury Rugby APP, to
        record Match Reports. (Both APPs are linked and information for Combined
        Competitions is live on both.)

          a. Team sheets must be accurately completed in the app, with correct playing
             numbers.
          b. At the end of the game, the team manager is responsible for ensuring that the
             opposition team manager confirms the official score. The referee of the match
             will also complete their own match report on the App with the official score
             and number of tries.
          c. It is also the team manager's responsibility to ensure that the match report
             form is shared to that Club's Union at the end of the match. This can be done
             by pushing the “Share” button and following prompts once a score has been
             submitted.
          d. If you have issues with the app on game day, please fill in the "paper" team
             sheet supplied by your local union

13.     JUDICIAL MATTERS-

      All Judicial procedures are conducted in accordance with the NZR Rules for Disciplinary
      proceedings 2021.
       All Referees now have the capability to lodge reports using the game day App. If not
      they should carry with them, Ordering Off Report forms, Sin Bin forms and Touch Judge
      report forms so that they have the paperwork to complete their duty where necessary
      on the day the event occurred.
      The Referee should notify the CEO/Administrator of the Union in which the match was
      played on the day of the Ordering Off and, if possible, a copy of the Ordering Off report
      to the Union CEO/Administrator of the player concerned, otherwise the report should
      be in the hands to the Union CEO in which the match is played by 12 noon the following
      day. Given the nature of the Competition involving 3 different Unions, the prompt
      notification to Union’s allows them to commence processing of reports and proceed
      arrangements earlier in the week following the match than might otherwise be the
      case.
      If a referee is a visiting referee to your Union, he should notify the Union and complete
      the necessary forms/reports before he travels home. These can be faxed, emailed or
      delivered to the Union CEO/Administrator or given to a visited Union referee’s
      member who is at the same venue, to pass on to the Union CEO that evening or by 12
      noon the next day.

For the avoidance of doubt, ultimately the requirements of the NZR Black Book on
deadlines shall take precedence. i.e., Reports or complaints must be in the hands of
the CEO/Administrator within 48 hours of the match, unless leave for an extension is
approved by the Union’s Complaints Review Officer. Such approval must be sought via
the Union’s CEO/Administrator.
If a player is Ordered Off in a Union where he does not reside, he will be subject to the
judicial procedures that apply in the Union in which the match was played. The
referee's report will be forwarded to a Complaints Review Officer of that Union who
will determine whether a hearing should be held, or whether an alternative two-
match stand down procedure will apply.
If the player, or player's Club, wishes to plead not guilty or believes a suspension of
less than two weeks would be appropriate, the CEO of the Union of where the game
was played must be notified within 48 hours of the conclusion of the match so that a
Judicial Committee hearing can be held. The player and his club will be notified of the
relevant details and a copy of the Ordering Off report will be attached. All hearings will
be run in accordance with the NZRU Disciplinary Rules 2022 (a copy is available from
your Union Office). Earlier notice than 48hrs if a hearing is requested would be greatly
appreciated.
The Union within whose boundaries a Match, under Rule 4, is played shall have
jurisdiction for any disciplinary proceedings arising from or in connection with that
Match. Where the Player or Person subject to disciplinary proceedings is a member of
or associated with a Club affiliated to a Union other than the one in whose boundaries
the Match is played, the disciplinary proceedings can, with the written agreement of
both Unions, be transferred to the Union to which the Player's or Person's Club is
affiliated ("the Home Union"). For the avoidance of doubt, if both Unions do not agree
to move the disciplinary proceedings to the Union to which the Player's or Person's
Club is affiliated, the disciplinary proceedings shall be dealt with by the Union in whose
boundaries the Match was played.
If a player fails to attend the Judicial Hearing as set down, they cannot play again until
he has attended a Judicial Hearing.
Sin Bin (Temporary Suspension) Reports-
Must be with the Union CEO/Administrator within 48 hours of the event occurring.
Two Sin Bin Reports
 A Player Temporarily Suspended (Sin Binned) on two occasions during a playing
season in Matches for which any Union has jurisdiction shall be advised in writing by
the CEO of his Union that in the event he is Temporarily Suspended on any further
occasion during the same playing season in any Match for which any Union has
jurisdiction he will be subject to an automatic suspension of one week (which will
equate to one Match) to be applied from the week immediately following third
Temporary Suspension.

Three Sin Bin Reports
     A Player Temporarily Suspended on three occasions during the same playing season in
     Matches for which any Union has jurisdiction, and having received the notification
     required by Rule 35 of the NZR Black Book, shall be automatically suspended from all
     rugby for a period of one week (which will equate to one Match) with the suspension
     to be applied to the next match immediately following the match in which the third
     Temporary Suspension was issued. The CEO of the Union shall advise the Player and
     his Club or other rugby organisation of the one-week suspension in writing. This
     automatic suspension is subject to the right of the Player to request a hearing under
     Rule 37 of the NZR Black Book.
     Complaints (Misconduct)
     Complaints regarding Misconduct must be received by Union CEO within 48 hours of
     the match being played. They must be made in accordance with the requirements set
     out in Part 5 of the NZR Black Book. All details must be correct and
     players/officials/other person’s names must be correct. Judicial Review Officer will
     review the complaint and Union CEO will notify the Club, player and official if further
     action is to be taken and when.
     All teams should be aware that the Combined Competitions Committee takes a very
     dim view of any foul play. In serious instances, such as all-in brawls, referee abuse, or
     the abuse of participants, any teams found guilty are likely to be liable to substantial
     fines and/or loss of competition points while individuals could be subject to substantial
     suspensions as outlined in the "NZRU Disciplinary Rules - the Black Book " Sections 9/10.

15. ADVERSE WEATHER OR GROUND CONDITIONS PRIOR TO MATCH DAY
     If the venue of a match or matches is unavailable due to adverse ground conditions or
     for any other reason prior to the day of the match, it shall be the responsibility of the
     "home" Club to advise the Competition Management Committee, the visiting Club and
     the Referee(s), by noon on the day prior to the match.
     The Competition Management Committee in consultation with Clubs involved shall
     then direct as follows:
      (i)     The match/matches be played at a suitable alternative ground on the scheduled
              day
      (ii)    If no alternative ground is available, the match or matches must be played on
              the Tuesday immediately following the postponed match/matches unless both
              Clubs agree to an alternative day/evening in the week immediately following
              the postponed match. The Competition Management Committee will have the
              final decision re any arrangements over the playing of matches.
      (iii)   If it is not possible to play the postponed match or matches, the Competition
              Management Committee shall determine the status of the un- played match
              or matches and award competition points at its discretion.

16. MATCHES NOT PLAYED, OR SHORTENED BECAUSE OF ADVERSE WEATHER, OR OTHER
    EXCEPTIONAL CIRCUMSTANCES

      (i)    A referee should only allow a match to start where there is a reasonable
             prospect that a full match (80 mins) can be played.
      (ii)   To constitute a match a minimum of 40 minutes continuous playing time must
             be played for the result to be deemed valid.
      (iii) Where a referee determines a match may be played but conditions deteriorate
            to the point that the referee deems it is no longer safe to continue playing, he
            may call the game off at the point.
             (a)   If there has been 40 minutes played, the result will stand subject to the
                    Final decision on the status of the game by the Competition
                   Management Committee.
             (b)   If there has not been 40 minutes played- it is deemed that no match has
                   taken place. The match or matches must be played on the Tuesday
                   immediately following the postponed match/matches unless both Clubs
                   agree to alternative day/evening in the week immediately following the
                   postponed match. The Competition Management Committee will have
                   the final decision re any arrangements over the playing of matches.
             (c)   If it is not possible to play the postponed match or matches, the
                   Competition Management Committee shall determine the status of the
                   unplayed match or matches and award competition points at its
                   discretion or cancel the match or matches.
      (iv) The Committee will consider the match results in the context of all matches in
           the competition round being played so that the competition is not adversely
           affected by some matches being played and some not.
      (v) The Committee will also endeavour to ensure fairness to all participants in the
           competition and that individual Clubs do not gain unfair advantage from
           situations, which may arise out of the circumstances around the playing or not
           playing of matches due to adverse weather or other exceptional circumstances.

 17. APPOINTMENT OF REFEREES
     For 2021 a Division One Panel has been selected. The Combined Executive of the
     Ellesmere/Mid Canterbury/North Canterbury Referees Associations will oversee the
     appointment of these referees and select referees for the quarter finals, semi-finals
     and finals.
